    A friend of mine was burgled. I read in theweekly crime bulletin I receive that CroydonPolice Chief Superintendent said: The latest

    intelligence from my burglary squad is that

    there have been quite a few burglaries where

    burglars either reach through letter boxes tograb car or house keys or they are slipping locks. The best way to avoid this

    happening is to double lock doors and to make sure that keys and valuables are

    kept away from letterboxes and hallways - taking your house and car keys

    upstairs with you when you go to bed is something to consider. The other way

    the public can help us is to report anyone acting suspiciously. In some recent

    burglaries, the burglars knock on front doors to check if the house is empty, and

    then break in. If you get an unexpected caller at your door and think it could be

    suspicious, then call 999 - please pass this message on to your friends, familyand communities. My friend had three doors smashed at the rear of theproperty. The burglar(s) must have made a lot of noise but nobody heardanything. Police arrived 3 hours and 5 minutes after being called. This is nothearsay: I was there to support my friend. Police seemed to want to get out asquickly as possible after taking a statement. In fact, they were in such a hurrythat they had to be reminded that they had missed an important detail: a walletand credit cards had been taken. Did they try to find out where the burglar(s)

    had gained entry? No, they did not. There were too many burglaries going onand they had to rush away. The case was closed the day after.

    Should we avoid informing Shirley residents of what is really going on? No,

    because one feels violated when a burglary takes place. We must make sure it

    does not happen again and raise awareness amongst residents. There were 3

    similar cases within a radius of one mile in a short period of time. The next

    Croydon Community Police Consultative Group will take place on 29 March 2011

    in the Town Hall. Questions will be asked and answers published next month.

    More and more trees are being cut down because they may represent a

    hazard to people and property. Trees get old, just like we do: when they are

    not taken care of at regular intervals, they can indeed become dangerous,

    especially when their crown is so heavy that high winds topple them.

    NOGs ColumnOver the winter the heavy carpet of snowmade gardening a bit difficult. Although I

    did receive some calls from a few of myloyal customers asking if I was still goingto cut their lawns, I had to look for otheremployment to keep the roof over ourheads. As luck would have it a friendneeded someone to do a bit of office workfor a charity that she was volunteeringwith. So even though I had vowed never

    to work in an office again, I gave it a try. Imust admit that it was the best decision Ihave made in a long while.

    The Charity provides supported leisure for adults with learning difficulties. Agroup of the members would go out on trips with a few helpers. This would give

    their carers some time off and give the members something different to do.

    My role is to man the office, organise the trips and be a contact between themembers, their carers and the other staff. I will admit that this has been one

    of the most fulfilling jobs that I have had in a long time. I come home fromwork totally shattered, but I know that my day was worthwhile. Whenworking in an office I got the feeling that there was something missing. Acarpenter would start the day with a pile of wood and end up with a table. Iused to start with a pile of emails and end the day with a pile of emails anddid not have the feeling of having done anything productive.One of the members is a young lady who is a wheelchair user. She phoned

    and told me that she would like me to organise a rock-climbing trip. Anotheryoung lad who is visually impaired wants to go go-karting. Through my work

    with Shirley Supporting Charities, I know a man who is now a wheelchair

    user, who used to be a rock climber. I gave him a call and now have details

    of a climbing centre that can support our user. The go-karting has proved

    a bit more difficult to arrange but I have now found a site that has two seater

    carts so we may be in business there.

    After a lot of problems, we finally managed to have our Christmas Dinner. We

    held it last Saturday at the Shirley Community Centre and it was a great event.A new member arrived with his mum and she couldnt stay with him; I wasvery busy and this poor lad didnt know anyone. So I asked the first person

    I saw if they could look after him for a moment whilst I sorted some things out.When I came back it was like he had known everyone all his life, he was totally

    accepted by the group andeveryone was chatting to him.With a few friends, we have

    decided to set up a new groupcalled Out and About. One of itsaims is to integrate people with

    learning difficulties into mainstream

    leisure activities. We intend to do

    this by providing support and education. There are a lot of people who just

    need a little push and a bit of hand-holding to enable their hidden ability to

    show itself. If we can take someone to a club a few times so that they can be

    confident in using public transport alone, then there is nothing stopping themfrom continuing to go to an event on their own in future.

    A question I have asked myself in the past

    year: Do you have to be an On side

    Person to get a reply or/and action from

    an Elected representative? If, like me, and

    I suspect a few others, you are seen as a

    proverbial pain in the butt to Officialdom,

    you do not get a reply or/and action by

    your elected representative. Surely those

    who put themselves forward to be elected

    representatives of the People should dotheir civic duty and act on behalf of that

    person, who may be expressing the views

    of a few, be they friend or foe.

    Recently I asked 2 of our elected

    representatives, locally and nationally, a question on behalf of myself, and one

    that I thought affected many people. To date neither has replied. It reminds me

    of a saying from my Gran: If you cant stand the heat, get out of the kitchen. I

    wonder how many others have contacted an elected representative only to be

    ignored, except at election time, unless you are seen as being On side?!!!

    NHS changes

    For better or for worse, the NHS is changing: you will have groups of

    doctors providing funding for hospital care etc. However, are doctors

    qualified to do this? Or, as suggested, will they have to re-employ those

    who have worked for Primary Care Trusts which are being abolished. It was

    only a couple of years ago that the Labour Government brought inPoliclinics in some areas: they, after no more than a couple of years, are

    gone. What a waste! Now we have the much vaunted Healthwatch. This

    is supposed to be the Patients friend. However, if the LINK is anything to

    go by, it will be yet another con that your rights are being protected. Firstly

    there were Community Health Councils which were very effective in

    watching for Patients rights and, like the PPI Forums that followed them,

    had statutory rights to enter NHS premises whenever they wanted. They

    were effective; so effective that it is suspected that the NHS bossesOrganisation persuaded Governments to do away with them! I suspect it

    was felt they had become, in some cases, an irritant! Like my Forum. Then

    we had LINK which, from my personal view, talks the talk, but is unable to

    walk the walk. Now we are going to have Healthwatch. All fancy names,

    but, at each move forward, Governments of all persuasions are diminishing

    local inspections, as we had with CHC and PPI Forums previously. LINKS

    is to become Healthwatch. To me, it is like watching Superman: he keeps

    changing clothing until he becomes a superhero! Perhaps our Politicians

    read too many comic strips!! There is to be, in each borough, a Shadow

    Health and Wellbeing Board, consisting of, wait for it... first of all, politicians,

    the good and the great who can be expected not to get out of line, public

    health figures (?) and Patients groups, who I suspect may have been

    neutered. If I sound pessimistic, it is because I am. When I was Chair of the

    Mayday PPI Forum, a statutory body with REAL powers, I saw at first hand

    the animosity towards us of some, not all, of those employed in the NHS .I only hope I am wrong but I suspect I could be proved right: any voice the

    Patient had has now been muted and the proposal to give the Patient a

    right and a voice in the NHS is purely a smokescreen. A bit like the Hans

    Andersens story of the King and his new clothes!! When he was really

    naked. These views are my own and no one elses.

    Another thought: if doctors have control of NHS funding, will they, assuggested by BMA and others, decide that a Patient who needs a lot of tests

    and treatments, may not be accepted on their list as they cost too much? Or,if they pay for tests and hospital treatment, will they filter out these tests etc.if they cost a lot or their funding at the end of the fiscal year is low?

    Andrew Pellings ColumnThe concerns over the proposed closureof Shirley library have brought into sharp

    focus the subject of this three part serieson how to get the best out of your localpolitician. The controversies swirlingaround the issue are better kept in thepolitical arena.

    The diffused lines of accountability for

    service reductions like library closures do

    though underline how difficult it is forresidents to get to the bottom of who

    actually is responsible for public services.

    No doubt, it gives no pleasure to local

    Councillors to reduce public services.

    Councillors just have to live with grant

    reductions that come from government and Parliament that give them little

    discretion to avoid hurtful decisions. It's often the local Councillors who

    have to take it in the neck at local public meetings when consulting on

    closures of public services while politicians further up the political ladder

    unhelpfully pretend it's nothing to do with me guv and actually speak out

    against the service reductions they voted for in Parliament or at City Hall! So

    it's very difficult to navigate through the intricacies of representative politics

    to pin down who is responsible - and after all, some politicians are expert

    at avoiding the blame.

    In the last publication of Shirley Life we had this menu of possible

    levers to pull to influence decision making that impacts on Shirley:

    Local Councils are close at hand and a good place to start, whatever the

    limited discretion national politicians give local Councillors. Sometimes

    just a little bit of action by residents makes an impact. Councillors don't

    receive much correspondence compared to MPs, so just a few letters

    from residents on the same subject will get Councillors' attention.

    Similarly, a few questions at the main Council meeting on the same

    subject will apply maximum pressure with limited effort. All residents can

    pose one written question of up to 50 words at a Council meeting and

    you have the right to ask a follow up oral question responding to the

    written answer given by the Councilor responsible at the Council

    meeting. You are not allowed to ask about planning matters or individual

    members of staff. The question time lasts only for 15 minutes so you

    would do well to put your question in early so you are well up the batting

    order - the questions are taken in the order that they have been received.The Full Council meets infrequently. Excluding extraordinary meetings,

    the Council Tax meeting and the Mayor making the Council meets just

    London Assembly Member

    Buses, trams, underground, strategic roads, policing, strategic planning and

    housing, skills training, economic development and London issues are the

    main concerns for Assembly Members only MPs can do immigration

    matters properly. You can go to your local Croydon and Sutton Member

    and/or London-wide MembersLetters to GLA, TfL and Police officials

    five times a year - the 11,880 paid to backbench councillors in 2009/10

    was good pay for such few meetings.

    Some backbench Councillors do have the role of scrutinising the

    Council's work so getting a hold of the chair or vice-chair of scrutiny can

    be a good idea as they can call in key Council decisions for review. Often

    the scrutiny process acts as a useful safety valve that allows the ten

    ruling Executive Councillors to retreat gracefully from a decision after

    analysis by the scrutiny process.

    Petitions can be a very useful tool if targeted properly. If a petition isintroduced by a Councillor at a Council meeting that puts the matter on

    the Council agenda and formalises the response process. Again noplanning matters are allowed. The Council prefers petitions of over 100signatories but on very local issues they'll accept petitions where half theresidents impacted by the issue sign the petition. If you get over 10,000

    signatures that triggers a debate at the Full Council meeting with thepetition organiser having five minutes to speak before a 15 minute debate.

    A senior Croydon Council officer will provide evidence at a public scrutiny

    meeting if you get over 5,000 signatories. E-petitions are accepted.

    Planning is a vital concern to Shirley. Planning is a semi-judicial processand Councillors who serve on the Planning committee may not express

    a view on a planning application before the matter is heard. Councillors

    not on the Planning committee are permitted to speak to items in their

    wards so long as they give 50 and half hours notice of their intention to

    speak. MPs and London Assembly Members may only attend and speak

    on strategically important applications, although the interpretation of this

    restriction can be flexible or inconsistent, depending on your point of

    view. Objecting members of the public can speak for a total of threeminutes in total so it's best just to agree for just one or two persons to

    speak in that slot. The same 50 and a half hours time limit for registration

    to speak applies. Petitions can be sent to planning officers but individual

    letters from residents count for a lot more in committee papers.

    In many ways Councillors are underused by their constituents and

    indeed Councillors would love to see more residents at their ward

    surgeries or indeed just contacting them. Remember, you are helping

    the Councillors by telling them of your concerns and about what's going

    on in the locality.

    Men only... from AICR (Association for International Cancer Research)Testicular cancer

    A diagnosis of cancer often means we experience a whole range of emotions.

    These may include shock, anxiety, sadness, uncertainty and for some people,

    depression. Testicular cancer is a concern for many men who find it difficult to

    talk about their fears or their condition.

    Q. How common is testicular cancer?

    A. In 2007 (the last year for which figures are available) there were 2,000 new

    cases of testicular cancer diagnosed in the UK. In the USA, it is estimated

    that there were 8,500 new cases diagnosed in 2010. This means it is

    between 1% and 2% of all cancers in men. The number of cases has been

    slowly increasing for some time.Q. What causes testicular cancer?

    A. We do not yet understand what causes this type of cancer.

    Q. What are the risk factors for testicular cancer?

    A. Unlike most cancers, testicular cancer does not get more common as you getolder. Most cases occur in men aged between 25 and 45, with very few casesin men over 75. This type of cancer is most common in white Caucasianmales. Men of other races have a much lower incidence, even when living in

    the same country. The only exceptions to this are the New Zealand Maoris,who have a high rate of testicular cancer. Within Europe, this cancer is up tofive times as common in some northern countries (eg Denmark, Sweden andUK) than in many southern countries (Italy, Spain and Greece).

    Babies born with undescended testicles are known to have a 5 to 10 times

    higher risk of testicular cancer. There are a few medical conditions, which if

    present during childhood, also increase the risk.These include an inguinal

    hernia, mumps infection of the testicles and testicular torsion. Having a

    vasectomy does not increase the risk of testicular cancer.Q. Are there different types of testicular cancer?

    A.The vast majority of testicular tumours are called germ-cell tumours. There

    are two main types of germ-cell tumour: seminomas and teratomas.

    Younger patients are more likely to have seminomas and older patients to

    have teratomas.

    Q. How dangerous are testicular cancers?

    A.There are relatively few deaths from testicular cancer, because it is one of the

    easiest to cure. In the year 2008, only 70 men died of this cancer in the UKand, in the USA only 350 were expected to die in 2010. This means it is a

    very rare cause of death.

    Q. Does the diet affect the risk of testicular cancer?

    A.There is no evidence that diet affects the risk of getting testicular cancer.

    Q. Does testicular cancer run in families?

    A. Research has found that an increased risk of testicular cancer can run in

    families. If you have a brother with testicular cancer, you are between 6 and

    10 times more likely to get it than normal. If your father had it, you are 3 or

    4 times more likely than normal to also suffer from it.

    Q. What are the symptoms of testicular cancer?

    A. The most common symptom of testicular cancer is a painless swelling orlump in one of the testicles. Other, less common, symptoms includeenlargement of a testicle, a pain in one testicle and an ache in the lowerstomach.

    Q. Is there screening for testicular cancer?

    A. Men can screen themselves by feeling for lumps in their testicles. Men

    between 25 and 45 should do this every few months. If a lump is found on

    one testicle, check the other one to see if the same lump is present. If there

    are similar lumps on both, then it is almost certainly a normal part of the

    testicles. If the lump is only on one testicle, you should consult your doctor.

    Q. How is testicular cancer diagnosed?

    A. First, your family doctor will check your testicles and, if there is any cause

    for concern, he will refer you to a specialist. An ultrasound scan of the

    testicles is used to check for any growths. If any are found, an operation isperformed to take a tissue sample from the lump. This is examined by a

    pathologist, to determine if the lump is cancerous or not. A blood test will

    also be done to check the levels of HCG (human chorionic gonadotrophin)

    and AFP (alpha fetoprotein), which indicate how advanced the cancer is.

    Q. How is testicular cancer treated?

    A. The exact treatment used will depend on the type of testicular cancer and howadvanced it is. An operation to remove the affected testicle is normal in all

    cases. The loss of one testicle does not affect a man's ability to have anerection or father children and an artificial testicle can be put in the scrotum torestore a normal appearance. If the cancer has gone beyond the testicle,radiotherapy or chemotherapy are also used. Radiotherapy is more effectivefor seminomas. Chemotherapy is used for both types of testicular cancer, evenif it has not spread. In advanced cases, chemotherapy is given at a very highdose, which kills not only the cancer cells but also the bone marrow cells aswell. However, the patient is given a stem cell or bone marrow infusion to

    restore the bone marrow cells.Q. What are the side-effects of treatment?A. Radiotherapy can cause nausea, tiredness and diarrhoea. However, these

    are not severe and can be helped or prevented by drugs. Chemotherapy

    can cause loss of appetite, tiredness, ringing in the ears, shortness of breath,

    nausea, vomiting, mouth ulcers, infections, kidney problems and hair loss.

    The higher the dosage, the more severe the side effects. Patients on high-

    dose chemotherapy are monitored carefully by their doctors.

    Q. How effective are the treatments?

    A.The current treatments are very effective. If the tumour is diagnosed early, a

    complete cure is achieved in nearly 95% of cases. The later tumours are

    more difficult to treat, but even in advanced testicular cancer over 50% of

    patients are cured. For these figures, a complete cure is defined as surviving

    ten years after the first diagnosis.

    Q. Is early diagnosis important?

    A. As with all cancers, the earlier the diagnosis, the easier the cancer is to cure.

    Helping AICRThere have been major advances in the diagnosis and treatment of a range of

    cancers in the past 30 years. Many people can now look forward with hope,

    thanks to the research carried out in previous years. However, more needs to

    be done.

    A NEW SHIRLEY BASED COMMUNITY CHARITYAN INTERVIEW WITH FOUNDERS JENNY GEORGE AND NOG

    Charities abound in many different forms and with vastly different aims andperform with varying degrees of success. Some will always be required,

    such as those dealing with the results of accidents and natural disasters;some exist to achieve a defined result such as to eradicate a specificdisease and will cease to exist when the aim is accomplished; others havean ongoing purpose to remedy man-tolerated inequalities in society such

    as injustice, poverty, poor education, etc..

    With most of these ittakes some time to see

    results of endeavours,but on meeting JennyGeorge, a Shirley girl

    born and bred, andNOG, who needs no

    introduction in Shirley, Ilearnt of a new charity

    OUT AND ABOUT - to be launched in Shirley on the 2ndApril to cater forthe needs of vulnerable people, aged 18 and over, in our midst. Vulnerableis a very much over-worked word currently and can mean different things

    to different people. Here it means people with physical disability or learningdifficulties and who need additional support to help them negotiate thesocial world in which we live.

    The aims ofOUT AND ABOUT are to offer an acceptable level of help toindividuals to enable them to cope with a greater measure of

    independence; to help them to integrate into the wider social environment;to fulfil their dreams where possible. An important, essential objective is tointroduce people to one another through a Community Club, to widen

    their interests and experiences, to integrate them into the social world inwhich we live without restriction and to provide a continuing socialcommunity which they will enjoy and which is independent of andseparate from their primary carers. Medical advances make it likely that

    they may outlive their carers, but OUT AND ABOUT will still be availableto them to be an anchor and an integral part of their lives. The contact inthe clubs will be designed to enable the members to get used tofunctioning independently in the real world. It will also give carers a break,although this is incidental. The most important requirement is to treat all

    members, of whatever age, with respect and appreciate their aspirationsand needs, and to see them as part of the whole community, encouragingand improving their self-reliance.

    Some examples of what can be achieved will help to demonstrate how the

    need for advocacy and self-help can be met: -

    An interview had been arranged with a local company for a girl who

    had been seeking employment for some time; the company agreedto her being accompanied by a helper. The attendance of the helpergave the girl reassurance and he was able to gently prompt her whenshe was, understandably, over-awed by the unaccustomed situation.

    Independence in using public transport can be encouraged by traveltraining - initially accompanying, then arranging to help them board,

    knowing that they will be met at their destination. This will be done asoften as required and will enable members to be confident in comingunaccompanied to Club premises or other destinations.

    A request for a group outing would typically be arranged by involvingthe members themselves in investigating the options for transport,

    arranging and co-ordinating time-tables, calculating costs and generally

    arranging everything with the degree of support and advice required,while giving them the experience and confidence to eventually mastersome aspects for themselves.

    I was principal surveyor for

    the London Borough of Lewisham for several more years before branching

    out on my own.

    We are now one of the largest surveyor firms in the London Borough of

    Croydon and also work in the surrounding boroughs. We offer a complete

    service with regard to Planning and Building Control, including structural

    calculations.

    Building ControlBuilding Control is required when altering your property internally if youare making structural changes, alterations, installation of wc, alterations todrains, extensions, or loft conversions just to mention some of the thingsthat should be approved by the Building Control Department.

    The major problem would be if you employed a contractor that would bewilling to carry out works to your property without obtaining BuildingControl approval. The question would be to what standard are the works

    been carried out?If you are altering your property structurally, a competent person i.e.surveyor or structural engineer would need to justify the steel work thatyou propose to install to support the existing structure.

    There are two ways of applying for Building Control approval, the first

    being a Building Notice where the owner serves notice to the council of theproposed works in which case he can start after 48 hours. The second is

    A) When you propose constructing an extension there are two things to

    bear in mind. The first is Building Control and the general rule is that the

    minimum glazed area should be 10% of the total floor area with half of

    that opening and the maximum of glazed area be 25% of the total floor

    area; there are other constraints to take into account and you should seek

    advice from a professional. The second comes under Planning, and no

    over looking of adjoining properties would normally be allowed.The above are general rules and we suggest you always seek professional

    advice when undertaking building works.

    and a constant topic of discussion.

    Police have always carried

    truncheons and sometimes

    concealed guns. Security is now

    even more important and when

    guns were brought out from under

    the uniform and seen on display, this

    brought home the need for security

    even more. To show a policeman on

    the street with a gun is strong, but

    to have the background tell you

    where the policeman is, is very

    strong. This picture has been used

    a number of times by various

    newspapers and magazines both in

    the UK and abroad to highlight

    Security in London.

    When Buckingham Palace was lit up for the Queens Jubilee and people were

    entertained, it was great to see the English Flag of St. George and the Union

    Flag together: this not only said Buckingham Palace, London! It also said

    Royalty, England, United Kingdom.

    world, the country, the City. This picture was used in The Times a few years ago.

    Curry night at The GoatThe Shirley Life Team met at The Goat for a Curry Dinner Night on

    Monday 28th February. We try and meet as regularly as possible and, of

    course, we choose restaurants in Shirley.

    Forget what you may have heard in the distant past: The Goat is now afamily-run public house that offers a wide range of beers, ciders, real

    ales and wines. It has been recently refurbished to high standards and

    offers ample and bright accommodation.

    There are huge screens where you can watch all the sports you like on

    Its new owners, Steve and Terry Poole, organise different themed nights,

    from Curry Night on Monday to Bingo on Sunday evenings. The curry comes from a specialist curry house, Chutneys at 244

    Are there any services, run by the Council or other local statutory bodies,

    that you think could be delivered more efficiently or effectively? Are there

    services that could be improved by better partnership working? Are there

    ways in which you think local decision-making could be improved?

    If you have some ideas, then maybe you would like to suggest a topic

    for consideration by one of Croydon Council's scrutiny bodies in2011/12.

    Scrutiny Members can ask for written information from, and require theattendance of, relevant council officers, Cabinet Members and also - where

    appropriate - officers from other statutory bodies such as the NHS andPolice. Scrutiny committees have no decision-making powers but canmake formal recommendations which decision-makers must consider.

    Royal Wedding and Big Lunch Street PartiesThe council is supporting the upcoming Royal Wedding and Big Lunch

    celebrations due to take place across the borough on Friday 29 April

    and Sunday 5 June.

    If you work with local businesses, schools, faith or community groups

    who may be interested in these opportunities for communities to come

    together, please help our publicity drive by highlighting the information

    below via your contact lists, newsletters and web pages.

    To help residents and groups organise their celebrations, the council will

    again be covering the Traffic Management Order (TMO) cost normallyinvolved in applying for a road closure. We have simplified the application

    process for road closure and park hire into a single online party event

    form, and also created a useful frequently asked questions document,

    covering issues such as public liabilities insurance. For information on

    this please visit www.croydon.gov.uk/streetparties or for help completing

    the form call the contact centre on 020 8726 6000.

    Important Community Safety SurveyWe are currently in the process of developing our new Community Safety

    Strategy (2011-14). A key part of this process is gaining public views.

    Please can you encourage staff to complete the on-line Community

    Safety survey and also distribute this message to all of your community

    groups/contact distribution lists, so that we reach as many people as

    possible.

    The Community Safety Survey is available on both the intranet (for

    Croydon Council Staff only (go the Whats New Section) and the

    internet Council web page (public access). The survey will take no more

    than 10 minutes to complete.

    Directions to help you find the survey on the internet are set out below;

    You will see an oblong box at the top of the page which changes

    periodically with 5 items.

    Click on Item number 4 and then follow the link to the web page which

    will take you directly to the survey.
