Model TD-249 Ticket Spitter Manual
People’s lives and property depend on your safe installation of equipment. Listed below are some importantsafety instructions and precautions which you should follow when working on any Federal APD equipment.Failure to follow all safety precautions and instructions can result in serious injury or property damage. Refer tothe specific operational manual for a particular piece of equipment before beginning any service work.
• Frequently inspect the equipment to be sure it is operating properly.• Ensure that maintenance is performed by the factory or an authorized distributor at least twice per year.
Safety Hints
• Use vibrant colors on parking equipment at entrances and exits.• Always provide proper signage, both on the road way and on other equipment.• Maintain manufacturer warning stickers on gate arm and on other equipment.• Encourage use of safety devices such as buzzers or flashing lights.• Always recommend sidewalks be parallel to entrance and exits lanes.
Safety Notice
Any activity in relation to entrance and exit lanes should be monitored to ensure against accidental lowering orraising of gates or manipulation of equipment, so as to prevent injury of pedestrians, maintenance personnel,persons on bicycles, or motorcycles. Take special care when commanding any equipment action from a central-ized computer system, especially when the equipment is not in your line of vision.
Use Pictograms
Federal APD strongly recommends that you use universally identifiable pictograms in all entrance/exit lanes,roadways, posts, and walls. It is recommended that a “No Pedestrian” pictogram be painted on the roadwayimmediately adjacent to a parking barrier gate. Pictograms depicting “No Motorcycles,” No Wheelchairs,” “NoBicycles,” and “No Trucks” are optional.

As an institution, municipality, or private developer, it’s important to be aware of the potential liabilities whichmay arise in normal parking lot operations. Adapting a Safety First attitude will certainly provide your businessand your patrons with a safer environment. After all, safety is good business!

General InformationThe Federal APD Ticket Spitter™ is a revenue control device which issues time and datestamped paper tickets to parking patrons at facility entrance lanes. These tickets are thensurrendered at exit to authorized cashiers who use the tickets to calculate the patron'sparking fees.
Your Ticket Spitter is manufactured with the finest components and designed to providemany years of reliable service. If you install and maintain the Ticket Spitter according tothe guidelines provided in this manual, you will protect your investment and extend thelife of the unit.
Read this entire manual prior to attempting to install and start up the Ticket Spitter!
Ticket Spitter ModelsThe TD-249 Ticket Spitter issues two-inch by four-inch tickets. The standard two byfour-inch ticket is the most widely used ticket in the parking industry. Time "In" is thelower imprint and it is made by the Ticket Spitter. Time "Out" is imprinted directlyabove the "In" time by a Cashier "Out" Clock.

Installation Instructions
Installing Ticket Spitter On Concrete Curb
1. Carefully uncrate the Ticket Spitter without damaging the finish. Leave the device bolted to thebottom pallet until you’re ready for installation.
2. Open the cabinet door and remove the ticket tray.
3. Remove the bolts holding the Spitter to its pallet. Then position the device with the center of thecabinet base eighteen (18) inches from the curb line. Refer to the drawing on page 3.
4. Mark the mounting hole locations on the concrete.

5. Set the Ticket Spitter aside and drill four mounting holes (5/8 inch in diameter),using a rotary hammer percussion drill bit and insert the 5/8 inch O.D. expansionshields. Next, lubricate the 3/8 inch x 4 inch lag bolts, place the Ticket Spitter inthe mounting position and then anchor with the 3/8 inch x 4 inch lag bolts and flatwashers.
6. Connect the wiring harness to the Connections Box following the Field Connec-tion Diagram on pages 35, 37, 39, 41, 43, and 44.
7. Check the terminal connections and mechanical fasteners before turning on thedevice.
8. The Ticket Spitter is ready for operation.

Cycle of the Ticket SpitterThe Ticket Spitter cycle may be activated in one of three ways:
• When a vehicle drives over a sensing device
• When a patron presses the push button on the front of the Ticket Spitter
• By an attendant pressing the Test Dispense Switch on the Connections Box.
The ticket is time stamped, fed out through the ticket slot (by the release of a motor-driven clutch) and then cut by the guillotine cutter. The ticket protrudes from the ticketthroat and the ticket buzzer sounds. When a patron removes the ticket, the buzzer soundstops and a Ticket Spitter output signal is produced.

Connections Box
Control Switches
The control switches are located on the face of the Connections Box. (See Figure 2.)
Three-Position Heater Switch
Select the “Thermostat” position to automatically activate heat in cold weather. Se-lect the “Off” position to completely disable the heater. Select the “On” position tobypass the thermostat and keep heat on for short periods of time to remove excessmoisture build up.
CAUTION! Do not leave the heater switch "On" for long periods as it maycause excesssive heat in the cabinet.
Dispenser Switch
This switch powers the dispensing mechanism. When the switch is off, tickets willnot be dispensed. However, the time clock continues to run.
Clock Switch
The switch allows you to shut off the power to the clock. Leave this switch “On” toeliminate the need to reset the time.
Convenience Outlet
A single 115 VAC outlet is provided, and is located on the front of the Connections Box.
CAUTION! Do not attempt to draw more than 5 Amps from this circuit!
Test Dispense Switch
Press the spring loaded Test Dispense Switch when you need to manually issue a ticketor operate the dispenser mechanism.
Connection Terminals
The connection terminals are located inside the Connections Box. Remove the coverplate to access the connection terminals.
CAUTION! Do not connect external wiring to the Ticket Spitter except as shownon the Field Connection Diagrams.

Loading and Threading of Tickets
1. Before loading tickets into the ticket tray, “fan” each bundle a few times (like youwould a deck of playing cards) to dislodge any waste material and punchings whichmay cause binding. This will also release the cut edges that could adhere due toshearing of the paper stock.
2. Tickets are stacked in the ticket tray with the highest serial number at the bottom.Tape each succeeding group to the last, until the desired quantity is installed. (SeeFigure 3.)
We recommend that you purchase a spare ticket tray for indoor loading conve-nience.

3. Starting with the lowest serial number, pass the ticket strip up through the top ofthe ticket tray (see Figure 3) and then up to the feed wheel (see Figure 4). Be surethat the tickets feed freely and without twisting.
4. Raise the ticket retainer spring (see Figure 4) and feed the ticket strip through untilthe serial number end reaches the cutter. See page 24 for diagram of completeassembly.
5. Place the ticket strip over the feed wheel pins and CAREFULLY lower the ticketretainer spring. The ticket strip must be positioned so that the cutter will cut eachticket at the score or perforation. To adjust the ticket position, see page 16 in theTrouble Shooting section and refer to Figure 4.

General Maintenance
LUBRICATE THE FOLLOWING PARTS EVERY 60 DAYS
Ribbon Reverse Mechanism
The moving parts of the Ribbon Reverse assembly should be oiled sparingly with lightmachine oil.

Lubrication and Maintenance
Every three months clean the cabinet interior by wiping walls of cabinet with mildcleaning solvent and a damp rag.
Every six months clean the cabinet exterior using a good detergent and water, and thenapply a high-grade wax to preserve the baked-enamel finish.
Ticket Cutter
Place one or two drops of light machine oil on both sides of the moving cutter blade. Toreach the lubrication points, lift the ticket strip retainer spring and pull the ticket stripaway from the cutter. Looking straight down the cutter assembly, place two drops of oilon each side of the cutter guillotine. Manually operate the cutter solenoid to allow the oilto work between the cutter blade and the cutter frame. Refer to the drawing on page 24.
Index Cam
This is a notched wheel located on the dispensing mechanism near the clutch. Refer tothe picture in Figure 5. Apply a small amount of Petroleum Jelly as the lubricant.

WarrantyFederal APD warrants that its products will be free from any defects in material andworkmanship under normal use and service, wear and tear excepted, for a period of oneyear from the date of shipment from Federal APD. This warranty shall not apply toProducts which have not been properly maintained or have been subjected to misuse,neglect, accident or damage, or which have been modified, changed or re-worked in anyway without prior written approval of Federal APD. Federal APD's sole obligation shallbe to repair or replace, at Federal APD's option, any defective part or parts within suchone year period.
All products are subject to design and/or appearance modifications which are productionstandards at time of shipment. Federal APD may, but shall not be required to modify orupdate products shipped prior to a current production standard.

Complete Dispensing Mechanism
The entire Dispensing Mechanism is an interchangeable plug-in component. Refer to theassembly drawings on pages 26 and 27. The Dispensing Mechanism is held in place bytwo bolts, and can easily be removed by unbolting and unplugging the device. (SeeFigure 6.)
Clock Type Section
The Type Section is the time keeping portion of the clock. It requires periodic cleaning.Refer to the drawing on page 24. Accumulation of dirt, ticket dust and ribbon materialwill cause the printing wheels to skip out of phase with the time shown on the clock.This will cause an imprint that doesn’t match the clock time. The component must bereplaced if the problem persists after a cleaning. You may replace the Type Section inless than a minute by removing the Type Section Retaining Clip, which holds the TypeSection in place. (See Figure 7.)

This sealed box contains the major electrical components of your Ticket Spitter. Twowing nuts hold the box in the cabinet, and it is connected electrically with a Jones plug.Replace the Controller if an electrical failure occurs. (See Figure 6 for location of Con-troller in Ticket Spitter cabinet.)

Type Section Setting Instructions for Ticket Spitter andCashier’s Clock
1. Press down the Unlocking Latch to release the Type Section. (See Figure 8.) Thisallows it to swing forward and up into its raised position, where it may be held bya latch. (See Figure 9).
2. Press the Overthrow Lever with your left thumb. (See Figure 8.) This unlocks theType Wheels and allows them to be turned to the left using a pencil.
3. Move the Type Wheels, one at a time, until the correct time and date are shown.

• The hour wheel is segmented “0” through “23.” The A.M. hours are“0” through “12” and the P.M. hours are “13” through “23.”
• For Type Sections segmented “1” through “12” and 1 through 12, a barbeneath the number indicates P.M. and no bar indicates A.M.
• Be sure to set the hour wheel correctly so that the date will change atmidnight. An incorrect setting will cause the date to change at noon.
4. Release Latch and lower Type Section into the closed position. (See Figure 9.)Make sure that it locks closed by pressing firmly against the lower edge of theclock face. Also, check that the Ribbon is in its proper position.
5. Rotate the Face Setting Wheel to the left until the hands show the same time thatthe clock is printing. (See Figure 9.) Note: If the Type Section is a rate computingmodel, the Rate Ring is geared to the Face Setting Wheel.
6. Make a sample registration to check that the hands and Type Wheels match.
7. If a power failure occurs, re-set the Type Section by ro-tating the Drive Wheel to theexact time. (See Figure 9)Type Wheels and handsmove simultaneously.
8. If your Type Section printsthe month and date, reset themonth and date Wheels onthe first day of each month.

To Replace Ribbon

Follow instructions provided below to replace the Ribbon on either the Cashier Clock orthe Ticket Spitter.
1. Raise the Type Section and remove Cotter Pins and Ribbon Spool from the Spindle.(See Figure 10.)
2. Position the new Ribbon over the Spools with the red ink toward the back (underthe date plate), through the Reverse Fingers and beneath the Hold-Down Fork.(See Figure 10.)
Note: In the Ticket Spitter, the Ribbon is positioned above the hold-down forks toprevent the ticket from rubbing the ribbon, causing it to misalign when a ticket isissued.
3. Carefully lower the Type Section into place. Make sure that the Ribbon is in theproper position and doesn’t catch the Type Wheel.

To Replace Type Section
1. Remove Type Section Retaining Ring from supporting hinge post. (See Figure 11.)
2. Release and raise Type Section as shown in Figure 7. Slide the device to the rightand off the hinge posts. Do not lose the spacing washer on the hinge posts.
3. Replace the new Type Section by reversing the above procedure. Then secure thenew Type Section in position with the Type Section Retaining Ring.
4. Set the type wheels and face as described in the setting instructions on page 11.

Ticket Spitter Trouble Shooting
Trouble Encountered Suggested Action
1. Check ticket supply.
2. Check main power supply.
3. Check that dispenser switch is “On.”Lamp should light when switch is “On.”
4. If power supply functions but device will not cycle, check forticket jams on the interlock switch. See Figure 13 on page 18.
5. If optional Loop Detector is included, press the Test Dispenseswitch. (See Figure 12 for switch location.) If this button acti-vates the device, but driving over the buried loop does not, referto the tuning instructions on the detector. If the detector does nottune, call the factory for service.

6. If the above checks fail to locate the problem, the controller maybe defective and should be replaced.
Note: If you have spare parts or a device with identical components,exchange the suspect component with one that functions to check.

Special Note: Emergency Operation
If the activating device fails, wire the Ticket Spitter for temporary use. In the Connections Box, attach apush-button switch across terminals three (3) and four (4). In the Cashier's Booth, place a jumper wireacross terminals one (1) and two (2). You may also use the Vend Switch. See page 15, Figure 12.
Trouble Encountered Suggested Action
Tickets not cutting in properlocation (cut should be along theperforation or score)
Feed motor continues to run andno ticket cut
1. See pages 18-19, Figure 14, for proper index switch adjustment.
Tickets not cutting clean 1. Cutter blades are self sharpening. If the blades are dull from mis-handling, request a factory exchange.
More than one ticket issued 1. Check sending device or push-button switch for proper opera-tion. If sensing device fails or push-button switch shorts, a sec-ond ticket may be issued after the first is pulled from ticket slot.
2. Verify that detector is properly tuned. If detector is faulty, con-tact factory for replacement.
Issuing long tickets 1. Check that both trigger springs are in place and the positioninglever is seated in the notch located on the Index Cam. (See draw-ing on page 23.)
Tickets jamming in the chute 1. Check cutter for proper lubrication. Verify that it returns to thedown position. Lubricate moving blade and cutter link with ma-chine grade oil. DO NOT LUBRICATE THE SOLENOID .Refer to page 9 under Ticket Cutter heading.
2. Check Cutter Return Spring. Cutter must drop clear of chute.(See pages 22.)
3. Check width of the ticket. Ticket width must not exceed2 and 1/64 inches.
4. Verify that the Ticket Retainer Spring is shaped to contour offeed wheel. (See Figure 7 on page 10.)
1. To adjust cut location, loosen Ticket Feed Adjustment Bolts (seepage 8, Figure 5). Make sure position lever is engaged in slot.Then, rotate wheel forward or back to properly position the ticketat the cutter. Tighten the adjustment bolts securely.

Spitter or Cashier's Clock Trouble Shooting
Note: Contact factory for any service or operational problems that youare unable to solve. Federal APD stocks a complete supply of partsand re-built components. Our toll-free number is 800-527-4768.
Trouble Encountered Suggested Action
Time stamp gains time and nolonger matches hands on clockface
1. Type Section is improperly adjusted. Contact factory for replace-ment.
1. Verify that power is on.
2. Contact factory if clock motor is defective. (See Figure 15 onpage 19, for proper Type Section alignment with clock motor.)
Loses time or stops
Blurred time stamp 1. Clean type wheels with small brush (toothbrush).
2. Verify that Type Section is properly latched in place.
3. Check the Type Section Retaining Ring on Type Section hingepin. It must be in place with the proper spacing washer.
4. Check condition of the ribbon. Replace if worn or if folding hasoccurred.
Not time stamping 1. Check ribbon for proper positioning.
2. Time Stamp Plunger should slide up and down easily.See Figure 16, on page 20.• Check for burned out solenoid coil.• Contact factory for replacement.
3. Check Time Stamp Module. (See, Figure 7 on page 10.)
4. Check Clock Switch. It should be "On".

Service Adjustments
Ticket Interlock Switch Adjustment
The Switch Actuator Arm should operate freely within the bracket slot. (See Figure 13.)
The ticket should push the Switch Actuator Arm and operate the switch before it passesunder the arm. On rare occasions, when the actuator arm needs adjustment, use a pair ofneedle-nose pliers to properly form the arm.

The Switch Actuator Arm should operate the switch midway in its drop to the bottom ofthe slot. (See Figure 14.)
The screws at point “A” allow adjustments to the desired position.
Note: On all switches, you will hear a click noise when the switch is operated. Alwaysallow the actuator arm of any switch to travel slightly beyond the point that the click isheard. This will insure proper switch operation. In rare cases, when the adjustment slotsare not adequate, bending the actuator arm provides more flexibility in adjustments.

When the Type Section is in place, the spring wheel clutch should engage the drivewheel.
If the spring clutch does not contact the drive wheel, space out the spring clutch with aflat washer.
If the spring clutch applies too much pressure against the drive wheel, space out theclock drive with flat washers. (See Figure 15.)

Time Stamp Solenoid Assembly
The Time Stamp Plunger should slide up and down freely.
To clean the assembly, apply lighter fluid between the plunger and the brass sleeve, thenmanually raise and lower the plunger. DO NOT OIL .
If the plunger still does not move freely, replacement may be required. Refer to parts list.

For smooth operation, lubricate the assembly every 60 days. (See Figure 17.)
• Oil Point "A" sparingly with light machine oil.
• Grease Point “B” sparingly with all-weather light lubricant.
