A London taxi driver only earns the right to ply for hire by passing the demanding standards required

for Knowledge of London testing, and having done so, is issued with an ‘Abstract of Laws’ in relation to his occupation. Having earned this right he is expected to read and comply with these laws. Failure to do so can result in action being taken, varying from a letter seeking clarification right up to a full revocation of licence, depending on the nature of the offence(s).WHY THE REGULATION?Some drivers new to the trade may ask why such a high standard of regulation for London Taxis? Well the Maxwell Stamp report undertaken in 1970 had this to say:-

“In return for the exclusive right to ‘ply for hire’, London taxis are subject to a special licensing system in respect of both the vehicle and the driver that does not apply to the ordinary motorist or to the private hire trade; and the drivers must comply with certain statutory restrictions as to where and how they may drive or park their vehicles in the streets, over and above those which apply to the ordinary motorist and the private hire trade. These statutory restrictions were all originally related in one way or another to the entitlement to ply for hire , being, for the most part, safeguards against the possible abuses of the travelling public by taxi drivers, and of taxi drivers by their passengers, that are inherent in a situation where it is reckoned that any member of the public, however defenceless, should be able to pick any one of a large fleet of identical vehicles in the street to take him/her to the destination of his/her choice, without being harmed, lost or cheated in the process. The reason for the distinction between the two types of vehicle is that taxis are allowed to ply for hire and private hire cars are not, and it has always been held that a degree of control is necessary in the interests of the travelling public when a vehicle can be hailed in the street, which does not hold for vehicles that have to be ordered in advance”.

WHY DEFINE PLYING FOR HIRE IN STATUTE?The Hindley report back in 1939 stated:-

“An essential feature of a scheme of control for private hire vehicles would be to ensure that the vehicles do not infringe on the cabís privilege of plying for hire..... Accordingly we recommend that, whether or not legislation for the control of private hire vehicles is introduced there should be legislation to define the term plying for hire used in Acts relating to the control of hackney carriages.”

The Maxwell Stamp report 1970 went on to say:-“One further comment on plying for hire in the

context of the definition of a hackney carriage is that it is the vehicle itself which is described as plying for hire. Although the situation of the vehicle must depend on human agency, for the purpose of the definition the character of that agency is irrelevant. The uncertainty surrounding this definition has prevented any agreement on the line to be drawn between fair and unfair competition”.

By not defining plying for hire and repealing the term will devalue the Knowledge of London. Why spend a number of years completing the Knowledge to gain an entitlement that has been repealed along with valuable underpinning case law. We therefore take the view that plying for hire and the knowledge are synonymous with London, and are intrinsically linked. Devalue one you devalue the other. By defining plying for hire will reinforce our rights and privileges, assure our future, and give Londoners the confidence that the London taxi trade will remain safe to use and of the highest standards for many years to come.

THE IMPORTANCE OF DEFINING PLYING FOR HIRE

VEHICLES COULD BE BANNED FROM TOTTENHAM COURT ROAD

Camden Council has unveiled a £26million plan to transform the Tottenham Court Road area.

The Council believes that when the new Crossrail interchange opens in 2018, Tottenham Court Road station will be “busier than Heathrow” with over 300,000 people using it daily. The project will replace the one-way system on Tottenham Court Road and Gower Street with two-way tree-lined streets.

Tottenham Court Road will become two-way for buses and cyclists only from 8am-7pm, Monday to Saturday and from 8am-7pm, Monday to Saturday local access for cars, taxis and loading would be allowed on short sections of Tottenham Court Road via side roads. Gower Street and Bloomsbury Street will be two-way

for all vehicles, with protected cycle lanes in both directions. All parking will be removed from Gower Street and Bloomsbury Street (loading bays would be available on Gower Street between 10am and 2pm, Monday to Sunday) and the road will be raised the road to the same level as the pavement, in certain areas, to slow traffic.

The public consultation will run from Monday 9 June until Friday 18 July 2014. The results of the consultation will be presented to a Council Cabinet meeting in late 2014, where a decision will be made on the project. If the project is approved by Councillors, construction will begin in early 2015 and be completed by 2018, subject to technical details and funding.

TAXI DRIVERS HOLD PROTEST

On 11th June the protest action by taxi drivers in London soon brought traffic in the area around Trafalgar Square to a halt. The trade’s

associations, including the LTDA, the RMT, the LCDC and the GMB were in agreement that the action was needed; posters were up, social media was also being used to keep information flowing to taxi drivers and at 2pm the demo began. Prior to the demo, Garrett Emmerson, Transport for London’s Chief Operating Officer, Surface Transport, said: “A number of taxi drivers are set to cause pointless disruption for Londoners over a legal issue that is down to the Courts to decide upon.” This demo was not just about the Uber app. Steve Garelick, Branch President of the GMB professional driver’s branch, said: “With Transport for London (TFL) there has been a lack of clear direction which has led to Taxis and Private Hire Groups has taken whilst the main obligation of any authority is licensing to protect. We have campaigned on uninsured and unlicensed operators and drivers for many years and we cannot ignore the facts that at present many individuals are slipping through the net. There has been a ground change in how people order Taxis and Private hire. Many chose to use the growing number of smart phone apps that will allow you to book and track your vehicle at a moment’s notice.

For many in the London taxi trades the Uber app is an issue. The taxi trade (and some in the private hire trade) have a concern that the app runs on a similar basis to a taxi meter and therefore breaches London’s legislation. Additionally charges have been made that in the case of Uber’s app that it also has a surge pricing feature which increases rates at the end of the journey and passengers are then given a nasty taste in the mouth. TFL are now trying via the High Court to gain approval that the Uber app is fit for purpose however there is strong opposition from trade associations unions and driver groups.”

GMB stands with the Licenced Private Hire Car Association (LPHCA) in condemning the wilful avoidance by Uber BV of the tax obligations that other private hire and taxi operators in the UK adhere to. Both the LPHCA and Licensed Taxi Drivers Association (LTDA) have brought or plan to bring cases against Uber and its drivers. The LTDA said part of the demonstration was about highlighting the length of training - between four and seven years - that taxi drivers undergo before being licensed. Areas around Parliament Square and Trafalgar Square were gridlocked during the protest. Steve McNamara, General Secretary of the LTDA, said: “We did not set out to cause disruption to Londoners. It is nothing to do with technology, some of the taxis have been using apps for years. The difference is all taxis have to operate legally, they [Uber] should have to apply for the same rules as everyone else.” In a letter sent out to the trade prior to the demo, Steve said: “Uber is a multi-million dollar company funded by Google, Amazon and Goldman Sachs that allows passengers to virtually ‘hail’ a minicab using an app on a Smartphone. It is not this technology that threatens our trade, in fact it’s very similar to several of the Taxi and other minicab apps on the market, the danger is that TfL are allowing Uber

drivers to take bookings directly in the car whilst ‘plying for hire’ and to calculate fares using a meter type device in direct contravention of the law prohibiting meters in minicabs. I wrote to TfL last year pointing out the various breaches of the Private Hire Vehicles (London) Act 1998 and asking them to take enforcement action and revoke Uber’s licence, despite my chasing them on several occasions, I never received a substantive reply until April when they advised that, in their provisional opinion, Uber was operating lawfully. This left the Association with no choice and I instructed our Solicitors to proceed with Private Prosecutions against Uber drivers in an effort to gain convictions and force TfL to recognise the illegality of Ubers operation. These summonses have now been issued. Our solicitors have also been instructed to apply for a Judicial Review in the High Court, against TfL’s decision not to prosecute the moment they formally confirm it.”

The RMT backed the protest, with their Acting General Secretary Mick Cash saying: “The RMT is fully behind “Cabbies Against Boris” and this Wednesday’s protests in central London. The attack on the professional licensed taxi trade by a combination of Boris Johnson and wealthy global corporations seeking to maximise profits is nothing short of a scandal. We would urge the people of London to back their cabbies 100%. There was serious disruption on Wednesday but that will be nothing compared to the disruption and dangers of allowing our licensed taxis to be driven from our streets through a combination of ignorance and greed.” The Mayor of London was due to answer questions in the London Assembly at 10am on the same day. The RMT said in a press statement that “in evidence to the Mayor taxi organisations have exposed the nonsense of the London Taxi Age Limit and the entirely bogus arguments about the impact that scrapping the older vehicles has on emissions and pollution in London. “Cabbies Against Boris” has also drawn attention to the vested interests driving the policy and the fact that a similar scheme in South Wales had to be withdrawn as the consultation was found to be loaded. The latest undermining of the Private Hire Laws by apps such as Uber is just another attempt to casualise and weaken the professional and safe licensed taxi trade and the long-established regulations around the right to ply for hire, coming after the exposure of the illegal ranks around London and the drive to destroy the airport services. Huge and wealthy multi-national corporations like Google are now trying to use their financial clout to bully their way into areas that have been governed by Private Hire Laws in London for decades and which have delivered safe, reliable and efficient services for Londoners down the years.”

Uber were quick to tell the media that they had benefitted from the pr surrounding the demo as number of people downloading its app increase by 850% compared to the previous Wednesday. It was not just in London that the taxi trade demonstrated; similar protests took place on the same day in Madrid, Milan, Berlin and Paris. Uber operates in more than 100 cities in 30 countries and last week was reportedly valued at $18.2 billion, a fivefold increase in the space of a year.

Transport for London (TfL) has now begun the formal process for securing a High Court ruling

on taximeters. Formal ‘letters before action’ have now been issued to Uber and the Licensed Taxi Drivers Association and the Licensed Private Hire Car Association - proposing that they will be called to take part in the action being brought by TfL. Leon Daniels, TfL’s Managing Director of Surface Transport, said: “The process for securing a High Court ruling on the issue of taximeters is now underway. We hope that London’s taxi drivers and private hire drivers and operators recognise that this is the sensible approach and will work with us. We welcome developments that make life easier for passengers. As in many other areas of transport and retail services apps can offer passengers the potential of better and more convenient services, but their use must be legal and on the issue of taximeters the law is unclear. We have taken a provisional view, and a binding High Court ruling will bring clarity on this issue for all parties.”

TfL is seeking a High Court ruling on whether smart phones that use GPS technology to measure the time and distance of a journey and then receive information about fares comply with current law on ‘taximeters’, which can only be used in London by taxis. The rapid pace at which smart phone based technology has been developing in recent years has led to a need for clarity about what is required in order for apps to comply with the regulatory framework in London and to ensure there is a level playing field for all operators. TfL set out its provisional view that smart phones used by private hire drivers do not constitute the equipping of a vehicle with a ‘taximeter’. However, given the level of concern among the trade, and the fact that some of the legislation in this area is unclear and able to be interpreted in various ways, TfL is inviting the High Court to give a binding determination on this issue.

This move has been welcomed by the pre-eminent authority on taxi law in England and Wales, James Button. He said: “The law on this issue is currently uncertain and open to interpretation. It is therefore a sensible approach to seek a binding ruling from the High Court, where all parties can present their views and the Court will clarify the position.”

COMCAB CELEBRATES 40 YEARS OF SERVING LONDON

ComCab, London’s largest taxi circuit, is celebrating its 40th anniversary. In May 1974, a small but dedicated team, backed by a hardworking

core of 64 London taxi drivers, got together and formed one of the first radio taxi circuits in the capital. They called it London Wide Radio Taxis and it was to become ComCab, London’s largest and most successful taxi circuit. 40 years later ComCab still holds that position, with the largest fleet of fully licensed taxis and drivers in all 33 boroughs of London, covering more trips every day than any other taxi circuit. General Manager of ComCab London, Malcolm Paice commented: “It is a real testament to our drivers, staff and customers that ComCab continues to enjoy its position as the leading taxi circuit in London – even 40 years after its creation. “Those early pioneer drivers worked long and hard to build the business up, and today we are carrying on their good work. Of course many of those friends and colleagues who were there at the beginning are sadly no longer with us, but we will honour their memories by continuing to be the biggest and busiest circuit in the capital.”

TECHNICAL INNOVATIONOver the past 40 years ComCab has led the way with technical innovation and unsurpassed service quality. In 1995 it was the first taxi company to use Global Positioning Satellites (GPS) in its groundbreaking Mobistar despatch system. ComCab remains the only taxi circuit to have won the London Transport Awards (two years running) as well as the Sunday Times Best Green Companies Award (three years running) and was the first in the industry to attain ISO14001 Environmental Management Certification back in 2004.

Today, ComCab is part of the UK wide CityFleet group and ComCab taxis can be found in Birmingham, Liverpool, Aberdeen and Edinburgh, as well as London. In the last couple of months ComCab has secured some major new corporate account business, much of which is based at Canary Wharf. Malcolm added: “It is quite befitting that in our 40th anniversary year we are able to reward our drivers with more work than ever. We have recently secured two massive accounts at Canary Wharf and our fleet is growing on

the back of that work. We’re delighted to see new drivers coming onto the circuit and being part of our success.”

KNOWLEDGE SCHOOLTony Norris, who runs the ComCab Knowledge School, which was started up in 2005 added: “It’s clear to me that ComCab is the most forward thinking of the taxi circuits. They have led with technology, have consistently offered drivers the most work and they had the foresight to start up a free Knowledge School when the trade was struggling to bring new blood into the industry. The ComCab Knowledge School is now one of London’s leading Knowledge institutions and I think it’s this kind of vision that has kept ComCab at the top of their game.”

WORLD CLASS SERVICEOver their 40 year history, ComCab has absorbed a number of other taxi businesses, including suburban fleets, DataCab and the innovative Zingo service- which was a forerunner of many of the modern day taxi apps. Last year ComCab launched its own iPhone app and also acquired TaxiApp – another leading taxi booking smartphone app.

Malcolm concluded: “40 years ago we used to take bookings on job dockets and despatch them over two-way radio and back then that was

using technology the best we could. Today we take bookings online and via our apps, and we still operate the largest call centre in our sector, with work being despatched lightning fast over the cellular data networks. Our business has always used technology to make our customer’s lives easier but ultimately it is our drivers and their purpose built taxis that will deliver a world class service to Londoners and we hope that will continue for another 40 years.”

successful. On Friday 2nd May 2014 80 taxis with 160 veterans began arriving at The Railway Club Harwich prior to boarding the ferry to The Hook of Holland. The committee of The London Taxi Benevolent Association for War Disabled would like to thank Fiona and the staff for all their hard work on the day providing refreshments. The captain of the overnight ferry allowed the convoy to leave the ship last and arriving on the quayside it was met by The Dutch National Police and the escort of police held all the traffic back on the motorway so that nobody could overtake the convoy which made the trip much easier and quicker. The following day saw the convoy visit Oosterbeek Commonwealth War Graves Cemetery for a British Military Service which was conducted by The Royal British Legion Holland Branch which started with The Pipes and Drums of the Royal British Legion The Netherlands. The congregation was welcomed by Mr J.P. Gebben, Captain Ray Waller made an introduction, Mr Robin Ammerlaan read the poem In Flanders Fields, prayers was conducted by Reverand Canon Geoffrey Allen, after the sounding of the Last Post the silence and reveille the exhortation was given which is They shall not grow old, as we are left grow old, Age shall not weary them, nor the years condemn. At the going down of the sun, and in the morning We will remember them. Mr.J.P. Gebben, accompanied by two children placed a wreath on behalf of the people of the Netherlands, all the local children are taken to the cemetery where they each look after a headstone and leave a bunch of flowers this happens every year and they are taught what a sacrifice these men paid for their freedom. The veterans placed wreaths

in remembrance on behalf of the Royal Navy, Royal Air Force and The Army, The Vice Chairman Mr Gary Belsey placed a wreath on behalf of The London Taxi Benevolent Association for War Disabled, a large number of veterans then placed personal tributes.

Later that day the taxis were parked and Dutch Army Cadets secured the area near The John Frost Bridge whilst the veterans and drivers enjoyed a 6 hour trip on The Rhine, and at the end of the trip the escort was provided by The Dutch National Police back to the Papendal Hotel. The following day everybody travelled in coaches to the town of Wageningen for the Dutch Liberation Celebrations and parade which would start a 3-30pm. The town of Wageningen normally has a population of 30,000 on this day it is swelled to approx. 200,000. At 3-30pm four taxis with eight of the veterans on board formed up with The Royal British Legion to begin the two and half mile journey through the streets of the town, the taxis consisted of Red, White, Blue and one with The Union Flag motif on the bonnet, we thank Long Lane Taxis for allowing us to use this vehicle in the parade, and thank Ian Gray, Steve Painter, John Harris and Derek Leone who were the drivers for agreeing to give up their time and assist

in taking part in the parade. during the parade it was very moving to see small children handing small bunches of flowers to the vets and the adults thanking them for what they did for the people of The Netherlands.

Just before leaving on the final day a small presentation was made to the Dutch National Police as a thank you for the work in escorting the convoy over the few days that we were there, all of the officers volunteered to do this escorting as one them told me it was their way of thanking the veterans for what they did. GLA INVESTIGATION INTO TAXI AND PRIVATE HIRE SERVICES

The London Assembly Transport Committee has launched an investigation into how Taxi and Private Hire Services help play a part in moving

Londoners and visitors around the capital, how they mesh with other forms of transport and how they might change to provide a better service in the future. The Committee will also be examining Transport for London’s (TfL) role as licensor and regulator of the trades, including how it tackles touting and other safety concerns. TfL’s most recent survey of taxi and private hire passengers suggests that overall satisfaction with taxi services is decreasing slightly, while satisfaction ratings with minicabs have improved slightly. The survey covered various issues that have an impact on passenger satisfaction including service availability, safety and security, and value for money. Over 300,000 trips per day in London are made by taxi or private hire vehicle, which is about 1% of the total number of total journeys made each day in the capital. Chair of the Transport Committee Caroline Pidgeon AM said: “Black cabs are as synonymous with London as Tower Bridge and Big Ben. Alongside Private Hire vehicles they play an important role in providing a service to Londoners and visitors to our capital, particularly for those who don’t own their own car, have mobility impairments or work unsocial hours. New technologies have the potential to improve passenger services but also present a challenge to the existing regulation of London’s Taxi and Private Hire trades.

“Our investigation will focus on how both sectors can improve on all aspects of passenger service, including the vital issue of safety. We will want to see how the Mayor and Transport for London are responding to this changing environment and how they can improve their regulation of and services to the industries.”QUESTIONS FOR THE INVESTIGATIONDuring the investigation the Transport Committee will seek to answer the following key questions:• What are passengers’ views about taxi and private hire services in

London including about the availability at different times and locations, safety and cost of these services?

• How well are the Mayor, TfL and the taxi and private hire industries responding to passenger issues?

BUILDING ON PAST WORKThe Transport Committee’s investigation will build on the Assembly’s past work on taxi and private hire services including the Transport Committee reports “Tackling Taxi Touting” (March 2008), which covered how effectively TfL and the Met police were enforcing against touting and made recommendations on how to improve enforcement activity. It will also look at “Where to, Guv?” (November 2005), the report which covered the performance of the former Public Carriage Office (PCO).

The investigation will look at a wide range of issues that have an effect on passengers including:• Availability of Taxis and Private Hire vehicles• Safety and security, including touting• Fares and payment options• The Mayor’s position on Taxis and Private Hire vehicles• The performance of Transport for London’s Taxi and Private Hire UnitAVAILABILITY OF TAXI AND PRIVATE HIRE SERVICESCustomer Satisfaction Surveys reveal that concerns have been raised

about the availability of taxis both in terms of geographical location and at different times of the day. There are further questions around how to incentivise licensed drivers to work at nights and at weekends when demand is traditionally high but supply is low. Recent technological developments to allow “e-hailing” through mobile phone apps have proved popular with some drivers and customers but have not been universally welcomed. The rise in use of mobile phone booking apps has led to concerns from both the taxi and private hire trade that drivers and vehicles may not be thoroughly vetted, potentially posing a risk to the travelling publicand that some mobile phone apps may not be taking bookings legally. RECOMMENDATIONSThe GLA will make recommendations to the Mayor and TfL on any further actions they could take to improve taxi and private hire services in London. For example, there have been calls for greater numbers of taxi ranks across London, including late night marshalled ranks. There are currently nine marshalled ranks out of approximately 480 ranks in Greater London. The length of time taken to appoint new ranks has led to concerns that ranks are not always provided where there is greatest demand for services. The ease of locating a rank, personal safety while waiting at a rank and the length of time spent waiting have all been suggested to have an impact on passenger satisfaction.

The Committee will hold two formal meetings in public on 9 July and 2 September 2014. This investigation will take place from June 2014 to

December 2014. The stages in the investigation will include:• Agreement of terms of reference: June 2014• Desk-based research/gather written views and information/conduct

surveys/hold site visits: June – November 2014• Formal meetings: 9 July and 2 September 2014 • Produce findings: By December

of technology. Around 1952 the first in vehicle taxi booking radio circuit was installed in a licensed London Taxi. Minicabs as they were known back then, did not get them before 1961. In 1986 ComCab fitted the first in cab

data booking terminals. These were installed in Licensed London Taxis. PH did not adopt in car data terminals until smart phones became popular and cheap. Vehicles have more technology fitted to them today than NASA went to the moon with. Our taxis are less up to date than they might be, not because the Taxi driver chooses these vehicles, but because our licensing authority imposed strict

The Grade II Listed Putney Bridge will close to all vehicle traffic on July 14 for urgent repairs; it will remain closed for approximately three

months. During this period pedestrians and cyclists will still be able to cross it but those with bikes will need to dismount and wheel them across. The decision to close the bridge to all traffic – instead of a partial closure – was backed by a clear majority of both residents and businesses during the public consultation last year. The public’s preferred option was getting the job done in the shortest possible time and at the lowest cost to taxpayers.

The works are needed after an independent study found that the bridge’s waterproof membrane, which protects the internal structure from water penetration, needs replacing. The installation of a new membrane should prevent the problems caused by water penetration, which has contributed to the poor road surface despite continuous repairs. The council’s transport spokesman Councillor Jonathan Cook said: “Unfortunately a major repair like this to a busy river crossing means there will be disruption to the travelling public and we would like to apologise for the inconvenience this will cause - but we have pushed hard to keep this to the absolute minimum

and ensured the works are carried out at a time of the year when the roads are at their quietest. However, the repairs are absolutely necessary to protect the bridge’s internal fabric and structural integrity. Our primary goal now is to get this important task done quickly and efficiently.”

University of Akron polymer scientists have developed a transparent electrode that

could change the face of smartphones, literally, by making their displays shatterproof. In a recently published scientific paper, researchers demonstrated how a transparent layer of electrodes on a polymer surface could be extraordinarily tough and flexible, withstanding repeated scotch tape peeling and bending tests. This could replace conventional touchscreens, according to Yu Zhu, UA assistant professor of polymer science. Currently used coatings made of indium tin oxide (ITO) are more brittle, most likely to shatter and increasingly costly to manufacture. “These two

pronounced factors drive the need to substitute ITO with a cost-effective and flexible conductive transparent film,” Zhu says, adding that the new film provides the same degree of transparency as ITO, yet offers greater conductivity. The novel film retains its shape and functionality after tests in which it has been bent 1,000 times. Due to its flexibility, the transparent electrode can be fabricated in economical, mass-quantity rolls. “We expect this film to emerge on the market as a true ITO competitor,” Zhu says. “The annoying problem of cracked smartphone screens may be solved once and for all with this flexible touchscreen.

An illegal minicab driver who touted plain clothed police officers from the Metropolitan

Police Service Cab Enforcement Unit (CEU) has been fined £700 and disqualified for 12 months. Konor Ali, 37 years, of Englands Lane, Hampstead, NW3 was found guilty of touting

for hire, no insurance and dangerous driving at Highbury Corner Magistrates Court on Thursday 5 June 2014 and sentenced.

On 29 September 2013, Ali touted plain clothes police officers from the Cab Enforcement Unit on Camden High Street, NW1. When officers

identified themselves, he attempted to drive off, almost running over an officer and colliding with an unmarked police vehicle. Ali was subsequently detained and arrested.

This email is one driver’s point of view – normally Taxi Globe would publish the name of all letters and emails but have been asked not to in this case. The writer is a licensed cab driver and

this is his personal opinion.

He writes: “I am not an apologist for, and neither do I have any monetary interest in Hailo. They are a private company with big money backing them. They are after all a business, in it to earn money, for themselves and the consortium behind them. As the street work diminishes and the ranks get longer what does the trade and its drivers do? It picks on Hailo for daring to possibly enter into the corporate world, for so long the domain of the radio circuits, and possibly to use cars for the executives of said companies. They don’t want to ride in cabs anyway as they feel it is beneath them, and want up-market limousines, with smart drivers. Have you seen the dress code of some, not all, the drivers of taxis? No one has said that they will be entering into negotiations with the minicab firms, and could possibly be using licensed taxi drivers for the job. (RTL tried this several years ago.) Even so, the radio circuits use a form of private hire, calling it Concierge or One Transport, offering anything from cars to helicopters as a one stop service. No one has slated them for this, but the radio work has of late been a bit thin on the ground.

“Just because we have done the Knowledge does not automatically give us the right to be the only vehicle of choice when ordering a ride, but it does give us the right to ply for hire on the street. With the advent of the smart phones and apps a plenty, if a passenger cannot obtain a vehicle from the first app, they will go to the second, third or even fourth choice until they get one. This will then be their first choice with the others losing out. This is what has happened to the street work, with Hailo being in the forefront for taxis. Not everything they have done was good, and they did shoot themselves in the foot with the £15.00 minimum, but they saw the error and reversed it, although some work was lost.

“Things have come a long way since the advent of two way radios in taxis, from voice despatch, to the original zonal data despatch, and the satellite form of despatch, as favoured by RTL and Com Cab, and as technology advances at a pace so fast you can’t see it, so must the cab trade advance and not be stuck in the 19th/20th century. If we do not change and adapt our ways we will like the red telephone boxes, nice to look at for remembering how things were, but obsolete for the job in hand. If this happens, then by 2020 the cab will not exist as we know it.”

An e-petition has been launched at http://epetitions.direct.gov.uk/petitions/65722

by Garry Ornstein. It states: “London Black Taxis have been on London Streets for 300 years. We have all studied for up to 5 years to become London’s best drivers and not rely on satnavs. Uber, Addison Lee and others are using apps to hail “taxis” and this is against the law as it stands. Under the law mini cabs and private hire need to be booked via an office and not direct to drivers that are driving round waiting for passengers to use an app and this should be banned in London.

London Taxis are unique to London. Both tourists and Londoners rely on the trade everyday. Let’s make a stand and Keep London Taxis on the streets for another 300 years.”

The Cab Guide Course which was run earlier in the spring gave the students the chance of a new twist – a visit to Hampton Court Palace.

Rob Woodford is one of the Lecturers on the Course – and in conjunction with fellow City of Westminster Guide and Hampton Court Palace Site Guide Sandy Rhodes – organised an afternoon for the students to appreciate the history of the Palace – including a tour around Henry VIII’s Tudor apartments as well as William III’s Baroque apartments plus the gardens on a fortunately bright day in May.

Rob provides 2 of the several walking tours for the students on each course. He says: “One of the walking tours is in Whitehall with the theme of ‘Whitehall Palace and a street that shaped a Nation’ – the other is in Mayfair (a former ‘den of iniquity’ with ‘days of grandeur’) – plus I regularly organise visits to the Houses of Parliament and Big Ben, which again will be the case on the next Course which starts in September.”

More contemporary planting includes blocks of textural grasses, peppered with wild flowers, and living wall schemes to encourage biodiversity. The Roof Garden is accessible through the shop and will open daily 10am – 4pm (Sunday 11.30am - 4pm) until 31 August. On the way up you can also stop at the 3rd floor to see a full shop frontage of what the first John Lewis fabric store probably looked like.
