This Communication Plan “SINAG” sets forth the PNP thrusts on its new role on ISO with the AFP. 1. The ISO Role of the PNP is focused on the aspects of information, education and communication which are centered on both the internal and external targets represented by the PNP and the community. Inform, educate and communicate about the nature of communism, it’s aim of changing our present democratic system, the atrocities being committed by its armed component, the NPA, and its’ terroristics activities aimed at stunting the growth of economy and progress. 2. With our new task per Executive Order No. 546 which is providing active support role on ISO, diminished the PNPs inherent capabilities. When we say “support role” it is limited on: The giving of informations about its capabilities. - With the reinvigorated ISO of the AFP and the new role of the PNP as per Executive Order 546, the CTs are expected to firm up/enhance their tactical alliance with other terror groups in order to project strength and strong presence in strategic areas of the country. This alliance with various groups particularly in Mindanao such as the MNLF, MILF and the ASG has been going on for quite some time that they were able to conduct terroristic activities in the area.

This Communication Plan SINAG sets forth the PNP thrusts on its new role on ISO with the AFP.1. CTs propaganda against the government will continue and even intensify using past and present issues adverse to the present administration.

PNP capabilities on ISO will still be inadequate for the conduct of active support role.

Various sectoral groups will be more sympathetic to the CTs cause as their ranks has been heavily infiltrated and manipulated by communist advocate.

The Media which is known to give wider coverage of issues that are more anti-government. It will not change its culture of competitiveness and confrontational stance because sensational news/issues is the bread and butter of mediamen. Worst of this, is that public perception is early shaped by the media. In the conduct of CTs propaganda campaign it is expected that Information Technology (IT) will be used utilizing the internet and other modern communication systems, their propaganda could be access easily even by other countries.

4. In order to avert and counter act these assumptions the PNP must conduct an organized, sustained and credible information campaign. We have to provide the media with accurate, relevant and timely informations regarding PNPs accomplishments as well as the programs and projects.

To instill in the consciousness of our people about the nature of communism to be aware and understand its aims and objectives, its evils and atrocities that has adversely affected the economy resulting to increase in poverty among our people.5. To systematize the development, production and dissemination of information, targeting both the external and internal audiences, primarily to counter the issues raised by the CPP/NPA against the government.

Agencies concerned with anti-insurgency campaign should have uniformity in pronouncement/actions in as far as dealing with issues raised against the government to project credibility and reliability of disseminated informations on actions taken.

To provide strategic means or capability to undertake public information campaign on ISO. To influence public perception using the multi-media in order to attain a climate favorable to the government. To counter enemy propaganda through broad and sustained public information.

PNP personnel must be psychologically prepared and determined to assume and perform new role in ISO and be the catalyst in generating the active support of the community.6. To attain the mission and objective of LOI Complan SINAG, the PNP shall employ the speakers Bureau/PCR officers of every unit at all levels in the conduct of intensified and sustained communications campaign along with the intelligence, investigation and operations units as indicated in the QUAD strategy targeting the CTs armed struggle, united front, mass base, political sectors and international linkages. These speakers and officers will form the members in the formation of PNP Cadres (SOT-type) for regional and provincial mobile groups. The Information and Operation Research Center (IORC) an adjunct office of the PID, DPCR to provide technical and other specialized assistance to field implementers: like themes and messages to redirect the perception of the public in favor of the PNP at the same time divulge the deception tactics of the CPP/NPA.7. This communication plan should be implemented in three phases as follows:PHASE I PREPARATORY PHASE

1) Capability Building This is an assessment and evaluation of the various levels of capability of PCR units to be deployed and depending on the operational needs and requirements, shall be reorganized, retrained, reoriented and retooled to enhance their capability. This level shall be a continuing process until all units are equipped with the desired level of expertise and confidence.2) Institutionalization of the QUAD concept at all levels Strengthen the coordination and linkages with operations, intelligence, and investigation units to have amore focused and synergistic approach to propaganda development.3) Information Operation Development Scan the operational and psychological environment of the area to determine opportunities and entry points, pinpoint key communicators, identify the right target audiences, and other practicable courses of action for the right formulation of themes and messages towards a successful communications campaign. This shall be done on continuing basis.PHASE II EMPLOYMENT/DEPLOYMENT

This phase involves research, design, testing, production, dissemination and evaluation of information operation, in close consultation with intelligence unit/office for the correct identification of key communicators, target audience for the correct formulation of themes and messages and the choice of correct medium. The varying degrees of affectation and the level of combat operations dictate the information campaign to be used.a. Tactical Level

In the areas where party armed groups have intensified their activities, communications campaign should be directed against the enemies, armed struggle, united front and mass base.

Stage I Clearing Stage communications objective become tactical, directed to the enemy and its mass base: (i.e. separate an individual from his group from other groups, disorganize his group, discourage him to fight, defeat is inevitable, unconcern, hostility, non-cooperation, discord panic, resistance, surrender and desertion), all designed to depress the morale of the enemy to reduce its degree of effectiveness. This should be a continuing activity until tactical offensives are over.

Stage II Holding Stage

Communication campaign efforts in this stage should delimit the movements of the ENEMY, limit their access to resources and reduce their mass support and destroy international linkages.

PNP Cadres (SOT-type) of the PNP Mobile Groups shall be deployed to conduct special operation for the purpose of destroying the CTs political structure in affected areas.

Friendly and neutral forces should be encouraged and stimulated to support and participate in government programs. Start the organizing work in the various sectoral groups to include the youth sector, business/peasants, labor church/religious, and other peoples organization. This should be a continuing effort.STAGE III Consolidation Stage

Campaign efforts should be able to mobilize the groups/organizations formed during Stage II for constructive militancy. These groups should serve as counter-organizations and pressure group in the convergence zones against the enemy. This shall be continuing effort.

STAGE IV Development Stage

Campaign efforts should prevent in-roads of the ENEMY in cleared areas. Peoples organizations formed in Stages II & III shall be the primary conduits of government development programs and activities and continue opposing the encroachment of Enemy propaganda. The LGUs and other local government units and their functionaries to include NGOs should prime rehabilitation and development in the area.b. Strategic Level

Communication campaign efforts is geared towards discrediting the leadership of the enemy and its front organizations, expose the true nature and intent of its ideology, the futility of its armed struggle and the inevitability of its defeat.

Community-based organizations and Peoples Organizations in the urban centers will be formed and organized as counter-organizations to deflect and defeat the various front organizations controlled by the enemy. These Civilian Volunteer Organizations (CVOs) shall deter the in-roads of the enemy in their communities, physically and psychologically.PHASE III ASSESSMENT

On a continuing basis, results of the campaigns shall be measured in terms of the actual changes vis--vis the desired action of the target audience as a result of the campaign. Campaign impact indicators which will indicate changes from existing activity levels shall be the indicators in evaluating the effects of the COMMUNICATIONS campaign and shall provide the feedback mechanism from which future campaigns should be based.

Continuing monitoring and evaluation of the impact indicators shall be done to determine effectiveness of every campaign.

8. Tasking9. Coordinating Instructionsa. This communication plan is designed to harmonize the efforts of all PNP offices/units involved in ISO, to unify all existing efforts, encourage broad networking, coordination and integration.b. DPCR shall exercise overall supervision in the implementation of this plan.

c. All commands and units shall maximize the use of relevant materials like posters, leaflets and Internet in disseminating Information Operations (IO) lines.

d. Lateral coordination with adjacent units/OPCON units and other civil and NGOs is authorized and highly encouraged.

e. The QUAD concept of operations t foster maximum cooperation and coordination should be maintained to ensure the continuous flow of timely, factual and reliable information for propaganda development.

f. Maximum use of all available medium of communications is highly encouraged.

g. Existing rules of engagement/police operational procedure shall be strictly enforced.

h. Respect for human rights shall be observed.
