1. 1 Mission To enable individuals to achieve greater realization of their potential as human beings and enhance the quality of life for themselves, their families and the community around them. To enable individuals to gain enough confidence in themselves to take their destiny into their own hands and contribute to the progress of the society in which they live through responsible participation. To empower individuals to cultivate an informed appreciation of their rich national heritage as well as civilizations and cultures of the wider world. To enable individual learners to attain excellence through honesty, hard work, open mind and perseverance.

1. 2 Introduction

The annual report for Sherubtse College 2010 encompasses the College’s activities and achievements

from the academic frame from January to December 2010. The report is produced in order to review the

significant development and milestones achieved for the past year and to forge the path forward in

reaching new heights in academic and its peripheral front. The College annual report exemplifies some of

the snapshots of the significant milestones that the College has achieved over the past year in 2010 and

attempts to maneuver ways to realign with the changing surrounding of academia.

2 Academics

One of the integral components in the academic configuration of the Royal University of Bhutan’s

strategic plan has been broadening academic programmes in its constituent Colleges. Into this direction,

Sherubtse College has successfully launched B.A in Population Studies in July 2010. A group of 24

students with combination in Economics has been enrolled into this programme. This constitutes one

significant milestone in the diversification of courses offered at Sherubtse.

The proficiency and competency of English in the whole Bhutanese education system in the country,

including the tertiary Institutes across the nation, has been expressed with concern at an accelerating

scale. This has been reportedly persistent across different layers of education system in the country.

Sherubtse College has been directed to spearhead and undertake a lead role in developing the modules

in Academic Skills to be offered to all other constituent Colleges under the Royal University of Bhutan

from the next academic session in 2011. This course has been developed by Ms. Rachael Davey and her

colleagues in the department of English. A brush- up meeting to finalize this course has been scheduled

from 13 to 17 of December 2010 at the College of Science & Technology, Phuntsholing for consolidation

of the completed course.

The first batch of B.Sc Computer Science (Honours) students has graduated from Sherubtse under the

Royal University of Bhutan in June 2010. Three students from this programme have successfully

graduated.

The programme development of master’s programme in M.A Economics and English has been

completed. The need assessment of the programme is scheduled to be undertaken during the winter

vacation of 2010-2011. Resultant to this, advertisement for aspirant applicants is planned to be floated

appropriately before the commencement of the programme.

By 2010, the 4th batch of Post graduate Diploma in English (PGDE)- a three year programme condensed

over to a month from January to February every year has graduated from the course offered at Sherubtse

College through distance education programme. A total of 89 teacher candidates have successfully

completed their PGDE by January 2010. 25 new teacher candidates (5th batch of PGDE) have enrolled

into the program scheduled to commence in December 2010.

The ever increasing focus on GNH (Gross National Happiness) infused teaching learning process in the

tertiary education system has been the hallmark of the mission statement of the College Transformation

Plan executed with the Royal Government of Bhutan. The faculty in the department of Political Science

and Sociology has successfully developed a modular course on GNH with assistance from external

agencies, such as the Centre of Bhutan Studies. The course on GNH is planned to be offered in the next

academic session for both the foreign and the regular students.

The two new proposed programmes, B.Sc in EVS and B.A in Creative Media Studies, proposed and

planned to be launched in the next phase in July 2011, have been impeded and recommended to be

postponed by a year and will now be launched in July 2012.

The groundwork for the facilitation of SIT interns from America to study at Sherubtse College stretched

over a period of five weeks scheduled in early spring 2011, is near completion. The foreign interns will be

absorbed in short tailor made modular courses on credit transfer basis

The Sherubtse Student Leadership Program (SSLP), in collaboration with Renaissance College and the

Royal University of Bhutan, has successfully continued the certificate course for leadership for leadership

skills and abilities to students in various disciplines. In the fall semester of July 2010, 128 students have

graduated from this leadership course.

The modular and short tailor made courses on Buddhist Studies, Tourism, Entrepreneurship, Philosophy,

Physiology etc as enshrined in the College Transformation Plan, are in the process of being developed

and would be offered across various disciplines in different academic phases.

The certificate course in Basic IT Skills for external clients coordinated by Cyber Forum of the Computer

Science department has run successfully for the last two years. 70 clients have been enrolled for the third

batch, scheduled to begin in January 2011.

A booming support from the Royal University of Bhutan in yet another paradigm in uplifting IT skills of the

student and staff of Sherubtse has been achieved with the inception and establishment of a NIIT learning

centre in the College. This project under the direction of His Excellency the Prime Minister and aided by

the Government of India has been centralized at a few RUB Colleges including Sherubtse for enhancing

the IT skills of the College students and the general populace of the region. The NIIT centre at the

College will focus on three primary IT fronts -: offering NIIT modular courses to the College students and

the Community, remodeling of the curriculum of the computer science programme and training of the

trainers for customized NIIT courses for College students and regional populace.

3. Faculty

One of the salient challenges that the College has been facing in recent years is attracting and retaining

quality faculty at the College. A number of strategies have been thought about to consolidate and

strengthen the staffing issues. The erstwhile Canadian Cooperation Office, now called the Bhutan

Canada Foundation Office, has assured to provide faculty from Canada in several disciplines. The

College also aims to draw the maximum number of slots of faculty approved under the TCS of the

Colombo Plan scheme from the available source at hand in light of the significant transformation phase

the College will be undergoing through the proposed autonomy from the Royal Civil Service Commission

in July 2011.

6. Library

871 volumes of books have been added to the existing 35416 volumes of books in the Library in 2010 for

new and the existing courses. The Library also received a total contribution of 933 books as donations

from some of the eminent Offices including the Australian High Commission in New Delhi, India House in

Thimphu and Dzongkha Development Commission. The Library has been able to subscribe to a number

of newspapers and magazines published in India and Bhutan in addition to subscribing to over more than

100 journals on the courses offered at the College. The Library also plans to subscribe to numerous

electronic resources during the next academic session.

7. Students

In the beginning of the admission session in July 2010, a total of 356 new students (234 boys and 122

girls) have been enrolled into various disciplines across the academic programmes in the College. This is

an increase of 117 students against the admission figure in July 2009. The student strength rose to 1053

in beginning of the semester in July 2010.

Highlights of student activities for 2010

A group of 52 students from amongst the members of Singye Karm and SSU ventured on a 10 day

campaign along the east-west lateral highway from Kanglung to Thimphu on 25th June 2010 as part of

the sensitization campaign on ‘Clean Bhutan’ with the theme ‘good bye garbage, hello GNH’. Funded and

sponsored by the Royal Society for Protection of Nature (RSPN), it aimed to create environmental

conservation to fulfill the objective of ‘Clean Bhutan’. Cleaning campaigns through the villages,

settlements, temple and religious sites en route to Paro had been undertaken as part of the programme.

The team successfully completed the campaign and arrived in Thimphu on 4th July 2010.

15 volunteers from Sherubtse College embarked on a biking expedition for the ‘Green Bhutan’

awareness campaign from Kanglung to Paro on 1st July 2010. The bikers’ team arrived on the 18th of July

2010 at Changlimithang in Thimphu coinciding with the World Olympic day at Changlimithang. The focus

of the awareness campaign has been to sensitize the general populace to create awareness on impact

and climate change and strategies to combat environmental issues.

In its candid endeavor to foster and promote Indo Bhutan friendship, a group of students and two faculty

members from Sri Vankateswara College, University of Delhi arrived at Sherubtse College in what is to be

called a- Youth Indo-Bhutan Friendship promotion extravaganza. The exchange group left the College on

1st October after a three day programme.

A group of 4 interns from the University of New Brunswick, Canada were at Sherubtse College from 7th

May 2010 for a duration of six weeks for a cross cultural leadership exchange program. The interns

attended regular classes and undertook a research project on the establishment of a counseling cell at

the College. The findings of the interns provided a new impetus for the establishment of a counseling cell

in the College and the College proposes to initiate the process of the counseling unit in the near future.

College have been identified and nominated to attend the 5th South Asian University Youth Festival

(SAUFEST) supported by the Association of Indian University from December 20-30, 2010 at BRAC

University, Dhaka, Bangladesh for promotion of active collaboration and mutual understanding amongst

the youth in south Asian countries

8. HRD-Sherubtse College Human Resource Development

A number of varied human development activities have been carried out to strengthen capacity building

and professional development of faculty and staff at the College. For the first time, the needs assessment

of the faculty and the pathways to enhancing professional development of faculties has been undertaken.

The tabulation below illustrates the varied HRD activities undertaken in 2010.

Sherubtse College has been accepted as a full fledged partner to the Erasmus Mundus Action 2

programme under LOT11 team for programmes in Undergraduate, Master, Doctorate, Post Doctorate &

Staff programme for duration of 48 months (4 years). This project includes promotion and development of

capacity building in Asia regions mobility of staff and students and Sherubtse’s entity as a College /

University has been accepted as an active partnership to this project. The College looks forward to a

beneficial outcome from this project in terms of Human Resource Development of the staff

9. College Transformation Plan

Sherubtse College has signed the College Transformation Compact (CTC) with the RUB and the Royal Government of Bhutan defining the most important initiatives the College will undertake over the next three years, holding it accountable to specific targets with a pledge to bring about innovative programs and enhancing the priority needs of the country. Under this main stream, Sherubtse has pledged to introduce masters courses in English, Economics and Mathematics, two undergraduate courses in Environmental Science and Creative Media Studies and a few short and modular courses in areas such as Tourism, Entrepreneurship, GNH, Buddhist Studies, Psychology and Philosophy amongst many of the core activities incorporated in the College Transformation Plan.

New land acquisition for the College

The College has been planning physical expansion of the campus in the 10th FYP. The 2.1

acres of land located between the College main campus and the campus II, belonging to private

land owners has been successfully put in into the process of negotiations. This transaction is

expected to be formalized and the land acquired by the College in the near future.

12. Conclusion

As the premier institute for higher learning in Bhutan, Sherubtse College continues to evolve and transform with the changing times in the country. Providing high quality degree courses that enable graduates to become productive members of the society in both the government and private sectors remains the highest priority of the college. The college is an integral part of the university-wide transformation that is currently ongoing. Beyond the year-end evaluation of the college outlined here in this report, the college is currently in the process of strategic planning for the period 2013-2018. Looking ahead, the college seeks to establish itself as a semi-independent entity with high quality degree courses, a robust and dynamic faculty, first class student services and facilities, and collaborative relations with other national and international organizations.
