Skolkovo exists not in the vacuum, and the last yearwas not an easy and trouble-free one for us, just asfor the entire economy of Russia. Stagnation, de-creasing domestic demand, sharp currency rate fluc-tuations, and a contracting domestic venture capitalmarket, as well as other negative factors obviouslyaffected the project implementation progress. Still, I can say with satisfaction that we have achieved allperformance indicators set by the Government of theRussian Federation to evaluate our performance andeven exceeded some, rather significantly. Revenuesfrom scientific research activities by the Skolkovoparticipant companies totalled RUB 43.6bn, which ismore than 8 times higher than the target level. 13.5knew jobs were created, 1.5 times above the targetlevel. 645 intellectual property applications were filed(3 times above the target).To tell the truth, our greatest concern in the existingeconomical situation was a considerable decrease ofprivate investments in the projects of the participants.However, we almost achieved the target level for thisperformance indicator as well, although not withoutdifficulties, with last year's private investments exceeding RUB 4bn. It might not be an original thingto say that the unfavourable economic environmentnot only causes difficulties, but also opens up newopportunities. This statement is totally true for our project as well. As soon as the country began to seean increased demand for local innovations, it be-came clear that the Skolkovo ecosystem is for themost part ready to satisfy such demand. During thelast year alone about 20 major and medium-sizedhigh-tech Russian companies having realized theadvantages of joining the ecosystem, decided to setup their R&D centers at the Skolkovo InnovationCenter. Sectoral ministries and agencies started asystematic search for promising technologies atSkolkovo that are in demand in different areas ofmanufacture. Many public and private corporationsin Russia are testing or already implementing the solutions developed by our participant companies.Preparations were completed to launch R&D in anew area, agriculture, which will include support toinnovative projects in animal husbandry, horticulture,forestry and microbiology.All this was made possible due to the creation of thebasic infrastructure of the Innovation Center and improvement of the mechanisms of its functioning.

Thus, the results of 2014 fully confirmed that theright development strategy for the Innovation Centerhad been chosen, with its focus on the developmentof a dynamic self-evolving ecosystem resistant tofluctuations in the commodity markets and to localchanges in the economic situation. We treat eco-nomic hardships as an additional challenge and animpetus to accelerate the implementation of theSkolkovo Project and 'fine tune' it based on our recessionary experience.

The strategy includes three keystages of the innovation center development.

The activities of the first development stage were,for the most part, successfully completed in 2010-2013: a community of tech startups was created, industrial partners and investors were engaged,and the development of physical and services infra-structure of the innovation center started.The first quantitative milestone was reached in2013, when the number of startups exceeded 1000.The number of participants of the Skolkovo innova-tion ecosystem totalled 1070 in 2014, the revenuesexceeded RUB 43.6bn, accrued private invest-ments went beyond RUB 11bn and 13.5k new jobswere created.In the new context, the key goal for this stage is toaccelerate the development of internal links between the elements and enhance cooperationwithin the ecosystem. As a rule, global innovationcenters had much more time to develop links withintheir ecosystems and did not face many challengesat the initial stage of development, thus being ableto let their ecosystems develop more sponta-neously.

The current agenda dictates that the InnovationCenter should be more actively involved in the de-velopment of the connections.Achieving this goal requires activities to attractnew and intensify the cooperation with the existingindustrial partners, building a sustainable invest-ment community and success stories of invest-ments in tech startups, and a targeted approach tostartup acceleration using all the capabilities of thephysical and service infrastructure, as well as ofthe international partner network of the InnovationCenter. In the existing conditions, of special impor-tance is targeted acceleration of innovative projects, which will be supported by the Founda-tion clusters. In an unfavourable environment, thecost of mistake at the start of an innovative project increases multifoldly, while acceleration will increase the share of startups able to passthrough the 'death valley.'Integration of Skolkovo to the Russian innovationecosystem and international ecosystem interactionis an important goal as well.

IN THE EXISTING CONDITIONS, OF SPECIALIMPORTANCE IS TARGETED ACCELERATION OFINNOVATIVE PROJECTS, WHICH WILL BE SUPPORTED BYTHE FOUNDATION CLUSTERS.

AN INNOVATION ECOSYSTEM,EVEN THE LARGEST ONE, CANNOT FUNCTIONIN ISOLATION FROM THE COUNTRY'S INNOVATION SYSTEM.

COOPERATION OF THE FOUNDATION WITH DEVELOPMENT INSTITUTIONS AND STATE CORPORATIONS

Development institutions play a critical role in build-ing links between the Skolkovo ecosystem and thecommunity of tech startups in Russia. The 'Innova-tion elevator', a system of comprehensive supportfor promising projects at different stages of develop-ment, is a key mechanism ensuring the 'integration'and 'coherence' of the ecosystem.The existing development institutions cover all inno-vative product development stages, from an idea toentering the capital markets. The role of theSkolkovo Foundation is not only working with the ex-isting projects and companies, but rather developingnew ones. The sources of startups for the SkolkovoFoundation can include both the companies that arealready part of the 'innovation elevator' system (e.g.those coming from the Foundation for Assistance toSmall Innovative Enterprises in Science and Tech-nology) and companies attracted to the Skolkovoecosystem through mechanisms other than the inno-vation elevator.The Foundation and development institutions coope-rate in the following areas:

Representatives of the Foundation form part of theBoard of Directors of RUSNANO OJSC and Vneshe-conombank. RUSNANO's representatives are mem-bers of the Skolkovo Foundation Council.Development institutions cooperatively implement innovation elevator mechanisms providing consis-tent support to innovative tech startups at differentstages of their development.The cooperation with the Foundation for Assistanceto Small Innovative Enterprises in Science and Tech-nology has resulted in over 100 innovative compa-nies acquiring the status of Skolkovo Projectparticipant.Within the cooperation with RVC, over 10 dealshave been closed to provide financing to SkolkovoProject participants; cumulative investments of RVCfunds in participant companies totalled approxi-mately RUB 550M in 2013-2014, with over 40 portfolio companies of RVC funds being Skolkovoparticipants.Financing from VEB Innovations Fund totalled aboutRUB 500M, with financial support granted to 17 par-ticipants. There are 34 Skolkovo Project participantcompanies, where RUSNANO holds a share; and allgrant projects involving RUSNANO (including fundsof all co-investors) amount to approximately RUB 740M. In addition, 2 companies, in which RUS-NANO holds a share, were accredited as commonuse centers by the Skolkovo Technopark.The Skolkovo Foundation has been actively cooper-ating with development institutions within jointevents aimed at promoting technological innova-tions, as well as at developing and acceleratingstartups. The All-Russian Startup Tour and StartupVillage should be mentioned among major jointevents. The prize winners at these contests may receive financial support and may be granted thestatus of Skolkovo Project participant. An importantgoal addressed by the Skolkovo Foundation in orderto build domestic demand for innovations is cooper-ation with major partially state-owned companies.Work with those companies covers a whole range ofareas, including the organisation of information shar-ing between startups and state-owned companies,

as well as methodology and management of plan-ning and implementation of innovative activity aimedat the presentation of in state-owned companies. Active cooperation aimed at the presentation ofSkolkovo projects is taking place, for example, withthe companies of the Rostec Holding, in terms ofwhich over 20 projects of Skolkovo startups were in-troduced for consideration to the Scientific and Tech-nical Council of Rostec. As regards the cooperationwith oil and gas companies, work with Gazprom JSC,Gazpromneft JSC and Rosneft JSC should be men-tioned. Interaction was launched between the NuclearTechnologies Cluster and Rosatom State Corporationto implement the projects of Skolkovo participants.Within the extended program of the All-RussianStartup Tour 2015, contests of innovative projects,

round table discussions and master classes, as wellas meetings with business angels and venture in-ventors were held in 12 cities. In 2015, the All-Russian Startup Tour for the first time reached beyond Russia, reaching Minsk (Belarus) and Almaty (Kazakhstan).

The development of an innovation ecosystem is impossible without successful cooperation with the research community. The Skolkovo Foundation coop-erates with the Russian Academy of Sciences (RAS)and the Federal Agency for Scientific Organizations(FASO) in a wide range of areas. The guidelines onintellectual property commercialization and spin-offcreation using university scientific developments weredrafted with the support of the Skolkovo IntellectualProperty Centre. In cooperation with the RAS Tech-nology Transfer Center and RUSNANO, the SkolkovoFoundation held the workshop 'Creating a SuccessfulAcademic Startup', with over 40 teams participating.An active work on preparation and promotion of the innovative projects is underway with 19 RAS insti-tutes, including the Institute for Information Transmis-sion Problems, the Program Systems Institute of RAS,the Institute of Catalysis of the Siberian Branch ofRAS, the Institute of High Current Electronics of theSiberian Branch of RAS, the Institute of Laser Physicsof the Siberian Branch of RAS, and the Blokhin Russ-ian Cancer Research Center. The projects of RASinstitutes took and still take an active part in the All-Russian Startup Tour and Startup Village.The Skolkovo Foundation attracts research projects: interms of the Skolkovo-FASO contest – 248 applicationssubmitted, with 14 finalists and a number of teams notqualified for the final invited to become residents of theInnovation Center. Representatives of FASO institutesare also involved in the work of the expert panel of allclusters of the Foundation, with over 20 academiciansand corresponding members of RAS acting as expertswithin the procedures of the Foundation.The educational activities of the Innovation Center include educational programs (seasonal schools) foryoung scientists, aimed at building a community ofyoung scientists and professionals who will join thecandidate pool in the field of commercialization and in-novative activity for the Russian academic community.

PROMOTIONOF INTERNATIONALCOOPERATION

The Foundation's clusters, Skoltech's centers of sci-ence, innovations and education, as well as Founda-tion's industrial partners serve as points where newlinks emerge between the Innovation Center and inter-national communities of experts, entrepreneurs, re-searchers and investors.In today's world, success of tech startups should notbe limited to the market of one country only, even to ahuge one like that of Russia. In this connection, theFoundation has been actively promoting cooperationwith international commercialization programs. Over30 participants joined international acceleration pro-grams.Currently, over 80 Skolkovo Project participants oper-ate in the markets of Europe, America and Asia. In2014-2015, the countries of the Asia-Pacific Regionbecame a part of top-priority regions for the interna-tional expansion of Skolkovo startups.

THE SKOLKOVO INNOVATION CENTER IS TIGHTLY INTEGRATED IN THE GLOBAL INNOVATION SYSTEMAND IS CONNECTED WITH A NETWORK OF INTERNATIONAL INNOVATION CENTERS,TECHNOPARKS, DEVELOPMENT INSTITUTIONS AND EDUCATIONAL CENTERS.

Russia's shift to the cooperation with the countries ofthe Asia-Pacific Region and the intensification of itsplans for economic development of the Far East dictatethe need to expand the presence of the Skolkovo Foun-dation in the Far Eastern Federal District. Opened inApril 2015, the Foundation's Branch in the Far East willbecome a pilot project for the development of a branchnetwork and testing the regional model of presence.The Foundation's Branch will serve as a catalyst to thedevelopment of the innovation ecosystem in the FarEast, building a community of startups and establishingrelations with local, regional and international ventureinvestors, industrial partners, research centers andtechnoparks.

THE FOUNDATION'S BRANCH WILL SERVE AS A CATALYSTTO THE DEVELOPMENT OF THE INNOVATION ECOSYSTEMIN THE FAR EAST, BUILDING A COMMUNITY OF STARTUPS.

SKOLKOVO IN THE FAR EAST REGION

THE CHANCE TO HOST THE INTERNATIONAL ASSOCIATIONOF SCIENCE PARKS AND AREAS OF INNOVATION (IASP)WORLD CONFERENCE 2016 IS SEEN AS A PRIVILEGE.

WORLD CONFERENCEFOR TECHNOPARKS

IASP World Conference is 'the Olympic Games amongtechnoparks' and a key forum for meetings, networkingand experience sharing between the leaders and chiefexecutives of science parks and innovation developmentareas from all over the world. Every year, the conferenceis hosted by a different country, with the host technoparkselected on a competitive basis two years prior to theconference. In a persistent struggle, the SkolkovoTechnopark won the right to host IASP 2016. Russiawas supported by technoparks from Asia, Europe andthe United States. With their votes, these countries ac-knowledged the important role of Russia in today's inno-vations. Russia's application won by the widest marginever seen over the 33-year history of IASP: 121 partici-pants voted for Russia, with 45 and 39 votes for Turkeyand the Netherlands, respectively. Such victory is cer-tainly a sign of recognition of the first, but already notice-able success of Russia on its way to innovation-drivendevelopment. For Russian technoparks, the conferenceis a unique opportunity to share experience with theleading global experts, expand their networks of workingcontacts, discuss topical issues and find ways for coop-eration and interaction with colleagues.

INTELLIGENT ROBOTICS IS ONE OF THE GENERAL PURPOSE TECHNOLOGIES THAT, SIMILARLY TO MODERN TRANSPORT OR THE INTERNET, WILL DETERMINE WHAT THE SOCIETY OF THE SIXTH TECHNOLOGICAL PARADIGM WILL LOOK LIKE.

RESEARCH IN ROBOTICS

In general, robotics should be understood as intelli-gent (i.e. with a high degree of autonomy) industrialand service robotics (both personal and profes-sional), including autonomous and unmannedground, aerial and sea vehicles.The annual global economic impact of intelligent ro-botics can exceed USD 6.3 trillion by 2025. Takinginto account Russia's contribution to global econ-omy, its economic benefits from the application of ro-botics may amount up to USD 220 billion annually(approximately 6% of Russian GDP).The Skolkovo Interdisciplinary Robotics Center com-prises 35 companies implementing science-intensiveprojects in industrial and service robotics, which ac-counts for approximately 20-25% of all entities en-gaged in R&D in robotics in Russia.

During the past year, the Foundation awarded sev-eral grants to support research in robotics to variousprojects, such as Wicron (development of an au-tonomous control system for a telepresence bot), KBAvrora (development of an open platform for au-tonomous control testing), RoboCV (development ofan autopilot for warehouse machines; it raised thelargest venture investments in Russia for projects ofthat kind).In 2014, we found and raised from the dunghill,through the Startup Village 'catapult', a unique Russ-ian project for the development of a rehabilitation ex-oskeleton called 'Exoatlet'. The team alreadydeveloped their first prototype exoskeleton that wastime and again demonstrated to a wide audience.The companies included in the Skolkovo Robocenterhave registered 40 intellectual property items.Our goal is to transform the Skolkovo Robocenterinto the Russia's largest and most powerful commer-cialization center for projects in civil robotics by2016.

The industrial partners take an active part in the workdone in the innovation ecosystem in a wide range offields: on the one hand, they are actively involved inresearch carried out within the Innovation Center, and,on the other hand, they generate demand for innova-tions, financing research and buying the findings of theresearch developed by startups. As part of the fine-tuning of the Innovation Centerdevelopment strategy, special attention is paid tothe promotion of ecosystem cooperation with the in-dustrial partners.First of all, this includes assistance of the partnersin creating new jobs, developing the required re-search competences and attracting investments inthe creation of research infrastructure of partners'R&D centers. VALUE OFMENTORING

Successful implementation of an innovative projectlargely depends on practical experience and knowl-edge. However, new entrepreneurs do not usually haveall required knowledge. In such case, a timely and effi-cient support of mentor is crucial. A mentor may, in duetime, offer the best solution to a business or technologi-cal problem, support development of a project or usehis/her personal experience and contacts to help raiseinvestments. An active development of connections be-tween mentors and startups is an important element ofthe Innovation Center Strategy 2015-2017. The Skolkovo Intellectual Property Centre was set upin September 2011 as a subsidiary of the SkolkovoFoundation to provide IP-related services to theSkolkovo Project participants.Currently, the Skolkovo Intellectual Property Centreis the only center in Russia to be focused onproviding patent and legal services to tech startupsand innovative companies in a wide range ofresearch areas. INNOVATION CITY OF SKOLKOVOThe Innovation City of Skolkovo was designed toprovide the best conditions for research and busi-ness, focusing at the same time on the creation ofan aesthetically attractive urban environment thatwill be convenient for its visitors and residents.The University and Technopark will become its coreelements. Rail transport and road junctions in the right loca-tions shall provide a fast, within 30-40 minutes, ac-cess to the historical center of Moscow.The first facilities in the innovation center ap-peared in 2012. Currently, the core of the innova-tion center's office and research infrastructure isformed by the buildings of the Technopark OfficeCenter that accommodated the first 73 innovationcenter participant companies.The city continues developing: 14 streets ofSkolkovo are included in the Moscow register. Newstreets are named after renowned national innova-tors in different fields: from the radio inventorAlexander Popov to the television pioneer VladimirZvorykin, from the painter Kazimir Malevich to IvanKulibin whose name became synonymous to theword ‘inventing’, as regards foreign scientists andinnovators, Nikola Tesla and James Maxwell,Alessandro Volta and Wilhelm Roentgen, AdamSmith and Albert Einstein were honoured amongothers.

SKOLKOVOSCHOOLThe idea to set up the International Gymnasium ofthe Skolkovo Innovation Center emerged as earlyas in 2010, and almost five years later, on Decem-ber 18, 2014, the Foundation Council decided to es-tablish a unitary non-profit organization InternationalGymnasium of the Skolkovo Innovation Center. TheGymnasium is incorporated in and its property isowned by the Skolkovo Foundation.The Gymnasium is an important element in the de-velopment of an environment for social and creativeactivity of the families who live and work at theSkolkovo Innovation Center. The Gymnasium's mis-sion is to foster an innovative educational environ-ment focused on developing inherent talents inpupils and on educating young people possessing acritical thinking and good knowledge, which are ableand willing to become innovators and change theorld for the better.

The Gymnasium offers a whole range of pre-schooland school education services for Russian and for-eign pupils from the age of 1.5 years to the lastgrade of secondary school:

an opportunity to follow the International Baccalaureateprograms, with English or Russian as the language of instruction, which will promote intellectual, personal,emotional and social competences one needs to live in today's world; a flexible daily schedule to keep children engaged

in work during the whole working day of their parents; onboarding programs to enable children to join

the Gymnasium at any grade; musical, sport, scientific and other workshops

and schools, which develop creative skills of children; mandatory second foreign language classes and an

opportunity to study additional languages, including Chinese; a certificate of secondary general education,

accompanied with an International Baccalaureate diploma that enables one to continue education at many prestigious universities in different countries.

Currently, the Family Campus building is being builtin the D2 district, which will accommodate the Gym-nasium. In addition, the Senior School building hasbeen designed.

In the field of promotion of innovative researchand creation of innovation environmentThe Foundation's key goal in 2014 was to identify prior-ity areas of research. The Foundation Council ap-proved the priorities for the Information Technologiesand Telecommunications Cluster, the Biomedical Tech-nologies Cluster, and the Nuclear Technologies Cluster.

In the field of education developmentIn 2014, the Foundation Council approved the Reporton Cooperation between the Massachusetts Instituteof Technology and the Skolkovo Institute of Scienceand Technology. Among the most important decisionswere the approval of the concept of the InternationalGymnasium of the Skolkovo Innovation Center.

In the field of city planningA number of decision to optimize the construction pro-gram were taken in 2014 due to the changes in theeconomic landscape. The names of the streets in thecenter of Skolkovo were approved, and the plan to ac-commodate the Moscow International Medical Clusterwithin Skolkovo was endorsed.

In the field of strategic development of the FoundationThe Foundation Council attaches great importance toidentifying strategic areas and plans for the innovationecosystem development. In 2014, the FoundationCouncil approved the Skolkovo Foundation Communi-cation Strategy. Amendments were made to the Bylawfollowing the opening of the Foundation's Far EastRepresentative Office in Vladivostok.

In the field of Foundation's corporate governance improvementThroughout 2014, the Foundation continued build-ing a transparent and efficient corporate gover-nance system, which included amendments to theResearch Activity Rules and improvements in theRegulation on Assigning and Termination of Statusof the Project Participant. A new regulation on mi-crogrants was adopted; and the rules governingthe provision of public transport services, publiccommunication services, public catering, trade andvarious consumer services within Skolkovo wereapproved.

optical connections and photonics at the Ioffe Physical-Technical Institute of the Russian Academy of Sciences, the Academic University of the Russian Academy of Sciences, and the Rzhanov Institute of Semiconductor Physics, Siberian Branch of the Russian Academy of Sciences;

a list of common use centers at the Skolkovo Technopark, as well as equipment required to set up such centers, were approved;

evaluates internal regulations, procedures and rules of the Project and develops recommendations on their improvement.To systematize the current work of the Foundation andits key partners, the Industrial Advisory Council ap-proved, at its meetings, a decision to involve the keypartners in the development of initiatives of change inthe field of innovations with subsequent review of theimplementation progress at the Council meetings.Review of different aspects of interaction betweenSkolkovo and the Open Government, including theirinteraction to implement the projects under the in-struction of the Chairman of the Government of theRussian Federation D.A. Medvedev as of August 9,2014, became a priority in the Council's work.

The priority in 2010-2014, as regardsthe cooperation with startups, included the attraction of as many innovative projects as possible. TheFoundation organized and co-orga-nized numerous events to dissemi-nate information about the SkolkovoProject and attract teams with a greatpotential from all regions of Russia.As of May 1, 2015, the community ofstartups participating in the projectexceeded 1,100 companies from 49regions of Russia.In 2015–2017, key attention will bepaid to targeted interaction with com-panies, acceleration and mentoringsupport of projects. Maximum effortsshould be made to relocate partici-pants to the Innovation Center anddevelop its territory. The first successhas already been achieved, with over70 participants accommodated in twobuildings of the Technopark OfficeCenter in Skolkovo.Changes in the external political envi-ronment dictate the need to expandthe Foundation's presence in thecountries of the Asia-Pacific Region,with the development of the channelsof cooperation with China and Japanbecoming of particular relevance. TheFoundation's branch opened at thecampus of the Far Eastern FederalUniversity brings the Foundation's ac-tivity closer to this key region and willenable to build a more efficient coop-eration between the ecosystem andthe countries in the region. The com-munity of investment funds and busi-ness angels developed rapidly and anetwork of foreign and Russian part-ners was built up. The Foundationdeveloped a process model of inter-action and support of startups, bymeans of testing alternative grantprocedures and startup formats, in-cluding applied research centers.As regards the interaction with indus-trial companies, key attention will bepaid to the development of sustain-able relations and to the launch ofR&D centers at the Skolkovo Innova-tion Center.
