    Five things you need to knowabout the Care Fees Funding Cap.

    In April 2015, the law relating to the provision of social care hadits most significant changes in a generation, with theintroduction of the Care Act 2014*. Heres five things you need to know:

    1. The Personal Expense Allowance when an individual requirescare and is means tested, the first thing to be taken to fund theircare is their income. All an individuals means testable income willbe taken to fund their care, with just 24.40 per week, the PersonalExpense Allowance, being left untouched (unless of course yourincome is such that you have surplus after covering the cost of care,but at 30k-50k+ per annum, thats not everyone).

    2. The means test this will be conducted by the relevant LocalAuthority when an individual needs to access care. The means testis an assessment of an individuals assets (income, property,savings etc) to ascertain whether they should be funding theircare themselves. The means test thresholds for capital assets weredue to change in April 2016 but have now been delayed until2020 so remain as follows:

    i) Assets less than 14,250 = your care will be funded in full byyour Local Authorityii) Assets more than 23,250 = you will have to cover the cost ofyour care in fulliii) Assets between 14,250 and 23,250 = you will have to makea contribution towards the cost of your care, which could be avery significant sum

    3. The funding cap was also due to be introduced in April 2016. Itwas intended to limit the amount an individual will be required topay towards their care at 72,000, but again that has been delayedto 2020 so there is currently still no cap in place.

    4. Deferred Payment Agreements dont mean you no longer have tosell your home to fund your care. Initial statements by Governmentministers suggested there would be no need for anyone to sell theirhome to fund their care. However, the legislation actually introduces anationwide scheme, called Deferred Payment Agreements, whichcould mean your home doesnt need to be sold during your lifetime(but still could be sold after your death). There is a big difference.

    5. Plan ahead perhaps of most significance, you can opt to planahead and protect what youve worked hard for. Using a Trust,created under the terms of your Will or during your lifetime, canhelp protect your home and savings for future generations.However, for this planning to be effective, it must be done at atime when you are fit and healthy.

    Pure white waves break on golden sands, palmtrees provide shade from the blazing sun, yougaze into your partners eyes and utter thoseprecious words... if this sounds like your dreamwedding then going abroad is definitely for you.On the other hand, language barriers and the fear of

    coming home to find that your marriage isnt legallybinding are probably things you would much rather avoid.Nevertheless, over 850,000 couples are expected to shunrainy England for nuptials in the sun this year.

    The main reasons for this trend seem to be lowercosts, fewer guests (though you do run the risk ofalienating distant cousins) and being able to combine yourwedding with your hen/stag do as well as your honeymoon.

    So how easy is it to plan your big day compared tocloser to home?

    Why did you decide to marry abroad?A lot of our friends had already gotmarried in Sheffield and there are onlyso many available venues in the area.Wed always discussed getting marriedabroad and just wanted something a bitdifferent.

    How did friends and family react?My mum was a bit concerned at firstbecause its a big ask for people tocome away for a week when thewedding is only a one-day event, but itwas nice because it ended up just beingpretty-much all family.

    Was there anything you had to consider?We had to think about dresses andoutfits, because of the weather, and Iwas a bit nervous about not being ableto view things beforehand like youwould in England. You also dontarrange a lot like booking flowers, hairand makeup until youre there. Butwed been in touch with the weddingcoordinator by email beforehand, andthey do weddings every day, so we hadfaith everything would go to plan.

    Case Study 2:Kelly recently married Jonathan Mann atHalifax Hall, Sheffield

    Did you ever consider getting married abroad?I would have considered it but Jonathan wantedto marry in Sheffield so we could have a bigwedding and all our family and friends couldcome.

    What do you think are the benefits of having aBritish wedding?We were able to plan everything ourselves andcould view venues easily. It also meant we coulduse companies that we knew were reliable. Theflowers were arranged by the same people thatmy sister used for her wedding.

    Did you have any concerns about getting married inBritain?I suppose the weather is something you cannever guarantee here, but it couldnt have ruinedour day. When we were having our photographstaken it drizzled a bit, but we really didnt mind;its all just part of it. We had some gorgeousweather on our honeymoon in Florida as well assome tropical storms and had a fantastic time.

    Getting married abroadThe best place to start if youre organising a weddingabroad is to contact a travel agent. Winter, beach andluxury weddings are just a few choices, making this aslightly more challenging decision than simplychoosing the local village church.

    Once youve decided what sort of wedding youdlike and where, a good travel agency should do theleg work for you, making it almost as easy as saying Ido.

    A wedding coordinator is usually included in theholiday wedding package price and, being based inyour chosen hotel or resort, they come fullyequipped with expert local knowledge andinformation about the legalities of getting marriedabroad. Youll be safe in the knowledge that you wontcome home to discover youre still officially single.

    Some guests may not be able to afford flights, but itmay well be that a smaller wedding of 15-20 close familyand friends is preferable. By marrying abroad you may even chooseto be generous, partially funding some or all of your guests flights.

    So just how much will a wedding abroad set you back? Packages differ in cost depending on where you go, how long you go for and

    what is included, but the following two examples show how inexpensive they canbe.

    A wedding package available in Mexico including flowers, wine for 40 people,dinner for two, couple massages, a minister and the marriage certificate in the locallanguage starts from 769.

    A wedding package for Disneyland Florida including a six-hour limousine service,organist for the ceremony, violinist for the reception, a two-tiered cake, champagne,photographer and flowers, starts from 3,500.

    Of course, there will probably be additional costs, but with reports of the averageUK wedding totalling 20,000, its easy to see why weddings abroad are proving sopopular.

    Getting married at homeSo what are the advantages of having a

    wedding closer to home? The obvious bonusis that you can have a larger wedding inwhich the majority of your family and friendscan attend.

    Often when a couple marries abroad, theyfeel obliged to host an at-home reception too,

    to include those that werent able to make it.This adds a big cost onto what might have

    started as a cheap wedding pointless when youcould have held the wedding at home in the first

    place. For those who choose to stay at home but

    still want an alternative to the traditionalchurch or registry office, there are manyoptions. Grand stately homes are particularlypopular, as are more relaxed outdoor

    weddings, but if you want to go forsomething a bit more unusual, how about a

    shark aquarium or a whisky vault? Unsurprisingly, these offbeat options come with

    a hefty price tag; a Yorkshire castle costs over 5,000 tohire, and a woodland wedding over 4,000 depending on the add-ons.

    Wedding planners in the UK cost around 1,500-2,000 depending on thesize of your wedding. Though they do come with a lot of expert knowledgeand can guide you through every step of the process, ten to 15 per cent ofyour wedding budget is a lot to spend on one person.

  • In September 2000 the HillsboroughChiropractic Clinic opened its doors tothe public. In fact, during thepreceding two weeks while the finalpieces of building work were beingcarried out patients were knocking onthe door desperate to start receivingtreatment as soon as possible - such wasthe need for a chiropractor in the area.

    Initially it started with just onechiropractor, owner Sonja Low, who setup in Hillsborough following five years ofworking on Ecclesall Road. The clinicquickly grew and within a year, due tohigh demand, it had expanded to includea second chiropractor. Gradually over theyears the clinic has included other healthpractitioners including acupuncturists,

    Since I took over as chairman just a fewmonths ago, I have relished being involvedwith, and invited to several local events. I attended Worrall Gala to help serve on the

    burger and sausage barbecue and I also bakedand donated lots of cakes towards the funds forthe hall. I then took off my apron and put on mychains to officially open the gala. It was afantastic day with great weather and lots ofpeople attended. Nick Clegg came later in theafternoon and drew the raffle too. During theevening there was a music festival, which

    proved to be a success for the second yearrunning.The following week it was the StanningtonGala, which was attended by many people fromall over Sheffield and once again we werefortunate with the weather. It is always apleasure to open and attend Stannington Gala.

    I look forward to many other local events thatwill be taking place throughout the comingmonths.

  • CORONATION PARK SUMMER 2015

    Very early on a beautiful summer morning, I stand for amoment in the gateway of Coronation Park to enjoy thesilence and admire the peace and tranquillity of the view.I have looked on this scene for more years than I care to admit.

    It never disappoints. Over those years the park has undergonesome changes. The acreage is the same but somehow it looksmore cherished, more loved.

    Throughout the day a team from Activity Sheffield will be herewith all sorts of sports equipment and games to entertainchildren and young people. Everything is free and has beenarranged by Friends of Coronation Park, who have securedLottery Funding for the purpose.

    The day goes on and the mood in the park changes. Parentsbring children and picnics, and families enjoy the fresh air andfun with the supervised equipment provided. Friends spendquality time out together and take advantage of all the activitieson offer.

    The climbing wall has a queue and games of football are inprogress. The zorb balls and grass sledges have proved popularand scooters are awaiting active clients.

    This programme has continued throughout the summerholidays and will hopefully be repeated in future years.

    The light is fading as the sun sets in the west. The park isemptying gradually, leaving it free for the night creatures untilanother bright day dawns.

    Many years ago I brought my daughter here to play and now Iam lucky enough to bring my grandson.

    Long may we all admire and enjoy these precious acres. Anemerald jewel of an island in an urban sea.

    Your park. Be proud of it. I am.

  • STEEL VALLEY PROJECT IN BRADFIELD PARISH

    The Steel Valley Project (SVP) volunteers have been hard atwork keeping many of the footpaths and bridleways ofBradfield parish clear of overgrown vegetation. This is the time of year when most plants are at their largest and

    most vigorous, with bracken, brambles, grasses, trees and shrubsquickly making rights of way impassable for walkers, cyclists andhorse riders.

    SVP trains and supervises volunteers from a range ofbackgrounds in practical countryside management tasks,including the use of machinery, such as strimmers, enabling theteam to keep the paths open through thespring and summer months.

    Project manager Tom Newman said: Wework with some fantastic volunteers whoreally enjoy the work they carry out with us.People volunteer with SVP for many reasons:to gain experience and training foremployment, to have a positive impact ontheir local area or simply to socialise with like-minded people.

    SVP is a charity that began with a tree

    planting project in Stocksbridge next to the steelworks. Fastforward 27 years and they are still planting trees, as well as a wholehost of other countryside management tasks, partnering with localorganisations, including Bradfield Parish Council, StocksbridgeTown Council, Tata Steel and Sheffield City Council, as well as arange of community organisations and schools.

    SVP have also helped to improve Sensicall Park in Oughtibridgeover recent years, having developed a management plan for thesite, taking into account the needs of local people and the fantasticmix of wildlife on the site.

    Sensicall Park is located just off ChurchStreet and is open to the public offering anetwork of paths to explore in beautifulwoodland surroundings.

    The Parish Council approved expenditure for the financial year2014/15 of 242,470. The Councils expenditure relates toservices carried out in the area enhancing the work ofSheffield City Council and local community groups; maintenanceof its assets, which include Council Offices, Coronation Park, BirtinCemetery, Low Bradfield public toilets, several stone built busshelters, vehicles and equipment and numerous wayside seats andnoticeboards and provision of illuminated Christmas treesthroughout the Parish.

    An amount is also set aside each year for grants to localorganisations. A full list of successful grant applications can beobtained from the Parish Council offices or from the Councilwebsite.

    The precept collected from the local taxpayers amounted to228,223. The balance was met from reserves, income from BirtinCemetery, rental income and other miscellaneous income.

    The Councils accounts are subject to internal and external audit.The internal and external audit being undertaken in June 2015.The accounts will be made available to the public during June2015. The final audit report will be displayed after completion ofthe external audit.

    Notes re 2015/16:For the current year 2015/16 budgeted expenditure amounts to248,950 with a precept of 228,892.

    You may not have heard of Tetsudo,or the Art Form as it is known, butyou might be surprised to learnthat, of the 67,000-plus people who havepractised this form of holistic martial art,fewer than 200 have gone on to beawarded a black belt. This gives someindication as to the level of dedicationrequired to achieve what many peopleview as the pinnacle of achievement inany martial art.

    Tetsudo has its roots in Tibet and itsessence lies in the cornerstone that mindand body are inextricably linked;changes in one cause changes inthe other and only when both areworking harmoniously togethercan anything be done efficientlyand effectively. Training in thisunique Art Form consists ofmaking the body physically fit,strong, agile and healthy andtraining the mind to becomemore aware, perceptive andfocused.

    The creator of the Tetsudoconcept was Maha Ustad(supreme teacher) MasuTetsura. After his death in1966, his sole studentGuru Ustad (venerableteacher) B.S. Dhaliwalformulated the syllabusthat is practised today.

    We are incrediblyfortunate to have not onebut several black beltinstructors in Sheffield. Iwas invited along to the St MaryCommunity Hall in Walkley to see why somany people are and have dedicated somuch of their lives to this Art Form.

    I was privileged to be joined by thirddegree black belt Arun, the son of GuruUstad B.S. Dhaliwal who, along with hisolder brother Dev, runs classes inSheffield. He talked me though every

    step of the class,explaining howand why thestudents werepractising thiscomplete formof self defence.

    The sessionbegan with a

    collective bow; an opportunity forstudents and teachers to focus theirminds and leave behind the stresses oftheir everyday lives. As the late eveningsunlight streamed through the hallsstained-glass window, they performed afascinating series of techniques, sparringor freestyle as it is termed, stick work andsomething known as a kedh a range of

    techniques that areperformed togetherin a set pattern.

    Each member ofthe class was at adifferent level;students with just afew weeks experiencestood beside otherssuch as the blackbeltsJon and Lee, who havebeen practising for

    years and have the techniquesdown to a tee. The strength,power and control theydemonstrated was inspiring.

    But while each student iscontinually aiming to improvehis or her abilities, Aruninsisted that the Art Form isnot simply about achievinggrades. Its about the journeyand improving self confidenceby understanding our bodyand learning how to control

    it, he explained. We never stop learningand one of the key components of ourteaching is to keep calm, be positive andto reduce stress in our everyday life.
