ROXBY DOWNS...‘Youth Futures in Roxby Downs’ – a paper prepared by youth development consultant Jack Wade – was released to the public this week at a meeting with youth and key stakeholders. The paper, financed by BHP Billition and Olympic Dam Operations, highlighted a series of issues facing local youth and the wider community. “This paper has been developed as an essential ele- ment in an important planning project to identify youth development goals for the next three years, to be sup- ported by a detailed operational plan,” Mr Wade told The Monitor. “It reports on consultations that have occurred recently across the community and is intended to stimulate dis- cussion leading to agreement on the goals for youth development.” The report, which comes after three months of com- munity consulation, defines young people as “persons aged between fourteen and nineteen years who are ex- periencing the transition from childhood to adulthood”. ‘Youth Futures in Roxby Downs’ has been welcomed by the new Roxby Downs Council family and youth officer Tom Beever as both “controversial and hon- est”. Some key points highlighted in the paper include: A perception that Roxby Downs Youth Service, though “an important and valuable resource” is not “sufficiently engaging” for older teenagers, that the service does not network sufficiently with other lo- cal services and suffers from the “absence of a de- gree-qualified social worker with extensive expe- rience in working with young people”. In contrast, local youth spoke of “intense boredom; a lack of respect for young people from adults; and a lack of real commitment by the community to support activities for young people outside organ- ised sport”. Let’s just be blunt here. Why are you reading The Moni-tor? Why did you pick this newspaper up off your frontpath or the café counter today?Surely, if you were unhappy with the policies and stand-ard of this newspaper – you’d use it to line your budgiecage without ever opening it up? I sure would…but then,I’m perhaps the only person in our readership who can beabsolutely confident in The Monitor’s editorial policies –because I set them.So, perhaps, I take it a little too personally every time Ihear rumours The Monitor is simply ‘a puppet arm of theevil establishment’. (That quote reached me in a rounda-bout way once and I’ve clung to it, gleefully, ever since.)Never before has The Monitor taken on this perception,head-on. But here goes...Yes, the Roxby Downs Council is the custodial owner ofThe Monitor. The Monitor came about as a result of myoriginal business plan, a community need highlighted inthe Roxby Reports 2001 and a series of progressive businessloans provided by the Roxby Downs Council. However, itis true to say that without Council’s instigation ournewspaper would never have existed.The Roxby Downs Council news page is a paid newsletterand it is the only part of the newspaper that passes under acouncil employee’s eyes before it hits your doorstep. Wedo not let any organisation vet our news.The Monitor is managed by Ray Goldie in cooperationwith the local team. The aim of this arrangement is to ensureThe Monitor staff – me, in particular – have editorial inde-pendence while still providing a mentor for local staff. Noteven Ray gets an early sneak-peek at our news - all editorialdecisions are made locally in The Monitor office.We are currently in the process of becoming an independ-ent body with a board of our own – but it hasn’t been asimple process and we’re still working on the details.As a journalist of more than 10 years now, I have found itvery difficult to balance the needs of a business and theresponsibilities of a reporter but never, ever, have I backeddown from a valid news story in an effort to avoid upset-ting an advertiser or contributor.To suggest so, is slanderous, and – frankly – gets me riledup.At the same time – The Monitor is not my private soapboxeither. When someone stops me in the street to voice a com-plaint or highlight an issue, I encourage them to be part ofa story, or to write a ‘letter to the Editor’. I am not free towrite unsubstantiated stories in The Monitor – and thiscolumn is the only part of the newspaper where I get towrite my opinion…that’s why my face is firmly planted atthe top of the column, so you know that these are my words.When we receive a ‘letter to the Editor’ we vet it carefullyto ensure it contains no defamatory claims – after all, we’renot doing anyone any good if we can’t publish our paperbecause of a lawsuit. We also give any person or businessnamed in a letter ‘right of reply’ – call it fairness, but it’salso our legal responsibility.Sometimes, there’s a fine line between gossip and opinion.Contrary to community ‘perceptions’ – there is no ‘free-dom of the press’ in Australia, but we at The Monitor com-ply with industry ethics and legal requirements.Perception is a powerful thing, isn’t it? And there are someinteresting perceptions floating about around your com-munity newspaper.The Monitor is a not-for-profit business – my wage, andthat of the six other employees at this tiny little organisa-tion is paid by our advertisers, as is our printing bill andour distribution to more than 3100 homes and businesses.In contrast, the newspaper puts more than $5000 back intothe local economy every week.We do not plan to ever become a paid newspaper - thatwould undermine our commitment to this community. Ourgoal is to reach as many readers in the Far North andOutback as possible – the best way to do that is to bedelivered free. In this way, we guarantee our advertisersthe widest potential clientele and, they in turn, continue tosupport us by advertising. This advertising support allowsus to provide a series of free services to the wider readership– things like community and sporting calendars, advice onlocal services and community support groups…as well asa healthy dose of good old news, sport and entertainment.Being free does not suggest that our quality is inferior toother, paid newspapers – in fact, The Monitor continues toreceive industry recognition throughout Australia. Beingfree, simply means we do the job we were designed to do. As a community newspaper – I feel, we have a role notonly to report news, but to generate discussion and high-light relevant issues. That is why, we encourage you towrite to us, call us, stop us in the street – so that we canaddress the issues that concern you. But they have to beyour concerns – the community’s concerns - not just myopinion. And you have to be prepared to put your name tothem too.I’m not asking you to believe everything you read. Pleasedon’t. Question us, question all media, complain, write let-ters, make sure you get the answers you’re looking for – orthe newspapers you read really will be useful for nothingexcept kitty litter. The Monitor is your communitynewspaper – make the best use of it you can!

...continued from Page 1.ROXBY DOWNS…Roxby DownsLeisure Centre will close its doors topotential vandals during the upcomingschool holidays, following an increasein vandalism at the centre.Vandalism at the centre has increasedthis year, according to facility managerLaurence Duggan, culminating this pastmonth in doors pulled off hinges, holeskicked in walls, holes drilled in thestadium floor and support bars on thebasketball hoops bent.“It’s not just the damage that concernsus,” Mr Duggan told The Monitor. “It’sthe fact that this damage occurs whenuser groups are playing sport in thefacility – and no one reports it.”“Sometimes things happen and they’reaccidents – we understand that and wecan get them fixed. But this wantondamage and vandalism is going to costeveryone.“We’ve already decided to close thestadium during the school holidays tomake the repairs before the new sportseasons start.“But if this damage continues then we’ll

have to assign a staff member tosupervise the building while usergroups are here and if that happenscosts will go up.”Mr Duggan called on facility-usersto “take ownership of the centre” andspeak out against vandals.“Someone must be seeing thisdamage occur – it’s happening whilesports are being played in the centre.“If we allow this to continue, fees willgo up dramatically and that is goingto hurt everyone.“Already, every time there’s a changeof user we’re checking the stadiumtop to bottom and user groups aregoing to be charged when we finddamage.“After three years of greatrelationships with people, this yearhas just been terrible – we have tomake these changes just to makepeople accountable.“But the best thing people can do isstand up themselves - for their facilityand their sporting groups - when theysee someone damaging the centre.”

OUTBACK…The Outback Cattle Drivewill take a new route in 2007 – the OodnadattaTrack. This year’s event was held along theBirdsville Track and attracted hundreds of ‘drovers’from around the world and throughout Australia. The2007 Outback Cattle Drive will echo the ‘Horns andHooves Down the Oodnadatta Track’ held earlier thisyear. A highlight of the 2006 Outback Cattle Drive willbe camping at Anna Creek Station – SA’s largest cattlestation measuring 30,027km2. For more informationabout the event, log ontowww.cattledrive.southaustralia.com.OLYMPIC DAM…The SA Government has, again,thrown its support behind the proposed expansion ofOlympic Dam as a ‘major development’. Premier MikeRann says the expansions will mean “thousands of newjobs for South Australians and a huge boost for thestate economy”. The ‘major development’ status re-quires BHP Billiton to meet a series of reporting obli-gations including the preparation of an EnvironmentalImpact Statement. The decision to grant the OlympicDam expansion ‘major development’ status wasgazetted last week. The move comes at the same timeas the introduction of a Bill, by the Rann Government,to change the way mining royalties are calculated inSA. Royalties are currently calculated at 2.5 per centthe value of minerals leaving the mine. The changeswill introduce a split rate – 1.5 per cent for the firstfive years, and 3.5 per cent thereafter.WOOMERA… Japan has postponed testing of a su-personic aircraft in South Australia’s outback. The Japa-nese government-funded National Experimental Su-personic Transport project was to have made a testflight at Woomera next week, but an anomaly in themeasurement system of the aircraft has put back thetest flight date until the first week of October. Theproject aims to build a plane that would fly at twice thespeed of sound, and be capable of flying twice the dis-tance of the Concorde with three times the passengers.In 2002, an 11-metre model - one-tenth the size of theplanned supersonic plane - crashed within seconds oftake-off on a test flight at Woomera. This year’s sched-uled tests represent phase two of the $360 millionproject being overseen by Japan’s National AerospaceLaboratory.COOBER PEDY…Coober Pedy will share in $68.3million allocated by the State Government for roadmaintenance. Funds will be used for resurfacing workson some of Coober Pedy’s town streets, to be com-pleted before July 2006.OUTBACK…The first ‘State of the Outback Report’,commissioned by the Outback Areas Community De-velopment Trust, was launched last month. The 130-page report aims to provide a ‘snapshot’ of SA Out-back life and will provide a ‘benchmark’ for develop-ing Outback policy and as a reference point for futuredecision-making, Minister for State-Local GovernmentRelations Rory McEwen said. “Excluding the majorcentres of Coober Pedy and Roxby Downs, the reportsfound there are less than 8000 people living in scat-tered communities across the state’s Outback areas,”Mr McEwen said. “Interestingly, the report found thoseresidents are less stressed than other South Australians,more likely to use renewable energy and have a strongidentification with their cultural and local communi-ties.”

ROXBY DOWNS…St Barbara’s Parish School stu-dents are helping to keep their families safe on siteat Olympic Dam.LGG students at the school have created a bannerwhich, in cooperation with BHP Billiton, will be dis-played on site at Olympic Dam.The banner encourages employees to ‘think of us –be safe’ and features students’ faces.The concept was initiated by BHP Bilition employ-ees and local parents Paul Dear and Mark Davieswho hoped the banner would personalise safety is-sues for Olympic Dam employees.To celebrate the initiative, St Barbara’s Parish Schoolstudents have enjoyed a ‘Safety Week’ this month,which included visits from the Olympic Dam emer-gency services officers.

FAR NORTH…Almost 20 Far North ‘hoon drivers’have been charged by police since SA’s new misuseof motor vehicles laws were introduced in early 2005.Of the 19 ‘hoon drivers’ reported, seven occurred inRoxby Downs.“All these were before we had policies in place forthe impounding of vehicle - as a result we have notimpounded any vehicles,” Sgt Richard Hobbs toldThe Monitor.However, Sgt Hobbs said local ‘hoons’ can expectto lose their vehicles in the future if they continue tomisuse motor vehicles.“The new law is very important locally, given thenumber of ‘burnouts’ that were occurring in townjust prior to the new laws being introduced,” he said.“These have since diminished dramatically. Unfor-tunately drivers are still giving the Bypass Road T-junctions a work-out and creating a very poor imagefor the town.”

door was damaged.On September 18, 2005, a 23-year-old Woomera manwas arrested for assault and breaching his bail condi-tions.Police are investigating a report of illegal interferencereceived from a Roxby Downs resident on September 24when a person broke into a vehicle parked in a car parkand searched through it.On the same day, police received a report that a BMXbike was stolen from Richardson Place, Roxby Downs.On September 16, a 33-year-old Roxby Downs man wasreported for driving an unregistered and uninsured mo-tor vehicle and driving without a licence.Police received a report of damage to the Hermit StreetPlayground in Roxby Downs on September 13, 2005 Thedamage occurred sometime between Friday, September9 and Monday, September 12. The event willcoincide with the summeropening of the RoxbyDowns Leisure CentreSwimming Pool, which willbe open for all the commu-nity for free swimming allday.The 2005 Family Daymarks the 30th year since thediscovery of the OlympicDam orebody in 1975, andthe event will acknowledgeWMC Resources’ contribu-tion to Roxby Downs, andwelcoming BHP Billiton tothe region.History buffs will be fasci-nated with footage shownall-day in the Outback Cin-ema – a selection of shortfilms from discovery of theorebody in 1975 through the‘hey day’ of the expansionin the late 90s and right upto present day. Displays inthe auditorium will illustrateOlympic Dam’s develop-ment since the discovery, aswell as tell visitors all aboutBHP Billiton, the mine’snew owner.Richardson Place will beclosed for the day, with rockclimbing on the lawns in themiddle of the town. ROXBY DOWNS...Roxby Downsresident Chrissy Bradford, 23, has beentravelling around the world since shewas 17.“I spent a year in Brazil, went to France,Thailand, traveled throughoutThailand, New Zealand and the UK,”she told The Monitor. “I met my SouthAfrican partner in London.”When her travels brought her to RoxbyDowns, she decided to share her loveof travel with others - taking on theposition of tourism officer at the RoxbyDowns visitors information centre.“I got into tourism because I wanted tomake travel easier for people,” she said.“When I first wanted to go to London Iwent to a travel agent for advice andshe said ‘I’ve never been there, I can’ttell you anything about the place’ andright then I knew what I wanted to do.“Since taking on the traineeship posi-tion, I’ve learned so much about ourregion.“There’s a lot going on here in RoxbyDowns - it’s a very interesting place -and then you have all the differentattractions of Woomera, Andamooka,Olympic Dam.“I just love when people come back tome and say ‘you were right, it wasworth thevisit’.”

HEALTHY EATING...It is great for children andteenagers to have a wide range of food to eat at lunchor snacks each day.Bringing food from home is a good way to savemoney and be healthy.There are lots of ways to make the lunchbox tastyand fun.Cut up fruit for children – more appealing and morelikely to eat it.Add a surprise to the lunch box like a sticker, mes-sage or a jokeTry to include your child/ren in making their lunch.Teenagers can do it themselves!Ask your children to write a list of foods that theywould like in their lunchboxes (healthy of course!).Suggest to them to help you with “lunchbox shop-ping”.Use a frozen “icepack” to help keep lunches cool sochildren want to eat it.Here’s another great idea for school kids – big andsmall.

Mini Pizzas (makes four serves)Ingredients:4 x wholemeal or multigrain English muffins.4 x teaspoons tomato paste.1 x cup reduced fat grated cheese.Try any of these toppings:1 x cup of cup of any chopped or grated vegies: cap-sicum, zucchini, carrot, mushrooms, etc.4 slices of chopped ham, a small tin of baked beansor a small tin tuna.Method:Preheat the oven to 180oC, or set grill to medium.Split each muffin and spread each half with tomatopaste.Your child can help to decorate the pizzas with top-ping and sprinkle the top with cheese.Put the pizzas in the oven or under the grill until thecheese is melted and starting to bubble.Take them out of the oven or grill.Let them cool then wrap in plastic and place in thefridge or freezer until needed for the lunch box.

As many of youwould know there is a shortage of teachers, particularly in specialist areas, andwe take every opportunity to encourage graduates to teach in the country.Building Safety…Many buildings built prior to 1984 have often asbestos-re-lated materials used in their construction.As a result maintenance/building workers need to be alerted to the safety pre-cautions needed in any buildings with this present.From time to time we have a query as to the safety of I Block as some cementfibrous material has been utilised in these building.We have this building inspected yearly and we have been assured that they arecompletely safe learning areas.Health can only be affected by inhaling a large number of fibres that could bereleased into the air through cutting, drilling, grinding or sanding these materi-als.Vandalism…Unfortunately we suffer vandalism from time to time.Last weekend a window was broken in Ms Arthur’s classroom and a CD Playerstolen.We ask community members to take an active role to watch over the schoolparticularly during holidays and weekend periods.The police have been asked to be especially vigilant over this time.We will be pressing charges against anyone who is trespassing on school prop-erty.End of Term 3…The pressure is beginning to build for our Year 12s as theystrive to complete projects and prepare for final exams, which begin in Week 4.We wish them well over these final weeks.School will be dismissed at 2pm this Friday, September 30.We will be holding a final R-12 Assembly in Stadium 1 at midday and all par-ents are welcome to attend.We thank everyone for their support of the school this term.We wish everyone a safe and enjoyable two weeks holiday time with their chil-dren.We look forward to everyone returning safe and well on Monday, October 17.

Roxby Downs Area School was visited by two sepa-rate groups of university representatives.The first group spoke to a number of students fromYears 10-12 who have expressed an interest in pur-suing a career in health.Three medical students from Adelaide Universityspoke about different career pathways, includingnursing, physiotherapy, dentistry and medicine.

The second presentation was aimed at students whointend to follow some form of higher education,whether through university or TAFE.The presenters, Mr Graham Brookman and MsAnnette Davey explained the process of applicationto interested Year 11 and 12 students.Applications for 2006 need to be in by the end ofSeptember so the visit was very useful for many ofour students.

Upcoming Works...The Bushfire Prevention Committee has recently had a meeting,with changes to the CFS Act and the upgrade of theBushfire Prevention plan to be addressed.Council has ordered a number of replacement elec-tricity meters for Axehead Road, Finniss St, PioneerDrive, Wilaroo Street and Eyre Court – customers areadvised that changeover of meters will take 10-30 min-utes approximately for each meter, however, contrac-tors will be flexible with change over times to suit indi-vidual customers. Today, September 29, is asymbolic day in the history ofthe Community Plan.In 2003 the first meeting of theRoxby Downs CommunityBoard was held and in 2005we celebrate the first editionof Community Plan Update.The inaugural Board was established to provide over-all direction and advice on the development of a Com-munity Plan.With the Community Plan now finished we are nowembarking on the next exciting stage – implementation.Many thanks go to the original board members—Phillipa Weltner, Ben Garwood, Mel McCarthy, KarenGrantham, Wayne Morris, Wendy Osborne, BrentonSmith, Justine Ward, Jason Wilson, Rev. Tom Beever,Fr Jim Monaghan, Kathy Wooldridge and Bill Boehmfor their tireless efforts, enthusiasm, and commitmentto the strategic process.To date eleven nominations have been received for thenew Board and interviews are currently being organ-ized.The composition of the new Community Board will beannounced in the coming weeks.It is anticipated that there will be a mixture of old andnew faces.

its own right.All thosep r e s e n tagreed to en-c o u r a g eother busi-nesses to be-come in-volved not-ing that itwas impor-tant toachieve ab a l a n c eacross allsectors.Many busi-ness sectorsare repre-sented inR o x b yDowns in-

cluding retail, contractors,tourism and hospitality, finan-cial and real estate servicesand home based businesses.A subsequent meeting of theBusiness Forum was held onSeptember 26, to enable thegroup to review the goals,strategies and timeframes de-tailed in the Implementationframework.The outcomes of that meet-ing will be reported in thenext issue of Community PlanUpdate.

The definition of family iswide reaching and covers allage groups.It is important to rememberthat everyone who comes tolive and work in Roxby is partof a family.Tom can be contacted on8671 2892 and is available byappointment if required.

The first meeting of the Sports and Recreation Forum washeld on September 14.This meeting targeted those who had expressed an inter-est in being part of a steering group.Those present will help establish a forum that addressesissues surrounding sport and recreation.The next 18 months are important for sport and recrea-tion because of the expansion and the need to plan forfuture growth.The Forum is an opportunity to guide the way sport isdelivered and tackle issues such as volunteering and fund-ing.One of the major points of discussion during the meetingwas the need to have representatives from all sportingand recreation groups involved.It was decided that all groups be invited to nominate arepresentative to attend a meeting on October 19.At that meeting the Chairman, Deputy Chairman and Sec-retary will be elected.

This will set the ball rolling to establish an incorporatedAssociation.The next step for the Forum will be to review the strate-gies, goals and timeframes detailed in the implementa-tion framework. .One of the suggestions to come from Wednesday’s meet-ing was to include a sporting calendar in the new Wel-come Pack for new residents.Alan Male, a consultant with exten-sive background in sport andrecreation facilities develop-ment and strategic planning,has been engaged by Councilto work with the Forum andindividual clubs to identifycurrent and future needs andissues.His expertise will be a valu-able resource.

AUCTION & GOLF DAY…The 15th annual RoxbyAuction and Golf Day raised almost $50,000 on Satur-day, September 17 for the Royal Flying Doctors Service.While final figures are still being tallied, the donationsstand at around $49,000 this week.“The day was excellent – it exceeded all expectations,”local RFDS Auxiliary president Shirley Gow told TheMonitor. “A big thankyou to all those who, in any wayat all, helped on the day – especially the Golf Club, theAuxiliary and Richard Earle of Landmark Auctioneers.”The Roxby Downs Auction and Golf Day is SA’s singlebiggest Outback fundraiser for the RFDS, but the localcommunity supports the service all year around,” MrsGow told The Monitor.“On auction day day the auxiliary handed over $100,000which was collected locally in the 2004/2005 financialyear. So, a big thankyou must go to the communitywho give generously every year.”Top auction items on the day included bids of $540 fora 10kg bar of Cadbury’s Milk Chocolate and $1400 foran RFDS flag. Sporting memorabilia and toys broughtin some big bucks, but the top-selling item on the daywas the Outback Chefs dinner for $1800.In the golf, the winners of the ‘front nine’ were DannyHaines, Nick Jarman, Greg Roberts and WayneDrogemuller.The ‘back nine’ was won by Brett Woodall, DanielRobinson, Mark Dillon and John King.

Dirt circuit state titles in RoxbyDIRT CIRCUIT...Roxby Downs willhost Round 2 of the Dirt Circuit Rac-ing state titles this weekend.The Roxby Downs Sporting Car Clubwill host the two-day event at the RedDunes Raceway on Opal Rd, RoxbyDowns.Scrutineering begins 9am on Satur-day, October 1. Practice will run fromnoon to 3pm.Admission will be free on Saturday.
