Overall Context

• An overlap remains in many issues (certification, technical regulation, oversight etc.) between the EASA and SES regulations

• Division of labour between European Commission, EASA and Eurocontrol is still at times unclear

• The FAB's still lack clear criteria against which their success can be measured• The Network Manager is clearly still on its way to initial operating capability; a

comprehensive coverage of all network management issues is still lacking• The application of new measures, such as unbundling and some market based

mechanisms remains an unfulfilled requirement in Art 18a of the Service Provision Regulation

• Governance arrangements at all levels of the chain still reflect more the old pre-SES world, than the needs of the current framework

Discussion points

• Is it already possible to make a clear assessment of how to tackle this "unfinished business"?

• The legislation already foresees some action areas, but are there others that could be equally urgent?

• Current institutional set-up at European level is fragmented and at times poorly focused - how could it be improved?

• How should we go about not only improving the performance of service provision in financial and safety terms, but also in focusing it more on "customer needs"?

• How could charging practises better serve policy needs?• How could we best support the national supervisory authorities in these times of

economic hardship and resource constraints?• What could be the future role of the Network Manager in supporting network – and

SESAR – level developments?
