1.0 Introduction

Water is now one of our most precious commodities. Governments and companies spend millions of dollarsto protect, store, and supply this valuable resource.

However, the world’s waterways have come underincreasing pressure from the effects of urbanisation and industrial growth. Water pollution is now arguably the biggest environmental problem facing society today.One cause is urban stormwater run-off, which is notgenerally filtered before entering rivers and seas.

The 1992 Rio de Janeiro world environment summitprovided the vision for both our future and our survival.Each attending country gave an assurance that theprotection of the environment would be a priority. Keyto this aim was the cleanup of our waterways and theestablishment of a range of measures to prevent pollutionin the future.

Government action has now increased in almost everyindustrialised country and environmental agencies havebeen charged with cleaning up our waterways. The aim isto restore those waterways to the way nature intended.

Ecosol has successfully developed a range of productsthat filter a variety of pollutants from stormwater. It hasinstalled more than 15,000 at source units and 6,000 in-line and end-of-line units in three countries.

2.0 Stormwater Treatment Objectives

Effective stormwater treatment aims to reduce the adverse effects of pollutants on the environment byachieving a real, visible, and sustainable improvement in water quality. In part, this can be achieved bythe use of different treatment measures that reduce the level, and the concentration, of pollution.

The quantity, type, and concentration of the above pollutants varies depending on weather and other climatic conditions, as well as the type of catchment.

2.1 Stormwater Treatment Measures and Targets

Stormwater treatment measures take a variety of forms and include wetlands and grassy swales, as well asprimary pollution control devices, such as at-source litter baskets and in-line/end-of-line gross pollutant traps (GPTs), also called stormwater quality improvement devices (SQIDs). These measures are best used as part of an overall treatment-train solution that help ensure treated stormwater flows meet Water Sensitive Urban Design (WSUD) standards and achieve specific water quality objectives (WQOs).

Treatment devices, whether installed at-source, or in-line/end-of-line, are designed to remove the followingpollutants from stormwater:

2.2 Available Technologies

Traditionally, the removal of gross pollutants fromstormwater has been undertaken using screens placed across stormwater outfalls. Known as trash racks, these devices usually suffer from very low capture rates and often fail to collect solids as large as a soft drink can. More importantly, they do not have an overflow mechanism and, because they are prone to block, can frequently cause flooding during major storm events. They also require cleaning after every rain event and, as can be seenopposite, they can be visually unattractive.

Litter baskets are another form of pollution control device. However, their use has been limited largely because ofpoor design (see opposite) and because engineers have traditionally focused on in-line and end-of-line systems, largely neglecting the very positive benefits fromwell-designed at-source devices. 2.2 Available Technologies (cont)

Not surprisingly, first-generation trash racks, and early-design litter baskets, have not solved the ever-increasing problemof water pollution. Even some engineered at-source litterbaskets and in-line/end-of-line GPTs, while a significant improvement on earlier devices, still suffer from low capture efficiencies (often as low as 5-15%), and other limitations, including:

• High headloss;• Low treatable flows; • No overflow by-pass;• Remobilisation of captured pollutants; and• High cleaning and maintenance costs.

As can be seen on the right, the failure to install properly-designed pollution control devices can result in serious flooding and potential danger to human life.

In-line/end-of-line devices have a role to play in reducing water pollution, as do at-source litter baskets. However, one of the main advantages of at-source filtration is that itprevents pollutants from entering the drainage network unlike GPTs, which treat flows at, or near to, outfalls torivers and other waterways. At-source filtration helpsprevent downstream pipe blockages, such as that shown opposite and also reduces the need for costly pipeline cleaning and maintenance.

2.3 Ecosol Products and Services

How the RSF 100 Works

As the basket approaches 90% full, the by-pass flap(s) begins to open in response to the incoming flow. Once the basket is 100% full the pressure of the incoming flow forces openthe by-pass flap(s), allowing the excess flow, to enter the drainage system through the by-pass openings. Thiseffectively eliminates the likelihood of flooding, a common fault with other at-source systems.

Even when in by-pass, the captured pollutants are not remobilised and are retained in the basket, as confirmed by independent tests.3

When the flow ceases, the flap(s) returns to its normalposition (see the drawings opposite for a graphicalrepresentation of the unit in operation). In the unlikely event that the spring mechanism fails, or debris lodges in the by-pass flap(s), it will be in the open position and will not obstruct the flow or cause flooding.

The RSF 100 Solid Pollutant Filter captures pollutants at drainage entry points and consists of a capture basket and an overflow by-pass flap(s). The basket is fitted below the invert of the gutter and inside the drainage pit and, importantly, does not obstruct flow in theoutlet pipe.

Solid pollutants enter the RSF 100 with the stormwater from roadside or other run-off areas, such as car parks. The incoming flow, and the pollutants, aquaplane across the flap(s) into the capture basket. The filtered stormwater then passes through to the drainagenetwork without any head/hydraulic loss.

The Ecosol RSF 100 Solid Pollutant Filter operates at-source and can be fitted to new and existing side entry pits(whether single, double, or triple in size), including thosewith non-standard inlets, outlets, and junctions.

The RSF 100 offers a cost-effective means of removing solid pollutants from stormwater flows. The ability to retro-fit the unit into existing pits means that drainage lines servingpollutant-generating catchments, such as schools, shopping precincts, and central business districts, can be targeted for treatment at a much-reduced cost than is often available with large GPTs.

RSF 100 Applications

RSF 100 Key Performance Specifications

The RSF 100 separates, collects, and retains more than 95% of solid pollutants greater than 1.5mm in size, 94% of solids greater than 200µm, and 53% of solids greater than 50µm. It also collects 65% of total suspended solids, 40% total phosphorous, and 21% total nitrogen.

A range of filter media is available to ensure high capture efficiencies for specifically-targeted sediment and particulate sizes. The unit’s holding capacity ranges from 20kg - 95kg depending on the pit size. The RSF 100 treats all flows entering the pit until the capture basket is full and has little, or no, impact on the hydraulic performance of the pit.

The Ecosol RSF 1000 Solid Pollutant Filter is designed to remove and retain solid pollutants in stormwater flows on a range of pipelines. It consists of a pre-cast concrete pit containing a capture basket and overflow by-pass flaps. The unit is installed either in-line, or at the end of the stormwater line, where there is a drop between the upstream invert and downstream obvert levels of at least 600mm, and preferably more. This drop is needed so that the structure can house an adequately-sized basket.

Solid pollutants conveyed in flows from the upstream pipe are filtered through the basket positioned directly below the upstream pipe invert. The filtered stormwater then passes through the unit to the downstream outlet pipe and into the drainage network without any head/hydraulic loss through the unit. As the basket approaches 90% full, the by-pass flaps begin to open in response to the incoming flow. Once the basket is 100% full thepressure of the incoming flow forces open the by-pass flaps, allowing the excess flow, to enter the drainagesystem through the by-pass openings. This effectively eliminates the likelihood of flooding, a common faultwith other systems. Even when in by-pass, the captured pollutants are not remobilised and are retained inthe basket.

The RSF 1000 operates in-line or end-of-line on stormwater pipes. The pre-cast modular unit can be fitted toconduits equivalent to a 600mm diameter pipe, either within the drainage network (as a junction pit drop structure) or end-of-line. A customised basket to fit existing concrete drop structures is also available.

The compact pre-cast unit can be fitted at any point within a drainage network where there is at least a 600mm drop between the inlet pipe invert and outlet pipe obvert levels. The basket can be retro-fitted to most existing pits, provided the pit meets the required dimensions and construction tolerances. The unit has a range ofapplications including Industrial and commercial sites, such as carparks and shopping centres, residentialdevelopments, freeways and civil construction projects, and discharge points to wetlands, creeks, and rivers.

The RSF 1000 separates, collects, and retains more than 95% of solid pollutants greater than 3mm in size, 60% of solids greater than 200µm, and 49% of total suspended solids. It also captures 30% total phosphorous and 16% total nitrogen.

The holding capacity of a standard, complete RSF 1000 unit with the preferred dimensions of 1500mm x 1500mm is 1.52m3. The unit treats all flows entering the pit until the collection basket is full and has little or no impact on the hydraulic performance of the pit.

The Ecosol RSF 4000 is designed for use in stormwater drains. Incoming flows enter the capture silo and pass through the filtration mesh located below invert level on both sides of the silo before entering the clean chamber and then exiting the unit. The unit separates, collects, and retains more than 98% of solid pollutants greater than 211µm and 91% of total suspended solids. It also collects 30% total phosphorous.

Free oils and grease are captured in the outer channels below invert level by the use of two vertical baffles.

Key to the RSF 4000 success is the design that forces a proportion of the filtered water back upstream along the by-pass channels and against the main directional flow. As this water meets the flow entering the inlet tothe capture silo, a unique hydraulically-driven barrier is created, ensuring all flows up to the Treatable Flow Rate (TFR) are directed into the capture silo, thereby enhancing considerably the unit’s capture efficiency.

As flows of greater magnitude enter the unit, the hydraulic barrier gradually breaks down and in major pipe discharges, allows the excess flows to by-pass, without remobilisingcaptured pollutants. The in-line/end-of-line Ecosol Net Tech removes, and retains, gross pollutants from stormwater flows. The Ecosol Net Tech consists of a stainless-steel sleeve extension that is insertedand fixed into existing, or new, pipe outlets. This extension isfitted with a removable heavy-duty ultraviolet-stabilised polyethylene net for capturing, and retaining, gross pollutants.

Unlike most other GPTs, the Ecosol Net Tech will continue to capture and retain gross pollutants until the net is full, at which time, during the rain event, it disengages from the end of the conduit. This helps eliminate any adverse impact or potential for flooding during peak flow storm events.

Once installed, under any flow, the Ecosol Net Tech will start capturing and retaining pollutants. The filtered stormwater passes through the net and downstream to the receiving waterway. When the net disengages from the sleeve extension a pull cord connected to the main unit tightens around the net throat and prevents the remobilisation of captured pollutants. When the rain event has ended the net should be emptied and re-secured to the end of the sleeve extension ready for operation.

The Ecosol Net Tech requires little, or no, structural change to the existing stormwater system, thereby reducing initial capital costs and minimising disruption to the general public during installation.

One key advantage with the design of the Ecosol Net Tech unit is its ability to operate effectively in bothsubmerged and tidal environments. Under these conditions the unit will continue to capture and retainpollutants without any remobilisation. This is a limiting factor with many other proprietary GPTs. The Ecosol Net Tech is usually installed end-of-line at pipe outlets. It can also be installed in-line whereconcrete structures such as manholes and junction boxes can house the unit without obstructing flows. 4.0 Components and Warranty

All materials used in the manufacture of Ecosol productsare specially selected for their strength, durability, andreliability. All units are constructed to the relevant Australian Standards, have been engineer-designed, and meetinternationally-accepted Occupational Health andSafety (OH&S) requirements. Only strong, durable, andnon-corrosive materials are used.

Each Ecosol product has different components but thefollowing materials are commonly used:

Reinforced concreteAll reinforced concrete work is designed to a minimum of 40 MPa with specific loading conditions to suit Class B and D classifications. For further details refer to AS 3996.

Steel reinforcingAll steel reinforcement used is in accordance with AS 1302 and AS 1304 for structural grade steel.

Access lidsThe access lids are designed specifically for use in stormwater and suit a variety of loading capacities.

InternalsThe internal filtration components in each Ecosol product have been specifically designed and tested for the loadings and environment in which the unit is to be installed.

The internals are made from materials especially chosen for their durability and include:

Life Expectancy

Ecosol products are designed to meet the strictest engineering guidelines. The reinforced concrete has an expected life span of 50 years while the internal filtration components have a life expectancy of 10-15 years.

Warranty

Each Ecosol product has a one-year warranty covering all internal filtration components and workmanship. Ecosol will rectify, at no charge, any problems that fall within the warranty terms. However, damage caused by vandalism, and by outside parties, is not covered by the warranty. This includes instances where the client cleans the unit, or employs another company to do so, and damage is caused by inappropriate cleaning pro-cedures.

Independent Testing

Since development of the RSF technology began in 1996, Ecosol has commissioned a range of tests to confirm not only product performance but also to help with further research and development work.

This testing has been conducted by several independent bodies, including the Universities of South Australia and Adelaide.

In late-1998, as part of Ecosol’s strong commitment tocontinuous improvement, it commissioned one of Australia’s pre-eminent hydraulics and CFD consulting firms, Avocet Consulting Pty Ltd, to help in the further development of its technologies resulting in significant design improvements and performance. Much of the data contained in thisdocument, and in separate technical specifications for each product, is based on Avocet testing results.

Since 1996 more than 35 reports have been prepared for a range of areas, including:

Ecosol’s quality processes, its extensive field experience, and its comprehensive testing regime ensures that all of its products are the best-performing, strongest, most durable, low-maintenance systems available. 5.0 Product Development and Testing

Ecosol has always sought pro-actively to validate product performance through independent laboratory testing and through extensive field testing. Results have been verified, where appropriate, by the use of sophisticated computer modelling and Computational Fluid Dynamics (CFD).

Field Testing

Field testing is an integral part of Ecosol’s commitment to product improvement and an understanding of all the facets that affect the performance of its products. Numerous field tests3 have been undertaken, often by Ecosol, in conjunction with, or independently of, its clients.

Ecosol has also developed a comprehensive database of pollutant capture performance details obtainedover the past ten years from cleaning its units. This has enabled it to better meet its clients’ needs by identifying typical pollutant loadings and offering the most appropriate solution.

After each clean, Ecosol produces a detailed cleaning and maintenance report detailing pollutant capture data, such as the composition and type of pollutants captured, as well as details of the time taken for the clean and any required maintenance.

6.0 Ecosol Asset Management Division

Any good stormwater management program includes regular inspections, cleaning, and maintenance of installed pollution control devices. Ecosol has an established Asset Management Division to help clients ensure that their assets perform optimally for the duration of their life.

Inspections

Regular inspections of the installed Ecosol product should be carried out monthly for the first year. This frequency may be adjusted in subsequent years depending on how quickly the unit is found to be filling with pollutants.

The purpose of regular inspection is to check that the unit is operating correctly and to determine when the next clean is required and also to check if there is any visible damage to, or obstruction within, the unit.

Cleaning and Maintenance

Cleaning frequencies will vary and depend on the type of unit installed, weather patterns, pollutant loadings, and other activity within the catchment. Under normal operating conditions, we recommend two-monthly cleans for the RSF 100, RSF 1000, and Ecosol Net Tech, and quarterly cleans for the RSF 4000.

Ecosol staff can help you not only determine how often your unit should be cleaned but also the best method, which varies dependent on the unit. For example, the RSF 4000 is best cleaned by vacuum, while the RSF 100 can be cleaned by manually removing the liner bag.

Cleaning by vacuum offers far greater benefits for wet-sump systems compared to all other methods. After many years of industry experience we believe that this is the safest, most efficient, and cost-effective method for the following reasons:

What are the most important criteria in selecting the most appropriate pollution control device?

Ecosol believes in the treatment-train approach to pollution control. No one system can provide, in isolation, the solution to every problem. GPTs are usually the primary element of a treatment train and we believe that, often, it is important to incorporate secondary measures to achieve the optimal WQOs.

Treatment devices should be assessed firstly on their abilityto treat the required volume of discharge prior to by-pass, and, secondly, on their capacity to store the volume ofpollutants generated by the catchment. Some of thecriteria that should be used in selecting the right proprietary stormwater treatment device for a particular site are its:

• Effectiveness in trapping the target pollutants up to TFR;• Hydraulic impact on the drainage network;• Whole-of-life cost and not just the capital cost; • Compatibility with site constraints ;• Ease of installation;• Compliance with the local and regulatory guidelines; and • Life expectancy. What is more important in selecting the right system to do the job, catchment area or treatable flow?

In recent years the industry has seen some proprietary GPT providers sizing their units using potential catchment pollutant loadings rather than TFR. This practice not only confuses those wishing to compare different proprietary systems but, significantly, it enables those GPT providers to provide under-sized alternatives that compromise the optimal pollutant removal efficiency.

Systems sized using catchment area invariably result in smaller units, which have a lower-designed TFR and go into by-pass prematurely. Consequently, the product does not treat the catchment’s optimal pollutant loading and may even cause flooding as under-sized units usually have insufficient by-pass capacity at the designed peak discharge flows. Also, they usually have inadequate storage capacity for the expected pollutant loadings.

Ecosol always ensures that its units are appropriately sized for optimal capture efficiencies with minimal hydraulic impact at peak design discharge flows. Each product consists of different sized units with a TFR capacity that is dependent on the size and slope of the outlet pipe and the average recurrence interval (ARI).

The flow generated by any catchment is matched to the appropriately-sized unit to ensure it is treated up to the designed TFR, with flows greater than the TFR by-passing. It should be noted that the location and level of imper-viousness in a catchment can greatly affect the quantity of runoff and volume of pollutants.

When comparing different proprietary units, is capital cost per cubic metre of pollutants captured a guide?

This is a mistake many clients and consulting engineers make when trying to compare the performance and cost-effectiveness of different proprietary products. There are several flaws with this approach.

Whilst the capital cost can be readily found the ongoing cleaning and maintenance costs are often not added to determine a more accurate whole of life cost.

Also, the effectiveness of the cleaning regime is a critical factor in the equation. If a unit is cleaned only once in a year, when in fact it requires cleaning, say, three times, it will obviously have been in by-pass for much of the year and so the amount of pollution collected will be less than if it had been more regularly cleaned. This would make a nonsense of any attempt to compare different units using the level of captured pollutants as a keyfactor. Other factors such as differences in catchment characteristics, hydrological conditions, and different methods of cleaning will also affect any comparisons.

How often do Ecosol units need to be cleaned?

This varies between the different types of units. The cleaning frequency depends heavily on weather patterns, pollutant load and activity within the catchment. Under normal operating conditions, we recommend the larger in-line/end-of-line units are cleaned every 3-4 months and the at-source units every 1-2 months.

How are Ecosol units cleaned?

All Ecosol units are designed for cleaning with little or no manual handling of captured pollutants, therebyhelping ensure safe working conditions. Ecosol staff can help you not only determine how often your unit should be cleaned but also the best method, which varies with the unit. For example, the RSF 4000 is best cleaned by vacuum, while the RSF 100 can be cleaned by manually removing the liner bag.

Can units be cleaned by simply removing the basket rather than using suction cleaning?

Cleaning your unit is essential to ensure that it continues to capture and retain pollutants as specified andwithout any premature bypass.

The methods for cleaning GPTs have been widely debated for many years. The Ecosol RSF 4000 unit has beenspecifically designed for cleaning by vacuum method, which we believe offers far greater benefits than, for example, a removable internal filtration basket. After many years of industry experience we have confirmed that this is the safest, most efficient, and cost-effective method, because:

MUSIC Modelling Tool (for use in Australia only)

MUSIC (an acronym for Modelling Software for Urban Stormwater Improvement Conceptualisation) is asoftware tool that helps stormwater engineers, planners, and consultants identify the most appropriatepollution control device to use for a particular catchment. It was developed by the Cooperative Research Centre for Catchment Hydrology (CRCCH) at Monash University, Melbourne, Australia.

MUSIC is designed to simulate urban stormwater systems operating at a range of temporal and spatial scales for catchments from 0.01 km2 to 100km2 and modelling time steps ranging from six minutes to 24 hours to match the catchment scale.

It provides a user-friendly interface to allow complex stormwater management scenarios to be quickly andefficiently created and the results to be viewed using a range of graphical and tabular formats. This reducesthe uncertainty surrounding the planning of stormwater management strategies and may generate substantial cost-savings.

Users input the following data to MUSIC, which is then compared to the published performance specifications of a range of proprietary products:

• low flow bypass;

• high flow bypass; and

• piecewise-linear user-definable transfer functions for the GPT performance in capturing Gross Pollutants (GP), Total Suspended Solids (TSS), Total Phosphorus (TP), and Total Nitrogen (TN). In each case the independent variable is input concentration (mg/l or kg/MI) and the dependent variable is the output concentration.

The GPT inputs are independent of the flow rate, except that there are underflow and overflow limits. Flow below the underflow limit, and flow above the overflow limit, passes through with no change of concentration.

MUSIC provides the user with suggestions about the likely best solution for the stated requirements. Caution must be employed when using MUSIC. The validity of the predictions is only as good as the validity of the input data. All GPT performance predictions are subject to uncertainty owing to the stochastic nature of environmental processes, with quantities varying chaotically with time and location. The difficulty in making repeatablemeasurements is illustrated in the wide range of published test results. This is not surprising considering thatthere can be significant differences, for example, in the:

• catchment type and hydrology;• weather conditions and events during the testing period;• sampling regimes - frequency, timing, and location;• composition of pollutant load;• nutrient transport mechanisms; • level of bonding of nutrients to suspended solids• degradation of accumulated pollutants;• suspended solid particle size distribution (PSD); and the• size and state of the unit (i.e. how well it has been cleaned and maintained).
