After continuing the ground sweeping since 7:20 in the morning at the

alleged crashed site of a private plane at Barangay Imelda, Naval, Biliran, the responders terminated the Search and Rescue operations at 12:45 in the afternoon of September 11. Regional Disaster Risk Reduction and Management Council for Eastern Visayas, Director Rey Gozon said the decision was made after a thorough assessment by the various response groups from Ormoc City, Red Cross, 19th Infantry Battalion of the Philippine Army, PNP-Naval, PPSP-Biliran, and LGU Biliran. The decision to terminate was based on several factors, among which is the fact that the Civil Aviation Authority of the Philippines has no information about the alleged incident and that all the flights from other airports are accounted for. Another factor is that no trace of plane crash was observed after the conduct of air and ground survey, Director Gozon said. Moreover, some residents near the alleged site of crash could not give an account leading to a plane crash, he added. It may be recalled that at about 8:00 o’clock in the morning of September 10, the DRRM officer

children are the issues highlighting the 27th Northern Samar Peace and Development Forum held at UEP Kapihan, September 10, 2013. Governor Jose L. Ong Jr, who graced the event, informed the body that the forum is timely as the province will be preparing the Annual Investment Plan of the province for the calendar year 2014. On child labor, the governor disclosed that the province is in partnership with the International Labor Organization which is institutionalizing the program initially to a four pilot municipalities out of 24 towns of Northern Samar. But aside from the said assistance, the province also is implementing program against child labor.

Calzado, DSWD Pantawid Pamilyang Pilipino Program (4Ps) information officer disclosed that the family of Rico P. Villocino will be competing with winners of Huwarang Pantawid Pamilya from Region IV-A, V, VII and X this last week of September. The Villocino family who hails from Javier, Leyte, won the title of model family as they demonstrated the best traits of Filipino values of strong family ties. Calzado said the selection of model families is at the provincial level and official nominees are sent to the regional search committee. She added that the competition aimed at recognizing families who religiously complies with the conditions set by the 4Ps. The top three winners in the national search will receive P15,000,

It was noted, according to Mrs. Pat Bigcas of DOLE, that while the ILO project is on-going it is now reaping gains as per report presented to ILO wherein a significant number of children withdrawn as child laborer and now going back to school, but as to the number they have no exact data presented as yet. The most alarming issue which took time in deliberation is the growing number of street children, which according to PSWDO Mejia, although the main responsibility of the parents, it is mostly concern of the local government units. Aimed at reducing the number of street children, the support of the local government unit especially in funding the cause of action is seen as necessary to facilitate and address this concern. Bishop Emmanuel C. Trance, the convenor of the NSPDF stressed the need for an immediate resolution of this problem, and asked the body as to what extent the assembly could act on to get those children from the streets. Bishop pointed that we should not consider the children as burden but an opportunity for us to work together in looking into their welfare. The real concern is beyond being street children as it redound to poverty which is a more complicated issue. The DSWD, PNP, the church and other agencies are doing something on this area even picking up these children from the streets and keeping them in the institution (Lingap Center) but after awhile they go back to begging in the streets, PSWDO Mejia said. PSWDO Mejia informed that, when they were having interviews with the street children, they found out that the parents themselves were the ones pushing them to beg for their food on the table. Considering the gargantuan and immediacy of the concern, the assembly agreed to facilitate and make resolutions to address the issue involving all the task forces for the protection of children. NGO, LGU Hernani ink MOA on child-centered community-based climate change adaptation project

Plan International, a global children’s development organization and

the Local Government Unit (LGU) of Hernani Eastern Samar recently signed a Memorandum of Agreement (MOA) on Child-centered Community-Based Climate Change Adaptation Project in the Philippines (CC-CBA). Plan International Eastern Samar Program Manager Analyn Co said the project, which is spearheaded by Plan International in partnership with Save the Children and Institute for Sustainable Futures of University of Technology Sydney, calls for the implementation of a 30-month project in the Philippines through the support of AusAID under its Community-based Climate Change Action Grants (CBCCAG) Program. The project covers 40 barangays in four provinces of the country, particularly, Aurora, Northern Samar, Eastern Samar and Southern Leyte, Ms. Co said. It aims to increase resilience of children, youth and their communities to climate change impacts and to strengthen evidence-based child-centered community based adaptation program in the Philippines. A whole day “Service Fair 2013” today, marks the month-long

celebration of the 113th service to the nation of the Commission on Civil Service (CSC). In a media statement today of CSC Provincial Director, Rey Albert Uy, the Service Fair is made possible by some government agencies, at the

barangays covered by the said project as barangays Carmen, Garawon, San Miguel and Nagaja located in the southern part of Hernani, Eastern Samar. NSAC approves 19 ARCP projects nationwide

In a recent deliberation held in this City, the Agrarian Reform Communities

Project’s (ARCP’s) National Sub-Project Approval Committee (NSAC) approved some 19 proposed irrigation and farm-to-market road projects. These projects, according to Regional Director Eliasem Castillo of the Department of Agrarian Reform (DAR), are for implementation in selected agrarian reform communities (ARCs) in Regions 4-B, 5, 8 and 9 under the second phase of the ARCP (ARCP-2). Castillo, who hosted the event, said that this was the first time the NSAC held the deliberation of projects to be funded by the Asian Development Bank (ADB) outside Metro Manila. Castillo disclosed that of the 20 proposed projects deliberated, Region-8 has the most number with seven, and all were approved by the body. Region-9 got six approved projects, five for Region-4B, while only one was approved for Region-5.An aggregate total amount of P411.1-million is needed to finance all the 19 approved proposed projects, Director Castillo said. Eleven of these are irrigation projects while eight of them are farm-to-market roads. One proposed warehouse failed to meet the design standard leading to the NSAC’s disapproval of it. The approved irrigation projects for implementation in Region-8 include: construction of Bunacan Communal Irrigation Project in San Isidro, Leyte; Construction of Cagnocot Communal Irrigation Project in Villaba,Leyte; and the rehabilitation of Tabunok and theTagbawto Communal Irrigation Systems both in Hilongos, Leyte with a combined total cost of P135.2-million. of P49.7-million. San Isidro town got two projects in this deliberation, an irrigation project and the rehabilitation of the 1.74-kilometer Bawod-Paril farm-to-market road. Director Castillo said that the body realized how these projects are badly needed by the farmers in rural areas to improve their quality of life when they visited one of the recipient ARCs, the San Isidro ARC, with 2,190 ARBs and where rice fields are just dependent on rain and the road leading to the area is hardly passable by vehicles particularly on rainy days. The two other approved farm-to-market road projects are the construction of the 2.8-kilometer Capirawan-Gacao-Canhidoc-Arado road in Palo, Leyte and the Concreting of the 4.4-kilometer Cagaut-Cantomoja-Camanga-Carapdapan road in Salcedo, Eastern Samar. During the deliberation, the body, chaired by DAR Assistant Secretary Dennis Barrantes, gave emphasis on the economic value of these projects towards the farmers particularly the agrarian reform beneficiaries in the ARCs. The Provincial Statistics Office here said the province of Leyte regis-

tered a slight decrease in inflation rate by 0.4 percentage point from 3.0 per-cent in June to 2.6 percent in July this year. According to Wilma A. Per-ante, Provincial Statistics Officer, the biggest drop was noted on the infla-tion rate of housing, water, electricity, gas and other fuels by 1.5 percentage points due to decrease on the inflation rate of electricity, gas and other fuels by 3.0 percentage points from June to July. This was followed by the 1.3 percentage points decrease on the in-flation rate of alcoholic beverages and tobacco, Perante said. Moreover, other major com-modity groups that exhibited decline on its inflation were: furnishings, house-hold equipment and routine mainte-nance of the house; food and non-alco-holic beverages; clothing and footwear; and health. Inflation rate is the general rise of prices over a specified period. It indicates how fast or how slow price changes over two time periods. Con-trary to common knowledge, low infla-tion does not necessarily connote that prices are falling; rather, it means that prices continue to increase at a slower rate. Meanwhile, the purchasing power of the peso in the province was sustained at 71 centavos from Febru-ary to July 2013. This indicates that the same basket of goods and services worth 71 pesos in 2006 (base year) will be bought at 100 pesos during the refer-ence period. (PIA-8)

Eastern Visayas has enough rice supply and prices of commercial

rice are expected to normalize with the onset of sporadic palay harvest. This was the statement of Vilma Zarraga, National Food Authority (NFA) regional manager saying that based on the Rice Situationer Report (RSR) of the agency, the region’s total rice inventory or the rice stocks of NFA, commercial sector, and households is equivalent to 2,143,613 bags, good for 68 days of consumption. Zarraga explained that the bulk of the region’s inventory is in the households with total of 1,337,431 bags; rice stocks of 389,006 bags are with the commercial sector; and 417,176 bags are with NFA. The Department of Education (DepEd), and Philippine Health

Insurance Corporation (PHIC), launched recently the expansion of Primary Care Benefit 1 (PCB1) package and Tuberculosis (TB) Directly Observed Treatment Strategy (DOTS) Center to cover personnel of DepEd. The launching was held at the Division Office this City. The Clinic/Center will be named DepEd Division Clinic and at the same time TB-DOTS Center which will cater to the outpatients or DepEd personnel with free of consultation, free laboratory examinations and free drugs and medicines. The said Clinic is the first DepEd Clinic accredited by Philhealth for PCB1 and TB-DOTS nationwide. During the launching, a symbolic check, amounting to P905,250.00 was given by Walter R. Bacareza, Regional Vice-President,

PhilHealth-8, to Dr. Bernardo A. Adina and Dr. Jennifer M. Picardal, Division Medical Officer of Deped, E. Samar as Capitation fund. The actual release of the said amount will be next month (October) and this will be used for five months operations starting last August to December 2013. Moreover, Dr. Picardal said that next year (2014) the budget of PhilHealth for this Clinic will be P3-M but the amount will be released per quarter in the amount of P750,000.00 each. The said amount will be used to buy medicines, medical and laboratory equipment, medical supplies and additional benefits for health workers or professional fees. The outpatient teaching and non-teaching personnel can avail of P500 worth of medicines each with their dependents. There are two Divisions, in the province, the E. Samar Division and

the City Division in which they have more or less 6,000 teaching and non-teaching personnel. After receiving the information, PDRRMC-Biliran and LGU Naval immediately dispatched response teams composed of PNP Biliran Public Safety Platoon, Bureau of Fire Protection and DOH-RHU Naval to the alleged crash site to verify the report and conduct SAR operation. Upon coordination with the AFP Central Command, and Tactical Operations Group-8 of the Philippine Air Force, two Huey Helicopter along with the 802nd Brigade Troops were dispatched to conduct aerial survey at the reported crash site but was unable to locate said plane due to thick forest foliage. Meanwhile, four responders were injured after sustaining multiple bee stings on their way to the reported crash site on September 10, Director Gozon said. Gozon identified the injured as Senior Fire Officer 2 of Bureau of Fire Protection Naval who sustained severe allergic reaction to bee stings and is now confined at the Naval Provincial Hospital; 19 years old Alfredo Berog, Jr. of the Naval Civilian Volunteer Group who also sustained severe

allergic reaction to bee stings and was also admitted to the same provincial hospital. The Eastern Visayas Regional Land Use Committee has endorsed the

2013-2022 Comprehensive Land Use Plan of Tacloban City. NEDA Region 8 Director Bonifacio Uy told the Philippine Information Agency that the endorsement was made during the committee’s August 27 meeting. The RLUC’s endorsement of the Tacloban City CLUP shall be submitted to the Regional Development Council Region 8 and to the Land Use Regulatory Board, Director Uy said. Director Uy further said that representatives of the NEDA, DENR, DA, DTI, DPWH, DOT, DILG, DOST and the private sector representative participated in the review process of the Tacloban CLUP. After scrutiny of the document, the Committee found it consistent with the 2005-2030 Regional Physical

Framework Plan as it conforms with the principles of sustainable use and management of the Region’s physical resources, Director Uy said. It was learned that Tacloban City Planning and Development Coordinator Rolando G. Hidalgo presented the CLUP to the Committee. The proposed development projects of the City in the next ten years as well as its identified growth areas, such as residential, industrial, commercial, tourism and other areas, were highlighted in the presentation. The areas were identified taking into consideration that Tacloban City is a Highly Urbanized City, declared as such on October 1, 2008 by virtue of Presidential Proclamation No. 1637, Director Uy said. The Tacloban City CLUP document has three volumes, namely, Land Use Planning, Zoning Ordinance, and Sectoral Studies. Director Uy said its preparation is in compliance with Republic Act 7160, otherwise known as the Local Government Code of the Philippines. The City Planning and Development Office spearheaded the CLUP preparation with the assistance of the various City Government departments, national government agencies and representatives from non-government organizations and people’s organizations. The CLUP is the blueprint for future physical development of cities and municipalities that is mandated under the Local Government Code (RA 7160) to be adopted and enacted by the local Sanggunian through a Zoning Ordinance. CLUPs serve as guide in the rational and sustainable use of land resources. The approved CLUPs should be periodically reviewed and updated to respond to changes and development trends that have implications on the land use and physical development of the city or municipality, Director Uy said.
