Wife Charged With Murder Charged With Conspiracy

The free summer Concerts on the Green in Warner Park, Woodland Hills, draw families, couples and an assortment of people and animals!

The concert series continues this Sunday with Stayin’ Alive, a tribute to the Bee Gees.

The concerts draw over 5,000 each week to the park for fun, food and entertainment.

Monica Sementilli, charged with capital murder in the stabbing death of her husband, hairdresser Fabio Sementilli, has a new charge added to her list of grievous crimes.

Sementilli and her reputed lover, Robert Louis Baker, have both been charged with conspiring to kill her husband.

The new charge alleges that the defendants planned to kill the victim in order to cash in his life insurance.

Monica Sementilli forwarded an email about how to access her home security system to Baker, letting him know when her husband would be home alone. The criminal complaint alleges that she and Baker “communicated by cell phones and encrypted communication applications regarding the plan to kill Fabio Sementilli,” and “solicited an unknown conspirator to assist in killing the victim.”

Sementilli was found on the

backyard patio of his Queen Victoria Road home in Woodland Hills with multiple stab wounds to the neck on January 23. His wife had left the house earlier ostensibly to go shopping to establish an alibi for the time of the killing.

The mountain lion known as “P-55” successfully crossed three freeways the last weekend in July. The roaming cat was first caught on camera in Newbury Park before he crossed the 101 Freeway in the early morning. Ron Semler, above, owner of Malibu Winery and Semler Wines, gave a presentation to the West Hills Neighborhood Council’s Zoning and Planning Committee this week. He presented his initial plans for transforming the former Canoga Mission Gallery/Hidden Chateau into a tasting and sales establishment. He also plans to sell sandwiches and salads for visitors. Opening hours would be Sunday to Thursday 11 am to 7 pm and Friday and Saturday 11 am to 9 pm. Semler is planning no substantive changes to the structure or grounds of the historic site. The Zoning Committee will consider its position on the application in September or October after public comment on the proposal.

We continue to address the homeless problem in the west valley, and try from our end to illuminate what locals are trying to do to clean up our town.

I followed the protest marches a few weeks ago and though they were meant to raise awareness of the problem, which they did to those who happened to be driving by on the boulevard, they also were a disappointment.

The “anti-transient” group, organized by Woodland Hills Crime Busters, had about 30 people marching. The “help the homeless” group had about the same amount.

What was troublesome was the two groups spent most of their time yelling at each other - and the cops.

The police were there for crowd control, traffic monitoring, and to make sure nothing got out of hand. Turns out no one pulled a permit for the march, as they said they did, so I thought our local police force was very understanding and helpful when

they could have shut them down. Someone in each group took issue with LAPD telling them to “please stay on the sidwalk. If you interere with traffic we will have to ticket you.” That led to screams of “free speech” and “we have our rights” from several members of the crowd.

Honestly, people, the police are about the only ones doing something about the homeless in the west valley.

One of the anti-homeless group was videotaping one of the actual homeless who had joined the march. The young man held his hand up to stop the video, and the man charged him with assault, saying he hit his camera, etc, etc. Witnesses to the event said there was no issue, but the drama took the police away from their duties and the photographer, frankly, was a jerk who could have let it go. I worried about this point about tempers flaring and getting the better of people, leading to more trouble.

As an aside, I thought it was

tacky that marchers had to pay $5 for a sign to hold. Not so organized at all.

There is “safety in numbers,” but also there is a feeding frenzy when emotions run high. Marches don’t solve anything.

The police rousting up drug-infested camps, or working to send the truly needy homeless back home, are effecting change. Businesses, following Councilman Blumenfield’s campaign, putting up “No Tresspassing” signs so the police can remove people, are effecting change. Arresting the drug dealers supplying the local transients effects change. Marches make people feel better - but don’t change much. The polite calls from the same group to the Gateway Shopping Center that resulted in action (see page 1) are a much better use of the same amount of time and energy.

• We love this gem about the realities of aging: Jacob, 92, and Rebecca, 89, are getting married. They take a stroll to discuss the wedding and pass a drugstore. When it comes to city liability and the millions of dollars in liability claims and payouts, the city has done a terrible job in reducing liability costs to the city and ultimately the taxpayers. For many years, most city departments have demonstrated a

total lack of concern for liability payouts and have not developed ways to prevent them. When a city employee can win a $17.4 million verdict for issues dealing with harassment something is wrong with the specific department and the managers in the department.

Illegal pot farms destroying forests, ecologist claimsAccording to Yahoo!, an ecologist and consultant to the US Forest

Service claims that illegal pot farming has produced contamination from liquid pesticides. The ecologist, Mourad Gabriel, says that forests in California now hold 80 times more liquid pesticides than they did merely four years ago (2013).

The Yahoo! article says that illegal pot growers “use fertilizers and pesticides long restricted or banned in the United States, including carbofuran and zinc phosphide.” One estimate is that there are 4,000 illegal farms in one county (Trinity in Northern California) alone.

California is apparently in the process of attempting to establish regulations for chemical use on pot farms. The regulations are designed to promote the use of non-toxic chemicals. However, illicit pot growers may be no more inclined to follow the regulations than these growers are to follow the law in general. It is probably the case that severe legal punishment needs to be established for the illicit use of pot-growing chemicals poisoning the forests.

A lot more registered voters than people?Various conservative organizations have expressed the belief that the

voting rolls are inaccurate. Now two such organizations, the Election Integrity Project California, Inc. and Judicial Watch, Inc., have published a study that they claim backs up this belief.

In a letter to California Secretary of State Alex Padilla, Judicial Watch claims that the study concludes: “a comparison of the 2011-2015 U.S. Census Bureau’s American Community Survey, and the most recent California active and inactive voter registration records shows there were more total registered voters than there were adults over the age of 18 living in each of the following eleven (11) counties: Imperial (102%), Lassen (102%), Los Angeles (112%), Monterey (104%), San Diego (138%), San Francisco (114%), San Mateo (111%), Santa Cruz (109%), Solano (111%), Stanislaus (102%), and Yolo (110%). Our own research shows that the situation in these counties is, if anything, worse than the foregoing data suggest. For example, we contacted Los Angeles County directly this past June. At that time, county officials informed us that the total number of registered voters now stands at a number that is a whopping 144% of the total number of resident citizens of voting age.”

Judicial Watch threatens to sue the state under the federal National Voter Registration Act if the voting rolls are not cleaned up. The organization noted, “[i]n passing the NVRA, Congress authorized a private right of action to enforce the provisions of the NVRA…. Accordingly, private persons may bring a lawsuit under the NVRA if the violations identified herein are not corrected within 90 days of receipt of this letter.” The letter is dated August 1, 2017. http://www.judicialwatch.org/document-archive/nvra-letter-ca-august-2017/.

Of course, merely because there is a discrepancy in the voter rolls vs. actual adult population is not conclusive. Some would contend that this discrepancy shows prima facie evidence that adults not really eligible to vote (such as people here illegally) are registering and skewing election results. However, it could be the case that voters have changed counties or states for their residences or that deceased voters are on voting rolls which have not been cleaned up. Thus, the situation regarding the roles may be no different that it has been historically, as opposed to the culprit being some new development such as illegals registering.

In any event, the whole subject of the National Voter Registration Act’s grant of a private right of action itself deserves a debate. Like so many other laws in recent times, the Act is giving private parties the opportunity to circumvent traditional policing methods (e.g., the federal Department of Justice enforcing the law) and giving non-governmental entities a lot of power, costing entities like the Secretary of State’s office time and money to respond to claims.

If you’re a liberal and the private entity is attempting to enforce liberal policies, you cheer. If you’re a conservative and the private entity is attempting to enforce a cleanup of the voting rolls based on a suspicion various people are improperly voting, you cheer. Without prejudging the issue, a broader discussion needs to be had about the wisdom of granting private rights of action in general.

Rosetta Tharpe doesn’t ring a bell, but long before there were women in the world of rock and roll she became a star in s p e c t a c u l a r fashion. She was born in Cotton Plant, A r k a n s a s in 1915 and b e c a m e gospel’s first superstar, the p r e e m i n e n t c r o s s o v e r figure of its “golden age.” Eventually her flamboyance, skill on the guitar and r h y t h m i c showmanship i n f l u e n c e d artists like C h u c k Berry, Elvis Presley, Little Richard and Johnny Cash. Not bad, not bad at all.

Always on the hunt for precursors or bell-ringers to foretell possible future diagnoses of dementia in patients was the impetus for neurologist Dr.Kristine Yaffe at UC San Francisco to set up a study on olfaction – the sense of smell. The research team, comprised of 2,428 men and women, all healthy adults with no signs of dementia or age-related cognitive impairment – are studied for the possibility that the sense of smell may be a predictive signal to the onset of dementia.

The doctor explained: Olfactory nerve fibers project into the brain’s centers for memory and emotional processing, which suggests a connection between those cells and smell-related ones. Previous research on the subject led her to further the study. Cause and effect would be that people with a diminished ability to identify odors might be at increased risk of later developing dementia.

“What’s happening,” she explained, “is that abnormal proteins are building up over decades, and some of the early changes start in the olfactory bulb, the brain structure that receives neural information about odors. When you think about how our brains evolved,” Dr. Yaffe added, “it’s not a shocker that olfaction,

As kids across the country head back to school, I am sure the thought of bullying/cyberbullying crosses every parent’s mind. And like myself, I am sure most parents wonder what can be done if a child faces bullying/cyberbullying. There are many resources available for kids and parents that we have linked to our website at www.jordanstrong.org. Here are some quick tips for kids:

Don’t respond. If someone bullies you, remember that your reaction is usually exactly what the bully wants. It gives him or her power over you. Who wants to empower a bully?

Don’t retaliate. Getting back at the bully turns you into one and reinforces the bully’s behavior. Help avoid a whole cycle of aggression.

Save the evidence. The only good news about digital bullying is that the harassing messages can usually be captured, saved, and shown to someone who can help. You need to do this even if it’s minor stuff, in case things escalate.

Talk to a trusted adult. You deserve backup. It’s always good to involve a parent but – if you can’t – a school counselor usually knows how to help. Sometimes both are needed. If you’re really nervous about saying something, see if there’s a way to report the incident anonymously at school.

Block the bully. If

Don’t react - it gives them power over you. Who wants to empower a bully?

Salmonella, the culprit which has caused much sickness the past couple of weeks is now known to bepapaya.

An increasing number of people have been sickened by eating papaya, which has now been traced to a farm located in Southern Mexico.

U.S. public health officials reported 109 people in 16 states, including California, have been sickened, and approximately one-third of that number were serious enough to be hospitalized.

And, as reported by the U.S. Centers for Disease Control and Prevention -- one person in New York City died.

Salmonella is serious. Early

symptoms of severe pain and diarrhea may invade the digestive tract, and victims are often plagued for as long as a year with the discomfort.

Infected papaya has been traced to the Carica de Compeche farm in Campeche, Mexico. The farm is located on the Gulf of Mexico side of the Yucatan Peninsula.

impediment to homeowners’ values in our neighborhood,” is what one constituent told the Valley News Group at a community forum by the Los Angeles Unified School District. Another remarked, “It is concerning to go out to my car, who knows what I’d see,” with regard to the homelessness and drug infestation that took place over the years at a vacant school property.

Comments were made at a meeting about LAUSD plans to demolish a neighborhood school after the district left the campus in disarray for over 30 years.

Collins Street Elementary was first established in 1959, however the district made a decision to vacate the school in 1984 for reasons such as “lower birth rates” according to LAUSD’s Initial Study. After the vacancy, the district leased the campus to “various users” until the summer of 2002.

The most recent development, however, came after a unnamed developer in 2013 was attempting to “redevelop” and utilize the property, but was then made aware of the campus’ asbestos-filled infrastructure, which led his, and possibly the district’s parcel plan, into muddy waters.

LAUSD School Demolition Sparks Community Concern

The campus itself is a 6.56-acre lot, which according to a LAUSD spokesperson, was eyed by the Chime Charter School since the “Notice of Intent” was issued in 2013 for use as a high school. At this time, however Chime School is not looking to lease the property, leaving the district to their proposed plan of sole demolition, according to a LAUSD Official.

This scenario from district officials was not at all convincing to stakeholders that met at this week’s CEQA meeting, the “Environmental Impact Meeting.” A local resident of Woodland Hills remarked, “This doesn’t pass the smell test.”

The meeting was crafted in order to notify the constituents residing in the nearby area to show how the school district planned to “mitigate” the environmental impact that the soon-to-be construction might entail, such as noise levels, dust, and street closures.

When addressing these concerns, a district spokeswoman, said that some mitigation measures that would be taken to curb the adverse effects would be irrigating the soil to reduce dust levels, covering the grounds when appropriate, and using techniques such as “Noise Curtains” which would curtail the impact on nearby homes and organizations.

With the district’s plan in mind, a majority of the community members felt that the plan was not comprehensive and lacked substance, however when asked for comment, a LAUSD spokeswoman Elvia Perez Cano issued a statement saying “L.A. Unified hopes to move forward with plans to demolish the remaining buildings. The district is committed to working with the community and to minimizing the impacts of the demolition on homes and businesses”.

With the neighborhood hullabaloo, a nearby neighbor said “It’s critical that this happens.”

Driving down Alhama Street in Woodland Hills we noticed this guy just chillin’ on top of a car. Locals say the beautiful bird appeared and took up residence on the street last week and has been happily fed by various neighbors. Other sightings of peacocks in West Hills have been noted. A friend hit a pothole in his MBZ 550 and blew out a tire. The city paid him $500 on the filed claim. While millions of dollars were put aside for sidewalk repair, little has been done in the residential areas of the city. There are small improvements here and there. Namely around public facilities. As far as the residential areas, people are still tripping and falling and collecting money from the city’s liability account. An account that has exceeded the available funds. The city council is holding a plan to issue a bond to cover the liability cases. What is the city attorney doing to counter the liability caused by the various city departments? There has been a disconnect between the City Attorney liability payouts for over 50 years that I know about. The departments do their thing and there is no connection or consideration with city liability.

Add to this the problem that will occur when recreational marijuana becomes legal on Jan 1. What will happen when a city employee, I don’t want to point fingers at any department, operating heavy equipment or in the public safety field is engaged in an activity and there is an injury and the city employee used marijuana the night before the incident? Talk about city liability! Is the city preparing for this situation? If not they should think about it NOW! Unlike alcohol that will burn off in a short period of time, marijuana has the ability to remain in your system up to 30 days.

The Mayor’s Back to Basics has not done much to reduce or eliminate the homeless situation in Los Angeles or reduce crime or the strangling traffic gridlock throughout Los Angeles. When I add it all up, not much has been done getting Los Angeles Back to Basics.

Having worked side by side with Mayor Garcetti for 12 years on the City Council, I know he would have wanted to accomplish his Back to Basics agenda by now. There is still time to accomplish his goals. With hard-working general managers and tighter run operations the goal can be accomplished. I have offered my assistance to the Mayor in the past and stand ready to assist when asked. I know that working together we can make this a Back to Basics city for the benefit of all taxpayers.

Be civil. Even if you don’t like someone, it’s a good idea to be decent and not sink to the other person’s level. Also, research shows that gossiping about and trash talking others increases your risk of being bullied. Treat people the way you want to be treated.

Don’t be a bully. How would you feel if someone harassed you? You know the old saying about walking a mile in someone’s shoes; even a few seconds of thinking about how another person might feel can put a big damper on aggression. That’s needed in this world.

Be a friend, not a bystander. Watching or forwarding mean messages empowers bullies and hurts victims even more. If you can, tell bullies to stop or let them know harassment makes people look stupid and mean. It’s time to let bullies know their behavior is unacceptable – cruel abuse of fellow human beings. If you can’t stop the bully, at least try to help the victim and report the behavior.

Be part of the solution, not the problem. Don’t get drawn into a potentially bad situation just for social media status. If someone asks you to film them doing something that you know is wrong, walk away. There are new laws (Jordan’s Law AB 1542) being established that will make you as accountable as the person committing the wrongdoing.

And oh the music sung by Tracy Nicole Chapman as Tharpe and by a gospel church choir in golden robes who clap and shout out to encourage us in the audience to sing along with them---and we do. Hallelujah!

The show, in two acts, is filled to the brim with gospel songs and rock music tinged with soul. Many of the songs performed were written by Tharpe like “Jericho,” “Sit Down,” “Walk All Over God’s Heaven” and more. Other songs include “Shout Sister Shout,” “This Lonesome Road” and “Life I Sing About.” There is also original material by Melissa Manchester that includes “Somebody’s Got to Know” and “When I Look Through You.”

This production is particularly meaningful for Sheldon Epps who will make his theatrical exit as Artistic Director after 20 years with the Pasa-dena Playhouse. We who love theatre wish him a warm hail and farewell.

As to be expected, some researchers emphasize that a mild loss in distinguishing different scents is just a feature of aging. However, look at it this way. It is not an inconsequential matter for medical scientists to seek answers through numerous pathways in order to perhaps one day be able to predict the onset of dreaded diseases.

To date, no drug yet exists to ward off Alzheimer’s. Nor should a dialed-down sense of smell cause panic. There are other causes; smoking is one. Nevertheless, a blunted sense of smell, much like mild hearing loss, may just be a feature of aging. As for the ongoing trial – 12 years in progress – this effort may one day conclusively make the connection, as a biomarker for dementia and related Alzheimer’s.
