Lawsons translated materials supported classroom instruction VIP visits, thousands of Field Studies trips to government centers and U.S. industry. His contributions helped train and educate nearly 100,000 military, pólice and civilian personnel from the Western Hemisphere. A Civil Engineer graduate from the Panama National University, Lawson started civil Service as a typist in 1957 with the U.S. Army. Noticing his work quality, he was encouraged by a LTC to move on to become a translator. Translation requires much more than simply speaking more than one language, It takes a strong understanding of grammar, and syntax, which takes many years”, said Lawson. "From typist I worked my way up to acting supervisor then retired in 1989, and after a 3 year break I came back in 1992 to serve as an editor. The school moved to Fort Benning, GA in 1984, but the translation department stayed back until 1986, and now after 59 years my final title is project manager, of the translation division.”, he added. SIX DECADES OF SERVICE

On September 27, 2019, the Institute honored one of

its own as Mr Mauricio Lawson retired after 59 1/2 years of

Service to the Nation.

Lawson’s translated materials supported classroom

instruction VIP visits, thousands of Field Studies trips to

government centers and U.S. industry. His contributions

helped train and educate nearly 100,000 military, pólice and

civilian personnel from the Western Hemisphere.

A Civil Engineer graduate from the Panama National

Events

On July 25, 2019, the Institute bestowed

diplomas to 23 students, representing the

nations of Colombia, Costa Rica, Dominican

Republic, Ecuador, Panama, Peru, Uruguay

and the United States.

Brig. Gen. Luis Altamirano, Director

General of Education and Military Doctrine of

the Armed Forces of Ecuador, and former

WHINSEC Guest Instructor (2033-2005) was

the guest speaker for the event.

Columbus Mayor B.H. “Skip” Henderson

bid farewell to the graduates as well during his

remarks..

During the six month course, the

students received training in fundamentals, troop-leading procedures, and company-level

operations in Infantry, heavy and Stryker Brigade Combat Teams. Students learn to develop

Company-level plans for all types of organization in various unified land operations environments.

This course awards Military Education Level—F to its students.

began on August 12, 2019 as CSM

Events

Combined Graduation

On August 22, 133 students from nine countries walked the

stage as they completed their respective academic requirements

from one of the following three courses; the Small Unit Course, the

Interagency Crisis Action PLanning COurse and the Cadet

Leadership Development Course. COL(RET) Robert Choppa, was

the guest speaker for the event.

Graduates represent the countries of Colombia, Costa Rica

Dominican Republic Ecuador, Mexico, Panama, Peru, Uruguay and the U.S.

New Chapter at the

Roy P. Benavidez NCO Academy

On August 29, the Institute began a new chapter at

the Roy P. Benavidez Noncommissioned Officer

Academy with the appointment, for the first time, of a

female Master Sergeant, 1SG Rocio F. Kremer, to the

position of 1SG for the Academy at a ceremony here at

the Institute

workshop on the Lawful

Use of Force at the

Western Hemisphere

Institute for Security

Cooperation (WHINSEC),

Jul 23-26, 2019. The purpose of the event is to expand the teaching skills of sixteen human rights

instructors assigned to the four schools that comprise WHINSEC on this important area of

international law.

WHINSEC, through its Center for Human Rights and Democracy (CHRD), fulfills mandates

through its extensive curricula on democracy and human rights. CHRD regularly provides

professional development opportunities for its human rights instructors, such as this workshop by

the ICRC. According to Jacques Pinot, "It is extremely important that the military and police

personnel be prepared, equipped, trained and educated so that their behavior on the streets as on

the battlefield is in accordance with the duty to serve and protect." "These standards that protect

people should not only be known but rather integrated as values, as an ethic," he added.

The workshop focused on the application of international instruments such as the United

Nations' Basic Principles on the Use of Force and Firearms by Law Enforcement Officials to military

and police operations. These international instruments explain when the use of force by state

actors is legally justified and permitted. It is imperative for our democracies throughout the Western

Hemisphere that this topic be taught to all service members and law enforcement officials because

excessive use of force by state agents is always a human rights violation.

Additional topics that were covered included: international norms that apply to military

operations; the role of the armed forces in rule of law operations; and civilians who participate

directly in armed hostilities. The workshop featured in-depth discussions of case studies along with

the professional experience of the participating instructors.

Representatives of the Western Hemisphere

Institute for Security Cooperation’s (WHINSEC)

Center for Human Rights and Democracy (CHRD)

met with members of the Escuela de Graduados

en Derechos Humanos y Derecho Internacional

Humanitario (School of Human Rights and

International Humanitarian Rights) at the General

Juan Pablo Duarte y Diez Superior Institute of

Defense, Aug 6-8.

CHRD director, Dr. Antonio Raimondo, moderated the meetings, which were aimed at enhancing

understanding of Human Rights in a tactical

domain and to explore tactics, techniques and

procedures for service members and law

enforcement officials when conducting military

and police operations.

Case studies of situations that Soldiers have

encountered when conducting military

operations in support of law enforcement in

the Dominican Republic were considered, focusing on the appropriate use of lethal force when Soldiers are

confronted by individuals who commit acts of violence

that present a threat to their lives or the lives of others.

Other case studies used addressed the responsibilities

of leaders for the conduct of their subordinates in

cases of human rights abuses and violations. Of

particular interest was the rights of children, especially

when the detained by law enforcement, to include

notification requirements and incarceration restrictions.

Another subject of great interest discussed was the

protection of women; specific topics were: International law, gender integration, and sexual violence and

intimate partner sexual abuse.

fitness test, members of the Institute

conducted orientation on the different

events that will be part of the

evaluation.

On August 20, members of the

Institute converged in order to get a

better understanding on inner working

when dealing with members of the

media, how to prepare for a press

conference, and how to conduct

yourself during media interviews / press

conferences.

The training was divided in two

main areas. The morning portion

concentrated on procedures and

techniques, while the afternoon session

was a hands-on with media interviews,

followed by after-action reviews on the

conduct of the training.

With 39 years of Federal Service, of which 18 years were here at WHINSEC, Lee Rials has

been the voice and the spokesperson for the Institute since 2001, when he joined the family as the

Public Affairs Officer. His relentless efforts towards telling the story of the Institute, the importance

of the dynamics that flourish amongst the nations that come here and more important, its people,

were key on the demise of the opposition of our efforts to promote democratic values and the rule

of law throughout the hemisphere.

Lee now begins a new chapter, near his childhood roots in Western Kentucky.
