The signage guidelines document is supplied to City of Fremantle officers,
members of the City of Fremantle graphic design panel and the City’s
signage contractors.
This guide contains information on the proper and consistent application of
signage within City of Fremantle.
The guidelines are to be used for all City of Fremantle signage.
All visual design work for the City of Fremantle must comply with the relevant
sections of the “accessible information” section of the State (Western Australian)
Government “Access Guidelines for Information Services and Facilities (a guide to
assist government, business and community groups to create Western Australia
as an accessible and inclusive community)”, the “Accessible Information: Policy and
Guidelines for Local Government” and the Association for the Blind of WA (Inc)
“General Guidelines for Accessible Print”.
These guidelines must be used in conjunction with the following City of
Fremantle policy and procedure documents:

POLICY
A draft signage policy will be prepared by the economic development and
marketing business unit.
CODES AND STANDARDS
All work and materials shall, except where otherwise noted on the drawings
or directed in the specifications, comply with the latest editions of all relevant
Australian codes or Australian Standards (AS).
See section 1.1 Using symbols for information on using Australian Standard
symbols in City of Fremantle signage.
COMMISSIONING NEW SIGNAGE/ARTWORK
The economic development and marketing business unit must be advised
before commissioning new signage and artwork that is not already covered in
these guidelines.
New signage not included in these guidelines must be commissioned through a
member of the City of Fremantle Graphic Design Panel in association with the
economic development and marketing business unit.
A record (high res PDF or photo) of all signage must be registered in Dataworks
as documentation. Original artwork will be managed by the graphic design panel
member agency.
This document has been designed to provide simple guidelines to assist and improve signage and branding within the locality of City of Fremantle and within its buildings and facilities.
41.0 General information
1.1 Using symbols
Australian Standard symbols
All symbols included in City of Fremantle signage must be Australian Standard (AS). Where there is no AS symbol available, the international standard (ISO) equivalent symbol must be used. (Note: many Australian standard symbols use the ISO equivalent symbol, meaning that the Australian Standard is the same as the international standard.)
The use of AS and internationally recognised symbols on signs ensures simple, concise and consistent messages are conveyed to motorists, visitors and City of Fremantle residents.

The symbols shown (right and overleaf) have been chosen as the standard for all City of Fremantle signage, including:

Some older signage may use different symbols. These will be phased out gradually as signage is updated and replaced.
Refer to the manager economic development and marketing if a symbol is required and not included in this document.

1.2 Sign post colour
All sign posts installed (or organised to be installed) by the City of Fremantle, and within the CBD area, must be City of Fremantle corporate dark blue.
Sign posts outside the CBD area may be unpainted galvanised steel (ie sliver/grey of the material).

Layout
The design, layout, colour and font specifications for banners are determined by the event that is being promoted and are not specified in this document. For example, Anzac Day banners will be in accordance with other printed and digital media promoting this event in the city.
All banners must include the City’s logo or the festival/event branding element (tab).
Printing
Banners are digitally printed and can vary from one colour to full colour.
Production
Ordering and booking or placement of banners on the banner poles throughout the City is coordinated by events management.

Construction and installation
There are three kinds of light pole (A1, A2 and B1). They all follow the specifications below.
Paint (on pole): Dulux Ferrodor 810.
Light: Sylvania elipt 55 curved glass 150W MH.
Base collar : Four M24 @ 300mm square. Paint flange nuts and exposed bolts with bitumastic paint.
Concrete footing: AS 3600 class N32 reinforced concrete footing 600mm(ø) x 1600mm(h) to pole manufacturer’s design.
Location
There are 10 banners on South Terrace between Collie Street and Norfolk/Parry Streets.
The City uses banners and flags around the central CBD precincts to promote events and to create a sense of place. 1000mm

All beach signage must be in accordance with the current Australian Standards. Including design (font, point size and symbols/graphics), manufacture, installation and position.

Corporate signs are permitted to promote local business and assist visitors to navigate through Fremantle. Signs are constructed and erected by the City of Fremantle in a uniform style that is attractive and functional. Businesses have the opportunity to lease panels for a five year period. New signs will only be erected if the full cost of the sign is covered by businesses wishing to lease panels. Individual businesses corporate colours and logos are not permitted on corporate signs.

Layout
Each sign consists of the sign face and a vinyl overlay specifying the project details. The sign faces have been designed to be re-used and are moved to new developments as projects are completed.
The vinyl overlay stickers are specific to each project site and are removed and replaced when the sign is moved to another project.

The purpose of this section is to ensure that directional, service and tourist signage is effectively integrated into the urban landscape and the amenity of the locality is maintained and protected.
This procedure is a guide for City of Fremantle staff in assessing opportunities for signage rationalisation and internal and external requests for new signage.
6.1 Procedure and objectives
PROCEDURE
Introduction
The City of Fremantle is concerned at the proliferation of directional signs for service and tourism activities being used as an advertising medium. Advertising and providing direction to businesses should be through the Fremantle Visitor Centre and commercial advertising mediums for tourism businesses and commercial advertising mediums for other businesses.
The City of Fremantle acknowledges the need to regulate signs on its road reserves, footpaths and public spaces to maintain the effectiveness of priority traffic control signs and directional signs and to ensure the amenity of Fremantle is appropriate.
A reduction and limiting of the proliferation of road signs can preserve or enhance the aesthetic values of the landscape and environment. The use of Australian Standards and internationally recognised symbols on signs wherever possible can ensure simple, concise and consistent messages are conveyed to motorists and visitors.
Service and tourism directional fingerboard signs are to be in accordance with Australian Standard (AS) 1745.5 ‘Manual of uniform traffic control devices – street name and community facility name signs’.
Directional signs are signs erected in roads or public places to indicate the direction to places, services and tourist destinations within Fremantle.
The purpose of tourism signs is to direct residents and visitors to services and attractions within Fremantle.
Directional signs not on a road name sign structure but proposed to stand alone will generally not be supported.
Directional signs are not permitted for home occupation or home business uses.
This policy has been developed to ensure that the installation of signs is undertaken in a regulated and uniform manner, consistent with the requirements of other relevant authorities, including Main Roads Western Australia (MRWA).
6.0 Directional signage
OBJECTIVES
Provide an environment in which efficient placement of signs enhances a street, road reserve or precinct by increasing the overall impact and effectiveness of individual signs.
Provide clear and logical directional signs through the use of standardised dimensions, symbols and consistent colour coding, compliant with Australian Standards.
Ensure that directional signs throughout Fremantle provide clear directions to community, service facilities and tourist destinations.
Provide traffic control signs that regulate, warn and guide traffic and facilitate safe, efficient and orderly travel.
Clearly identify those facilities that may qualify for directional signs and the conditions under which they may be permitted.

6.2 Sign formats
A ‘sign’ in this context relates to ‘composite’ and ‘fingerboard’ signs.
The sign hierarchy when mounted as a sign stack is:
1. Road name sign: see page 77 for details.
2. Service (community) directional sign: Signs providing direction to community, not-for-profit facilities, and hospitality and accommodation businesses that directly service the needs of residents and/or visitors.
3. Tourist directional sign: Signs alerting to and/or providing direction to commercial and non-commercial tourist attractions.

6.0 Directional signage
Where more than one sign is required for a particular location, the signs are to be incorporated into a combined sign or sign stack structure which meets the following standards:
• Eachindividualsignistoincorporatetheserviceand/ortouristfeature/s, represented by a standard symbol where available, or standard text if necessary, and the directions to proceed.
• TheuseofAustralianStandardserviceandtouristsymbolsislimitedto five symbols per sign.
• Thesizeofcombinedsignswillbevariable,determinedbythenature and number of features included on the sign.
• Inanyonesignstackthemaximumnumberoffingerboardsisfour,inclusive of the road name sign.
• Thesizeoffingerboardsignsshallbeamaximumlengthof1500mmand height of 200mm. Each sign in a signage stack is to be 900mm, 1200mm or 1500mm in length, as determined by the text and or symbol on the sign.
• Touristandservicesignsshallhaveuppercaseletteringonlyusingthe Australian Standard (AS) 1744 Series standard fonts.
• AllsignswithinaroadreservearecontrolledbytheCityofFremantle and the City reserves the right to modify, relocate or remove signage, where necessary, with or without notice.
• TheCityofFremantlewillreplacestolen,damagedordangeroussignage with or without notice.
• TheCityofFremantlewillmaintainallsignagewithintheroadreserve.
6.3 Colour palette
All service directional signage must use a blue background with white lettering. All tourist directional signage must use a brown background with white lettering. Colours of non-reflective materials and surface finishes shall match as close as possible to the following colours, specified in AS 2700. Refer to AS 2700-2011 Colour standards for general purposes for more information.

6.4 Typography

6.7 Tourist attraction assessment criteria
A tourist attraction is defined as a place, feature or activity of interest to visitors, built, natural or organised and capable of drawing tourists and meeting their expectations.
Eligible tourist attractions include:
• sitesandareasofculturalorhistoricalinterest
• scenicareasorareasofgeographic/ecologicalinterest
• retailcentres,shoppingmalls,marketsandspecialistproduceoutlets
• entertainmentfacilitiesandvenues
• sportsandrecreationvenues
• museumandculturaloreducationalcentres
• theme,amusementorentertainmentparks
• botanicalgardens,stateandnationalparks.
Tourist attractions must satisfy the following criteria:
• holdallappropriateapprovalsandinsurancestooperateasatourism business
• belocatedintheCityofFremantle
• beopentothepublicregularlyandconsistently(atleastthreedays per week and between 10.00 am and 4.00 pm on weekends). Attractions “open by appointment” or similar arrangement will not be eligible for signs

6.0 Directional signage
ART GALLERIES
Art galleries must meet all aspects of the tourism attraction assessment criteria and fulfil at least two of the following specific criteria to be signed a tourist attraction:
• featurearesidentartists/craftsperson
• displayaproductionprocess,togetherwithassociatedexplanatoryinformation
• provideadequateexhibitionspace
• beastudiogallery
• havemorethan30%oftheart/craftworksbylocaland/orregionalartists/craftspeople on permanent display.
HISTORIC SITES
Historic sites and buildings must be heritage listed in order to be eligible for tourist signing. Historic sites shall also meet all the tourist attraction assessment criteria and in addition provide interpretative material and supporting literature to visitors.
MONUMENT / CAIRNS
Monument sites must have:
• historicsignificanceand/orrepresentsasignificantevent
• informationintheformofaplaqueonsite.
SCENIC LOOKOUTS
Scenic lookouts must have:
• asignificantvista,or
• photographicsignificance.
If a monument symbol is located within a lookout area then the scenic lookout symbol should be used.
PRIMARY AND SECONDARY INDUSTRY BASED ATTRACTIONS
The tourism attraction assessment criteria does not apply to factories, manufacturing plants and other industry based attractions. Industry based attractions must:
• beopenduringnormalbusinesshoursforpublicviewing
• provideguidedtourstothegeneralpublicatadvertisedtimes
• displayhighqualityinterpretativematerialoftherelevantagriculturalor industrial process.
SEASONAL ATTRACTIONS
Attractions that close for a specified time of the year may be eligible for tourist signage if they are open for a minimum of nine months of the year. Signage is to include the period of closure.
INDIGENOUS ATTRACTIONS
Indigenous attractions are required to meet all aspects of the tourist attraction assessment criteria and fulfil the following specific criteria:
• interpretivepanelsorbrochuresonsitetoexplainthesignificanceof the site
• evidenceofthesignificanceofthesite,eithertotraditionalAboriginal life or customs, or to Aboriginal history since the arrival of the Europeans
• theWestAboriginalLandandSeaCouncil(SWALSC)mustendorse public access to the site.
CRUISES / SCENIC FLIGHTS
The nature of scenic flight and cruise businesses often precludes operators from having “on call” services to casual tourists, therefore applicants are required to meet the tourist attraction assessment criteria and fulfil the following specific criteria:
• beavailableforpre-bookingsorhaveschedulesoperatingatfixedtimes on those days the business is open
• havethenecessarycontactdetailsand/ortimetablesonpermanentdisplay at the departure point(s).
OTHER TYPES OF ATTRACTIONS
Attractions that may not fit within an identified category may still merit signing. Applications may be submitted to the City of Fremantle for consideration. Applicants should provide a comprehensive application demonstrating a case for eligibility. Criteria for other categories may be a useful starting point to assist in preparing the application.

Tourist accommodation must satisfy the following criteria:

A bed & breakfast is a private lodging where accommodation and breakfast is included.
6.8 Rationalising signs
Proliferation of signs, particularly at intersections, is not desirable. Too many signs can be a safety hazard for motorists and can create visual pollution. Wherever possible, the City of Fremantle will rationalise existing signs when considering the installation of new sign/s.
Rationalising could include the:
• removalofold,outdatedorillegalsigns
• aggregationofexistingsignsunderagenericreference
• creationofaninformationbay
• useofpromotionalmaterial(maps,guidesetc)toreducedependence on signing.
6.9 Applications
Applications for all service and tourist directional signs are required to be lodged with the City of Fremantle on the appropriate form together with any necessary application fee.
MRWA control specific roads within Fremantle. All applications for signs on these roads will be referred by the City of Fremantle to MRWA for comment before a decision is made.

The City of Fremantle will proceed to have the signs manufactured and installed only after obtaining any comments necessary from referral agencies and approval has been granted.
6.10 Implementation
Existing service and tourism directional fingerboard signs in the council area will be progressively audited and those signs that do not comply with this procedure will be replaced by compliant signs.

8.1 Toilet and changeroom signage
Signage applied to all toilet and changeroom facilities within the locality must follow these guidelines. This includes facilities within City owned buildings and service centres, public toilets and beach changerooms/toilets. This section does not relate to directional signage for public toilets.

Conditions of use for parking facilitiesThe City of Fremantle (which expression includes jointing and severally the Council, its
Councillors, employees, servants, agents and or/contractors) will not be liable in contract,
tort, by statute, or otherwise arising for:
(a) Any loss or damage suffered by the driver and/or owner of any motor vehicle and/or
any other person including loss or damage to the motor vehicle, any accessories and/or
contents of the motor vehicle (including without limitation, by delivery to some person
not authorised to take delivery); and/or

car park (including fixtures or fittings) or any act or omission by or on behalf of the City
of Fremantle or by the negligence or otherwise of any person being with or without
authority of the City of Fremantle.
The owner and the driver of any motor vehicle for themselves, and the driver as the agent
of the owner for and on behalf of the owner (where the driver is not the owner) jointly and
severally agree that the motor vehicle is parked entirely at the owner’s and/or driver’s sole risk
as to all events and occurrences and to the full extent permitted by law the owner and/or
driver releases the City of Fremantle from all and any liability of whatsoever nature and
indemnifies the City of Fremantle in respect of all and any liability of whatsoever nature and
howsoever caused or arising and irrespective of any act or omission or negligence by or on
behalf of the City of Fremantle and irrespective of whether the motor vehicle was being
driven or not at any material time.
Without limiting the above the City of Fremantle may deliver or allow removal of a motor
vehicle to any person producing a ticket or other proof to the satisfaction of the City of
Fremantle, and the City of Fremantle may retain a motor vehicle until a person produces a
ticket or other proof to the satisfaction of the City of Fremantle.

There are two different kinds of signage, one to displaying the name of the park, reserve or beach and one to displaying interpretive information about the area.Regulatory signs are also used in parks and reserve and at beaches.These are detailed in section 10.

13.3 Park and reserve interpretive signs
Many of the City’s parks and reserves have interpretive signage giving details of the history of the park or reserve and surrounding area.
These signs include:

Note: some older versions of these signs include regulatory or warning symbols/information. The use of regulatory or warning symbols/information should not be included in interpretive signage.
This land once formed part of Henry Maxwell Lefroy’s ‘Mulberry Farm’ established in the 1860s. The grounds covered 41 acres and were planted with fruit trees.
In the late 1940s, the State Housing Commission took control of the land to provide much needed, low-cost housing for workers, migrants and returning servicemen. Residents of the area formed The Progress Association and pressured Fremantle Council to improve local amenities which resulted in the formal vesting of Bruce Lee Reserve in 1962.
This reserve was named to pay tribute to Councillor Bruce William Francis Lee, (1905-1995) who was elected to Fremantle Council in 1940 and served for 27 years, 10 of those as Deputy Mayor. He was the foundation member of the Library Board of WA and also received an Imperial Honour - Officer of the Order of St. John, in recognition for 50 years of service with St. John’s Ambulance.
Councillor Bruce Lee was also known as one of the most celebrated journalists in Fremantle. He worked for 50 years in Daily News, first as an office boy, then journalist and eventually becoming the editor.

Construction of the Fremantle Traffic Bridge and upgrading of Perth Road (Stirling Highway) in the 1860s saw the rapid development of North Fremantle township. A tramway to Fremantle was opened in 1908 and by 1910 a bustling commercial centre had developed on Queen Victoria Street.
Proximity to the port attracted new industries, including tanneries, a boot factory, soap and candle works, oil stores and locomotive workshops. Continuing port expansion reduced the local population and the centre declined until the 1970s, when a residential revival brought fresh life.

Marked on the ground is the shape of the layout shed of the State Shipbuilding Yard which operated from 1942 to 1945 and was part of a long tradition of boatbuilding along the foreshore. Large wooden ships were built here for both the Army and Navy, with finished vessels tested on the river then dismantled down to the boat deck to fit under the two bridges (road and rail) on their way out to sea.

In 1988 local residents began a revegetation project for Rocky Bay, as the cliffs were nearly bare after years of quarrying, burning off and neglect. They received grants to build the first greenhouse at APACE, where 8000 seedlings were grown. A team of volunteers then scaled the cliffs or paddled canoes around the bay to plant the seedlings, almost half of which survived. The City of Fremantle has since continued the project with yearly plantings.

15.2 Nyoongar word interpretive signs
Street names in the City’s locality that use Nyoongar words may have an interpretive sign positioned in the area near to the street name sign.
These interpretive signs explain the meaning of the Nyoongar word and its place in Nyoongar heritage.
These signs all include:

The word ‘wardan’ in Nyoongar language means ocean or sea.
The wardan is the place where the female wind ‘yorga mar’ (easterly or land breeze) meets the male wind ‘maaman mar’ (south westerly or sea breeze).
Nyoongar dreamtime tells us that yorga mar and maaman mar were lovers and would chase each other back and forth over the wardan and across the boodjar (land), giving Fremantle its daily easterly and south westerly breezes.
By coming down to Wardan Lane and sitting under the tall trees at the Esplanade Reserve, you can still hear the two lovers whispering to each other as the mar blows between the leaves of the trees.
The Wardan Gaba Boodjera, or the sea side, is where the Whadjuck Nyoongar people watched from high cliffs and white sandy beaches as European traders passed by on their way to Indonesia; and later, as they watched British colonists take up occupancy of this land in 1829.

This signage program was developed to give pedestrian visitors to the City of Fremantle a readily accessible system of wayfinding around the central city precincts.
The signage provides necessary information to ensure that visitors have access to directional guidance and interpretive details as they move around the city precincts.
There are three sign groups within the tourist signage system.
DIRECTIONAL
These signs provide the fundamental directional information for pedestrians - locations, landmarks, toilets, etc
INFORMATIVE
This signage provides an increased level of information and is likely to be placed in major visitor access points around the city. Informative signs include current information regarding places of interest and location maps. The maps are presented at two scales to show the city region and the specific site around the sign.
INTERPRETIVE
Interpretive signage provides a greater depth of understanding for a particular site. Interpretive signage may take on a questioning role and encourage the visitor to think about the site in a new or surprising way.

SIGNAGE SYSTEM
The system is comprised of a series of panels used to carry varying amounts of information. There are three basic categories of panels:

Wall or post mounted panel
To construct a sign a combination of directional, informative and interpretive panels can be produced to suit the requirements of the site.
The examples shown demonstrate how directional, informative and interpretive panels can be combined.

17.8 Production and construction
STRUCTURES
Where possible and appropriate, signage should be fixed to existing posts and buildings in order to reduce streetscape clutter.
Materials used in the construction of the structures are robust and able to withstand the harsh streetscape and waterfront environment.
Visitors will come into close contact with the structures. They must have a high degree of finish and appearance.
The materials and the construction methods are easily maintained in order to present at a consistently high quality.
LIGHTING
Lighting specifications are not included as part of this document. It is envisaged that existing street lighting will be included as part of the consideration for sign locations in the streetscape.
METHOD OF PRINTING
Panels
The signs are printed on a HP inkjet printer at 600dpi on Control Tac 5 year vinyl with a gloss laminate and anti-graffiti film.
Fingerboards
Fingerboards are produced with a solid 3M 7 year Scotchcalon vinyl background with 3M Scotchlite class 2 reflective lettering.
Post mounted sign fabrication specification
Sign face: 1.5mm aluminium.
Pole height: 2650mm above ground level.
Base height: (Of panel) 900mm above ground.
Frame: All external components powder coated black.

Eyes on the Street is a coordinated intelligence gathering program which encourages State Government agencies, local governments and businesses to identify and record suspicious behaviour and report it to police.
The program aims to establish partnerships between the Office of Crime Prevention, WA Police and organisations whose workers spend their days on the streets and are therefore in the best position to witness and report suspicious or criminal activity.
Eyes on the Street increases police intelligence about goings-on in the local area and the high visibility of members’ branded vehicles helps deter crime.
The Eyes on the Street logo (C) is available for use on all City of Fremantle vehicles. It must be used in conjunction with the City of Fremantle primary logo (see logo A on previous page). It is not required to be used on City of Fremantle vehicles that are for private use.
