This was in demand of promotion accor- ding to their work levels in the Emfuleni Lo- cal Municipality (ELM). The union is calling for the resignation of municipal manager Sam Tshabalala for fai- ling to address the challenges and treating with ‘kid gloves’ department managers who under-perform. The workers bayed for the blood of Tshaba- lala together with the mayor, Gretha Hlong- wane, shouting out, ‘Pass one, pass all!’ Samwu said ELM undermines its collecti- ve bargaining, especially when it comes to lo- cal labour forums, adding that - when it comes to waiting for their demands to be negotiated soon - they are holding their breaths. Amongst the demands are that Hlongwane, Tshabalala, his deputy and the Chief of Ope- rations, show the workers due respect and al- so show respect for labour forum processes. The union also wants management to suspend recruitment of personnel between job level 16 to 06 except in scarce skills positions. They also want consultation before review of poli- cies. “Management must procure protection clo- thing for all and implement decisions of the labour forum. We demand a cluster budget for training,” they say. Workers who did not want to be named said they have had enough of empty promises by Tshabalala. Head of communication at Emfuleni Local Municipality Stanley Gaba said they have reached an agreement with shop stewards to discuss their final demands on Friday. The municipality is hoping to reach an amicable solution with workers soon, he concludes. VEREENIGING. - Two people narrowly es-caped death when their vehicle was involvedin a horrific accident on Friday afternoon.The accident took place at a robot intersec-

tion near Makro. According to one witnessthe two vehicles were travelling from opposi-te directions toward the traffic lights.Apparently one vehicle was travelling

from west to east with one occupant (thedriver) while the other vehicle was goingfrom east to west. Just when the other vehiclewas about to turn right at the intersection thefirst vehicle went straight into it.“Motorists should start respecting the traf-

fic rules. People lose their lives in such acci-dents,” said a bystander.

SHARPEVILLE. - A man was found dead onthe spot where he was apparently answeringthe call of nature. Oupa Khutu (56) fromTshepiso Phase 3 was recently found spraw-led lifelessly outside his home.How he landed on the ground remains a

mystery but negligence on the part of a familymember is alleged. One of his relatives NapoRahantlane alleges that he found the deceasedlying outside when he went to neighbours.It appears that Khutu was neglected and

stayed alone in a shack behind his mother’sRDP house. He was apparently suffering andvery sick, living with his sister who apparent-ly never took care of him.His sister only came once in a while to

check up on her house and never bothered tosee how he was doing.The neighbours say Khutu probably wan-

ted to relieve himself behind the house whenhe met his death.He had been seen numerous times relieving

himself behind the shack. Neighbours saythat even though he was sick he was neverclean and the fact that he relieved himselfoutside caused a health hazard. They allegethat the man went for days without food orwater because his sister was never home andthe house stayed locked. Napo Rahantlanesays, “I was on my way to an interview inVereeniging when I decided to go back home.When I went into the yard I found the houselocked with Oupa lying lifeless on theground.” The police were called to the sceneand on arrival foundOupa lying on the groundcovered with a blanket. According to policeKhutu died of natural causes.His sister could not be reached for com-

VEREENIGING. - DA ward councillor Pu-leng Skelem recently decided to meet withthe Vereeniging community, Police, By-LawUnit and other institutions to eliminate crimeby removing illegal Nigerians from her ward.According to councillor Skelem there are nu-merous illegal Nigerians in Vereeniging andbecause of the ongoing war amongst themsel-ves many people have died.“Innocent people and children have died

because of illegal Nigerians and their drugsmuggling,” she says. Skelem claims that inMarch there were house-breakings but no ar-rests have been made.Just recently she was at the scene where

a boy was shot. She says that crime is gettingworse by the day and she fears thatmore inno-cent children will be used for prostitution andwill be killed.Skelem says, “Cars are being stolen from

parking lots and I’m afraid our children willbe used as drug mules.” To put an end to thecrime, Skelem has introduced a street com-mittee where each street will assist the CPF,and police to safeguard the streets, as well asa door-to-door campaign aimed at the detecti-on and removal of illegal Nigerians.She says that they will be taking over hou-

ses where owners illegally gave their homesto accommodate immigrants. Skelem saysshe does notwant to see children on the streetsduring school hours.“If we find schoolchildren on the streets

during school hours we will lock them up,”she says.She adds that they should have a good rea-

son for not being in school and, if they fallsick, their parents should inform the schoolsand have doctors’ letters as proof.Skelem says she is doing this to eliminate

crime and to protect children from being used

DE DEUR. - Police arrested three peo-ple last Monday when they got a callfor backup from a tracker company ona car that was stolen at Cleveland inGermiston.The Toyota Hulux double-cab was

stolen at Cleveland four days before thetracker company traced it to De Deur.The vehicle was long reported stolen,and Germiston Police had been wor-king on it as a stolen vehicle case.Fortunately enough the tracker com-

pany managed to trace where thevehicle was four days later. Un-fortunately, when Police went tothe place indicated by the trackersignals the vehicle was found in-complete.Police spokesperson Consta-

ble Ntshidiseng Phakoe says theywere surprised to find the incom-plete Toyota Hilux. The vehiclehad been stripped and body partswere spread all over the place.“We arrested three suspects in

possession of stolen vehicle bodyparts. The place is right in the

middle of the community in a way thatno one would suspect that the house isbeing used as a chop shop,” said Pha-koe.She added that on arrival at the hou-

se, Police saw that it was packed withToyota Hilux body parts from the di-ning room to the garage.Amale suspect is at large who is alle-

ged to be the house owner. Among thethree arrested, the female suspect is saidto be the wanted suspect’s wife (ow-ner).

SEBOKENG. - Polokong residents andPresbyterian Church congregationists we-re shocked recently to find their churchcould no longer be accessed.

It was alleged to have been set on fire.Presbyterian congregationists found theirchurch in ashes.

The church has existed for two yearsin Polokong and 20 years in Evaton wit-hout incident. “We have never experien-ced anything like this,” says Sam Mokoe-na, the leader.

According to Mamorena Mokoena theywere notified that the church was in ashes.“Everything had gone up in flames. We

lost everything from chairs and other kit-chen materials. We are left with nothing,”said a devastated Mamorena.

She further said that ‘back in the day’,a church was respected. “These days’ peo-ple don’t respect the church,” she said.

“I don’t understand what went wrongand who caused such unbearable pain tous. If it’s a person who did this she/heshould be ashamed,” said Mamorana.

Police confirm that an arson case is be-ing investigated. “We are investigatingthe matter and we have no leads into howthe incident happened,” says Policespokesperson Warrant Officer Mzimkhu-lu Mthimkhulu.

The communityrejected the statement made by the ward Coun-cillor Eric Tshabalala saying the Garmont Con-struction exhumed all the remaining graves be-fore building RDP houses in Extension 16 be-fore 1991. Tshabalala referred Sedibeng Sterto meet with the construction company in Tshe-

piso when enquiries were made about the gra-ves. The residents living nearby could proveto Emfuleni Local Municipality spokesperson,Stanley Gaba who travelled with Sedibeng Sterto the scene that the graves existed. PaulinaKheswa (49), said they are the first residentsto live here and have been living amongst thegraves since then as there have been no exhu-mations. It is unusual to see the graves betweenthe houses in the townships and the community

believe that something bad will happen soonif the matter is not resolved. The residents areadamant Emfuleni Local Municipality has pro-mised to exhume the graves after they have metwith the next of kin but up to date nothing hashappened. Kheswa said when they started arri-ving here, families used to visit the graves topay their respects to the deceased. Another

neighbour complained that there’s a ghost tam-pering with their water tap during the night.She said sometimes there’s something weird inthe yard. ‘Our culture does not allow us to livebetween graves. The Municipality must eithermove us out or remove the graves, she says.The two stands where the graves are in plainview are number 9710 and 9711.

SEBOKENG. - Trinity Ambu AcademicServices, a non-profit organisation(NPO), was formed by emergency atten-dants of the Vaal Region. TAAS was for-med in line with a vision to assist charities(indigents) in terms of emergency situati-ons with an emphasis on transportation.The organisation was formed by professi-onal paramedics who are unemployedand employed in their sphere of speciali-sation. The primary aim of the organisati-on is to assist people who were not at li-berty to help themselves from the dis-abled, the aging and sufferers of otherchronic illnesses. The organisation is upon its existence to assist the communitywith emergency transportation. Accor-

ding to the organisation liaison officer LefaHlopho, the initiative came about throughnumerous intensive searches that displayedwhat the most basic needs of the disabledcommunity are. Hlopho further says whenpeople are aging they become regular clinicattendees. “We came up with such an initia-tive, where we can assist the communitywith basic transportation to attend clinicsand doctors’ appointments due to their chro-nic illnesses or health,” says Mhlopho. Or-ganisation driver Matthews Mathatho saysthis movement is part of giving back to thecommunity.

SEBOKENG. - Over 500 community mem-bers, including participants, recently attendeda five-km Operation Finish Tops Fun Run hos-ted by Operation Khanyisa. The event was heldat the Saul Tsotetsi Sports Centre in Sebokeng.The aim of the event was to pass the baton totheir neighbours and fellow community mem-bers to spread the message of responsible elec-tricity use. Operation Khanyisa is one of Es-kom’s largest partnership campaigns aimed atmobilising SA towards legal, safe and efficientpower use. The campaign targets all power-users including industrial, manufacturing, agri-cultural and commercial sectors, not to menti-on residents. Not even the scorching sun couldkeep them from competing for first prize. Resi-dents were rallied to take part in the fun run,through a radio campaign, posters displayedaround the community and door-to-door cam-

paigning. Participants were divided into twocategories, aged between 20 and 40 year malesand females, and ages 40 to 60 males and fema-les. Maboe Maphaka, Eskom’s National Pro-ject Sponsor for Energy Losses ManagementProgramme and Operation Khanyisa, says,“Keeping fit and staying healthy require a posi-tive attitude and commitment.

These are the same qualities required to de-velop the culture of compliance necessary toensure a well-run and self-regulated countrywhether it is to obey the rules of the road, orto be a legal user of electricity.

That is why we chose the 5-km OperationFinish Tops Fun Run as a means to spread themessage.”

Residents and businesses were encouragedto use only what they require by switchinglights and plugs off when not in use and thenpay for what they use.

REQUEST FOR LETTER OF INTENTIntroductionPATH is an international nonprofit organization that creates sustainable, culturally relevant solutions, enabling communities worldwide to break longstanding cycles of poor health. By collaborating with diverse public- and private-sector partners, PATH helps provide appropriate health technologies and vital strategies that change the way people think and act.

The Window of Opportunity ProjectProgram for Appropriate Technology in Health (PATH), has been awarded a five year Maternal, Child Health, and Nutrition (MCHN) project to improve the health and development of young children in four districts in South Africa: Sedibeng, Nkangala, Uthungulu and John Taolo Gaetsewe and one district in Mozambique. The Window of Opportunity project objectives are: Objective 1 – Strengthen local health and development systems and community structures to provide intersectoral services responsive to the actual needs of communities.Objective 2 – Improve the quantity and range of clinical and community-based services addressing the health and development needs of children less than two years old. Objective 3 – Increase behaviours among caregivers that positively affect the health and development of children less than two years old.Objective 4 – Expand the knowledge base and foster the widespread adoption of project lessons.

Purpose of the letter of intent: As part of achieving the objective 3 of the project, PATH through the Window of Opportunity Project intends to award sub grant to community-based organizations (CBOs) or non-governmental organizations (NGOs) currently providing maternal and child health, nutrition, HIV/AIDS and behavior change and communication activities in the selected Nkangala district communities supported by the project. Purpose of the Scope of Work1. Facilitate and strengthen the link between CBOs/NGOs and health facilities2. Conduct home visits to support and promote specific MCHN and early childhood development activities3. Facilitate health education and health promotion sessions in health facilities4. Facilitate health education and health promotion sessions in the community and mobilization of communities on health seeking behaviours.Key behaviours to be strengthened through this scope of work include: a) Early booking and use of antenatal care services, b) Exclusive breastfeeding and nutrition, c) Use of postnatal care services and d) Child health and development.

Eligibility Criteria 1. The applicant organizations must be a legal entity/organization established in accordance with South Africa law as an NGO/CBO whose core areas of work are maternal and child health, early childhood development and HIV/AIDS.

2. The organization’s scope of work and mission are consistent with Government of South Africa policies and programs. 3. The organization is currently implementing activities related to health, nutrition, education, poverty reduction, and/or care and stimulation activities as they relate to vulnerable children 0–2 years and their caregivers. 4. The organization should work through trained facilitators and educators with experience in linking with facility-based and community-based health, education, and nutrition services as appropriate. 5. The organization should have mechanisms in place for collecting data and using the collected data to improve interventions and should demonstrate that they have basic financial management systems capable of producing reports. 6. Preference will be given to NGOs/CBOs already working in Sedibeng District and those not current funded by the Department of Health and/or Department of Social Development.

Request for Letter of Intent in Sedibeng DistrictNGO/CBO organizations that are suitable and interested in conducting the work described above are requested to provide a brief letter of intent (3 pages max, font size 12, 1-inch margins, single spacing) that includes the following information:

Technical: Provide a brief narrative on the organization’s technical approach to accomplish the Scope of Work, including: a) Description of technical approach b) Discussion of project management and roles of project team c) Time line to meet the deliverables d) Potential implementation obstacles and plan to overcome them

Qualifications: Provide information on the organization’s overall qualifications, including: a) Profile of relevant experience and examples of related work b) Qualifications of key members of the proposed project team

Financial: Provide a brief budget in South African Rand that specifies the proposed expenses for personnel, travel, supplies, other direct costs and indirect cost that will enable the NGO/CBO to carry out the scope of work within a 12-month period.

The NGO/CBO will be required to conform to PATH’s Code of Ethics, Governance and Responsibility and the project donor’s anti-corruption policies and requirements (to be provided to the NGO/CBO at the time of granting the award.

Application ProcessA detailed description of the Call for Letter of Intent and Terms of References are available and should be read before completing and submitting the letter of intent. These documents can be obtained by sending an email to [email protected] or by collection from PATH offices at 75 Rossini Boulevard, Vanderbijlpark . Applicants are expected to attend a briefing session to be held at Sharpeville Library Hall at 11am on 14 June 2013, please kindly confirm attendance by email to [email protected] on or before 10 June 2013. This Sasolburg-based, red-and-white out-fitted team will vie in the Provincial Playoffsscheduled to take place in Bethlehem on Sa-turday.

This was after they were crowned FezileDabi Castle Regional League champions du-ring the regional playoff in Bloemfontein overthe weekend. SEDIBENG. - It’s official! The three-yearmarriage of PSV Eindhoven and EmfuleniLocal Municipality will end in June.Sedibeng Ster Sport has learned that the

two parties’ three-year contract will come toan end after this year’s coaching-course pro-gramme, scheduled to kick off in June at theSaul Tsotetsi Sports Complex in Zone 14, Se-bokeng.

According to a source close to both partiesthere will be no renewal of the contract alt-hough some of the local coaches wished theprogramme could continue.Sedibeng Ster Sport last year predicted that

last year’s programme was the last one.This was in the wake of more controversy.

To date, for the past three years, this educatio-nal coaching programme was mired in dirtypolitics between Safa Sedibeng, EmfuleniLocal Football Association and the local mu-nicipality.

Speaking to Sedibeng Ster, a source saysit’s official - the partnership between the local

governments of Emfuleni and Eindhoven willend in divorce.

“This is nothing to do with politics but thecontract between these two municipalities co-mes to an end. Yes, the project - especiallythe football programme - was not well runas was supposed. Many things happened thatwere not good for the development of foot-ball. It is unfortunate that this also had a nega-tive impact on the project,” says the source.

When approached for comment EmfuleniLocal Municipality (ELM) spokepersonKlaas Mofomme said it is not yet final whe-ther the partnership will end or continue. Ho-wever, Mofomme says that - as the municipa-lity - they would love the partnership to conti-nue.

He says the programme was not about indi-viduals but about the development of football.

“We have not reached any conclusion yetbut if the programme continues, obviouslythere will be some changes. But in the meanti-me, we will remain positive,” says Mofom-me.
