Sewerage contractor

Information pack This pack has been compiled to provide guidance for Sewerage

Contractors that are included on the Anglian Water ‘Sewerage Contractors

List’ for direct sewer connections, namely junction insertion/saddle

connections and connections via new and existing manholes.

The pack includes information on the following:

Section 1 - Sewer connection application procedure

Any person that requires a direct or indirect connection to the public sewerage system is required to make an application to Anglian Water under Section 106 of the Water Industry Act 1991. Once Anglian Water

receives the application, it will be assessed to ensure the proposals are acceptable and when we are satisfied that this is the case, we will issue an

approval letter to the customer.

It is an offence for a sewer connection to be made without our

approval, so please ensure that you obtain a copy of the relevant

approval letter from the customer before you agree to provide a

quotation for the proposed works.

Once approval for a direct connection has been granted we will require a completed Method Statement to demonstrate that you have considered

the hazards associated with the works and that you are able to carry out the works safely. Again you should seek proof of our approval from the

customer before completing the Method Statement, as the method of connection will not have been agreed until approval is granted.

Once the Method Statement form has been received we will check to ensure that the customer’s application has been approved and if this is

the case the form will be passed to the Drainage Technician for the area. If our approval has not been granted, the form will be held in the office

and any proposed connection date entered on the form will be deemed invalid.

When the Drainage Technician has received the form they will contact you to discuss the proposed works and the contents of the Method Statement.

When the Drainage Technician is satisfied that the Method Statement is adequate the date of the connection/inspections can be formally agreed. Please note that the Drainage Technician will not ‘approve’ the Method

Statement, as the responsibility for carrying out the works safely is yours and not Anglian Water’s.

Anglian Water reserves the right to make a charge for abortive

site visits so please ensure that any appointments made with our site staff for inspections or permits are honoured. The abortive

site visit charge will be made in accordance with the current

version of our charges leaflet, which is available on request.

Guidance regarding the completion of the Method Statement is provided within Section 2.

Section 2 - Completion of the Method Statement

form

The completion of a Method Statement is mandatory for all direct sewer connections as it demonstrates to us that you have considered the hazards associated with the works and that you are able to carry out the

works safely.

The information contained within this section has been provided as a guide to completing the Method Statement form.

Section 1 – applicant/site address Within this section please provide the applicant’s name and the address of

the site/premises to be connected. Please ensure that the details entered on this section of the form are consistent with those indicated on the

Anglian Water approval letter. Section 2 – contractor’s details

Please add your company’s details to this section of the form.

It is imperative that the work supervisor’s details are those of the person that will be supervising the proposed connection works, covered by the Method Statement. Once the Method Statement has been issued to

Anglian Water, the Drainage Technician will make contact with the person nominated on this part of the form.

The question relating to inclusion on Anglian Water’s sewerage contractors list must be answered, however, there is no requirement to provide the

documentation listed below this question if you are on the list.

Section 3 - scope of works Section 3a of the form requires the method of connection to be entered and this will only have been agreed once Anglian Water has approved the

Sewer Connection application.

Section 3b of the form requires a detailed description of the works to be undertaken in making the physical connection to the public sewer. Within this section we require a breakdown of the tasks that will be carried out to

make the physical connection in the order that they will occur. As an example for a junction insertion we will require the tasks undertaken from

the time the sewer is exposed until the connection is made and backfilling is due to commence.

Section 3c of the form requires information relating to the hazards associated with making the physical connection and the proposed

measures required to control each hazard. For the avoidance of doubt a hazard is anything that has the potential to cause harm eg toxic gases and the control measure is what you will do to reduce the likelihood of

occurrence and the severity should an incident occur. These should relate to the task, the location in which the task is undertaken and the

equipment to be used.

As a guide we would expect the following hazards to be listed within this section:

Confined spaces – toxic, explosive and suffocating gases

Flows within the sewerage system. Working within the vicinity of sewage.

Please note that the above list is in no way exhaustive and that the information provided must be specific to the individual circumstances of

the proposed works. Section 3d requires a proposed connection date. The proposed

connection date must provide a minimum of five days notice and you must allow at least two days for the form to reach us in the postal system.

Should adequate notice not be given the connection works may be delayed. Method Statements may be issued by fax to the Colchester or Northampton Drainage Offices on 01206 289219 and 01604 446902

respectively.

It will be the responsibility of the contractor to ascertain from the various Statutory Undertakers the position of all their underground apparatus and

take all precautions necessary to support and protect such apparatus during the course of the works.

Section 3 - Technical specification and standards

Direct connections can be made to the public sewer by four main methods depending upon the size of the sewer and individual circumstances. These

are junction insertion, saddle connection, connection to an existing manhole and construction of a new manhole. Backdrop connections are

not generally approved unless there are extenuating circumstances and must not be constructed without our prior approval.

Junction insertion This method is to be used predominantly for connecting to sewers of

300mm diameter or less except where otherwise agreed with Anglian Water.

The inserted junction shall be joined to the existing sewer by flexible couplings complying with Water Industry Specification No.

4-41-01. The WIS specification issued for flexible couplings comprises a moulded elastomeric sleeve with two stainless steel clamping bands and a stainless steel shear band.

The section of sewer to be removed must be 20mm longer than the junction pipe to be inserted. A purpose made chain cutter or disc

saw must be used for the cutting operation. The existing sewer must not be cut within 500mm of a joint unless

it is intended to remove that joint.

The cut section(s) of sewer pipe shall be kept available on site for inspection by the Anglian Water Drainage Technician

The existing sewer and new junction must be surrounded with granular material before backfilling commences. The granular material shall be in accordance with Table A.2 of Information and

Guidance Note No. 4-08-01 and should be a minimum of 300mm above the existing sewer. The use of pea gravel is not acceptable

i.e. single size material graded from 9.6mm (3/8”) downwards.

Junction insertions are not to be fixed to the top of the pipe/sewer, ideally these should be fixed in the ten o’clock or two o’clock position.

Saddle connections (Fabekun or similar approved) Saddle connections will predominantly only be permitted on existing

concrete or brick sewers or where Anglian Water give permission for technical or safety reasons.

The hole for the saddle is to be core drilled only; no other method (i.e. jack hammer or steel saw) may be used for creating the opening. The

saddle shall be fixed to the existing sewer pipe with an epoxy mortar (resin hardener base with coarse sand mixture). After the curing time a 20 N/sq mm sulphate resisting concrete surround is to be placed around

the saddle connection. Backfilling of the trench shall not take place until the saddle is fixed firmly and will not be dislodged by backfilling and has

been inspected and approved by the Anglian Water Drainage Technician.

Saddles are not to be fixed to the top of the pipe/sewer; ideally these should be fixed in the ten o’clock or two o’clock position.

Manhole connections

When a connection into an existing public sewer manhole is approved, specific guidance will be given. However, in general the following procedure will apply:

The manhole should be core drilled and a short length of pipe inserted. All connections should be made soffit to soffit. The short

pipes will be clayware or concrete, the use of porous concrete or plastic pipes is not acceptable.

An appropriate channel bend (i.e. slipper) should be used to direct

flow into the sewer. The channel bend must be of clayware. A rocker pipe shall be joined to the short pipe built into the

manhole. The length of the rocker pipe shall be 600mm for a connection pipe not greater than 450mm in diameter.

Backdrop manhole connections Backdrop manhole connections will only be approved where there are

extenuating technical reasons for their use. When a connection requiring a backdrop into an existing public sewer manhole is approved specific

guidance will be given.

New manholes

Where the connection is to be made by constructing a new manhole it shall be built in accordance with the attached drawings, except where a

special manhole is required in which case details will be supplied by Anglian Water.

Manhole covers to be BS EN 124 Class D400, regardless of location unless otherwise agreed.

Pumped connections It is not acceptable for a private pumping/rising main to be connected

directly to the public sewer. The main must be connected to a privately owned length of gravity sewer, which is in turn connected to a new or

existing manhole on the public sewer. Dealing with flows

For smaller diameter pipelines with relatively low flows it may be possible to stopper off the sewer at the upstream manhole provided that the

stopper is not inserted until:

A permit to enter has been obtained in accordance with Section 4 of

this document. Work on cutting the sewer is about to commence and that adequate

checks are made during the course of the work to ensure that flooding will not occur upstream of the works.

A rope shall be fitted to an expandable stopper and tied to a manhole step iron or other suitable fixing point within the manhole. This will prevent

the stopper blocking the pipeline should it loosen during the course of the

works. After the connection has been made the stopper shall be loosened and the pressure allowed to reduce from behind the stopper. This will

then enable it to be removed when it is considered safe to do so. For larger diameter sewers with high flows it will be necessary to over

pump from the upstream to the downstream manhole. The contractor carrying out the work must ensure, before work commences, that a pump with sufficient capacity to deal with normal flow, is available together with

adequate lengths of suction and delivery hoses for over pumping.

No cutting of any type of public sewer shall be started if heavy rainfall is likely to occur before completion of the connection.

Trunk sewers and special sewers Should a connection be required to a trunk foul sewer or other special

sewer a detailed method statement will be required for the connection works. The method statement will have to be submitted and agreed by Anglian Water prior to the works being commenced.

The following are classified as trunk sewers or special sewers:

Large diameter sewers over 600mm diameter.

Brick culverts – see figure C.13.2 attached Box culverts. Non-circular sewers.

Sewers of non-standard materials i.e. pitch fibre, cast iron, asbestos cement, plastic.

Vacuum sewers Vacuum sewerage systems differ from conventional systems in that

connections are only permitted to certain parts of the system, normally the vacuum pot itself. The number of connections allowed to each pot is

limited and therefore the point of connection will be specified by Anglian Water. In the case of vacuum connections it is vitally important that early contact is made with us, as a connection made to the wrong part of the

system will cause Anglian Water serious operational problems.

Should the nearest available pot not have capacity for a new connection, Anglian Water will be required to construct a new pot and we will employ a specialist contractor to carry out these works. Once the new pot has

been constructed we will advise the applicant that the connection point is available.

Excavation You are required to excavate down to the public sewer at the agreed

connection point and fully expose a sufficient length of pipe to enable the work to be carried out efficiently. Should you find that the public sewer is

damaged, you should immediately notify the relevant Developer Services team and an Anglian Water representative will visit the site and instruct you how to proceed.

Anglian Water will not be held responsible for any delay or additional costs

incurred due to defects in the sewer.

Where the excavation is within the public highway the full requirements of

the New Roads and Street Works Act, Traffic Management Act and the specification for the reinstatement of openings in highways must be met.

You are also required to serve any relevant notices required under the New Roads and Street Works/Traffic Management Acts.

Section 4 - Entry into Anglian Water confined spaces

The Anglian Water management of confined space procedure allows entry into Anglian Water confined spaces without a ‘permit to enter’ being

issued by a trained member of Anglian Water personnel. In such cases a Site Access Authorisation Form (SAAF) is issued and this effectively signs

responsibility for the confined space over to the contractor.

Please note that this does not apply to sewer connections and that

a ‘permit to enter’ is required in all cases.

The trench that is excavated to carry out a junction insertion/saddle

connection is not considered to be an Anglian Water confined space, so we are not required to issue a permit to enter in this instance. The trench, however, will be a confined space and you are required to employ suitably

qualified and competent personnel to make the entry. You are also required to consider and control the hazards that are generally associated

with confined space manhole entries, especially after the public sewer has been cut/opened.

Contractor’s personnel that are trained permit writers may issue follow on permits for subsequent entries into the initial confined space, providing

the conditions within the confined space do not change. Please note that an Anglian Water permit writer must in all cases issue the first permit

and that the completion of the Anglian Water Confined Space Assessment does not deem the cardholder competent to issue permits.

Confined space categorisation and summary of personnel and equipment requirement forms

These forms have been introduced to allow confined spaces to be categorised and to give guidance on the number of trained personnel and

safety equipment required to make the entry. Copy forms are provided with these guidance notes.

We recommend that the forms be used by contractors as a guide; however, the final decision regarding categorisation and safety

equipment/ trained personnel will be made by the Anglian Water permit writer on the day the permit is issued. A minimum of five working days

notice is required for all permits and we strongly recommend that contact be made with the permit writer before the day of entry to discuss in advance the permit requirements. Please note that assistance given at

this stage is provided as a guide only and that the permit requirements may change once the permit writer has inspected the confined space on

site.

It is imperative that a minimum of five working days notice be

given for all permit requests as this allows time for internal consultation regarding the sewerage system and any other issues

that may influence the content of the permit. Should adequate notice not be given we may be unable to issue the permit. Failure to provide the required safety equipment with the

appropriate certification and/or the correct number of trained personnel will result in refusal to issue the permit and an abortive

site visit charge will be made.

or the Northampton Developer Services Drainage office on 01604 446688. Rescue arrangements

Where the Confined Space Categorisation Form indicates ‘R’; formal rescue arrangements must be put in place, however, this does not

necessarily dictate that a ‘rescue team’ is required. A man-riding winch will generally be considered as a suitable means of

rescue for situations where the entrant can remain attached to a line at all times. Please note that the use of a man-riding winch as rescue

equipment requires a minimum of two trained personnel to act as top people.

Where the entrant cannot remain attached to a line at all times, other rescue arrangements must be considered and it is likely that the confined

space will be categorised as ‘very high risk’ and an advanced permit writer will be required. In these cases it is imperative that early contact is made with Anglian Water on the numbers listed above.

Trained personnel requirements

Trained personnel must be able to demonstrate they have obtained the City & Guilds 6150 Unit.

Contractors must be trained and assessed under the City & Guilds

6150 scheme at an accredited training centre. (The City & Guilds Utilities Operations Scheme Existing Unit 5831 qualification remains acceptable until May 2012).

Section 5 – Lateral drain adoption

Lateral drain adoption From the 1 April 2010 the S106 sewer connection application form allows customers to apply for the adoption of their lateral drain by Anglian

Water.

The lateral drain is the section of drain from the property boundary to the point of connection with the public sewer and once adoption has taken place the drain becomes a public lateral drain (PLD).

To be suitable for adoption the lateral drain must be designed and

constructed in accordance with the details indicated on the ‘PLD guidance document’, which is provided in this pack and is also available on our website http://www.anglianwater.co.uk/developers/sewer-connection

The lateral drain must be made available for inspection by Anglian Water

during construction and Anglian Water are required (where possible) to pressure test the drain once it is completed.

If the connection is made directly to the public sewer, i.e. without a manhole, a retrospective pressure test will not be possible and a CCTV

survey, including a DVD and full report will be required at your client’s expense. We will also attend site to inspect the demarcation chamber.

Please note that the lateral drain is laid as a private pipe until it is adopted by Anglian Water and therefore the method statement provided by you

does not need to include the works required to lay the drain up to the point of connection with the public sewer.

The lateral drain does not need to be constructed in accordance with the PLD guidance document, unless the customer has applied for adoption,

and approval for the same has been granted by Anglian Water.

It is therefore imperative that you verify with your client exactly what has been approved by Anglian Water before providing a quotation for the works.

Section 6 - Action to be taken in the event of non-

compliance

The ‘Sewerage Contractors list’ is provided to assist customers in selecting a contractor with the relevant experience and expertise to make their

proposed connection. The list is issued to all customers that apply for a sewer connection; however, we are under no obligation to provide such a

list or to retain your company’s details on it. Therefore should you fail to comply with any of the requirements set out above, your details may be removed and you will no longer be eligible to carry out

further works on the public sewerage system.

The list is maintained by the team at Developer Services who can be contacted on [email protected] . Should any of the

documentation pass out of date, you will be temporarily removed from the list until current documentation is provided.

Ensure that you receive a copy of Anglian Water’s approval letter

from your customer prior to submitting your Method Statement.

Do not make arrangements to commence works until you have

discussed the Method Statement and agreed a connection date with our Drainage Technician.

The proposed connection date must give Anglian Water a minimum of five working days notice (not including weekends) with a two

working day allowance for the Method Statement to reach us in the postal system.

A permit to enter must be issued by a trained member of Anglian

Water personnel for all entries into Anglian Water confined spaces.

Contact the Anglian Water permit writer in advance of the

connection date to discuss the likely permit requirements. Anglian Water is under no obligation to retain your company’s

details on the Sewerage Contractors list and non-compliance with our requirements may result in your removal from the list.

Standard adoptable sewerage detail Guidance notes

This ‘Standard detail’ has been provided to assist with the design of adoptable sewerage systems and in particular the following:

Sewerage systems constructed for adoption under Section 104 of the Water Industry Act 1991 (WIA).

Sewerage systems to be constructed as public sewers under the terms of a

Section 30 Works Agreement. Sewer Diversions constructed under Section 185 Agreement of the WIA.

New manholes constructed to connect new properties to the public sewer as part of an application under Section 106 of the WIA.

The detail is available to download from the Developer Services website www.anglianwater.co.uk/developers and will preclude the need for you to draft your

own standard details for approval by Anglian Water. The detail can also be downloaded and issued to contractors on site.

For Section 104, 30 and 185 applications simply stipulate with your application that the sewerage system will be designed in accordance the Standard Adoptable

Sewerage Detail (DS/SFA/001 Rev.C) and we will list the detail within the legal agreement once the overall design has been approved. There is no need to provide a copy of the detail with each application as our Drainage Technicians will carry a

copy and will ensure compliance with the detail during the site inspection process.

For 106 applications simply stipulate with your application that any new manholes will be designed in accordance with the Standard Adoptable Sewerage Detail

(DS/SFA/001 Rev.C) and our Drainage Technicians will verify compliance with the detail during the site inspection process. You will also need to stipulate, which manhole detail is proposed for each individual new manhole.

Manhole details

For Section 104, 30 and 185 applications there remains a requirement for you to

indicate where the individual manhole types will be used, by indication on the long sections or by means of a manhole schedule.

Should your design include any form of non-standard construction a detail must be included with your submission for approval by Anglian Water before construction

commences on site.

Backdrop details

Please note our requirement for these to be designed out where possible and the preference for the ramp over the vertical backdrop where a backdrop cannot be avoided. Where a backdrop has been included in the design, please ensure that

justification is included within your application.

Pipe bedding details

The details indicated are Anglian Water’s preferred method of bedding adoptable sewers. Should you choose to use the Standard Detail, there is no requirement to

indicate all pipe bedding on the long section, however, we will require confirmation on the long section of where concrete slab protection is proposed.
