I. PROGRAM TITLE

Add-On Endorsement Program for Gifted Education K-12

II. PROGRAM RATIONALE AND PURPOSE

Seminole County Public Schools (SCPS) has a critical need for qualified K-12 teachers of gifted

education. Due to a natural attrition of teachers (transfer to another school, retirement, or exit from

profession), our goal is to develop and maintain a pool of qualified and fully certified teachers of the

gifted to meet the needs of our students and to better enable our students for success in the 21st

Century. In addition, as a result of change in our instructional delivery model, each elementary school

has a need for a full-time certified teacher of the gifted.

Professional educators predict that this need will intensify as opportunities in other areas of education

become increasingly more attractive to teachers who currently teach gifted students. We are

responding to this critical need by offering an Add-On Endorsement Program for Gifted Education K-

12 through the Department of Teaching and Learning. This program is designed to provide necessary

training in content and methods to endorse teachers in the area of gifted education. It will also prepare

a teacher to add a certification to his/her teaching certificate without having to take college courses.

The purpose of the district’s Add-On Endorsement Program for Gifted Education K-12 is to make

available to practicing educators those courses that will provide them the essential skills and

competencies to teach gifted K-12 content. The courses will cover content including identifying the

needs and characteristics of students who are gifted, and understanding of the historical, state and

national trends, policies and guidelines. Successful completion of the courses will ensure

implementation of appropriate instructional curriculum and differentiation strategies to facilitate

educational intervention and support for this diverse population.

III. PROGRAM CONTENT/CURRICULUM

A. Competencies/Specialization Studies

The competencies for the Add-On Endorsement Program for Gifted Education K-12 are those

specified in State Board Rule 6A-4.01791 “Specialized Requirements for the Gifted

Endorsement–Academic Class.” See Appendix A.

B. Professional Education Studies/Nationally Recognized Guidelines

Recommendations made by State Board Rule 6A-4.01791 Specialization Requirements for the

Gifted Endorsement Academic Classes require five (5) courses for completion. Included in

these courses are competencies identified by national experts in the field of gifted education

and in the NAGC-CEC Teacher Preparation Standards in Gifted Education as best practices for

gifted students.

IV. INSTRUCTIONAL DESIGN AND DELIVERY

A. Instructional Strands

The program requires completion of five courses based on the current Florida Department of

Education Administrative Rule 6A-4.01791. These courses have been developed to ensure that

teachers meet the competencies required for teaching in Florida's gifted programs, and to

support quality training on a statewide basis.

D. Instructors

Instructors for this component will have a strong knowledge base of gifted education and the

appropriate services, curriculum, and delivery for gifted students commensurate with the current

research and accepted practices. At minimum, these instructors will hold a bachelor's or higher

degree in education with a gifted endorsement and will have taught gifted students for a minimum

of three years or at the college level. The completion of the endorsement in gifted by instructors

will enable the instructor to effectively teach content addressed in each component.

V. COMPLETION REQUIREMENTS

Individuals seeking certification in gifted education must earn a total of 300 in-service points

(equivalent to 15 semester hours of college credit) by successfully completing the prescribed set of

in-service components included in this program. Individuals must demonstrate mastery of all

program competencies as outlined in each component. Candidates for endorsement in gifted

education must complete the five components listed below:

(4) Theory and Development of Creativity for the Gifted

(5) Education of Special Populations of Gifted Students

Successfully completed college course work may be transferred into this program. Courses to be

transferred must each be equivalent to a minimum of 60 in-service points (3 semester hours) and

must match the content provided in one of the component areas listed in the Program Requirements

section of this document. The Human Resources Certification Department and/or Department of

Teaching and Learning will review college transcripts and transfer of credit requests to assess the

appropriateness of each transfer into the K-12 Gifted Add-On Endorsement Program.

Successful completion of 300 hours/in-service points, as indicated by district in-service records, shall

constitute program completion. The district’s Director of Teaching and Learning will submit

documentation to the district's Human Resources Department as verification of the participant's

application to add the area of gifted to the Florida Educator's Certificate.

VI. PROGRAM EVALUATION

A. Effectiveness of the Program

Participants in this program report through surveys that preparedness to teach overall gifted

students was excellent. Program participants have secured or desire to hold gifted positions

within the district and through teacher annual assessments have proven to be competent in all

areas of gifted education.

During the time period beginning July, 2008, and continuing through May, 2013, the following

data have been gathered associated with implementing the district's in-service training program

enabling individuals to add the gifted endorsement to a Florida Educator's Certificate. The Gifted

Add-On Endorsement Program consists of training delivered through five components. The

number of individuals completing training identified in these components is shown below.

During the time period of July, 2008 through May, 2013 there were 932 successful completions of

training in the five components provided through this program.

C. Participation Feedback

Individuals completing components of the K-12 Gifted Add-On Endorsement Education

Program are required to submit an evaluation instrument when they finish each training

session. Individuals completing these courses report the degree to which the training has

accomplished the objectives established for that course, including concepts/strategies learned,

classroom applications to increase student achievement, and reflections.

D. Management, Operation, and Delivery of the Program

Participants report that the convenience of obtaining courses within the district has enabled them

to add the K-12 Gifted Endorsement Program to their Florida Teaching Certificate without

traveling long distances to colleges and universities. Specific operations of the program have

been followed as indicated in this document and have proven to be effective in ease and

operation of the endorsement process.

VII. MANAGEMENT

The Director of Teaching and Learning and Program Administrator of Gifted Education will be

responsible for the management of the K-12 Gifted Add-On Endorsement Education Program.

A. Candidate Application and Admission

Teachers currently holding a valid Florida Teaching Certificate or Professional Educator's

Certificate based on a bachelor's or higher degree are eligible for this program. An applicant

who is allowed to enter the program based on a temporary certificate must meet the

requirements for a professional certificate prior to the district's verification of completion of the

program.

B. Advisement

The Director of Teaching and Learning, the Program Administrator for Gifted Education and

school- level administrators will serve in this capacity when appropriate.

C. Attendance

Candidates must participate in each in-service component for the appropriate time required (60

hours) to receive the total in-service credit awarded by the component.

D. Transfer and Utilization of Credit (College and In-service).

Credit will be given in college courses equivalent to certification requirements as outlined by the

Florida Department of Education. It is the responsibility of the candidate to provide transcripts

when college credit is requested as part of this program. The Human Resources Certification

Department and/or Department of Teaching and Learning will review the transcripts provided

and verify that the courses completed are equivalent to those offered through the in-service

component. If in-service training for the certification requirements is completed outside of

Seminole County, a review of the organization’s in-service component providing the credit in

gifted will be conducted by the Department of Teaching and Learning.

E. Certification of Completion

“Verification of Credits" Form 115 must be completed before completion of the course. See

Appendix C.

6A-4.01791 Specialization Requirements for the Gifted Endorsement--Academic Class Beginning July 1, 1992.

(1) A bachelor's or higher degree with certification in an academic class coverage, and

(2) Fifteen (15) semester hours in gifted education to include three (3) semester hours in each area

specified below:

(a) Nature and needs of gifted students to include student characteristics; cognitive, social, and

emotional needs; and history and current research;

(b) Curriculum and instructional strategies for teaching gifted students to include modification

of curriculum content, instructional process, student products, and learning environment;

(c) Guidance and counseling of gifted students to include motivation, self-image, interpersonal

skills, and career options for gifted students;

(d) Educating special populations of gifted students such as minorities, underachievers,

handicapped, economically disadvantaged, and highly gifted to include student

characteristics and programmatic adaptations; and

(e) Theory and development of creativity to include elements of creativity such as fluency,

flexibility, originality, and elaboration.

(3) This rule shall take effect July 1, 1992.

The participant will:

1. Discuss characteristics of gifted children and concomitant problems.

2. Examine the Gifted Program section of Seminole County's Special Programs and Procedures

for Exceptional Student Education.

3. Discuss the historical development of programs for the gifted and identify key individuals

and their contributions.

4. Brainstorm and discuss characteristics of teachers of the gifted. Arrange in rank order

according to importance.

5. Read and write a brief summary of two (2) articles in a journal pertaining to: a) a current

issued in gifted education and b) a report of current research findings about giftedness.

6. Review and discuss relevant evaluation instruments.

7. Develop an IEP/EP for a gifted student.

EVALUATION:

The participant will:

1. Successfully complete a written test demonstrating knowledge of:

a. The characteristics and needs of gifted children and concomitant problems.

b. The Seminole County procedure for identification of gifted children.

c. The rights of gifted students in the State of Florida.

d. The history of gifted program development

e. Key individuals in gifted education and their contributions

f. The characteristics, skills, and behaviors needed to teach the gifted.

2. Submit two (2) written summaries of articles in a journal on:

a) a current issue in gifted education and

b) a report of current research findings about giftedness.

3. Submit three (3) acceptable Individual Education Plans/Educational Plans based on given

case studies.

4. Develop and present a biographical sketch of a gifted individual, identifying needs, historical

definitions and educational interventions.

The evaluation of the participant's accomplishment of each of the component activity's specific

objectives shall be accomplished by utilizing pre and post-testing or other validated measures to

determine that the participant has successfully demonstrated increased competency on 80% of

the specific objectives.

Participants and instructors will assess the degree to which specific objectives have been

addressed by the component activities.

The participant will demonstrate knowledge of guidance and counseling needs of gifted students.

SPECIFIC OBJECTIVES:

The participant will be able to:

1. Identify common attitudes, biases, and pre-conceived expectations held about gifted

children by teachers, parents, age-related peers, and throughout American society.

2. Discuss the many ways these attitudes affect the everyday lives of gifted children and

impact educational services available to them.

3. Identify several current definitions of giftedness. Note the impact each definition has in a

school situation, at home, and in society at large.

4. Attain a developmental understanding of gifted individuals across the life span from

infancy to adulthood incorporating a holistic perspective (namely: intellectual, physical,

social, spiritual/moral, and social).

5. Describe how the interaction between the environment and innate capabilities affects

productivity throughout life.

6. Understand the inner experience of gifted children.

7. Become familiar with Dabrowski’s Theory of Positive Disintegration and the importance

of Developmental Potential and Overexcitabilities in understanding the gifted.

8. Become cognizant of personality variables that affect the social and emotional well-being

of gifted children.

9. Understand strengths and vulnerabilities of a gifted individual that originate from within

the self.

10. Understand vulnerabilities that are due to another’s reaction to giftedness.

11. Understand vulnerabilities that are due to a specific circumstance.

12. Realize, by definition, a person who has an I.Q. four or more standard deviations above

the norm will have greater difficulty finding peers and will be misunderstood by others.

13. Recognize that a person with an I.Q. four or more standard deviations above the norm is as

holistically different from the norm, as a person with an I.Q. four or more standard

deviations below the norm is holistically different from the norm.

14. Understand that any grouping of traits for profoundly gifted individuals is merely for

convenience of presentation.

15. Describe the different social and emotional needs of gifted students from special

populations. Include gender, ethnicity and culture, socioeconomic status, twice

exceptional, and underachieving students.

16. Realize the need for additional or different assessment tools to identify special population

students.

17. Learn how to recognize, understand, and support gifted children with multiple differences.

acceleration possibilities that respond to gifted students’ academic needs and support their

social and emotional well-being.

22. Be aware of myths, fears and expectations of teachers and administrators that hold back

students and the research that responds to these concerns.

23. Understand the need for supportive services for gifted individuals due to the complexity

and sensitivity of their nature.

24. Recognize that a counselor, therapist, or psychologist must be educated in the gifted field

so not to misdiagnosis common characteristics of gifted individuals as pathology.

25. Realize counseling provides empathy and partnership in times of need.

26. Identify activities and resources to assist K-12 students who are gifted in planning for

further education, career, or life choices.

27. Recognize that guidance and career counseling support gifted individuals in decision-

making for positive life choices.

28. Learn how to help students develop social skills and inspire leadership.

29. Support gifted children’s experience of global interconnectedness and personal

responsibility to take action.

30. Realize that a primary need in life is to belong.

4. Read and write a brief summary of an article in a journal on guiding and counseling the
