NASSCO Welcomes a New Team Member!Jane Bayer, joined our team on September 8th as our Engineering Technician. Jane started her career as a Mechanical Designer, designing mechanical components for pumping stations and treatment plants. She is PACP, MACP, and LACP certified, and logged many hours providing quality control for pipeline and manhole inspections. Her excellent written communication skills earned her the position of Assistant Marketing Director at URS Corporation, where she ultimately progressed to a Project Management role, assisting in implementing policies & procedures, project administration duties, and daily project controls.

Jane is Past Chair of the Chesapeake American Water Works Association and Past President of the Chesapeake Chapter of the Society for Marketing Professional Services. She currently serves as Treasurer of the Chesapeake Water Environment Association (CWEA) and is active in the Collection Systems Committee. NASSCO held its Semi-Annual Meeting in New Orleans, LA during WEFTEC and it was another record crowd. It seems the venues are

becoming larger every year due to the increase in membership participation. We began by remembering several NASSCO members that we lost in 2014 and I’d like to mention them here. David Magill, Norm Sirna, Rod Sutliff and Dick Schantz were all good men who dedicated a great deal to the industry and to NASSCO. They will be missed.

The meetings covered what we have been focusing on and working toward since the Annual Conference in February. Some items to note include the update to the Pipeline Assessment Certification Program (PACP), the development of the Inspector Training Certification Program (ITCP), the NASSCO Manual of Practice update and the continuing work on the development of a new user-friendly website which includes back end functionality that will help, not only the staff, but you as member. In the near future, NASSCO Members will also have access to Online Health and Safety Training at a discounted rate. We are always working on ways to help our members save time and money so we hope some of these things will be beneficial to you.

The meeting also included a vote, which passed, on proposed By-Law revisions which include making our Professional Member Category a voting category. We also moved Public Municipal Works Employees into this category so they could potentially have a seat on the Board, but he or she must be a Professional

Engineer. Since NASSCO is a contractor association, the contractor members must always maintain a majority plus one position on the Board.

The Committees continue to do amazing things. They all reported their initiatives, goals and accomplishments to the members. NASSCO appreciates all the committees do for the industry. It is great to see our industry leaders working together to make their areas of expertise even better. If you are not a member of a committee and would be interested in participating, a list is available on our website.

The NASSCO staff has done an excellent job this year making sure the members needs are met and exceeded. I would personally like to welcome Jane Bayer, our newest addition to the NASSCO Staff.

Don’t forget to register for our 2015 Annual Conference in Savannah, GA February 11-13. We have a great program in store for you. You can find all the information on nassco.org.

I couldn’t have been more excited to see a packed house at our Semi-Annual Meeting at WEFTEC. Thank you to those who participated in the September 29th meeting and also to those who attended the networking reception afterwards. For those of you who missed it, I’m happy to report that our committees are fully engaged and NASSCO continues to produce great things for the industry!

I’m sure you sometimes wonder, “What is NASSCO Doing?” The following items are currently hot topics at NASSCO and we hope that you can get involved in them!

1. PACP Update, Version 7.0 – This continues to be our highest priority. We are currently undergoing a series of peer reviews, both home and abroad (WRc), to ensure a quality revision. This is an important program, and it is extremely important that we get it right. We are developing training materials and plan to hold a few Beta Classes with trainers over the next several months in order to fine tune the changes. We have high hopes to release the program for training in late spring of 2015.2. ITCP – Gerry Muenchmeyer, NASSCO Technical Director, has been working hard to successfully grow the inspector training programs for both CIPP and Manhole Rehabilitation. He is also working with the International Pipe Bursting Association (IPBA) in the development of a Pipe Bursting Program for inspectors.3. Technical Support – NASSCO continues to be a reliable source of technical support to the industry for trenchless rehabilitation and assessment. 4. Annual Conferences – Did you know that the costs of NASSCO Annual Conferences are almost twice the amount that we collect from registration fees? Those that come to our events almost always come back because of the great value we offer with respect to the information provided, the committee participation and the networking opportunities.5. NASSCO MOP Update – Our Manual of Practice is extremely valuable to the industry and is unfortunately out of date. With the help of staff, consultants and volunteers like you, a focused effort is underway to revise and revitalize this valuable reference.

6. Apprenticeship Program – In cooperation with the U.S. Department of Labor, NASSCO is undertaking the development of an apprenticeship program for a “Trenchless Assessment and Rehab Laborer”. This will be extremely valuable to trenchless contractors working in areas where prevailing wages require them to pay new laborers at the same rate as those with many years of experience.7. Website/Database Update – A new contractor has been engaged to make our website more efficient and user-friendly, as well as update the way our services are delivered. Stay tuned.8. Health and Safety Program – Working with Drake International, NASSCO is planning to offer a suite of online Health and Safety Training to support the industry. It will be available in the very near future. In the meantime, they will be speaking at our Annual Conference during Technical Day.9. Scholarships – In addition to the Jeffrey Ralston and PACP Scholarships, we have recently added the David Magill Scholarship for students at Virginia Tech (Mr. Magill’s alma mater).10. More…

On another note, we recently had a void in our full-time staff so we interviewed several candidates for the position of Engineering Technician. We are happy to say that we filled the position with Jane Bayer. Jane has over 25 years of experience in the industry, and while her main responsibility will be updating PACP, she will also be working closer with our committees to facilitate some of the great work they are doing and keep them engaged. We are excited to have her as a part of our team!

The following is a brief summary and update of the ongoing technical programs at NASSCO.

Member Service -Technical InquiriesIf you are inspecting a CIPP or manhole rehabilitation project and have a question regarding the quality of the installation or have a technical question regarding pipeline rehabilitation it can be directed to [email protected], [email protected]. or [email protected] The NASSCO Technical staff will review the request and provide a written recommendation.

Inspector Training & Certification Program for CIPPTo date, nearly 1500 inspectors have been trained as CIPP inspectors in the U.S and Canada. To assure that the delivered product has both the design life and service life expected a certified inspector should be required on the job site, during CIPP installation. This program is not highly technical, but is a common sense approach from the field perspective. It covers field issues directly affecting the installed quality of the product. The inspector is trained on the key inspection requirements during construction that will ensure that a quality product has been installed. The program is intense, interactive and gives the inspector and engineer the knowledge and confidence to perform an effective inspection program for a Cured-In-Place pipe installation project.

Inspector training programs can be held your office. A minimum of 8 registered students are required whether they are from your company or not. Typically, the maximum is 25 students to ensure a quality traiining experience for all attendees. Inspector Training & Certification Program for Manhole Rehabilitation Effective manhole rehabilitation may include a variety of different technologies. The expected life and effectiveness of the applied product is directly related to correct product selection by the owner/engineer and inspection of the host structure before, during and after application by a trained inspector.

NASSCO’s Inspector Training & Certification Program for Manhole Rehabilitation (ITCP-MR) includes detailed information on things such as, Manhole Defects - Rehabilitation Requirements, Manhole Preparation, Quality Assurance and Testing Methods, Replacement and Rehabilitation Technologies and a chapter on specifications entitled “The Inspector’s Project Instructions”.

The program is intended to provide an owner, engineer or inspector with sufficient knowledge to inspect and verify when a product has been applied correctly. There are a number of excellent products available for manhole rehabilitation. Scheduled courses are listed on www.nassco.org.

Inspector Training & Certification Program for Pipe Bursting SewersThis program is still in the development stages. With several other programs having a priority, this program is scheduled to be completed in late 2014 or early 2015. We are looking for some additional pipe bursting professionals that would be available to become trainers after the program is launched.

Once the draft program is complete, a peer review group will be selected, consisting of IPBA members and any other NASSCO members who wish to participate in the review process. After peer review, a BETA class will be scheduled before the program is launched.

Lateral Rehab CommitteeDean Monk, Chair PersonThe committee published three articles in Trenchless Technology Magazine this year with the draft of the fourth finalized in October.

We’ve also had several conference calls to discuss not only articles, but updates to the Lateral Overview document. We still need updated photos, so if you have any, please forward them to [email protected].

Industry Standards Committee Marilyn Shepard, Chair PersonSub-Committees were formed to address the two specifications that the committee was tasked with completeing this year; the CCTV Spec and the Cleaning Spec. Both specifications have been compiled and are being reviewed. They should be ready for a full committee review in Janary 2015 for release to the industry shortly after.

The next task to be completed is a Cleaning Specification for Large Diameter Pipe. If you would like to help with this initiative or help with the review of the final Cleaning and CCTV specifications mentioned above, please contact the NASSCO Office.

Annual Confrence Committee Kay Doheny, Co-Chair PersonThe 39th Annual Conference will be held in Savannah, GA, February 11-13, 2015. For more details, see page one.

Scholarships and Awards Committee Brad Dutruch, Chair PersonNASSCO has three scholarships available to those in the industry or showing interest in joining the industry. They include :

• Jeffrey D. Ralston Scholarship: $2,000 scholarship is awarded based on certain criteria including seeking a career in the sewer service industry.• PACP Scholarship: A free registration to a PACP class ($750 value) is awarded based on merit. • David Magill Scholarship: $5,000 will be given to a VA Tech Student studying Wastewater /Trenchlees

Technology and will be chosen by the University. David Magill was an Alumi of VA Tech and was a staunch supporter of both the University and NASSCO.

Health & Safety Committee Ted DeBoda, on behalf of Steve Henning, Chair PersonA track at the 2015 Annual Conference’s Technical Day will focus on safety including a presentation from Drake Health & Safety Academy.

Government Relations Committee Jon Sickels, Chair PersonThere are three items to discuss as they pertain to our industry:

• Water Resources Reform and Development Act (WRRDA): This act streamlines permitting for US Army Corp of Engineers port and maritime infrastructure projects by setting cost and time deadlines for studies and streamlining the environmental review.• Water Infrastructure Finance & Innovation Authority (WIFIA): This provision would establish a five-year WIFIA pilot program for low interest loan programs administered by the EPA to fund water and wastewater related infrastructure projects.• New Legislation: Clean Water Affordability Act: This would authorize $1.8 billion in grants to help communities tackle combined sewer and separate sanitary sewer overflows over the next five years.

Software Vendor Committee Mike Russin, Chair PersonThe software committee should be recieving the PACP 7.0 update files for their own review in December 2014. If all goes well, software certification for version 7.0 will commence in the Summer of 2015.

Membership/Marketing CommitteeSheila Joy, on behalf of Dan Coley, Chair PersonNASSCO’s marketing objectives include increasing municipal and professional (engineering) by 20%, increasing contractor membership by 5% and increasing NASSCO’s exposure in Trade Magazines. To date, we’ve increased municipal membership by 15%, lost about 3.2% on the professional membership and increased contractor growth by 2.6%. We have more work to do on this front!

Exposure in trade magazines has grown substantially over the past three years! From media values of $575k in 2012, $615k in 2013 and an estimated $660k in 2014. Wow! Thank you to our media partners, Municipal Sewer & Water, Trenchless Technology Magazine and Underground Construction Magazine.

RehabZone CommitteeGuy Leslie, Chair PersonThe RehabZone, an education zone at UCT, includes a Sewer History Exhibit and other hands on displays with expert volunteers to speak to attendees about different technologies in a no-sales environment. This year, we’d like to add more hands-on displays and we also need those expert volunteers to help educate those touring the zone. Please consider helping.

Also, we are currently collecting sponsorships to bring things like the Sewer History to the exhibit as well as to cover other expenses associated with the event. Please donate!

CIPP Lining CommitteeSteve Hirtz on behalf of Dave Kozman, Chair PersonA new manual of practice (MOP) is under development by an ASCE task group that addresses a new CIPP design approach for gravity flow applications. A second draft is being finalized, with a target publication date of 2015. NASSCO is looking at developing a CIPP design certification course that would reflect the new ASCE MOP. NASSCO will be discussing co-authorship of the MOP with ASCE. NASSCO is performing due diligence on industry demand, pricing structure and delivery of this course (classroom, online or both). Once approved, it will take about 5-6 months to roll out.

A Pipe Rehabilitation Standards Subcommittee has been formed to define structural classifications for pressure pipe lining technologies (Class I, II, III and IV) in M28. The subcommittee had its first meeting at ACE in Boston in June and another at WEFTEC on 9/28/14. The committee has developed initial framework for each classification for industry feedback. Final recommendations will be published through AWWA as a white paper.

Industry Relations CommitteeBrandon Conley, Chair PersonThis committee is currently helping to facilitate NASSCO presentations at local conferences. If you have a local conference that you participate in and would like to speak about NASSCO, we can provide a presentation to you.

We are also looking for more people to get involved in the committee. If you are interested, please contact the NASSCO office.

Pressure Pipe CommitteeJohn Schroeder, Chair PersonThe Pressure Pipe Committee’s mission is to develop reliable technical information, guidelines and other references for capabilities, limitations and costs of pressure pipe assessment and rehabilitation technologies that will help owners and engineers with the inspection, maintenance and rehabilitation of their pressure pipelines.

In 2014 we developed the first version of the inspection technology matrix, sponsored a track at UCT, held three conference calls as a committee to delegate roles and tasks, began summarizing the list of rehabilitation technologies, collected technical specifications and began reviewing them to draft a NASSCO Guideline Spec and collaborated with other association committees.

Our goals for 2015 currently include developing a draft NASSCO Guideline Specification for Pressure Pipe Rehabiliation, updating the inspection technology matrix, sponsoring and coordinating another track at UCT, continuing quarterly conference calls, completing the list of rehabiliation technologies for comment, completing a list of pressure pipe rehab projects and presenting case studies and continuing to collaborate with other assocations.

Asset Management CommitteeTed DeBoda, on behalf of Grant Whittle Chair PersonPACP Version 7.0 will include an Asset Management appendix that was developed with the help of the EPA and WERF. Currently, we are developing a presentation to introduce it to the industry.

Latin America CommitteeLuis Leon, Chair PersonThe Latin America Committee has been very busy these last few months.

First, we completed the transition of Committee Chair from Diego Calderón to Luis León from CDM Smith, Inc. In addition, Ted DeBoda and Luis León gave presentations at the ICTIS congress in Medellin, Colombia: Ted presented on NASSCO and the state of the trenchless industry, the collaboration agreement with ICTIS, and the important of PACP in the industry. Luis gave presentations on How to Utilize Risk Analysis to Plan and Prioritize Cleaning, Inspection and Rehabilitation of a Sewer System, and one on the Importance of Sealing Sewer Laterals when Rehabilitating Main Sewer Lines.

Finally, the LAC started the translation of ITCP for CIPP. Seven committee members are participating in

the translation, which is a large undertaking, we expect to have the first draft done by the end of October and will be forming a third party group who will review it and provide comments by the end of 2014. The goal is to have the final document ready to print in the first quarter of 2015.

Manhole Rehab CommitteeTim Back, Chair PersonThis is the newest NASSCO committee and we currently have 50 members. We typically have monthly conference calls that last roughly 30 minutes.

Recently we completed the MACP Condition Grades and Scoring for the PACP Version 7.0 update.

Currently, we are working on a series of articles. For example, a Manhole Rehab Overview as well as an article on the oldest cementitious rehab in the U.S. We are exploring the possibility of an ASTM for thickness of cement, epoxy and CIPM.

NASSCO Mourns the Loss of NASSCO Members

Rod Sutliff, R.S. Technical ServicesOn August 29, 2014 Rod Sutliff, owner and CEO of R. S. Technical Services passed from this world. He leaves a legacy of innovation, and many firsts that helped shape the trenchless technology industry. Reliable single-conductor technology was one of many of the contributions Rod gave to the industry. He considered himself a “tinkerer”, and his tinkering frequently produced excellent and innovative results in equipment performance and durability. Often, Rod took an idea and made it better, and more applicable for the industry. As the “RS” in the company name, Rod spent more than thirty years pioneering technology in his chosen specialty, leading his firm to become known as “a company of firsts.” Under his leadership, the firm was the first to manufacture a mainline camera with internal lights, a true pan-and-tilt camera with tracking lights, and the first single-conductor panomorphic camera system, among many other pioneering products. Rod leaves behind his loving and devoted wife of 60 years, seven children, 22 grandchildren and 8 great-grandchildren. His legacy lives on in the children and grandchildren who are very much a part of the RST family in Petaluma, CA.

The RST family, however, extends far beyond Petaluma. Rod touched the lives of every person who worked for RST. Each was and is a part of the extended RST family. Perhaps best known for his kind, friendly demeanor, Rod was famous for championing those less fortunate, providing help for people he knew were down on their luck. Over the years, he helped many individuals get their lives back together by providing assistance with housing, money, and/or employment.

Rod’s outlook on life was contagious. For those of us who knew him well, he will be remembered as a warm, highly intelligent and gentle man with a great sense of humor, and who was a loyal friend. He will be remembered by our industry as a brilliant innovator with an amazing and creative mind who contributed mightily to our industry.

R. S. Technical Services, Inc. is a long-time member of NASSCO. Our industry was blessed to have Rod Sutliff as part of it. His innovation and creative mind will be missed. His friends and family will remember his loving warmth, loyal friendship, and kindness to all he knew.

Dick Schantz, Schantz Technical Services, LLCRichard N Schantz lost his battle to cancer on September 6, 2014. The pipeline rehabilitation industry lost a dedicated member. Dick, a civil engineer, began his journey in 1990 with Aries Industries, Inc. His

interest in pipeline televising and underground rehabilitation quickly grew to a desire to learn about and educate others in the processes of chemical grouting and underground rehabilitation systems. Dick was a strong advocate for chemical grouting and was an active participant in the development of ASTM standards related to chemical grouting in municipal sewers. Dick was recently inducted as

a member of the Select Society of Sanitary Sewer Sleuths. He was also the chair of ICGA and was instrumental in the writing of the NASSCO grouting standards.

Dick was convinced that integrity, education and training were the best ways to give the grouting industry the tools to succeed. In 2006, Dick started the annual Aries Grout Boot Camp to educate operators, inspectors and engineers on procedures of successful chemical grout mixing, testing and equipment operation. Since then more than 300 people have attended boot camp.

Dick was always available and eager to give advice to customers. His analytic approach was appreciated by all.

Dick will be remembered for his contributions to the industry, his integrity, dedication and passion. He was a friend to many and an all around great person! He will be missed.

The NASSCO semi-annual meeting was held on Monday September 29th at WEFTEC in New Orleans. All of the NASSCO committees and divisions updated the membership on the work inside of their respective groups.

Matt Timberlake, Vice-Chair presented an update on behalf of the IPBA.

Current IPBA work underway:Education Committee

1. 2015 UCT in Houston, Texas with a dedicated “pipe bursting – a view from the field track”.

2. December 10th 1:00pm – 3:00pm EST WEF webinar “Pipe Bursting - A Mature and Diverse Trenchless Technology”. People can register at WEF.org and will receive 2.0 PDHs.

3. Developing a joint presentation and technical workshop, with NASSCO, for the 2015 WEF Collections System Conference that will be held April 2015 in Ohio.

4. IPBA Lateral Committee is still looking for volunteers to help and is planning to meet in 2015 at the WWETT conference (formerly Pumper Cleaner). It is the goal of the lateral committee to have a written guideline for lateral pipe bursting for the IPBA Leadership team to review and approve prior to the 2015 WWETT show.

The IPBA’s annual meeting will again be held at UCT in January 2015 with a semi-annual meeting at No-Dig in Denver.

We are continuing to run technical articles and case studies through the major trenchless media outlets like Trenchless Technologies and Underground Construction magazines.

Infiltration Control Grouting AssociationJohn Nelson, Chair

Over the past few years the ICGA has developed many tools to educate individuals about cost effective solutions provided by Chemical Grout. Unfortunately, many times these tools end up forgotten or lost amongst a pile of other papers on our respective desks. Fortunately, there is a one-stop shop for these items - the ICGA web site. In the coming months we are looking to undertake an update to the website. However, this by no means reduces the vast amount of information that is currently available at www.sewergrouting.com. Should you have a need for some good technical data, specifications, case histories or even a reliable contractor to complete a chemical grouting project, be sure to visit sewergrouting.com

In addition to the website update, we are in the process of building a task list for future ICGA projects. One item which we are currently looking to complete is a before and after case study on infiltration control

when grouting lateral connections of CIPP lined sanitary sewer pipe. Should you have a project on which such a study may be developed or a suggestion for a new ICGA task, please contact John Nelson at [email protected].

On a more somber note, we lost two of the most influential “grouters” in the industry this year - Dick Schantz and Norm Sirna. They were staunch supporters of NASSCO, members of the original Grout Task Force and their creative thinking laid the foundation of our industry. We were blessed to have their leadership and council for the past 20+ years. They will be truly missed.
