It is currently occupied by six blocks of the Hong Kong Housing Authority’s (HA's) factory buildings (San Po Kong Factory Estate). The 5-7 storey factories were built in the mid 1960s and are generally in poor conditions. They have been frozen from sub-letting since 2001 and all tenancies have expired in May 2005. The clearance work has not yet started but most of the premises in the factory estate are vacant. The previous Area Assessments identified that the area has the potential to be rezoned for business or residential use. Concerned departments have examined alternative residential options for the area to address potential I-R interface problems caused by the existing industrial operations in the adjoining areas and traffic noise from Prince Edward Road East through innovative building and layout design. Currently, Housing Department is re-considering the option of using the site for residential use and will commission a planning consultancy study to examine the feasibility of developing the area for public housing purpose. Subject to the resolution of the environmental and traffic issues, the area could be rezoned to other environmentally compatible use(s). Recommendation : Rezone to other environmentally compatible uses subject to detailed feasibility study.
