Wayne Haglund

Vice President - Wayne d. haglund, J.d. Wayne D. Haglund was born in Galveston, Texas, and attended public schools in Galveston and Beaumont, Texas. He received his B.A. from the University of Texas at Austin in 1974, and his J.D. from University of Texas School of Law in 1975. Mr. Haglund serves as attorney for a number of Texas school districts, a community college, and an MHMR community center. Mr. Haglund has practiced education law for more than forty years. He is a member of the School Law Section of the State Bar of Texas (State Chair 2005-06), and served as Chair of the Texas Council of School Attorneys of the Texas Association of School Boards (1995-96). He is a member of the TASB Construction Contracts Committee (2004-present); founding Director, President (2005-2009), and member of the Board of Directors of the Texas Association of Community College Attorneys; Member of NSBA Council of School Attorneys; and Board of Directors of the Education Law Association.

Board of directors - Janet r. decker, J.d., Ph.d.

Janet R. Decker, J.D., Ph.D., is an Assistant Professor in the Educational Leadership and Policy Studies Department at Indiana University. She researches legal and policy issues surrounding students with disabilities. Dr. Decker coauthored How to Prevent Special Education Litigation: Eight Legal Lesson Plans (New York: Teachers College Press) with Umpstead, Brady, Schimmel and Militello. Her other publications have focused on charter schools and the legal literacy of educators and administrators. Dr. Decker has

been a member of ELA for over a decade. She serves as lead editor on ELA’s publication Principal’s Legal Handbook and serves on two ELA Committees (Professional Partnerships & Dissertation of the Year). Dr. Decker is also a monthly contributor for ELA’s School Law Reporter.

Board of directors - andrea J. arthur, M.ed.Andrea J. Arthur recently became an education consultant specializing in investigations, substitute offices, and human resources, based in Cypress, Texas. Previously she was Manager of Employee Relations for the Katy (Texas) Independent School District for nearly ten years, following over six years as Assistant Principal in the Lamar Consolidated ISD and seven years as a middle school teacher in Fort Bend. Ms. Arthur holds a master’s degree in Mid-Management from the University of Houston-Victoria and is certified as a Mid-Management Administrator by the Texas Education Agency. She has presented nationally on topics related to human resources, such as substitute training, recruitment and retention, as well as cyber ethics. She first joined the ELA board in 2015 to fill an unexpired term, and now has been nominated to join the board for a full three-year term. Ms. Arthur has been active with ELA’s Professional Partnership/Legal Literacy committees and the annual conference.

Luke J. Stedrak, Ed.D. is an Assistant Professor of Education Leadership, Management and Policy at Seton Hall University. His research focuses on school law, school finance, and virtual education. He has been published in the Journal of Education Finance; The Yearbook of Education Law; Journal of Education Policy, Planning and Administration; Educational Considerations; Journal of Cases in Educational Leadership; and the Journal for Computing Teachers. Professor Stedrak has presented his research to the Education Law Association, American Educational Research Association, national Education Finance Academy, as well as other national organizations. He currently serves on the editorial advisory board of the Journal of Education Finance, is a member of the Board of Advisors for the national Education Finance Academy, and his research has been referenced in several outlets including Inside Higher Ed, Education Week, and The Chronicle of Higher Education. Will Creeley began defending student and faculty rights for FIRE in 2006 after graduating from New York University School of Law. He has spoken at events across the country and has led FIRE’s Continuing Legal Education programs in New York, Pennsylvania, and online. He edited the second edition of FIRE’sGuide to Due Process and Campus Justice and co-edited the second edition of FIRE’sGuide to Free Speech on Campus. Brian Dassler is a two-time graduate of the University of Florida, where he received his B.A. and M.Ed. degrees, was twice named an Oustanding Young Alumnus, and is currently a doctoral candidate. While teaching at Stranahan High School in 2006, he was named Teacher of the Year in Broward County.

Brian was the principal of KIPP Renaissance High School, a part of the nationally recognized KIPP network of public charter schools, and was chief academic officer for the New Orleans Center for Creative Arts, Loui-siana’s arts conservatory for high school students. At KIPP, his work cre-ated the foundation for 1000 first-generation college graduates by 2022, and at nOCCA Brian’s leadership resulted in the school being named an “A” school and one of the highest performing open enrollment high schools in Louisiana.

Walsh is a contributing writer to Education Week. He has covered education issues in the U.S. Supreme Court and lower courts for more than 20 years and is the author of The School Law Blog of Educa-tion Week. He also covers the Supreme Court for the ABA Journal, the magazine of the American Bar Association, and is a regular contributor to Scotusblog, the website devoted to coverage of the Court. Walsh previously served as Washington editor of Education Week, in which he supervised coverage of federal education policy matters, as well as the 2004 and 2008 presidential and congressional elections.
