“The engineer”, the speakeisaid, “is the one who translate:the dream and theory into prac-
tical reality . ; the one who de-vises ways to produce more andbetter for less ... is the bridgebetween science and human re-lations . . . and is the one who, through his technological situa-tions, permits the expression ofthe themes in music, art anddrama.”
Schrom said the engineer is aspecial breed because he must ex-
pood his education beyonu cat
of a technician in order to ex-press his full capability, and hemust recognize his obligation toact and to decide.
He told the audience that thebig challenge before the engineeris to solve the world problemwhich witnesses today one thirdof this nation still ill-housed, ill-fed and ill clothed.
Prior to the delivery of the ad-dress, he formally presented thecharter to Harold Hicks, NewYork City, honor student andjunior in mechanical engineer-ing, and chairman of the newlyrganized chapter. He was intro-
duced by J. M. Marteeua, deanof the A&T School of Engineer-ing.
