Overview:
In November 2013, Council endorsed the procurement process for the Downtown Beautification Revitalization initiative projects. Through consultation with the community, stakeholders and City staff, Garden Square was listed as one of the top priorities for redevelopment.
Community presentations took place to engage members of the public and obtain feedback. These included a public information session on June 17, 2014; a Visioning Charrette presentation on February 10, 2014, and an internet survey.
Based on the June 17, 2014 session, the following principles have been developed to guide programming in the square: sustainable creative place making; creative programming; showcase hub for arts, culture and entertainment; promote downtown Brampton; building a strong investment and tourist destination.
Staff has developed a plan to support programming and operations of the revitalized Garden Square as an outdoor arts, culture and entertainment hub and gathering space. The plan is based on the various community engagements as well as cross-departmental discussions, civic square research and benchmarking.
Staff has been requested to report back to Council on a transition plan to centralize all Garden Square events programming into the Office of Festivals and Special Events. Discussions within the departments are taking place to ensure the best plan is recommended and respective of budget impacts, divisional mandates and staff and equipment resourcing are taken into consideration.
Staff seeks approval from the Community and Public Services Committee for the proposed 2015 Garden Square program and activity plan and the proposed LED screen programming, as outlined in the appendices.

Recommendations:
1. That the report from Bernice Morrison, Manager, Arts, Culture and Theatres, Public Service Department, dated April 17, 2015, to the Community and Public Services Committee Meeting of May 13, 2015 re: Garden Square Programming and Activity Update - Ward 1, be received; and
2. That the 2015 proposed program and activity plan for Garden Square and the LED screen be approved.
Background:
In November 2013, Council endorsed the procurement process for the Downtown Beautification Revitalization initiative projects.
The proposed Downtown Beautification Immediate Priorities List was detailed in the Recommendation Report approved by the Council on December 14, 2012 titled "Downtown Brampton Revitalization - Downtown Beautification Initiatives". Through consultation with the community, stakeholders and City staff, Garden Square was listed as one of the top priorities for redevelopment.
Community presentations took place to engage members of the public and obtain feedback. These included a public information session on June 17, 2014; a Visioning Charrette presentation on February 10,2014, and an internet survey.
The public information session held on June 17, 2014 yielded the following vision for the square: "To create a year-round destination that incorporates Brampton's Heritage, Arts, Culture and Entertainment and supports a vibrantdowntown."

Current Situation:
Garden Square Activities
The Arts and Culture team has developed a program and activity plan that maximizes the new Garden Square assets and technological upgrades, leverages current staff resources with minimal impact on budget, and provides showcasing opportunities to support the local arts and culture community as well as providing opportunities for

businesses and community interests. In addition "passive" time is an important feature of most civic squares and this has been accommodated for in the Garden Square calendar. Please see Appendix A - Garden Square Pavilion Activity Calendar.
This program plan achieves the objectives of showcasing local talent, providing family fun with concert series, movie nights, and youth opportunities for music jam sessions and themed activity nights. It also brings opportunities for new activities including but not limited to such things as Brampton's Largest Line Dance, a Civic Holiday Comedy Special and a Labour Day Jazz Night.
Arts and Culture staff will continue to prioritize stakeholder and community interests including downtown businesses. Staff will collaborate interdepartmentally through an established programming steering committee that consists of Festival and Special Events Office, Central Area Office and Recreation and Culture being mindful of the importance of Brampton Tourism and other City interests
LED Screen Programming
The newest addition to the Garden Square public space will be a 24' x 14' LED screen. Staff has created a regular program schedule including news, weather and local traffic updates, advertising and sponsorship opportunities, and local event updates via two third party service providers (Please see Appendix C - Garden Square LED Screen Regular Programming Schedule). Furthermore, staff also created a plan that will enhance the regular day's schedule for community place making opportunities such as: Movie Nights, Brampton Music Video Countdowns, Video Game Challenges, curated artwork from local talent, sporting events and much more. (Please see Appendix B Garden Square LED Screen Specialty Program Plan)
Guiding Principles:
The programing and operational plan supports the City's slogan for the square "GardenSquare coming alive"through employment of the following guiding principles:
• Sustainable Creative Placemaking - leverage cultural assets to support creating community vitality and economic development, promoting City amenities and quality of life.
• Creative Programming - Present diverse, inclusive and community responsive arts, culture and entertainment programming.
• Showcase Hub for Arts, Culture and Entertainment - support local arts and the culture community and attract world-class talent and hosting and showcasing world-wide culture and sport programming.
• Promote Downtown Brampton - attracting investment through sponsorship activations, marketing and promoting the downtown core as a vibrant destination to be through a variety of means including media, advertising, sponsorships, etc.
• Build a Strong Investment and Tourist Destination - Happening space for Arts, Culture and Entertainment - attract Businesses, Residents, and Visitors.

Corporate Implications:
Financial Implications:
Council has approved $251,000 in 2015 operating budget for programming activities and the launch of the LED Screen. Since this is a ground breaking project for the City, staff will be closely monitoring and tracking financial implications in the inaugural year to inform subsequent growth. It is expected that with successful outcomes there could be in-year budget pressures.

Strategic Plan:
This report achieves the Strategic Plan priorities by:
• Strengthening the quality of life for Brampton residents; • Increasing community engagement through participation in arts and culture; and • Attracting residents and visitors to Downtown Brampton.
Conclusion:
This report request that Council approve the program and activity plan recommended by staff and working groups and provide input.
