Introduction
Port Magadan ship’s wastes management plan reflects the normative base of provisions of
Resolution MERS. 83(44) «Guidance on providing of sufficientness of port reception facilities
for wastes», regulates the questions of planning and activity of port reception facilities , their
technical providing and order of functioning at the level of necessary sufficientness, by the
determined specialization of port.
A plan foresees optimization of procedures of access to reception facilities, exception of
limitations and unjustified high pay for users.
A plan is reflected by forming of technological terms for a removal and placing of ship
wastes, appearing during normal exploitation of ships, and also other wastes, including related to
the goods, in the volume of implementation of International Convention MARPOL - 73/78.
A plan is based on a current national legislation on handling the wastes of production and
consumption, port state control and implementation of international obligations of Russian
Federation in merchant marine with the purpose of providing of adequacy of port reception
facilities for ships wastes in port Magadan.
Port state control and Flag state control for ships wastes carried out competent federal
organs on the basis of legislation of Russian Federation.
Activity of enterprises on providing of ecological services to the ships, grounds for placing
and utilization of wastes from ship carried out on commercial basis within the framework of
current legislation of Russian Federation.

1. General
Objectives, tasks of plan.
The objectives of Plan on a management port reception facilities it is been:
• taking to a minimum of risks of unauthorized discharges of wastes from ships;
• development and realization of technological measures on providing of efficiency
collection and placing of all of types of ship wastes, non-admission delay to ships
expectant or non-fulfillments of requests on the discharging of wastes;
• organization of constant control over a discharging and storage of ship wastes;
• realization of technical policy, directed on maintenance in normative sufficientness of
technical means of port for a discharging and stowage of ship’s wastes;
• realization of State policy, directed on perspective development and modernization of
reception facilities.
The tasks of Plan it is been:
• monitoring of motion of all of types of ship’s wastes is in port;
• control of works on a discharging and stowage of ship’s waste in port and on anchorages;
• control of motion of ship’s wastes at registration of arrivals - departures;
• organization of regular co-operation of federal organs on a supervision and control after
activity of enterprises, carrying out ecological services in a port;
• Investigation of cases of refusal of performing the services in the discharging of ship’s
wastes
Realization of objectives and tasks of Plan are reached on the conditions of interactions with
federal organs of state management and control in the field of guard circumferential
environments, economic relations and tariff policy, controlling subject of port activity.

1.1 Normative documents International conventions and recognized agreements
• Convention for the prevention of pollution from ships, 1973 changed Protocol
1978 contains: annexes, 5 from which determine requirements to the governments in regard
to the reception of ship’s wastes:
Annex 1 – Regulations for the Prevention of Pollution by Oil.
Annex 2 – Regulation for the Control of Pollution by Noxious Liquid Substances in bulk.
Annex 3 – Regulations for the Prevention of Pollution by Harmful Substances carried by Sea in
Packed Form.
Annex 4 – Regulations for the Prevention of Pollution by Sewage
Annex 5 – Regulations for the Prevention of Pollution by Garbage.
- Regulation 38, p. B, Chapters 6, Annex 1 determines requirements to the reception facilities for
the reception of oily mixtures in the «special areas».
- Regulation 4 sets that the Government of each party Conventions, the coastline of which
borders on any given special area, shall ensure that all oil loading terminals are provided with
facilities adequate for the reception and treatment of all the dirty ballast and tank washing water
from oil tankers. In addition all ports within the special area shall be provided with adequate
reception facilities for other residues and oily mixtures from all ships.
- Regulation 18, Chapters 8, Annex 2 set requirements to the reception facilities on the
terminals of loading and unloading of chemical liquid substances in bulk.
- Regulation 12, Chapters 4, Annex 4 determines providing of ports under their jurisdiction
reception facilities for removal sewages from ships.
- Regulation 7, Annex 5 provides for, that ports are equipped reception facilities for the
reception ship’s garbage.
• Guidance on the use of shore buildings and facilities for the reception and handle of

3. Ship’s wastes
3.1. Kinds and volumes of ship’s wastes
Taking of inventory of formation of wastes, passport system on kinds and classifiers of
toxicants of wastes, limits on placing and responsibility for the conduct of sets payments for
their creates and placing behaves to the enterprises, to rendering ecological services to the ships.
On the method of education the offcuts of courts are presented:
• Wastes, related to normal operational of ship (operating):
• Oily waters from engine-room (bilge waters);
• Sludge;
• Sewage;
• Domestic wastes (including food waste).
On composition
• Oily waters engine-room (bilge waters) are oil-water mixture, appearing in spaces of
engine-room of ships, as a result of their normal operation, settled to the discharged at
satisfaction of all of the followings rules:
- Bilge waters of engine-room are not mixed with bilge of cargo pumps;
- Bilge waters are not mixed with oil cargo residues;
- Ship underway;
-The oil content of the effluent does not exceed 15 parts per million;

-On a ship there is the approved oil filtering equipment provided with alarm arrangement
when the oil content of the effluent exceed 15 parts per million;
- Oil filtering equipment provided arrangements with automatically stopped when the oil
content of the effluent exceed 15 parts per million;
- A ship is in the distance more than 12 miles from the land.
• Sludge is oily mixtures, appearing during separation of oil fuel.
• Sewages are drainage and other wastes from any form of toilets and urinals, drainage
from medical premises, drainage from spaces containing animals, other wastes when mixed the
drainages defined above. Settled to the discharged at satisfaction of the followings terms:
- The ship is discharged comminuted and disinfected sewage using approved system at a distance
more than 4 nautical miles from the nearest land, or sewage which is not comminuted and
disinfected at a distance more than 12 nautical miles from the nearest land, if discharge at a
moderate rate and the ship proceeding at not less than 4 knots;
- The ship has in operation an approved sewage treatment plant.
The discharge of sewages, treated plant, approved classification society, is settled in
case if its indexes of cleaning and disinfection corresponds norms on coli-index no more than
2500, on the self-weighted matters - a no more than 100 mg/l over maintenance of the self-
weighted matters in a wash water is assumed in port waters on a concordance with sanitary
organs, if he does not carry a volley character. In other cases sewages are subject an
accumulation with the subsequent handing over on reception facilities.
• Domestic wastes (operating), appearing in the livings and administrative rooms of ships,
including food wastes - I.e. wastes of culinary rough-down of food stuffs before preparation, and
also the unutilized tailings of the prepared food.
• Muddy ballast waters of tankers, accepted in cargo tanks subject handing over on
reception facilities.

3.2 Technical facilities for collection of wastes and their placing in marine port Magadan

3.3 Reception facilities operation.
Activity on the removal of ship’s wastes is carried out within the framework of economic
agreements between enterprises and agents of ship owner on providing of services «in a
reception, transporting, warehousing, processing and utilization of ship’s wastes which appear in
the process of normal operating of ship and subject a permanent or periodic delete, except for
ballast waters». Thus in the duties of agent presentation of the properly designed requests is
included on a removal from the ships of all of types of wastes.
Requests on removing of ship’s wastes from ships being called in marine port Magadan,
given the ship agents to the Magadan branch of «Rosmorport» which carries out collection of
ecological duties. The Magadan branch of «Rosmorport» redirects requests in an address
«Marine ecological service» Ltd. for the actual providing of services in the removal of ship’s
wastes. Requests are given 24 hours prior to the planned discharge wastes (Appendix 2).
For violations investigation of which would be pollution of environment, a guilty side is
exposed to the fine and penalty of harm for causing of harm to the environment in accordance
with the legislation of Russian Federation. 3.4. Final placing of wastes
Hard domestic ship’s wastes are taken out to the city ground concerted with administration
of the city Magadan.
Liquid wastes (sewages) are discharged on the specialized reception facility.
Liquid oil wastes are taken out on the base of «Marine ecological service Ltd. », where
their placing is carried out on storage for further utilization (disinfection). 3.5. System of payment
Payment for the actually rendered services in the removal of ship’s wastes is carried out
the funds of transfers on the account of the Magadan branch of «Rosmorport» on the rates of
port ecological duties with subsequent enumeration of the Magadan branch of «Rosmorport» on
the account of «Marine ecological service Ltd. » for the actual providing of services in the
reception of ship’s wastes.

3.6. Management of reception facilities
Government control of activity in marine port is carried out in accordance with the Federal
law №261-FL from 08.11.2007 "About marine ports in Russian Federation and about making
alteration in the separate legislative acts of Russian Federation"; by the Federal law №81-FL
from 30.04.1999 «Seagoing of Russian Federation Code" for providing:
• to safety of navigation, life and health of citizens;
• preventions of pollution of environment, observances of requirements to the use and
guard of water objects;
• realizations of control after the observance of international agreements of Russian
Federation, related to the seagoing, and legislation of Russian Federation about seagoing;
• and other.
Control within the framework of this plan is carried out Inspection of state port control of
"Magadan port authority".
At the time when ship in the marine port Magadan control after stowage and discharging
on ashore ship’s wastes carry out the duly authorized persons of «Magadan port authority» on
the garbage record books, oil record books, on the presence of certificates about discharges of
wastes. Their stowage is also controlled, observance MARPOL 73/78 at the disposal of wastes in
a sea, certificates about discharges of wastes in previous ports of call and quality of separation of
garbage on kinds.
At the statement of departure the captain of ship handed over to duly authorized person
certificate about discharges of wastes in port Magadan (Appendix 3). In case if wastes not give
up are the grounded proofs of sufficientness of ship garbage receptacles, sufficient for collection
of all of wastes in a trip to port, having necessary reception facilities (records in ship log books,
ship’s papers, copies of certificates about discharges of wastes). In the case of absent of
certificates or proofs of sufficientness of ship garbage receptacles on a forthcoming trip,
departure a ship is designed after implementation of requirements of MARPOL 73/78 about
discharges of wastes and producing of certificates.

3.7. Reports on deficiency reception facilities
In accordance with Resolution IMO MERS 44/20 Appendix 2 International Convention
MARPOL 73/78 «Guidance on providing of sufficientness of port reception facilities» owners or
captains of ships at finding out obvious insufficiency of port reception facilities are make a
report in accordance with Mers.1/sirc.469/rev.1 (Appendix 4), which is passed to the «flag-state»
which, in same queue, the «state of port» and informs IMO Secretariat.
