2009 ANSI A117.1 Ch. 11 NCBC 1109.14.3 contains the scoping for

Example Look at DEFINITIONS
Site Access: NCBC 1104.1+2 Consider:
– What is the land contour? – Are sidewalks present? – Is there pedestrian traffic? – Are bus stops planned?
Vehicular access only is acceptable for: – areas with no sidewalks – areas lacking “substantial”
pedestrian traffic – areas where access is
infeasible
