Silver Line Activation Plan
PRESENTATION SUMMARY:
An overview of the Silver Line Phase I Activation
PURPOSE:
To provide the Customer Service and Operations Committee a status update on the start-up activities of the Silver Line Phase I service.
DESCRIPTION:
The Silver Line is the first opening of a new line since the original design of the Washington Metropolitan Area Transit Authority (WMATA) system.
Key Highlights:
The planning and development of the Silver Line has been conducted over many years following the FTA standard process for federally-funded "New Starts" projects.
WMATA led the coordination and integration of a consolidated rail and bus service plan working with all of the bus carriers in the region.
Background and History:
Phase 1 of the Silver Line is an 11.4 mile, 5 station extension being constructed under the Metropolitan Washington Airports Authority (MWAA) by the Dulles Transit Partners (DTP). In December 2012:
WMATA Board approved the staff report public hearing docket B12-03 and modifications to Metrobus service that will be implemented with the Silver Line opening
Staff briefed the WMATA Board on the proposed Silver Line operating plan and the impactson the Metrorail service
In April 2013:
WMATA Board approved the coordinated Silver Line Service Plan and the TitleVI Staff Report.

In September 2013:
Briefed the WMATA Board on the planned information and marketing campaign for current and potential riders about the new Silver Line Service
Discussion:
The Silver Line is the first rail extension in the history of the Metro system that has not been constructed by WMATA. As such, prior Board of Directors of WMATA set forth policies and procedures guiding requirements for testing and acceptance of the new rail infrastructure prior to the start of revenue service. MWAA and WMATA must agree when Operational Readiness (ORD) has been achieved. From the date WMATA agrees that ORD has been achieved, WMATA has 90 days (per agreement) to conduct testing, prior to Board acceptance into the Adopted Regional System and establish a date for start of revenue service. The MWAA/DTP construction of Phase 1 is nearing completion and there are several required WMATA activities that have been completed starting with the Rail Activation Plan that identifies and maps out all of the components needed to implement and operate the new alignment such as:

The plan is being implemented in three phases depending upon the operational readiness date (ORD): Pre-ORD, ORD and Post-ORD. Pre-ORD: Awareness Building We have worked with multiple stakeholders to create a microsite, silverlinemetro.com which will serve as a one-stop information shop for Silver Line information. The site provides service information, station information, points of interest near the new stations, including employers, dining, and shopping. Many of these ideas were raised by our customers during our early research. It will also link to and provide connecting bus services, as well as pedestrian and street access information provided by Fairfax County. The new Silver Line site features an SV circle image, taken from the new map which will be launched on the site. This will help us brand the line and begin awareness building. We have also started bi-weekly “count-down” meetings with stakeholders including MWAA, the Dulles Partnership, Fairfax County DOT, Supervisor Hudgins’ office, and Fairfax County Police. These meetings allow the stakeholders to share information, coordinate activities, and partner where appropriate. For example, Metro is partnering with Fairfax County police on school safety outreach initiatives this fall to increase youth awareness of station and railroad safety. Additionally, MTPD and Fairfax County emergency responders will be conducting drills to ensure emergency preparedness, and the public information about those drills is being coordinated. We look forward to expanding this effort to include stakeholders from Prince George’s County and the District this Fall. The awareness building phase also includes online advertising to promote traffic to silvelinemetro.com, as well as a new Riders’ Guide with tips and the new map. We will have begun to meet with area businesses and will be able to offer customers value added discounts through their use of SmarTrip® cards. Tysons Mall and others have offered to host information and promotional events. And finally, this phase also ramps up education and training about the Silver Line for local workers through their employers. ORD: Learning Once we take custody of the line for testing purposes, the learning phase begins. Some of the visible outreach in this phase includes online chats with the General Manager, “behind the scenes”videos promoted through social media, rider contests and sneak preview tours for media to begin sharing information about the stations. With the start of the in-system campaign, customers will see Silver Line ads on rail cars, posters in stations and on floor graphics. The in-station, on train and bus announcements will also be programmed and played during this phase. The employee education continues with systemwide information campaigns about the Silver Line. Potential customers will also begin to receive information mailed to their homes. An electronic newsletter will be launched for people to get frequent updates online, and our outreach team will host information tables at festivals and community events, as well as scheduled outreach to local business and civic groups.

Finally, we are assembling an event planning committee for stakeholders near the five new stations to assist in planning grand opening events at the stations. Metrorail Operating Plan: The Silver Line will operate between Wiehle Ave, Reston East Station and Largo Town Center. The Peak headways will be 6 minutes on Silver, Orange, Yellow and Green Lines. Peak headways for the Blue Line was reduced from the planned 14 minutes to 12 minutes. Less frequent service than today, but greater than originally planned with the opening of the Silver Line, East Falls Church to Rosslyn and Stadium Armory to Largo Town Center will be categorized as interlined service. There are no changes to the Red Line.
Metrobus Operating Plan: Route changes were approved by the WMATA Board in December 2012 and all route structures have been approved by jurisdictions. The five new stations will be served by Metrobus in partnership with local bus carriers (Fairfax, Loudoun and Prince William Counties and Washington Flyer). Emergency Preparedness: WMATA’s Office of Emergency Management has trained over 900 regional emergency personnel and equipped local responders with the necessary safety equipment. Two emergency exercises have been developed and will be conducted by WMATA after ORD. All training will be completed, prior to the start of revenue service.

To Determine ORD: There are activities that must be completed prior to WMATA and MWAA/DTP declaring ORD has been achieved:
All items lead up to the completion of the SSCP that ensures Metrorail extensions are operationally safe and secure for customers, employees, and the general public. FTA Circular 5800.1, Safety and Security Management Guidance for Major Capital Projects requires the development of an SSCP for major capital projects covered by 49 CFR Part 633. MWAA, (FTA grantee for the Dulles Corridor Metrorail Project), has contracted with Dulles Transit Partners (DTP) to design and construct all facilities and systems for the project. WMATA has a formal cooperative agreement with MWAA that outlines specific activities to be completed prior to WMATA’s acceptance of the extension for operational readiness testing. Among those requirements is the satisfactory execution of a SSCP for the project. WMATA’s Status of Conditions for Board Acceptance: Prior to the Board acceptance and adoption into the regional system (Article 2, Section 2 C, Article 6) the following eight conditions established by the Board pursuant to Board resolution #2007-04 must be met: Completed:
