The number of people injured in West Midlands house fires in the first six months of 2012/13 was almost half that of the same period the year before.

Figures from West Midlands Fire Service reveal that 23 people were hurt and went to hospital as a result of accidental fires at home, which was down 48 per cent from a total of 44 in April-September 2011. There were no fatal house fires in the first two quarters of 2012/13, following ten deaths in the same six-month period in 2011. Although there were 46 more accidental fires at non-domestic premises such as shops and factories (up from 293 in the first six months of 2011/12), there were 79 fewer accidental fires in peoples homes - a drop of nine per cent to 804. Cooking remained the main cause. Meanwhile, cases of arson also showed significant falls. There was a 50 per cent drop in such incidents involving non-domestic premises (83 compared to 165), while arson of peoples homes and of vehicles both dropped by 36 per cent to 133 and 290. Within West Midlands Fire Service, staff sickness levels showed continuing improvements. The average number of days lost because of illness across the whole organisation was 2.4 in April-September, compared with 6.0 a year earlier. For non-uniformed and Fire Control staff it was 3.7 (down from 10.3), while for operational staff it was 2.0 (down from 4.7).

The figures were presented to the latest meeting of the Scrutiny Committee of West Midlands Fire and Rescue Authority. Chair of the committee, Councillor Keith Chambers, said: Fewer house fires and fewer people being hurt is very welcome news. Id also like to congratulate all staff on the falling sickness levels throughout the service. These are impressive achievements, reflecting a determination to keep the region safe in spite of significant cuts to the services funding. Phil Loach, Deputy Chief Fire Officer for the West Midlands, who presented the figures to the committee, said: Our performance indicators show that were continuing to improve and to meet targets in several areas. Theyre a testimony not only to the hard work of our staff, but to our many partner agencies with whom we work daily to keep the West Midlands safe.

Police and Fire Service join forces to fight hate crimeOFFICERS from Birmingham East have been working with West Midlands Fire Service to make it easier to report hate crime to police. Hay Mills Fire Station recently became a Hate Crime Third Party Reporting Centre which enables victims to visit the station and get advice on how to report hate crime to West Midlands Police in a secure environment. Victims will be able to make an appointment at the centre as well as get advice from trained staff. During December and January, 10,000 leaflets were distributed at the St Andrews retail park in Small Heath to promote the launch of the reporting centre. Local businesses such as Toys-R-Us and Outfit also helped to distribute the leaflets. The next stage of the project is to train West Midlands Fire Service staff at other fire stations in hot spot areas of hate crime, so that they can become third party reporting centres. Superintendent Angie Whitaker from Birmingham East Local Policing Unit, said: "I believe that the project shows yet again the great partnership between West Midlands Police and West Midlands Fire Service. "It is really important to us that people feel comfortable reporting hate crime to us. Third party reporting centres are really important because they offer another way that hate crime can be reported." Firefighter Karl Smith, of Purple Watch, Hay Mills Fire Station, who has led on the project, said: "We can provide a safe, welcoming, neutral environment to let victims take the first step in reporting hate crime and getting help.

"We really welcome the opportunity to work with colleagues from West Midlands Police on this initiative. Its yet another way for us to work with and support the communities we serve." Hate crime is any criminal offence committed against a person or property that is motivated by an offenders hatred of someone because of their: race, colour, ethnic origin, nationality or national origins, religion, gender or gender identity, sexual orientation or disability.

Hay Mills Fire Station was recently nominated for a Diamond Award and although they didnt win they have been awarded an LPU award to recognise the hate crime work they have done. Birminghams Health Check successCabinet Member for Health and Wellbeing, Cllr Steve Bedser, comments on the successful implementation of the NHS Health Check programme in Birmingham.

When it was introduced in April 2009, the NHS health check programme was largely welcomed by public health experts.

Who could oppose an initiative to tackle heart disease, stroke, diabetes and kidney disease by offering everyone aged 40-74 a free NHS health check every five years?

Three-and-a-half years later, critics say it has failed to close health inequalities. Furthermore, a report in the British Medical Journal recently claimed it is the worried well who receive checks, meaning money is spent on reassuring these people rather than reaching those who would benefit from addressing lifestyle risk factors such as smoking, obesity, inactivity and identifying those with undiagnosed conditions.

But the real problem is in the delivery and, in some cases, the failure to deliver the programme. Evidence suggests that medium or high-risk individuals are less likely to be regular users of health services, so using primary care alone to drive the programme is not enough. Instead, we should be taking the initiative to communities and individuals most at risk. Thats what weve done in Birmingham and the figures suggest the approach is proving a success.

Birmingham has higher than average smoking and obesity rates, residents have poorer diets, exercise less and consume

more harmful levels of alcohol than other parts of the UK. In addition, evidence suggests the uptake of population-based screening programmes is lower among socio-economically deprived and ethnic minority groups.

So, rather than relying solely on primary care, we target our most at-risk groups. Weve commissioned services through GPs, pharmacists and alternative providers who specialise in working with vulnerable and high-risk groups. And the results? In the first three years of the programme, 149,576 residents were invited to attend a health check and 105,482 did so.

As a result, around 7,500 people were identified as having conditions like diabetes and hypertension, while all those attending received lifestyle advice. It would be wrong to say that health inequalities have been eradicated in Birmingham but the figures speak for themselves. From April 2013, local authorities will be responsible for commissioning this service, so I urge you to ensure that it is working well in your area and ensure it delivers everything it can for residents who need it most.
