Senator Loren Legarda is the principal author of Senate Bill No. 2849 amending the National Health Insurance Act or the PhilHealth charter. Current PhilHealth coverage: 80,919,471 or 85% of the population

Universal Health Care aims to provide affordable health care to the remaining 15% of Filipinos our countrymen in order to achieve a 100% PhilHealth coverage for all. The Universal Health Care program provides quality health care to our poorest households. It now includes beneficiaries of the Pantawid Pamilyang Pilipino Program as Sponsored Members of the national government. For Sponsored Members, including those whose premiums are paid by a local government unit, government agency or private organization:

Your Member Data Record and Identification Number from PhilHealth will serve as your pass when availing of health care benefits for 23 medical and surgical cases at any government hospital. With the No Balance Billing policy, you will be provided with quality health care all charged to PhilHealth, with no payment from your own pocket. Any eligible PhilHealth Sponsored member or their qualified dependents may avail of the case rates package when admitted to the designated rooms in government hospitals.

Now, treatment for dengue, pneumonia, asthma, cataracts— as well as treatments for catastrophic diseases like breast cancer, prostate cancer, and acute leukemia—can be availed of for free by our poorest countrymen.
