    Lets just leave the choice

    and decision to the peopleof Camarines Sur and let us

    The results of the elections in theUnited States next month will surelyintroduce changes in the worldseconomic strata. The release of funds tothe public will surely improve consumersbuying capacity, so more money will beoating and seeking investment outlets.Improvement in our capacity to digestnew investments and to provide them withample returns will certainly be favorableto the Philippines.

    EXPORTS: Our commodity exports

    are classied into electronics and non-electronics. In the past, electronic exportsused to average 50 to 60 per cent shareof our total exports. Last month, thisfell to 26% indicating lesser orders fromabroad of electronics. The lacklusterperformance was traced to the globaleconomic downswing whereby worldwideconsumers give electronics (which arenon-essential) lower preference.

    The Bangko Sentral ng Pilipinas seemsunperturbed by the drop in electronic

    exports. There are other non-electronicexports that are expected to be orderedeven as the total export picture ispredicted to be higher this year. Thegovernment claims that there are newdiversied products being exportedout of the country which sort of ll-inthe gap created by the slowdown ofour electronic exportations. Indeed, wehave to nd new markets and developnew export products.

    EXPLORATION: Oil explorationin the Philippines can be the secretformula for faster economic growth. Ifwe nd more oil then our importationof the black gold will be reduced, and wewill save a lot more foreign exchange.But oil do not just spring out from theearth or from the sea hence they mustbe explored. Exploration is costly andthe nancial requirements are huge. Toencourage more oil explorers, we mustdangle bigger incentives to those withfunds and expertise.

    Our present incentives are almostat par now with those of our neighbors

    Indonesia, Malaysia and Thailand.

    Their exploration costs are lowerbecause they have the geographicaladvantage as against us: fewernatural calamities, and almost withouttyphoons. Our government is asking formore varied promotions and incentives

    higher than those of our neighbors sooil exploration here can ourish.

    If our debt to GDP ratio improves(lower), meaning our economic growthrate outpaces Phl governments borrowingrate we will get a higher credit rating.Foreign investors will come in with theirfunds that will usher in more economicactivities. With more business andindustry undertakings, both productionand consumption will improve and ifthere be excess, these can be exported toother countries consequently boostingour economic growth.

    Believe it or not, I am practicing twoprofessions today. But many years ago,they existed only in my wildest dreams.Call it fate or whatever monicker youthink is apt to describe them, it is OK withme. I stumbled on them by accident.

    In my early years in the NorthernCatanduanes town of Caramoran, I wasa prosperous traderexporting copra andabaca hemp to Tabaco in Albay almostevery month. On every return trip, Iwould bring goods-sugar, rice, keroseneand other items-for people in the town.Money was easy to come by.

    One day, while reading a borrowedcopy of the Philippines Free Press, athunderbolt of an idea hit me. I wouldwrite for the Free Press. The Free Presshad contributors writing about their joysof getting published.

    I considered it a crazy idea. I wasa high school graduate. My writingexperience was limited to writing loveletters for amorous friends in high schoolwho could not write prose ozzing withromantic phrases. I was their ghost writerand sometimes, their love messenger Inlocal parlance, their bridge.

    That was many years ago inCaramoan, Camarines Sur

    Every love letter beautifully composedmeant free snacks. In those yonderdays, a simple snack of brewed coffee,pansit and pandesal cost l5 centavos. Iwas popular among my friends becauseof my owery prose borrowed from ZoiloM. Galangs For Dreams Must Die.

    In Catanduanes, after a busy day atmy grocery store, I sat down to write.Remembering what an old writer once

    said that the best prose is one writtenfrom experience, I decided to writeabout home. It was an 8-paragraphfeature. I sent it by special delivery.

    Weeks passed. I got no newsabout my masterpiece. I borrowedevery copy of the latest issue from myneighbor. Not a shadow of my article. Iwas beginning to despair. I told myselfthat writing was not in my blood.

    Then one afternoon while enjoyinga bottle of my favorite ginyebra withneighbors, a letter from the Free Presscame. I opened it. Inside was a checkfor Pl5 and a brief note saying that mycontribution had been accepted forpublication.

    I almost jumped with joy, showingthe check to my neighbors. They wereimpressed. And they were proud tohave with them a Free Press writer.It was very difcult to break into thepages of the magazine.

    A head teacher in Caramorancalled me a wordsmith. Several of myarticles were published by the FreePress including a lengthy feature on

    advantage since Rinconada votingpopulation is seventeen thousand

    (17,000) more than the voters in Partido,the 4th district. It would even be politically

    disadvantageous.

    Cong. Luis R. Villafuerte (LRV)interpreted and said it is not gerrymandering

    because the area is contiguous and not

    chosen baliwick of any politician. Forexample, like choosing two towns here,two towns there and elsewhere the

    politician is politically strong. Cong. LRV

    cited the history of gerrymandering in

    the United States by a Congressman

    Gerry. Here in the Philippines he said,

    it is different because after complyingwith the requirements under the law,the Constitution provides that the

    people has to approve it in a plebiscite.Its the peoples will that will prevail

    and not of any politician. Thats

    the great difference. So there is nogerrymandering here.

    Cong. Fuentebella explained thatif HB 4820 will not include Rinconada,

    the 5th district, it is not their making. Itis the Senate that has decided it upon

    the strong representation and request

    of Sen. Joker Arroyo, Sen. BongbongMarcos and the Nacionalista senators.

    To avoid further delays, the four of themagreed to push through with Partido, the

    4th district only. This was the originalplan of Cong. Noli Fuentebella, but he

    agreed with Cong. LRVs suggestion

    to include Rinconada since it wasthe former second district and he will

    support it.

    Due to many disinformations, I am

    forced to write about Nueva Camarinesfor a balanced information. The four

    proponents of House Bill 4820 thatproposes to create a new province to becalled Nueva Camarines namely Deputy

    Speaker Arnulfo P. Fuentebella of the 4thdistrict, Congressman Luis R. Villafuerte

    of the 3rd district, Rolando Andaya Jr.of the 1st district and Dato Arroyo of

    the 2nd district held a simulcast press

    conference last Wednesday when theyexplained the status of HB 4820 which

    is already in the Senate Plenary and tobe taken up on October 8, 2012. They

    explained the purpose of this bill whichwill accellerate development in the ve

    districts of Camarines Sur and it is for the

    benet of the people - not just the presentgeneration but the following generation.

    Juan Escandor asked Fuentebellaif the House Bill is not gerrymandering

    and not to create turf for their families.To this Cong. Fuentebella said that if

    this is his purpose, he would not include

    the 5th district (Rinconada) in HB 4820because it will not give him any political

    Gv w t r ctI learned Rez Cortez is joining the political bandwagon. I did

    see him several times in our area in San Juan here, Iriga Citywhere he lives with his half brother, Orestes R. Cortez, who is

    a more than a very close friend, almost like a brother. Oresteslived with my family in Manila and we undertook successfully

    several projects like publishing a magazine and catering toemployees of the Treasurers Ofce in Manila where my late

    husband worked for years until he retired.

    Rez Cortez is one very intelligent man who would sit withthe ofcers of Kitang Taga Iriga (KTTI) in our regular meetings

    in Manila. most of the time in the cafeteria of the Medical Citywhere one-time president of the organization, the former Dr.

    Josie Colarina had her medical clinic. Rez Cortex was alwayslistened to by everyone of us simply because he speaks very

    uent English and had wonderful ideas for the organization.

    KTTI is an offshoot of Bubby Dacers Pag-iribang Bicolnon, avery prestigious association of Bicolanos in Manila of which I

    was a founding director, that counts high government ofcials,justices, congressmen. successful businessmen and also very

    ordinary Bicolanos.The KTTI organized and Atty. Marietta Magistrado, a

    retired Commissioner on Tax Appeals, as its rst president.

    The organization did nd smooth sailing until now except forsometime when someone did not like to vacate the position as

    president, and activities were no less than ballroom dancing,but meant to raise fund although I wonder if funds were raised

    because the proceeds would just pay off the expenses incurred,so I learned and many were turned off. Now, I know it is back

    on its feet with Sonja Barbara Munoz as its present president.

    She has big plans for the organization and I hope it wouldsupport the candidacy of a bonade member, Rez Cortez as he

    throws his hat in the political ring. Personally, I think we needfresh blood in the government who could give the constituents

    a new and dynamic leadership. Public servants with high moral

    standard like Rez Cortez. I know him. He will make an honestleader. Email [email protected]

    I wouldnt trade my lifeas a teacher with another

    profession. And I am veryhonest about this. There are

    many reasons why teaching

    can be so fullling, never mindthe nancial returns. After all,

    as many will agree, it is not allmoney that matters. In life, it

    is the fulllment of a cherisheddream. To be a teacher is to

    live a fullled life. When one

    is endowed with the big task ofmolding the youth and accept

    that task willingly, what can bemore rewarding?

    Living with high schoolstudents, that group of

    persons who are at the

    threshold of maturity, takesmore than just understanding

    but a thorough knowledge ofwhat kind of persons they are.

    These high school kids arepersons who are not quite fully

    grown up but not immature

    After having taught in

    college for a good number ofyears I nally decided to go

    public and join the bandwagonof many private school

    teachers who left collegeteaching for elementary

    grade position. It was a wise

    decision. Teaching childrenin the lowest grades put the

    best in me. College teachingis very challenging. But

    teaching in the elementary

    school is even more. Andhandling a combination class

    is unthinkably challenging. Itcould also be very demanding

    yet fullling. As a teacher Ihave taken the challenge of

    handling a class that is not

    actually the ordinary run-of-themill elementary class. Called

    I thought it is going to be a very interesting phase of my

    life as a teacher when I got the appointment as Ofcer-in-

    Charge of the Alternative Learning System of DepEd Iriga

    City and I am not wrong. Now I understand better how

    important education is and how little it matters if one goes to

    school under adverse circumstances. This is very obviously

    manifested by the growing number of students enrolled in

    the ALS Section in DepEd Iriga where the present crop of

    students varies in age, in social status, in economic stand

    and in practically everything but each of them desiring to get

    a high school diploma after some ten months and eventuallyand happily nd themselves qualied to go to college. I do not

    know another thing more wonderful than this.

    The Alternative Learning System (ALS) is a free education

    program of the Department of Education. Today, it is beneting

    many who cannot afford formal schooling and follow whatever

    is their available schedule.

    Aimed to open more educational opportunities for persons of

    varied interests, capabilities and demographic characteristics,

    socio-economic origins and status, it is evidently meant to

    address the needs of marginalized groups.

    The instruction is module-based and the students after

    some months, 10 at the most, takes the Accreditation and

    Equivalency Test and fortunately pass it, they are high school

    graduates and qualied for college.

    Today, I experience with some kind of awe being with

    students from practically all walks of lifesome not quite

    very young any more, some just right for their age to be in a

    high school class, many are married and with families, maybe

    some have children who have themselves nished a degreebut aware that age is not a serious consideration if one were

    to seek education. There is something obviously manifest in

    these studentsthe interest in their studies. I watch them with

    glee as I surmise they are happy for the opportunity given

    them to go to school on their own free time.

    I learned Manny Pacquiao is a product of ALS and so are

    many others who did not lose time and avail of this wonderful

    breakthrough in education.

    Where in my position as Principal of an elementary school

    and I have within my seeing premises pupils of elementary

    age, now I have a different sight and it makes me think very

    highly of the quite over-aged students enrolled in ALS and I

    am dead sure in my own way that they are happily looking

    forward to a bright future and going to school is the best to

    achieve that future.

    are a part of the in-crowd and

    if not, their personalities areaffected, their studies too as

    well as their relations. Theyfeel, they do not deserve to

    have less than their peers andsometimes throw the blame on

    their parents. So, they become

    negligent in their studies.They seek recluse. And the

    problem gets bigger. Thestudents problems become

    the teachers too. When

    we are bringing more students

    to school.The most crucial thing that

    a multi-grade teacher has toaccept is the fact that I have to

    handle two different grades at

    the same time under one andthe same roof, of course. That

    is a tall monument to face. Itis a challenge to me; in fact,

    no mean challenge. Facingseveral pupils in one grade

    is not actually simple. But

    imagine, handling a grade IIIclass on the east side of the

    room and a grade IV class thewest side. It is not easy, one

    has to accept the fact thatit is hard. It is but also to be

    the student fails to respondpositively and loses interest

    in his studies, the teachergets affected. And what

    about students who could not

    controlled?. And what thosewho bully other students?

    How do teachers deal withthem? These are problems

    that should not be confrontedto teachers because there are

    prior persons in the academic

    institution who should dealwith them professionally.

    But somehow, the teacherbecomes a part of the

    solution.A high school class is a

    heterogeneous class. The

    teacher nds in his classstudents of varied mold, name

    it and a high school class hasit. Despite all these, the high

    school teacher does nd

    delight in living day by day with

    accepted with a willing heart.

    After all, education can be justabout anywhere, under the

    mango tree, in a dilapidatedhouse, in an abandoned bus,

    wherever there is a chancefor teachers to make children

    learn and happy over the

    fact that these kids can lookforward to a bright future.

    Where children with differentskills and children of different

    developmental levels andneeds in a class, I look at it as a

    wonderful opportunity for me to

    focus on two different classesbut with the same degree of

    attention. Handling pupils ofvarious molds can make one

    uses his creativity and make

    teaching doubly wonderful ifnot entertaining. Personally,

    tional Youth Commission

    (NYC) concluded the 4th leg

    of its Nationwide Caravan

    on Youth Drug Abuse Pre-

    vention and Control at the

    Naga College Foundation

    (NCF) auditorium here last

    Friday.

    The event was participat-

    ed by more than 160 youth,

    including volunteers, repre-

    sentatives from private and

    government agencies and

    International Labor Or-

    ganization (ILO) will hone

    trainers in helping techni-

    cal vocational graduates be

    The project that started in

    July up to December this year

    will tap 125 trainers from vari-

    ous TESDA Training Institutes

    (TTIs) nationwide to undergo

    specialized entrepreneurship

    development training leadingto self-employment.

    In TESDA, we train the

    youth to qualify for jobs lo-

    cally or abroad. This time,

    we will expand our capability

    to equip them with the skills

    to engage in their own small

    business and freelance work

    and be their own boss, Sec-

    retary Joel Vilanueva, TES-

    DA Director General, said.

    Given this, TESDA train-

    ers will play a vital role in the

    effective and efcient con-

    stakeholders.The caravan, staged in

    partnership with the Danger-

    ous Drugs Board (DDB) and

    the city government here, en-

    deavors to make the activity

    as a vehicle to showcase the

    best practices of various en-

    tities in dissuading members

    of the youth sector in getting

    hooked to illegal drugs.

    The organizers also wished

    to impart the ill effects of sub-

    stance abuse and highlight

    their intensied campaigns,

    programs and initiatives to

    combat the proliferation of theillegal substance.

    The participants, through a

    Manifesto signing, established

    a pact of commitment and

    launched the Drug Free Youth

    Freedom Wall before wrap-

    ping up the days activity.

    This undertaking also aims

    to increase the youths vigi-

    lance against drug pushers and

    drug sniffers and spread the

    awareness virus, especially

    among the vulnerable group

    of young people.

    third and fourth batches had

    So far, a total of 108 trainorshave completed the training

    A total of P1.73 million

    mostly coming from ILO was

    allocated for the training.

    The joint project aims to

    institutionalize within the

    TVET system a compre-

    hensive and responsive en-

    trepreneurship program for

    the trainers that can trickle

    down to the students. It will

    not only boost the capacity

    of the technical vocational

    institutions, but also establish

    a pool of TESDA and ILO-

    certied trainers, who will

    mentor the students in their

    respective localities.

    The reality is while ma-

    jority of our TVET graduates

    immediately nd employ-

    ment after graduations, there

    are those who are not fortu-

    nate enough and are trapped

    in the waiting game for the

    right job. There has to be

    an option for them, and this

    is where entrepreneurship

    should come in, Villanuevasaid.

    Villanueva said they

    started this effort through

    the TESDA Specialista

    Technopreneurship Program

    (TSTP).

    We organized our certi-

    ed graduates into teams and

    helped them start their own

    businesses. Now, most of

    them are providing services

    to their respective communi-

    ties and earning way above

    the minimum wage, he said.

    Christmas complete with illustrations.Before I made it to the Free Press, I got numerous rejection

    slips. I did not give up.The late Dr. Tony Zantua, publisher of the Virac-based

    Island Reporter, asked me to edit his weekly. He was probablyimpressed. But before I could assume the post, PresidentMarcos placed the country under martial law.

    With a budding writers name, I applied for an editors jobin Tony Gonzales Bicol Chronicle. He did not think twice. Istayed with his weekly for years. Then I moved over to Dr.Pete M. Marcellanas Daraga Herald as chief editor.

    The Herald gained international fame for its fearlessexposes during martial law. It was featured in the Asian WallStreet Journal in Hongkong and the New York Wall StreetJournal in New York by American correspondent AnthonySpaeth.

    Mr. Spaeth sought me out in Legazpi City to interviewme on the weeklys growing fame. He also talked to Elmer

    Bandol and Arthur Sampana, both Herald staffers.Two Russian journalists from Moscow also came.When the Herald nances conked out, I transferred to

    Bicol Forum of Jose G. Burgos, Jr.However, my rst stint in newspapering was in the Bicol

    Guardian of the late Jack Cabigao of the Premier SecretarialSchool fame. It was Jack who gave me the monickerBuddy.

    As to my teaching profession, it was Dr. Marcellana, Jr.,then president of Bicol College, who introduced me to it, rstas a part timer and later on as a full-time teacher in theundergraduate course. By that time, I had four degrees.

    After a year, I was given a teaching load in the graduateschool by Dean Joseno Rito. I taught management in themasteral and doctoral programs. I am still teaching in thegraduate school.

    Several of my doctoral students are now PhD holders.To mention a few, they are Dr. Sabas Loriaga, Dr. OfeliaZapanta, Dr. Santos T. Arana, Dr. Jania Elatico, Dr. EmmaNapay .

    The development of Bi-

    col hinges on a modern south

    railway system. The delay of a

    railway system project in Bi-

    col is hindering the economic

    and social development of the

    region. With this, we, through

    the Regional Development

    Council, is reminding the cen-

    tral government and DOTC

    (Department of Transporta-

    tion and Communications) to

    act now, Salceda said during

    the RDC meeting here Friday.

    He recalled that the pro-

    posal to extend the existingrailway system from Ligao

    City to Legazpi City and on

    to Matnog, Sorsogon was pro-

    posed about 20 years ago but

    the past administrations all

    failed to pursue it.

    Salceda wants to remind

    the present administration and

    the DOTC that the extension

    project is embedded in the list

    of top Bicol priority projects.

    Its been three years that

    DOTC is talking about the

    south railway system, but

    how come that the department

    is totally silent on pushing the

    project, he said.The governor stressed that

    poverty cannot be alleviated

    in Bicol region without the

    south railway system.

    Cong. Villafuerte also said that he favors the creation of

    Nueva Camarines because it will benet the prople. He said thegovernment will be closer to the people and deliver government

    their support for House Bill 4820.During the press conference, the proponents showed

    their strong determination to push for the creation of NuevaCamarines. They also expressed support to the candidacy of

    of Nueva Camarines keep saying that this is for the personal,

    selsh and political interests of the politicians who proposedHB 4820. But arent the oppositors politicians too with selshand personal interests? They should look at themselves. Who

    proponents of HB 4820 are one in saying that it will benet thepeople, the present and future generations.

    campaign to lead similar advo-

    cacies geared towards educat-

    ing the youth on the ill effects

    of drugs and will continue to

    entice the youth to be a part of

    their advocacy.

    waterclogged areas, planting

    in beds or ridges, and the use

    of systemic fungicides to con-

    trol the destructive diseases

    in Camarnes Norte

    2 new pineapple varieties on testTwo new pineapple

    varieties are now on test

    planting in the province

    of Camarines Norte. They

    are Super Sweet Snack Pine-

    apple or Ulam and MD-2

    Hybrid pineapple. Both va-

    rieties came from Mindanao

    as part of Agriculture Secre-

    tary Proceso Alcalas com-

    mitment to introduce new

    pineapple varieties in the

    province. This is in response

    to the claim that yield is get-

    ting smaller because only

    one variety is being planted

    by the farmers. Camarines

    Norte farmers are tradition-

    ally planting the Queen or

    Formosa pineapple , known

    for its very sweet fruit and

    sturdy leaves.

    The regional ofce of

    the Department of Agri-

    culture in Bicol procured

    1,000 pieces of MD-2 hy-

    brid pineapple from Bukid-

    non. In support to the un-

    dertaking, the Ofce of the

    Provincial Agriculturist in

    Camarines Norte purchased

    1,000 pieces Ulam vari-

    ety from Davao. Both vari-

    eties are now planted at the

    Research Outreach Station

    of DA in Calasgasan, Daet,

    Cam. Norte.

    Adaptability and yield

    performance of these variet-

    ies will be tested under the

    soil and climatic condition

    of coconut areas in Cama-

    rines Norte using different

    production methods. The

    production methods willinclude the medium den-

    sity, low-fertilizer planting

    techniques of farmers; the

    high density, medium fertil-

    izer best practices for queen

    pineapple; and the high

    density, high fertilizer rate

    of Mindanao growers.

    The Ulam variety was

    developed and registered

    by Dr. Juan C. Acosta of

    Bukidnon with plantation

    in Toril, Davao. It has spiny

    leaves similar to Queen

    pineapple and was claimed

    to produce sweet fruit with

    soft edible core. Mean-

    while, the MD-2 hybrid wasreported to be developed by

    a multinational corporation

    but is now in the hands of

    farmers in Mindanao. It has

    similar plant stand with the

    spineless smooth cayenne

    or Hawaiian variety but

    is said to produce sweeter

    fruit with no aftertaste when

    eaten. This variety is now

    being planted in Honduras

    and Mexico,.

    On the other hand, both

    varieties are being planted

    in high elevation areas of

    400-800 meters above sea

    level in Mindanao. Cama-

    rines Norte pineapple pro-

    duction areas are reported

    at 4-100 meters sea level

    only. Dr. Faustino Obrero,

    pathologist and a veteran

    pineapple researcher in

    Mindanao warned that

    MD-2 can be susceptible to

    a form of eld disease when

    planted in lower elevation

    especially when harvest is

    timed in summer months.
