Hamilton County honored with cooperation award
Hamilton County Commissioners Mark Heirbrandt Christine Altmanand Steve Dillinger were on hand as the county received the 2016Local Government Cooperation Award
The Association of IndianaCountiesrsquo (AIC) has awardedHamilton County the 2016 LocalGovernment Cooperation Award forthe State Road 37 improvementproject Hamilton County the City ofFishers the City of Noblesville andthe State of Indiana are eachcontributing funds to improve trafficcongestion through the addition ofroundabouts The project will improvesafety and travel times for commutersEstimates project a 41 percentreduction in travel times for motoristswho travel the entire corridor Thisproject is unique in that constructionwill be managed entirely by local unitsof government leading to improvedcommunication for residents andbusinesses impacted by construction
Counties that win this prestigiousaward must demonstrate that theproject meets the following criteria
The improvement requiredsubstantial leadership andperseverance on the part of countyelected officials
Recommended that it can beutilized by other counties but in somecases the project cannot be duplicated
It resulted in cost savings orincreased efficiency and effectivenessof county government
It required cooperation with othercounty offices departments or otherunits of government
It was a creative approach tosolving a difficult problem

The AICrsquos Annual Conference is thelargest gathering of county officials in thestate Representatives from public agenciesprivate entities and local elected officialsaddressed issues such as the future of roadfunding how new federal labor rules andregulations affect counties governmentethics trends on open data and governmenttransparency and Medicaid expansionamong many other issues impacting countygovernment

Jim was executive editor and ownerwith his brother of the Noblesville DailyLedger He gave me my first job as areporter right out of college in 1964 Iremained there for 21 years learning thenewspaper business from the best ofnewsmen
The focus of a small newspaper is onlocal news and Jim knew what it was whereto find it and how to write it I like to thinkI got fairly good at it thanks to him Duringmy years with Jim the Ledger had somemajor stories that one might not expect tofind in a small daily
It isnt every day that the sheriff walksinto a newsroom to arrest the editor foropinions he has expressed in his dailycolumn It happened at the Ledger in July1965 and it hit the news all over the countryJim was cited for contempt of court by anangered judge Other newspapers and TVnetworks said it was a violation of freedomof the press In Noblesville a group ofAmerican Legionnaires marched around thecourthouse wearing black armbands Thecharge was eventually thrown out by animpartial judge
As mentioned earlier this year in thiscolumn the national media returned to theLedger in 1974 to see what Middle Americahad to say about President Nixonsinvolvement in the Watergate scandal Infact CBS newsman Morley Safer liked whathe found so well he came back a second timefor a follow-up story
In 1980 the Ledger ran a story that madebig news again when some mentallydeficient people were found frozen in alocked and unheated house trailer atSheridan Some media called the victimsslave laborers and the people in whose carethe victims had been placed were chargedin the death of one man The Ledger issuein which that story appeared won theHoosier State Press Associations BlueRibbon award for best paper in the state
There were other events large and smallsome tragic some humorous that kept usbusy and readers interested Through it allJims steady hand guided the Ledger
operation with professionalism and classMost astounding to me was that Jim foundtime to write his County Line column mostevery day Thats not easy I know I cantalways find interesting material about whichto write even once a week
Jim let me have a trial run as news editorin 1972 when he accepted the tough job ofRepublican state chairman Within a year hepulled warring factions of the party togetherand headed an election campaign that sweptall state GOP candidates into office Thenhe resigned and returned to the Ledger
Jim eventually retired but then agreedto serve for a year as interim chairman ofthe Butler Journalism Department beforereal retirement in Florida In recent yearsJim and his wife Georgianne returned tosettle in north Indianapolis not far from theirdaughter Andrea It was there he died onTuesday night
There will never be another Jim Nealbut I like to think he made those of ushe guided better people who will always trya little harder thanks to the example he set
The memorial services will be Saturdayat 2 pm in the chapel at Meridian StreetUnited Methodist Church in IndianapolisVisitation will begin at 1 pm

James T Neal 95 who died September 27 in Indianapolis was the third generationin his family to own edit and publish the Noblesville Daily Ledger He began his 36-yearnewspaper career as a paper carrier and eventually as editor guided the newspaper in1980 to the title of Blue Ribbon Newspaper in the annual contest of the Hoosier State PressAssociation Neal wrote a daily column six days a week for 25 years
His commitment to freedom of the press and honest and open government promptedhis induction in 1990 to the Indiana Journalism Hall of Fame He had previously receivedthe Ball State University Honors Award for Distinguished Service in Journalism
Neal was born Jan 5 1921 in Lebanon Ind the son of Ralph Bowman and MaryHonan Neal The family moved in 1924 to Noblesville where Ralph joined the staff oftheNoblesville Daily Ledger a county-seat daily newspaper published by his father CharlesS Neal A graduate of Butler University with a degree in journalism Neal also was agraduate of the United States Military Academy at West Point and served during WorldWar II in Germany for three years as armored artillery lieutenant Prior to resuming hisnewspaper career Neal was sent to Fifth Army Headquarters in Chicago where he servedas an aide to General James M Gavin chief of staff The General reciprocated years laterwhen he came to Indianapolis to address the Indiana Republican Editorial Association ofwhich Neal was president
Nealrsquos defense of the First Amendment generated national headlines in July 1965 AHamilton County judge had ordered his arrest for contempt of court after Neal criticizeda court plan to crack down on moving traffic violators At a preliminary hearing in thecase the courtroom was jammed to capacity and some spectators wore black armbandsto protest the denial of freedom of the press The case was later dismissed on proceduralgrounds A newspaper column Neal wrote on the death of his German Shepherd Beowulfalso drew national readership
In the 1970s Neal organized and developed Noblesville Cablevision and served as itspresident until he and his brother John sold the company in 1984 He also was one of thedevelopers of Indiana television station WHMB (Channel 40) in Indiana
Neal was active civically and politically on both the local and state scenes He was afounding member of the Noblesville Boys amp Girls Club and received the national BoysClub Medallion in 1965 He was one of the founders of the Hamilton County CommunityFund now the United Way
Neal was secretary of the Indiana Republican Party for 11 years (1957-68) and servedas its chairman in 1972-73 Edward Ziegner political editor of The Indianapolis News inhis 1995 book View from the Press Shack credited Neal with playing a major role in the1972 election of Governor Otis Bowen by over 300000 votes a record at the time Nealwas named a Sagamore of the Wabash by both Governors Bowen and Robert D Orr
He was a three-time delegate to the Republican National Convention served on theRepublican National Committee and was a Republican member of the Indiana ElectionBoard and Indiana Judicial Nominating Committee He served on the Board of Trusteesof Butler University and after the Ledgerrsquos sale in 1985 headed the universityrsquos journalismdepartment until his retirement in 1987
Neal served on the boards of the Indianapolis Childrenrsquos Museum the CommunityService Council of Indianapolis and the advisory board of Conner Prairie PioneerSettlement In 1991 he and his wife longtime collectors of Native American art wereamong the founders of the Institute of American Indian Arts Museum in Santa Fe
He was a member of Sigma Chi Fraternity the Indianapolis Dramatic Club the PlayersClub the Society of Indiana Pioneers and Meridian Street United Methodist ChurchNamed a Hamilton County torchbearer for the Indiana Bicentennial Torch Relay he willbe represented posthumously by his grandson on October 13
Neal was preceded in death by his sister Sally Cina and brother John R Neal He issurvived by his wife of 63 years Georgianne Davis Neal daughters Anne (Thomas) Petriand Andrea Neal grandchildren Alexandra Petri Andrew and Scott Schmelzer and sisterMary Ann Zore (Dr Joseph) of Englewood Fla

The schools are Geist Elementary in Fishers (a Hamilton Southeastern school) andWest Clay Elementary part of Carmel Clay Schools Only nine schools in Indianareceived the National Blue Ribbon honor
Public schools must meet one of two eligibility criteria It must be either anExemplary High Performing School which means it meets a threshold of performancebased on state assessments or be an Exemplary Achievement Gap Closing Schoolwhich means the school is making progress in closing the gap between the performanceof the schools subgroup and the states all-students group over the past five years

Jim was executive editor and ownerwith his brother of the Noblesville DailyLedger He gave me my first job as areporter right out of college in 1964 Iremained there for 21 years learning thenewspaper business from the best ofnewsmen
The focus of a small newspaper is onlocal news and Jim knew what it was whereto find it and how to write it I like to thinkI got fairly good at it thanks to him Duringmy years with Jim the Ledger had somemajor stories that one might not expect tofind in a small daily
It isnt every day that the sheriff walksinto a newsroom to arrest the editor foropinions he has expressed in his dailycolumn It happened at the Ledger in July1965 and it hit the news all over the countryJim was cited for contempt of court by anangered judge Other newspapers and TVnetworks said it was a violation of freedomof the press In Noblesville a group ofAmerican Legionnaires marched around thecourthouse wearing black armbands Thecharge was eventually thrown out by animpartial judge
As mentioned earlier this year in thiscolumn the national media returned to theLedger in 1974 to see what Middle Americahad to say about President Nixonsinvolvement in the Watergate scandal Infact CBS newsman Morley Safer liked whathe found so well he came back a second timefor a follow-up story
In 1980 the Ledger ran a story that madebig news again when some mentallydeficient people were found frozen in alocked and unheated house trailer atSheridan Some media called the victimsslave laborers and the people in whose carethe victims had been placed were chargedin the death of one man The Ledger issuein which that story appeared won theHoosier State Press Associations BlueRibbon award for best paper in the state
There were other events large and smallsome tragic some humorous that kept usbusy and readers interested Through it allJims steady hand guided the Ledger
operation with professionalism and classMost astounding to me was that Jim foundtime to write his County Line column mostevery day Thats not easy I know I cantalways find interesting material about whichto write even once a week
Jim let me have a trial run as news editorin 1972 when he accepted the tough job ofRepublican state chairman Within a year hepulled warring factions of the party togetherand headed an election campaign that sweptall state GOP candidates into office Thenhe resigned and returned to the Ledger
Jim eventually retired but then agreedto serve for a year as interim chairman ofthe Butler Journalism Department beforereal retirement in Florida In recent yearsJim and his wife Georgianne returned tosettle in north Indianapolis not far from theirdaughter Andrea It was there he died onTuesday night
There will never be another Jim Nealbut I like to think he made those of ushe guided better people who will always trya little harder thanks to the example he set
The memorial services will be Saturdayat 2 pm in the chapel at Meridian StreetUnited Methodist Church in IndianapolisVisitation will begin at 1 pm

James T Neal 95 who died September 27 in Indianapolis was the third generationin his family to own edit and publish the Noblesville Daily Ledger He began his 36-yearnewspaper career as a paper carrier and eventually as editor guided the newspaper in1980 to the title of Blue Ribbon Newspaper in the annual contest of the Hoosier State PressAssociation Neal wrote a daily column six days a week for 25 years
His commitment to freedom of the press and honest and open government promptedhis induction in 1990 to the Indiana Journalism Hall of Fame He had previously receivedthe Ball State University Honors Award for Distinguished Service in Journalism
Neal was born Jan 5 1921 in Lebanon Ind the son of Ralph Bowman and MaryHonan Neal The family moved in 1924 to Noblesville where Ralph joined the staff oftheNoblesville Daily Ledger a county-seat daily newspaper published by his father CharlesS Neal A graduate of Butler University with a degree in journalism Neal also was agraduate of the United States Military Academy at West Point and served during WorldWar II in Germany for three years as armored artillery lieutenant Prior to resuming hisnewspaper career Neal was sent to Fifth Army Headquarters in Chicago where he servedas an aide to General James M Gavin chief of staff The General reciprocated years laterwhen he came to Indianapolis to address the Indiana Republican Editorial Association ofwhich Neal was president
Nealrsquos defense of the First Amendment generated national headlines in July 1965 AHamilton County judge had ordered his arrest for contempt of court after Neal criticizeda court plan to crack down on moving traffic violators At a preliminary hearing in thecase the courtroom was jammed to capacity and some spectators wore black armbandsto protest the denial of freedom of the press The case was later dismissed on proceduralgrounds A newspaper column Neal wrote on the death of his German Shepherd Beowulfalso drew national readership
In the 1970s Neal organized and developed Noblesville Cablevision and served as itspresident until he and his brother John sold the company in 1984 He also was one of thedevelopers of Indiana television station WHMB (Channel 40) in Indiana
Neal was active civically and politically on both the local and state scenes He was afounding member of the Noblesville Boys amp Girls Club and received the national BoysClub Medallion in 1965 He was one of the founders of the Hamilton County CommunityFund now the United Way
Neal was secretary of the Indiana Republican Party for 11 years (1957-68) and servedas its chairman in 1972-73 Edward Ziegner political editor of The Indianapolis News inhis 1995 book View from the Press Shack credited Neal with playing a major role in the1972 election of Governor Otis Bowen by over 300000 votes a record at the time Nealwas named a Sagamore of the Wabash by both Governors Bowen and Robert D Orr
He was a three-time delegate to the Republican National Convention served on theRepublican National Committee and was a Republican member of the Indiana ElectionBoard and Indiana Judicial Nominating Committee He served on the Board of Trusteesof Butler University and after the Ledgerrsquos sale in 1985 headed the universityrsquos journalismdepartment until his retirement in 1987
Neal served on the boards of the Indianapolis Childrenrsquos Museum the CommunityService Council of Indianapolis and the advisory board of Conner Prairie PioneerSettlement In 1991 he and his wife longtime collectors of Native American art wereamong the founders of the Institute of American Indian Arts Museum in Santa Fe
He was a member of Sigma Chi Fraternity the Indianapolis Dramatic Club the PlayersClub the Society of Indiana Pioneers and Meridian Street United Methodist ChurchNamed a Hamilton County torchbearer for the Indiana Bicentennial Torch Relay he willbe represented posthumously by his grandson on October 13

James T Neal 95 who died September 27 in Indianapolis was the third generationin his family to own edit and publish the Noblesville Daily Ledger He began his 36-yearnewspaper career as a paper carrier and eventually as editor guided the newspaper in1980 to the title of Blue Ribbon Newspaper in the annual contest of the Hoosier State PressAssociation Neal wrote a daily column six days a week for 25 years
His commitment to freedom of the press and honest and open government promptedhis induction in 1990 to the Indiana Journalism Hall of Fame He had previously receivedthe Ball State University Honors Award for Distinguished Service in Journalism
Neal was born Jan 5 1921 in Lebanon Ind the son of Ralph Bowman and MaryHonan Neal The family moved in 1924 to Noblesville where Ralph joined the staff oftheNoblesville Daily Ledger a county-seat daily newspaper published by his father CharlesS Neal A graduate of Butler University with a degree in journalism Neal also was agraduate of the United States Military Academy at West Point and served during WorldWar II in Germany for three years as armored artillery lieutenant Prior to resuming hisnewspaper career Neal was sent to Fifth Army Headquarters in Chicago where he servedas an aide to General James M Gavin chief of staff The General reciprocated years laterwhen he came to Indianapolis to address the Indiana Republican Editorial Association ofwhich Neal was president
Nealrsquos defense of the First Amendment generated national headlines in July 1965 AHamilton County judge had ordered his arrest for contempt of court after Neal criticizeda court plan to crack down on moving traffic violators At a preliminary hearing in thecase the courtroom was jammed to capacity and some spectators wore black armbandsto protest the denial of freedom of the press The case was later dismissed on proceduralgrounds A newspaper column Neal wrote on the death of his German Shepherd Beowulfalso drew national readership
In the 1970s Neal organized and developed Noblesville Cablevision and served as itspresident until he and his brother John sold the company in 1984 He also was one of thedevelopers of Indiana television station WHMB (Channel 40) in Indiana
Neal was active civically and politically on both the local and state scenes He was afounding member of the Noblesville Boys amp Girls Club and received the national BoysClub Medallion in 1965 He was one of the founders of the Hamilton County CommunityFund now the United Way
Neal was secretary of the Indiana Republican Party for 11 years (1957-68) and servedas its chairman in 1972-73 Edward Ziegner political editor of The Indianapolis News inhis 1995 book View from the Press Shack credited Neal with playing a major role in the1972 election of Governor Otis Bowen by over 300000 votes a record at the time Nealwas named a Sagamore of the Wabash by both Governors Bowen and Robert D Orr
He was a three-time delegate to the Republican National Convention served on theRepublican National Committee and was a Republican member of the Indiana ElectionBoard and Indiana Judicial Nominating Committee He served on the Board of Trusteesof Butler University and after the Ledgerrsquos sale in 1985 headed the universityrsquos journalismdepartment until his retirement in 1987
Neal served on the boards of the Indianapolis Childrenrsquos Museum the CommunityService Council of Indianapolis and the advisory board of Conner Prairie PioneerSettlement In 1991 he and his wife longtime collectors of Native American art wereamong the founders of the Institute of American Indian Arts Museum in Santa Fe
He was a member of Sigma Chi Fraternity the Indianapolis Dramatic Club the PlayersClub the Society of Indiana Pioneers and Meridian Street United Methodist ChurchNamed a Hamilton County torchbearer for the Indiana Bicentennial Torch Relay he willbe represented posthumously by his grandson on October 13
Neal was preceded in death by his sister Sally Cina and brother John R Neal He issurvived by his wife of 63 years Georgianne Davis Neal daughters Anne (Thomas) Petriand Andrea Neal grandchildren Alexandra Petri Andrew and Scott Schmelzer and sisterMary Ann Zore (Dr Joseph) of Englewood Fla

The schools are Geist Elementary in Fishers (a Hamilton Southeastern school) andWest Clay Elementary part of Carmel Clay Schools Only nine schools in Indianareceived the National Blue Ribbon honor
