As my first year as your stateSenator comes to a close, I’mexcited to share some of thedevelopments taking place acrossour community. Throughout theyear, the 10th District received morethan $22 million in funding fromstate grants for businesses, non-profits, schools, emergency services, and community organizations. These grants are vital for expanding

opportunities here in Bucks County, as well as the preservationof some of our most historic sites.

I’m honored to be able to support such important localorganizations in this capacity, including A Woman’s Place, TheNetwork of Victim Assistance (NOVA), Habitat for Humanity, theBucks County Workforce Development Board, Bucks CountyCommunity College, The Pennsylvania Biotechnology Center ofBucks County, and our dedicated fire companies and EMS units.

Bucks County is a beautiful blend of past and future, historyand innovation. As we look ahead to a new year in the 10thDistrict, I’m excited to continue fighting for opportunities toinvest in the growth of Bucks County, a place we’re fortunate to call home.

n August 2018, our community was devasted to learn of the murder of seven-year-old Kayden Mancuso atthe hands of her biologicalfather during a court-mandated, unsupervised visit.Since taking office, I have beenhonored to work closely withKayden’s family in the draftingof SB 868. The bill, known asKayden’s Law, would requirecourts to ensure the health andsafety of the child in makingcustody decisions. My BucksCounty colleagues Rep. TinaDavis and Rep. Perry Warrenhave introduced a companionbill in the House.

In October, the SenateDemocratic Policy Committeeheld a hearing on the bill at theLower Makefield CommunityCenter, where we heardtestimony from Kayden’smother, Kathryn Sherlock, aswell as representatives fromChild USA, the PennsylvaniaCoalition Against Rape (NCAR),the Pennsylvania CoalitionAgainst Domestic Violence(PCADV), and the Network ofVictim Assistance (NOVA). A child’s safety is too oftenoverlooked in custody andvisitation mandates. Thesedecisions can mean thedifference between life and

ince it was enacted in 2010, The Affordable Care Act (ACA) has providedmore than 20 million uninsuredpeople with healthcarecoverage. With the ACA’sexpansion of Medicaid, there’salso been an increase infinancial security across theCommonwealth. Pending courtchallenges could result in all orpart of the ACA being

repealed. If that were tohappen, I want to make surewe are prepared here inPennsylvania to protect ourresidents’ access to healthcare.Toward that end, I have joinedmy colleagues in the Senate inproposing legislation that wouldenact many of the provisions ofthe ACA into Pennsylvania law. Prior to the ACA, Pennsylvaniaonly allowed children to be

covered under theirparents’ insuranceuntil age 19. I haveco-authoredlegislation allowingyoung adults to stayon their parents’ planuntil age 26, meaningan estimated 89,000young adults inPennsylvania wouldremain covered. Ihave also signed onto legislation thatwould prohibit health

insurance policies sold orrenewed within theCommonwealth from imposingannual or lifetime limits. Beforethe ACA outlawed thepractice, limits typicallyaffected patients with chronicillnesses who, after those limitswere reached, could be forcedinto bankruptcy due to out ofpocket expenses. I’m co-sponsoring SB 50 andSB 51, which would protectcoverage for individuals withpre-existing conditions, andwhich would establish the tenessential health benefits (EHB)covered by the ACA as part ofPennsylvania law, respectively.Pennsylvania cannot afford togo back to leaving nearly 1million residents withouthealthcare coverage. Weshould be working to improvethe ACA to give families furtherfinancial stability and healthierquality of life.

I’m proud tobe a leader on solutions tocombat climate change here inPennsylvania, from increasingour renewable energystandards to providing theOffice of the Attorney Generalwith jurisdiction in environmentalcrimes.
