It gives me great joy and pleasure to know that Phialdelphia Telangana Association (PTA) is

bringing out a Telangana souvenir named “Singidi” on the occasion of the Second Telangana Night in

Philadelphia to be held on May 18, 2013. I am sure this will help a long way in asserting and reinforc-

ing the Telangana’s linguistic and cultural identity in the United States. At this critical juncture, there is

a need to galvanize the Telanganites every where in every possible manner and use all avenues to

highlight the Telangana issue and I am happy to learn that Philadelphia Telangana community has been

contributing towards this goal with its activities.

It’s also worth looking back atwhat Mahatma Gandhi said aboutDemocracy. He said, ‘Real Swarajwill come, not by the acquisition ofauthority but by the acquisition of thecapacity by all to resist authority whenit is abused’. This quote perfectlysums up the situation in the countrytoday, a state where there is onlynotional democracy. But is there a

way we could change all this and bea part of this process without actu-ally becoming a jholawallah on theroad?

India has seen many progressivelaws since Independence and Rightto Information (RTI) is the most im-portant of them all. RTI simply meansthat citizens now have the right toaccess all the information held by theGovernment. The pertinent question

is how and why will RTI changethings on the ground. Let us takean analogy- A thief would findit very difficult to steal if thereare people watching him. It be-comes easy for him to steal ifnobody is watching. Same isthe case with our democracy.Corruption, delay in service delivery,arbitrary decision making etc., are allpossible today because citizens don’tquestion and don’t watch enough.With tools like the RTI, this canchange, especially the way citizensengage with the system.

The RTI act was passed by theIndian Parliament in the year 2005after a long drawn people’s move-ment that dates back to the mid 90s.Many countries across the worldhave this act in one or the other form.In terms of its citizen friendly nature,the Indian RTI act is one of the bestin the world. Though the ‘Right toInformation’ is a guaranteed funda-mental right as per article 19(1) (a)of the constitution (right to freedomof speech and expression), the RTIact of 2005 puts in place a formalmechanism to obtain information.Freedom of speech and expressionmeans the right to express one’s ownconvictions and opinions freely. Forproper enjoyment of freedom ofspeech and expression, it is impera-tive that correct information is avail-able to the Citizens. That is the basicpremise of the RTI act.

How to use RTI?

There is a three tier structure putin place for the operationalisation ofRTI. Every Government department(small or big, from the President’sOffice to a Gram Panchayat) shoulddesignate a ‘Public InformationOfficer’ (PIO) . The RTI applicationhas to be submitted to the PIO inany of these offices. If the PIO is notavailable, then it has to be submittedto the APIO (Assistant Public Infor-mation Officer). The following are thebasic steps involved in filing an ap-plication under RTI.

· Identify the information you need.

· Decide on the questions youwant to ask. These questions canbe as simple or as complex asyou like, but the questionsframed (information sought)must be specific, clear and eas-ily understood.

· Do you want copies of docu-ments or samples of materials?Do you want to inspect docu-ments or materials? Or do youjust want answers to particularquestions? (The more you al-ready know the department andits functioning, the more effectiveyour questions will be)

· Identify as closely as you can,which public authority (depart-ment of the government, publicsector enterprise, NGO etc) hasthe information that you want.

· Find the contact details of theSPIO (State Public Informationofficer) for state government de-partments and CPIO (CentralPublic Information officer) forcentral government departmentsin question. There are multipleways of locating the SPIO or theCPIO.

· For central government depart-ments : http://www.rti.gov.in/rti/cpio.asp

· For state government depart-ments in AP: Go towww.apic.gov.in

· Visit the relevant departmentwebsite

· Write/type your questions on asheet of plain paper.

· Submit your application with theapplication fees (if required) tothe PIO (you can do a registeredpost too)

· You should get the informationsought within the prescribed pe-riod of 30 calendar days.

· A certain fee for information hasto be paid if the information isprovided within the prescribedtime period. This fee varies fromstate to state

· No fee shall be paid if the infor-mation is provided after the pre-scribed time period. The infor-mation then becomes free of cost

· If you don’t get the informationwithin the prescribed time or ifyou are dissatisfied with the in-formation provided or with thereasons given to deny you infor-mation, you can file a first appealwithin 30 days to the designatedappellate authority senior to the

PIO in the department fromwhich you have sought informa-tion.

· If you are dissatisfied with theresponse on the first appeal or ifyou do not get a response within45 days of filing your first appeal,file a second appeal within 90days, with the State InformationCommission of the state to whichthe department belongs, or to theCentral Information Commissionfor central government depart-ment.

What about NRIs?

NRIs who are Indian Citizens canalso use RTI. Payment of fees usedto be the biggest bottleneck for NRIswho want to use RTI. The Govern-ment of India has now introduced e-IPO facility to pay the application Feeof Rs 10/- online. You can logon tohttps://www.epostoffice.gov.in/eipo/Loginpage.aspx to pay the applica-tion fee online. Once you pay the feeonline, you could email your appli-cation to the concerned PIO alongwith the confirmation of the onlinepayment. You could also file a RTIapplication online through this portalonce it is launched. (http://rtionline.gov.in/). Please note that allthis is only valid for Central Govern-ment departments. For the StateGovernment departments, you haveto either ask somebody in India tofile it or you have to go through theprocess mentioned above.

Has RTI delivered?

It has been close to 8 years sincethe implementation of the RTI act andwe are already seeing the changes.Broadly speaking, it has done thefollowing things

· Improved service delivery andreduced delays.

· Exposed various scams (Adarsh,2G, Commonwealth Games etc).

· Exposed misuse of power.

There are umpteen success sto-ries of ordinary citizens using this actfor both personal and public purpose.

What is in it for the NRIs?

NRIs often face issues with de-lay in renewal of passport, refund ofincome tax etc. You could all use RTIto find out why your passport is get-ting delayed or the status of your in-come tax refund. There are manycases where NRIs have got their longpending IT refunds within a week ortwo of filing the RTI application andwithout having to employ a tax con-sultant. Go ahead, file an RTI appli-cation and experience the change.

When I went to India couple of years ago it wasvery different many things were happening one thing Isaw was pollution. One day I was going with my grand-mother to get groceries and there was haze above mein the car , plastic bags flying 10 minutes before wegot there. There is a lot of pollution in Hyderabad, notmany people are taking much action. People in Hy-derabad should recycle, reuse, and reduce. In theUnited States people hold recycling programs atschool. Even where I live if we don’t recycle we arecharged money and we’re doing this to keep motherEarth safe. With all the air pollution around the worldwith fossil fuels, our ozone layer is diminishing the icecaps are melting we are making our planet’s Ozonelayer diminish, the key to our lives. This is causing thesea levels to get higher which could lead to swallowingup coastal states, until there is only one piece of landleft and billions of people died. This is for ourgeneration’s future and if we don’t fix this well thenwe don’t know what could happen.

I was reading an article on scholastic journal it wasabout child labor and this something isn’t talked aboutmuch but it’s one major problem if the world. Childlabor occurs mostly in Africa. The kids who are putunder this sad problem can’t go to school. Also, theirparents can’t afford things for their children. But in

When I was reading the article I readabout a girl who was a servant and was hit if she didn’twant to listen to her master’s orders and she was about6 years old. The movement for a separatestatehood for Telangana from theState of Andhra Pradesh, India is aprotracted movement spread overthe last 55 years making it unique initself for withstanding the forces ofchange in all realms of society,economy and polity. It is an intrigu-ing question to probe into the suste-nance of this movement in its varyingform and argument, and perhaps agood demonstration for raising con-cerns about the pattern of develop-ment largely adopted not only withinthe state and country, but also on aninternational level.

Telangana constitutes about 9districts amongst the 22 districts inAndhra Pradesh (9 belonging toCoastal Andhra and 4 belonging toRayalseema) and has a particular his-torical legacy with distinct culturalidentity that is different from the othertwo regions. The Telangana regionwhich was administratively Indepen-dent before 1956 was forciblymerged much against the recommen-dations of the States ReorganisationCommittee and under certain termsand conditions on the basis of linguis-

tic similarity to form the Telugu stateof Andhra Pradesh (Jayshankar,2004). The demand for separatestate of Telangana in fact has beenthere much earlier to the formationof the state of Andhra Pradesh. Theformation of ‘Vishalandhra’, combin-ing the two separate states of Andhraand Telangana was wrought with dis-trust also termed by the then PrimeMinister of India Pandit JawaharlalNehru ‘as a step towards imperial-ism’. The apprehensions of thepeople of Telangana at the time ofmerger slowly took to agitation hasprotracted since then to the currentphase. The underlying arguments ofthe movement have been changing,and with changing times more andmore people in the Telangana regionhave joined the movement for sepa-rate state. The running thread of themovement has low and high pointsof intensity. These high and low pointsare linked to a number of dimensionswhich are inevitably linked in turn tothe nature of the state translatedthrough its development paradigm orits public policy.

Region as an identity was char-

acterized under sub nation subject toits distinctness in history, culture,economy and administration. In In-dia such variedness prevailed sincethe pre independence period partlybecause of regional diversity in natu-ral endowments, differences in landtenure systems, investment patternsand system of governance basicallydesigned to serve the interests ofcolonial government and of a largenumber of princely states (CH H Rao2010). This unevenness results insome sections/ categories better po-sitioned to take advantage of thedevelopmental policies whilemarginalizing others. In the case ofrelatively backward states/ regionswithin states the primary inequalitieshave been exacerbated with the uni-form policies of neo liberalisation.However the argument is not justeconomic but also political, socialand cultural because of the domi-nance and hegemony of the strongover the weak; developed overbackward.

Telangana movement has beenarticulated through the several phasesof development of Andhra Pradesh– a State led development phase or

the Statist phase (1956-1980) fol-lowed by a more neo-liberal phase(1990s onwards) also characterizedby the formation of the global city ofHyderabad . At every stage thepeople of Telangana faced differentkinds of exclusion. From the 1960’s,since the merger of the Andhra andTelangana regions, the resource richTelangana region was utilized as acolony for the development of thecapitalist Andhra regions. The ex-ploitation could be visible in the pri-mary domain of agriculture with itsmajor supplement irrigation, powergeneration and distribution and infra-structure both economic and social.Public policy during this period hasbeen biased and not accommodativeof Telangana’s need for developmentdespite the protective accorded atthe time of merger by way of rec-ommendations of the Second Statesreorganization Committee and con-sequently the Gentleman’s Agree-ment (The basis for the merger of theAndhra and Telangana was theGentlemen’s agreement, signed onFebruary 20th 1956. According tothis certain safeguards relating toTelangana revenues, educational fa-cilities, recruitment and retrenchmentof services personnel, the position ofUrdu, domicile rule, sale of agricul-tural lands were guaranteed. This canbe considered like a treaty betweentwo sovereign or sub-sovereign re-gions). This process helped verymuch for the development of capi-talist agriculture in coastal Andhra.The capitalist farmers of Andhra alsocrossed boundaries into Telanganadue to less developed land marketand with insider information of de-velopment of the few projects inTelangana. They have also pen-etrated into the forest areas violatingthe land regulations meant for pre-vention of land transfers of tribals

(Janardhan Rao, 1988). The irriga-tion policy of the state in terms of thetwo major rivers of Godavari andKrishna has given priority to projectsbenefiting coastal Andhra andRayalaseema, shelving those pro-posed by the erstwhile Nizam Gov-ernment on the pretext thatTelangana is disadvantaged becauseit is at high altitude and cannot ben-efit from major irrigation throughgravity flow. The policy reflecting inprogramme and budget allocationcan be seen in favor of those projectsbenefiting the Andhra region. Thiswas the similar case with power gen-erating projects where coal wastransported from Telangana toAndhra. By the mid decade of six-ties Telangana had turned into acolony by transfer of resources (wa-ter, coal and power) through govern-ment networks. The resource flowto Seemandhra (Andhra Pradesh ex-cluding Telangana) region was pos-sible with the financial surplus on rev-enue account at the time of state for-mation, which was also estimated atRs. 64 crores by Bhargava and LalithCommittees. Telangana has beendeprived of its share of resources dueto under investment on capital ac-count (CHH Rao, 2005).

This exploitation of the resourceshad led to a laggard in the economicdevelopment of the people in theTelangana region. The dominance incapital accumulation of the Andhrapeople had reflected in the patternof social development with bettereducational facilities and employmentopportunities for the Andhra peoplevis-a-vis Telangana people. Theseinequalities in education deprived thepeople of Telangana in terms of skillformation and thus deprived them tooccupy semi skilled and skilled jobssubsequently in the labour market.

Deprivation of due share in publicsector employment to the people ofTelangana despite protective mea-sures (like Mulki agreement (localshare) and subsequently Presidentialorder in 1972 and GO 610 in 1980s)had occurred. Telangana people havelost near about 2.5 lakhs employmentopportunities during the 53 yearsof combined State. This delayed themiddle class formation in this regionwhichhas been very well expropri-ated by the already educated middleclass of coastal Andhra region(Haragopal G, 2010). This is a clearexample of the fact that despite eco-nomic growth there has been exclu-sion in Andhra Pradesh. This alsoreflected in political dominance thathad formulated and implementedpolicies to suit the interests of thedominant Andhra elites at the ex-pense of the people of Telangana.Despite representations in politicalpositions in key portfolios like HomeMinister, irrigation minister and evenChief Minister; the leaders werenever allowed to function in a stablemanner and their abilities were con-strained to serve the interests of thepeople of Telangana. This discrimi-nation leading to social exclusion per-sisted throughout the statist phaseand had extended even into the neo-liberal phase that broke through inAndhra Pradesh since the 1980s.

Due to the primary discriminationcaused to the people of Telangana interms of land distribution, resourceutilization, human capital formation;the policies that accompanied theadvent of neo-liberalism proved tobe extremely detrimental to mostsections of the people of Telangana,further marginalizing from the devel-opmental process. One of the mainrealms affected by the neo-liberalreforms is the agricultural sector

which reflected in the alarmingly largenumber of suicide by farmers. Almost68% of suicides were in theTelangana region compared to 17%in Rayalseema and 15% in CoastalAndhra regions (Revathi, 2008). Thedeleterious effects of reforms on therural sector and farmers broughtabout great agitation in the Telanganaregion from the beginning of the de-cade of 2000. The ‘policy reversal’of the Congress government in the‘post reform period’, which prom-ised a focus on the agriculture sec-tor, especially irrigation sectorthrough the ‘Jalayagnam’programmein 2004 could not yieldany substantial results. At the sametime, the rent seeking capital fromRayalseema with the political cloutalienated the local people mostly inand around Hyderabad from theirlands in a rampant fashion. The othermain activity that they have under-taken is mining in districts likeKhammam, Nalagonda andMahbubnagar. While the governmentin this post reform period appears tobe Welfarist in nature; it was reducedto a mere ‘Sop giving role’ and yetdeprived them of the basic resources.Populist appeals of policy reversalshave come under severe scrutiny fortheir hollow promises, which in es-sence only favoured the business

classes of the Seemandhra people.The rate of exploitation of resourcesbelonging to Telangana region interms of land in and around Hydera-bad metropolis, minerals through pri-vate leasing of mines has been highin the third phase (Kannabiran et al,2010; Hargopal, 2010).In all thethree phases of development in theState of Andhra Pradesh, differentsections of the Telangana peoplehave been pushed more and more tothe periphery resulting in their socialexclusion.

The case of Telangana demon-strates not only the historical discrimi-nations that are located in the eco-nomic, social and cultural perspec-tives but also how marginalizationoccurred in the neo-liberal conditionsbeginning from post 1990s. It alsoshows how locally generated pro-cesses of identity- based and regionbased social exclusion are articulat-ing with internationally driven neo-lib-eral policy prescriptions that arecausing new forms of economic ex-clusion which on a persistent basisgives rise to long standing structuralconditions that reinforce social exclu-sion (Beall, 2002).

The State has always providedtechnical solutions to the problemsposed by the movement which failed

to address the underlying cause ofexclusion. For example, the eco-nomic discrimination basis of themovement was meted out by grant-ing some economic packages to tem-porarily silence the movement. Suchsteps provide no real solution to theissue of social exclusion.

Social exclusion is fundamentallyabout inequality as it implies thatthere are people that are ‘included’in the society. Thus, the concept ofsocial exclusion directly addressesthe issue of social justice. Especiallywhen exclusion has been perpetuatedover a long period of time, when ex-ploitation and discrimination per-petuates against a particular set ofpeople, then the pattern of develop-ment needs to be questioned. A pat-tern that legitimately includes and im-proves the conditions of better offpeople must be implemented in suchsituations. The debate of social ex-clusion is very much tied to the no-tion of citizenship and also as a rightto development- to be an integral partof the society and the developmen-tal plans of the state. The currentphase of the Telangana movementwith its entire people is articulating aright to development and a right toself-respect through an autonomousrule.

Four years of high school is often focused aroundone central theme, going to the college of your dreams.However, making this dream a reality is no easy stepand something that requires a tremendous amount ofeffort and persistence. I’m currently a rising sopho-more at Duke University and I consider myself to beblessed in the position that I am. Duke has been anamazing experience my freshman year, I’ve spent out-side on a sidewalk in freezing rain in order to be in thefront row of a basketball game. I’ve stayed up until 5in the morning simply talking to friends and I’ve alsostayed up until 5 frantically studying for a midterm. It’sbeen a humbling, challenging, exciting, and unforget-table freshman year and I’m already looking forwardto next year.

As I said before, I’m blessed to be in this posi-tion, on March 29th of my senior year (Ivy/Duke Deci-sion Day), I was denied admission into six schools andwaitlisted at another three (including Duke). I was filledwith questions that day and wondered what I could’vedone differently in high school. After talking to manypeople and various admission counselors, I have someadvice I would like to offer high school students in theirquest to reach their dream school.

My first piece of advice is to try and find yourstrengths and focus on that. Everyone is good at dif-ferent things and if you can ensure that you maximizeyour potential in that area, it shows your determinationand ability. Another helpful trait is to find somethingunique that distinguishes you from others. This mightbe the most difficult aspect because there are so fewthings that are truly unique. Try to think of somethingnew and make it a reality. This can be in the form ofmany different things, including conducting research ina lab or a volunteer project or even an entrepreneurialventure. It is also crucial to convey your interest in aparticular college from an early stage; I encourage youto visit colleges and try to find something unique abouteach college that appeals to you. It is a good idea toemail admission counselors in order to express yourinterest and show how serious you are about a par-ticular college. My final piece of advice is to simplyremain persistent and focused. The academic aspectof high school is the most important and often the mostchallenging. Once that has been conquered then it ispossible to utilize your abilities to enhance your chancesat reaching your dream school.

Bhagavan Shankaracharya (788- 820 A.D)

In his short life span of thirty twoyears, Bhagavan Shankarachryabreathed new life into Hinduism, in a

time when Hinduism was under siegeby misguided followers as well asBudhism. He was a great philoso-pher, excellent teacher and above alla realized master (Brahmanisthi).He presented the interpretations ofVedas with unflinching logic and clar-ity such that many established reli-gious scholars of the time having de-feated in logical argumentation(shastrartha), accepted him as theirguru.

Shankaracharya propounded Advaitaphilosophy (Monism). According tohim the difference between God andJiva is one of degree, ultimately theyare one and the same, eternal, con-scious and Blisss principle. The indi-vidual soul (Jeevatma) is the sameGod principle as Brahman, and noth-ing else has its own existence (JeevoBrahmeti na parah).

He is an example of a perfectlyrealized saint who beautifully synthe-sized knowledge and Bhakti to-gether; complete surrender to Godoccurs only after realization of one-ness! On one hand he brought outthe spiritual truths of Vedas in a strict

scientific spirit at the same time wroteseveral hymns filled with deep emo-tions and love for the God. For ex-ample, in ‘Tatvabodha’, the bookof definations, he precisely analyzeshuman personality, defines what isAtma, what is a body, what is mind,what is intellect, and how theseworkout in the midst of 5 elements,and three gunas in the nature. Simi-lar are his treatise Atmabodha(Knowledge of Atman) andVivekachudamani (Crest Jewel ofDiscrimination). He also composedover 30 hymns/devotional songs(stotras), laden with emotions, inpraise of Ganesha, Shiva, Parvati,Rama, Krishna and Hanuman.Ganesh panchartna, Annapurnastotram, Bhaja Govindam andSoundarya Lahari on goddessParvati, are very captivating.

Sri Shankaracharya was not onlya phiolosopher but an ardent socialreformer. In order to bring in cohe-siveness in Hinduism with respect tomupltiplicity of Gods and Goddesseshe prescribed “Panchayatan Puja”,worship of five main deities- Lord

Narayana, Shiva, Ganesh, LakshmiDevi, and Rama. In order to makesure the Sanatan (Hindu) Dharmaprevails and continue he establishedfour Mathas or Centers in east, west,north and southern parts of India andentrusted acharyas to propogateVedic teachings all over India. Thesefour centers are active even today,after almost 1200+ years. We oweour obeisance to this great rishi ofBharat.

Ramanujacharya (1017 – 1137 A.D)

Barely 200 years after Sankaraanother Acharya of equal stature ap-peared on the spiritual horizons ofIndia – Acharya Ramanuja. Suchwas his love for humanity that he wasready to take eternal damnation forthe sake of moksha to all. Defyinghis Guru’s order not to give out thespecial mantra to anyone, he insteadclimbed on the roof top of his houseand started shouting the mantra he gotfrom his guru, so that everyone, irre-spective of their cast, creed, religion,rich or poor etc. gets moksha.

Ramanuja was the chief exponentof the ‘Vishista advaita’ philosophy(qualified monism). It teaches thatLord Narayana is the highest realityand individual sole is separate; a soulmay be part of Him but not equal toor one with Him). He can be attainedthrough Bhakti (devotion) and ser-vice. He is the teacher, the friend, thefather, the mother, the child and eventhe beloved. His Narayana mantras,prayers, offering of various servicesto Lord Vishnu including waking up,bathing, dressing up, feeding are fol-lowed by millions in south India toletter and spirit even today.

Sri Ramanuja was an enlightenedsaint and great social reformer, as

well. He preached the oneness ofmankind. Despite being born in anupper caste family, challenged barri-cades of castes and monopoly of up-per caste Brahmins worshipping intemples. He established Vaishnavamovement (those who worship LordVishnu) and brought millions of socalled lower castes into the mainstream of the society. He was of thetradition of “Alvars” from southernIndia. Besides writing great commen-taries on the Brahma Sutra(Shribhashya) and the Bhagavadgita,Ramanuja wrote ‘Vedantasaara’,Vedantadeepa’ and‘Vedarthasangraha’. He was instru-mental in building the famous‘Chaluvanarayana’ temple atMelukote, and other temples insouthern India. In the later years ofhis life, he lived in Srirangam, in theservice of Lord Ranganatha, whereLord Vishnu appeared as SriVaradaraja.

Madhwacharya (1238 -1317 A.D)

Again in another 100 years afterRamanuja, dawned saint SriMadhavacharya, who propoundedthe ‘Dwaita philosophy’ (Dualism)and the famous “Bhakti” movement.Unlike Shankara’s Advaita, SriMadhwacharya’s Dwaita philosophy,makes a distinction between,‘Atman’ and ‘Brahman’ (Dualism)and accepts separate existence forindividual soul and the God. How-ever, the individual soul is dependenton God, since it is unable to existwithout the sentient support of theLord.

Like Shankara and Ramanuja,the proponent of Bhakti movementwrote the famous ‘Prasthanatraya’ –commentaries on the Gita, the

Upanishads and the Brahmasutras.His other works are, ‘MahabharataTatparya Nirnaya’ ‘KrishnamritaMaharnava’, ‘Tantrasara Sangraha’.His works also includes ‘TithiNirnaya’, a unique work on math-ematics. The Acharya was proficientin music also. He is considered as in-carnation of Hanuman fromTretayuga and Bhima from Dwaparyuga. A strange episode is said tohave occurred when he visitedKurukshetra. The Acharya asked hisdisciples to excavate a mound inKurukshetra and they found a maceburied underneath. Acharya ex-plained it was Bhima’s mace fromMahabharat time. He asked disciplesto bury it back at the same place.

Sri Madhwacharya was also asocial reformer and traveled widelyto spread the teachings of Bhaktimovement. In Badri, he bathed in theholy Ganga and also observed a vowof silence of 48 days. From there, hetraveled to Vyasa-Badri where he isbelieved to have met Maharshi Vyasaat his hermitage and presented himwith his commentary of the BhagavadGita. His influence had spread far andwide throughout the country. Schol-ars all over India paid tribute to hisunique analysis and commentaries ofthe scriptures. The circle of his dis-ciples grew bigger and several got ini-tiated into sanyasa under him. Afterestablishing the Bhakti movement allover India, Sri Madhwacharya left forBadrinath. This day is observed asMadhwa-Navami, when people payhomage to the great Acharya.

Rural regions are the bread basketsof our country and rural populationworks hard to feed the entire popu-lation. In addition, they produce vari-ous agricultural raw materials thatcontribute to commercial industrieslike textiles and food processing in-dustries. In spite of the relentless hardwork of these folks, especially thepeasants, the growth rate of ruraleconomy has been a dismal 3% sinceindependence. A lot can be attrib-uted to indifferent policies and canbe blamed generally on poor repre-sentation of their voices in the gov-ernance. The peasants of the villagescan be considered the true patriotsof the nation but are left to struggleto make ends meet. The problem atthe outset is a complex one but thesolutions need not be if the rest ofthe populace works for the empow-erment of the rural population.

By the time I had retired in 2008from an executive job in a sugar fac-tory, I had spent most of my lifegrowing up, learning from, andworking in rural areas of the coun-try. I also had opportunity to spenda significant amount of my careerworking in a different country andstudying the rural economies in gen-eral. I started living in my village, in-teracting with people, and experi-menting with various initiatives toimprove the standard of living ofpeasants in the rural communities.Most people would agree with thefact that rapid development is pos-sible through education. When I stud-ied the educational system in rural

areas, I found only the deprivedclasses are attending the governmentschools. Even though the schools hadreasonably good infrastructure andqualified teachers, the quality of edu-cation imparted was poor. This was,I found, mainly due to non-partici-pation of parents (being poor and il-literate themselves) in the educationof their children. The children wereneither getting any guidance nor hadan environment to pursue their stud-ies beyond the school boundaries.This leads to low achievement andpoorly prepared students.

In the past few years, a collec-tive effort has been initiated to bridgethis gap. I engaged a number of for-ward-thinking head masters andteachers in few village schools andwith their cooperation we initiatedafter-school study hours for studentsin the schools. Educated but unem-ployed youth were drafted to volun-teer and supervise the students dur-ing these study hours and guide themin their studies. The teachers helpedin preparing respective materials tobe revised for the day and the youthimplemented the same. The youthwere being offered Rs 1000 as hono-rarium for their efforts. The parentsappreciated the guidance their chil-dren were getting. The teachersfound the students to be more en-gaged in the classrooms. Of course,this raised the profile of these gov-ernment schools in the villages.

The initiative was begun with 10schools in 2 backward mandals ofNizamabad district in 2010-11. The

next year it was expanded to 20schools. Currently (2012-13), thereare 55 schools in 10 mandals serv-ing approximately 6000 students.The initiative in each school runs forsix month every year, from Septem-ber to February of the academic year.The cost per school is about Rs 6000per year and benefits approximately100 students. Initially, the funds werearranged through our family founda-tion but as the word spread throughsocial contacts and media, a numberof individuals came forward to spon-sor schools in their villages (someeven whole mandals). What hasworked well is that the administra-tive costs have been kept to nil and100% of the funds donated are spenttowards the initiative, donors aregiven all the credit, and a relation-ship develops between the donor andbeneficiaries.

As we started monitoring the pro-gram and collective feedback, a num-ber of intended and sometimes unin-tended (but positive) outcomes arebeing reported from the schools.Enrollment went up in few schools,in some schools the headmasters andteachers contributed the requiredamount (a sign of sustainability) andin few schools the youth volunteers(kudos to them) worked for free ofcost. The media picked up the storyand there have been quite a few newsstories about the initiative.

We are at an important junctureat this point. The initiative has beenset on a Launchpad to take-off andexpand tremendously. A number of

expatriates have shown interest to expand this initiative to other villages even beyond the Nizamabad district. Thesimplicity of the model and effectiveness of the intervention has appealed to many people and they have joined to dotheir part. This is a collective effort to change the landscape of rural education and propel our great nation towardsmore inclusive development. As they say, “it takes a village to raise a child”. Aspirations of a young man from Telangana:

Born in to a middle class family in Manthani,Karimanager district of Telanagana, from my college daysat KITS, Warangal, I wanted to go overseas. However,while doing my Master’s program in Rural Managementat the Institute of Rural Management, Anand (IRMA), Iwas influenced by Dr. Varghese Kurien, the milk man ofIndia and wanted to work for the rural development inIndia. After graduating from IRMA in 1992, I have joinedAga Khan Rural Support Program –AKRSP (I) andlived in a tribal village called Netrang in Bharuch Districtof Gujarat. In Netrang AKRSPI (I) had a comfortablecampus and Netrang was a trading post well connectedto Maharashtra. There were shops that stacked all thenecessary groceries and all kinds of vegetables and fruits.

Experience in a Tribal Village in Gujarat:

In Netrang, working with AKRSP (I), I learnt theropes of rural development and worked on lift irrigationand canal irrigation projects. I am not from a farmingfamily and my knowledge on agriculture was very lim-ited however I enjoyed working with farmers and es-tablished farmers’ cooperative societies and enjoyedfacilitating irrigation water to cotton, pigeon pea andground nut crops of tribal farmers. It was really a verygood experience. Many of the projects, I was workingon were small scale projects. When I was in Netrang, Iused to think about the farmers of Karimnagar andWarangal districts and was wondering why we can’tprovide similar services to our farmers. Even now, wehave many farmers are facing water shortages inTelangana.

Later on, from 1995-98, I worked for NetherlandsAssisted Projects Office in Hyderabad and this projecthas water supply schemes in Guntur, Prakasam, Medak,Mahabubnagar and Kurnool districts, which were fundedby Royal Netherlands government. Third phase of thisproject was to be implemented in Nalgonda district butwas shifted to Vizianagaram District. While working withthis project, I noticed that higher proportion of foreignaid was going to relatively better off districts inSeemandhra region than to districts of Telangana region.I have observed a lot of corruption and apathy in imple-menting these water supply schemes. Particularly inMedak and Mahabubnagar districts, many waterschemes were incomplete and did not deliver water tothe needy people as planned.

My experience with the poultry industry in AndhraPradesh and India:

I wanted to work on my management skills and Iswitched my career. From 1998 to 2000, I worked withNational Egg Coordination Committee (NECC) andduring this period, I have noticed how poultry industry isdominated by Andhra settlers in Hyderabad, the irony isthat the founder of Venkateshwara Hatcheries, Dr.BVRao was a Telangana man. Surroundings of Hyderabad,such as, Shaadnagar area has hundreds of farmers fromGuntur region who have established poultry farms,similalrly in Kompally area, people from West Godavaridistrict have established poultry farms. Do you knowthat Hyderabad Zone chairman of NECC is a settlerfrom West Godavari district and he is in that positionsince early 80s?

TrulyInspiring!

Volunteering and Supporting a Non-Profit(www.rlfindia.org): I am sure; many more people aresupporting different causes back home, kudos to all ofyou and keep it up! If you are not supporting currentlybut want to support a cause, it is high time to do it. Ourmotherland needs you and it is the duty of every daugh-ter and son of the soil. All of us together, we can bringthe change we want to see in Telangana and one of theways is to support development work through non-gov-ernmental organizations (NGOs) and voluntary agencies.

I am motivated to pay back to our motherland andcurrently I am volunteering for a small NGO called RuralLibrary Foundation (www.rlfindia.org). RLF has got agreat concept! It supports rural schools in Telangana witha library and RLF has got the support of amazing andcommitted volunteers who are spread out in USA,Canada and Telangana, India. RLF is started byTelangana professionals to support Telangana children.Please take a look at its website. On a different note, doyou know that many non-profits in Telangana are man-aged by Seemandhra people? I am curious, what areyou doing to support our motherland? Please tell us yourstory; it could inspire some people to make a positivedifference!

My international experience:Like many other young men from Telangana, I

wanted to go the west for an exposure and learning andin 2001, I immigrated to Canada with my wife and 2.5years old son. I have done my Certificate course in In-ternational Development from Humber College, Torontoand after that I have worked in different countries suchas Malawi, Sudan, Ethiopia and Sri Lanka. Currently, Iam working for a non-profit in Calgary, Alberta and Icover countries such as Afghanistan and India. Wher-ever I go- my native place Manthani, Karimanagar andTelangana region come to my mind. The forests of Malawibrought me the pictures of Adilabad Jungle, dry and hotweather in Dire Dawa town of Eastern Ethiopia broughtme the memories of Telangana land, warmth and rawinnocence of people in Sudan reminded me the down toearth nature of Telangana people. When I was workingand living in Sri Lanka, many people knew about Hy-derabad because of various intuitions such as CIEFL,NIRD etc. and used to talk to me very highly ofHyderabad. When I visit Afghanistan, my knowledge ofUrdu comes so handy. I always saw and felt the connec-tion to Telangana, wherever I was.

As a son of the soil what can I do?:It is more than 12 years since I left our homeland

Telangana and now I wonder, what I can do for our“mathrubhumi (motherland)”? While living in Canada,I hear the stories on philanthropy of Warren Buffet andBill Gates, who have donated significant portions of theirpersonal wealth to address the issues of poverty of allover the world. Everyone is not as rich as Buffet andGates, but at the same time, I observe that many middleclass people in the North America support charities suchas World Vision, Red Cross and Plan etc. I was very
