Traffic Mayhem

I recently bought for a £1, a well used album of Cigarette Cards from the mid

1930s, with the title “Safety First.” W.D. & H.O. Wills proudly claimed the safety

scenes outlined to be of “National Importance.” All I was interested in was the old

cars that were illustrated – traffic from another world, even though I remembered

and drove some of those cars in the late 1950s. The lessons being taught clearly

seemed to be inapplicable to today‟s lifestyle. And yet, as you can see, many of

them bring to mind the crowded Sedgeberrow Main Street that we know today.

“Avoid pulling up opposite

a stationery vehicle”

When did we last see that happen?

“Beware of trams swinging out at corners”

Well, no trams but we do have buses

and that corner scene seems familiar.

“Do not park on a curve”

Now who‟d dream of doing that in

this modern age!?

Buying Group, as come the crunch at any time, because of supply and weather

conditions, loyal members will be prioritised.

Reminder: Minimum delivery is 500 litres, so check that your tank

will easily take that amount. It‟s important because our Oil Buying

Group pays 1000 litre rates for 500 litre orders, which are normally at

least a 1p a litre more.

3. Remember: If you order after midday of the day before delivery, you will

NOT be eligible for the reduced price. Check your tank levels regularly.

delivery, either by cheque or by phoning in with debit card details.

Church Improvements We have had new heating installed since Christmas, this has cost the Church a large

amount of money. Hopefully it will be warmer once we have got used to it. We have

also had work done which came up in the five year report of the Quinquenial. Again

quite a substantial amount of money.

Churchyard The Churchyard has already been mown twice. Hopefully this year

won‟t be so wet.

Was it worth reporting I thought? I went to www.fillthathole.org.uk which took

me onto Google maps. Brilliant it was. There I identified the exact spot and they

did the rest, identifying the relevant Highways agency and making a report.

Amazingly I was able to photo the filled-in hole next time I passed that way, two

weeks later. Well done Gloucestershire CC! Except they might as well have done

the lot because it won‟t be long before they are back to repair the other bits. So go

for it, when you have such an encounter of a battered kind (notice that there is no

if involved). If you don‟t report it they can‟t fill it in! Highways are under intense

pressure, with reduced funds and some hard, wet winters under their belt, so are

unlikely to be looking for work. If it‟s reported and not properly filled in within a

reasonable time the next victim will have right on their side. Mike Parker

The Parish Council welcomed up to 30 Villagers to the 15 minute public

consultation slot at the beginning of their Parish Council Meeting.

With Sally Tebbutt as their spokesperson they were there to seek the

Village Council‟s support, asking them to object to a planning applica-

tion for about 20 houses situated off Main St. They strongly believe that

the site in question is not the most appropriate one for building houses in

the village. Their concerns are that the proposed development will add

significantly to the already extremely difficult traffic congestion along

Main St. That it will not only increase the risk of flooding, but lead to

more occasions when the Main St drainage system is blocked, spreading

sewage onto the road and into houses, which has already happened twice

this year. Their view was that there were more appropriate places in the

village for housing development.

Viewing the planning application was already on the council‟s agenda

and after due consideration they voted against supporting the applica-

tion. They also agreed to pay the village hall fees and seek speakers for

a public meeting to be held the following Thursday. Editor

Fifty five residents attended this extraordinary meeting chaired by Parish

Councillor Maureen Pratt, with many re-enforcing their concerns, as ex-

pressed the previous week. It was agreed:- that County and District Coun-

cillors should be asked to represent villagers views:- that a village repre-

sentative should speak at the planning meeting on the 28th February:- that

Sally Tebbutt would circulate information about it, letting people know

how and when they might attend. Editor

A crowded meeting room, with much last minute bringing in of extra

chairs, heralded the introduction of a good attendance of Sedgeberrow folk,

keen to show their concerns and support of those speaking on their behalf. (contd)

Both Maureen Pratt for the Parish and District Councillor Roma Kirke put

forward a strong case in the three minutes allocated to them, with the lat-

ter asking for a deferral to give further consideration to some of the issues.

This was agreed, though it became clear afterwards that the Planning

officer was unwilling to address Flood Group concerns any further, as he

considered that they were not significant.

The next planning meeting is scheduled for the 28th March, prior to the

Post going to press, so the outcome will not be shown in this edition.

Plans are afoot for Sally Tebbutt being able to speak for three minutes on

behalf of the residents and another big turnout of residents, on the day,

will be sought. Both our County and District Councillors are giving their

Acoustic Night at the Queen‟s Head

John and Olive, our new hosts at the Queen‟s head, are working hard to re-

vitalise the pub. And they are doing a good job. The latest initiative was a

live acoustic music night on 2nd March. The Musician was a chap called

Chris from Malvern and he was absolutely brilliant. He really can play mu-

sic for all tastes. After his first set he sent round his repertoire inviting re-

quests from the audience. We counted 181 songs on it ranging from Instru-

mentals, Folk, Irish Folk to Rock numbers. The information that Chris left

at the pub said it would be a relaxed atmosphere and not too loud and he

delivered on his promise. The audience made the choice, sit and listen, use

the music as background or sing along. As the pints flowed the singing

along became the order of the evening. All present seemed to have a really

good time.

I for one really hope that John and Olive book Chris again. If they do, it

would be great to see more people there, both to support the pub and to sup-

port live music. Keep an eye on the „A‟ board outside the pub or village

In February we had an interesting talk by Ginnie Meakin about the healing proper-

ties of Aloe Vera and our film group went to see 'Quartet' at the Regal Cinema. In

March we went to see 'Lincoln' at the Regal Cinema.

Several of our members went to Race Day at Cheltenham race course, whilst oth-

ers went on a Nordic walking course at Cleeve Hill. Our opponents in the group

skittles tournament were Aston-Somerville and Wormington. It was a closely

fought match but sadly once again we were the losers. We wish Aston-Somerville

all the best in the next round.

On March 27th we shall have attended the A.G.M. at Cheltenham Town Hall,

when Sharon Davis will be the main speaker.

On March 18th we enjoyed hearing David Purser (Prize Winning Butcher) talking

about the different cuts of meat and how they may be used. His prize winning sau-

sages and burgers were worth looking forward to!!

On March 21st some of our members went to see Sleeping Beauty at the Arts

Centre.

Future events:- In April and May a further visit to the Cinema and another skit-

tles evening, dates are to be arranged.

April 15th. Coffee morning at Judith's. On April 16th we shall be having a talk

by Nick Clark on “The Road to Samarkand.” April 19th - Book Club at Barbara's.

On May 14th There will be another Painting and Drawing Day at Colesbourne

Park and two of our members are hoping to take part. On May 15th there is a pos-

sible visit to Andoversford for clay pigeon shooting. More about that later. Our

speaker for May will be Chris Shaw from the Ashton-under-Hill Garden Centre.

She will tell us about the plans for the centre and talk about planting hanging bas-

kets. We hope to visit the centre on a later evening to plant our own hanging bas-

kets.

Coffee mornings and Book Club mornings will continue as usual. Please come to

our meetings as a visitor and then maybe become a member.

PACT stands for Partners and Communities Together. It gives you the chance to

tell your local policing team, local authority and other partner agencies about the

issues causing concern within your neighbourhood and which ones you want us to

deal with as a priority. Once the community agrees on the top priorities, we'll work

together to address them.

The issues raised can vary significantly, and aren't always for the police to deal

with, but common examples include:

Dog fouling

Young people gathering

Anti-social behaviour

Drinking in the street

How Are The Issues Tackled? Each area has an independently chaired PACT Panel, which is typically made up

of a group of representatives from the various agencies involved and local council-

lors.

They meet on a regular basis to go through the issues that have been raised via all

PACT processes and agree the action required by each partner agency to tackle

them. Up to three issues, which have been identified as causing the most harm

within the community, will be tackled as a priority and any remaining issues will

be professionally considered.

FOOTPATH WARDEN‟S ANNUAL REPORT Presented at the Annual Parish Meeting

on 11th March 2013 As with everyone else in the country our rights of way network has

suffered greatly from the effects of record breaking rainfall during

the past year. We can only hope 2013 is drier so that our footpaths

and bridleways have a chance to recover.

The Wychavon Way Recreational Path finally opened in August

2012, and the village has benefited from the upgrading of the

routes coming via Ashton-u-Hill and Aston Somerville.

The repairs to the footway over “Sedgeberrow Hill” on the old

Cheltenham Road have also improved accessibility for walking

into Sandfield Lane and around the village itself.

A survey of the condition of stiles, bridges etc. as well as waymarking is being carried

out, but apart from one or two outstanding problems the overall picture for access and

safety is quite sound. However, there is one site in the parish which is particularly

problematic and Worcester County Council intend pursuing this themselves. With

regard to the council, given the current climate of cut backs it must be said that as

ever the support from our designated officer at Countryside Services has been excel-

lent. In addition most of our local farmers and land owners have been very helpful in

maintaining the paths, including the new tenants of Hinton‟s Manor Farm land.

During last summer four local walks were organised, including a visit to Sandfield

Farm‟s conservation project. Unfortunately, the poor weather greatly curtailed the

programme, but not to be daunted there will be more this year. A walk will be held in

each season, the winter one having been in January, whilst spring‟s will be in April

(see below for details) with summer‟s in July and finally autumn‟s in October.

Since last year‟s report I have received no complaints about our footpaths, but have

had one or two enquiries about access and planning walks.

N.B. At the Annual Parish Meeting the poor condition of the bridleway from Main

Street to Winchcombe Road was mentioned. Apparently this right of way was nar-

rowed illegally many years ago, compromising its overall accessibility. Our regional

officer will be consulted to establish what can be done to improve this important

village route.

Spring walk on Sunday 7th April @ 11.00am:Starting at the school this will be

a circular walk of about 4 miles/ 2 hours heading out on the Wychavon Way before

going on to Wormington and returning via College Farm. Of course the usual rules

apply regarding clothing, footwear, and refreshments.

A Childhood Scene

Calling all adults!

Do you have a tale from your childhood to tell?

Please share it with us.

F.O.S.S. (Friends of Sedgeberrow School) have very kindly raised the money for

us to put a stage in the playground for the children to perform on at break and

lunchtimes. We love the Arts at Sedgeberrow and this is a really great addition to

our facilities. As the playground games have recently been repainted too we look

forward to many happy times ahead. We continue to use the outdoor environment

as much as we can throughout the curriculum and have recommenced our termly

days at the farm for each year group now that we are through the worst of the

winter.

We now have 170 children on role which is the highest

number ever recorded so this is excellent news for the

school. Places left now are very limited but we always

welcome prospective parents who wish to look around

and can advise them individually about spaces.

they looked at pictures of ships and boats and talked about the different parts of a

ship. They then drew a picture of what they wanted their pirate ship to look like

and wrote down the different materials and tools needed to make it. Once they had

designed the ships they started making them. At the end of the topic they all

dressed up and had a special pirates and mermaids day.

Reception have just finished a lovely topic on

Pirates and Mermaids. One activity was about

designing and making pirate ships. First they

investigated which materials were waterproof, so

that they knew which materials would be good

to use for their ships. They tested tissue paper,

cellophane, silver foil and felt, made predictions

about which materials would/wouldn't be water

Village Hall Committee After April 22nd I will have stepped down as Chairman of the Village Hall

Committee. After 13 years, I feel that change is needed.

The Hall needs all the support it can get to keep financially viable. The Committee

appreciates that not everything that is put on is to everyone‟s taste but PLEASE

try to come to at least one event in a year, as money is very tight. Our only income

comes from rental of the Betteridge Room and the Main Hall; this goes on the up-

keep of Glebe Meadow. In the last financial year, it cost £1,420 for grass cutting

and £54 for the Wicksteed Play Equipment Inspection, just to keep it all to the

standard that it is at the moment.

I am sure that the committee would be only too pleased if you were to organise a

fund raiser. It‟s a case of USE IT OR LOSE IT.

Tree markings: Some very observant people have asked why the trees on Glebe

Meadow have bright green numbers and dots. This is not so we can chop down or

do anything detrimental to the trees.

We had an Arboricultural Consultant come and look at all the trees and he has giv-

en us a very comprehensive schedule of work for the next 2 to 3 years. 2 of the

trees will have to come out asap as they are dead. The 2 trees that have Tree

Preservation Orders on them need tidying-up work. A few in the copse need to

come out so that more light can get to the ground under them, and also help the

rest to grow into better shapes.

I will continue to support the village hall in any way I can, I wish the committee

where you put all of your old clothes in a bag and chuck it in. When it is full of

bags of clothes people will come and collect it and Sedgeberrow First School/

Your clothes will then go to people who need them the most.

Doofuss has a hidden talent (actually he has more than one but you can‟t see them

under all that hair – hypnotic eyes ... well what did you think I was talking about?)

Anyway, he‟s turning into a bit of an artist – honest, I‟m not joking. Let me tell

you how he was „discovered‟ ...

The other day we were playing in the garden; most of the green stuff, which goes

by the name of grass, has gone (!) only to be replaced by MUD. Ah, mud, mud,

it‟s glorious, someone ought to write a song about it. Anyway, we were being ig-

nored and our barks were not getting any response so Doofuss jumped on the

bench and started to knock on the window with his paw – his muddy paw. Cor!

what a mess it did make, but somehow, from the mess came (drum roll please) The

Art. With a dab dab here, and a dab dab there, throw in a couple of slip-slides and

voila – a masterpiece. I was struck quite barkless (though I grant you not for

long). Neither of the two legs can be art lovers „cause before you could say „fetch

a cloth‟ old grey beard was out there with a bucket of water and splish-splash the

masterpiece was no-more. Doofuss is not a dog to be put off so has started a new

masterpiece using the french doors – he‟s calling it his Le Treck period „cause he‟s

a bit short and can‟t reach the top half of the door. If there is anyone out there who

would like to adopt a future „Turner‟ prize winner and his agent, please call

What is a mondegreen?

A mondegreen is the mishearing or misinterpretation of a phrase in a way that

gives it a new meaning. It is most commonly applied to a line in a poem or a lyric

in a song. The term comes from an old song which contains the lyric "They slew

the Earl of Moray and laid him on the green." It was commonly misheard as "They

slew the Earl of Moray and Lady Mondegreen." Our son Zak used to sing along to

a song by The New Radicals which contains the line "Someday we'll know why

Samson loved Delilah". He misheard it as "Someday we'll know why Samson

loved a llama". That really made me laugh. Mel Wilson

top to bottom. Well overdue it was and thanks must be

given to Parish Councillors, our County Councillor and

the Footpath Warden. They have beavered away for some

time, making the case for the County Council to allocate

Annual Parish Assembly

Only 4 residents braved the cold evening to attend the Annual Parish Assembly on

Mon 11th March, which was rather disappointing, given that County Cllr Liz Eyre,

District Cllr Roma Kirke and CSO Simon Williams had come to give their reports

and answer questions.

Police Report Crimes recorded for Sedgeberrow between 1st March 2012 and 1st March 2013:

Burglary (non dwelling) – 3, none detected

Criminal damage – 1, not detected

Assault – 3, none detected

Vehicle crime – 10, 1 detected

Other (traffic offences, warnings, etc) – 4, 1 detected

This compares with 25 crimes recorded over the same period last year. The Police

are grateful for the diligence of parishioners who call to report suspicious or „out

of the ordinary‟ people or situations.

Mobile Police Station The Mobile Police Station will be in Main Street on Wed 3rd April between 11am

and 1pm. Please call in and have a chat with CSO Simon Williams and let him

know of any policing concerns that you may have.

Council Tax The Parish Council has raised a precept of £9,500 but residents will notice a de-

crease in the parish rate on their Council Tax bills. This is because the Govern-

ment has given a grant of £630 for 2013/2014 to allow for a change in the Council

Tax Benefits system. This results in a Band D Council Tax charge for this village

of £26.44.

Energy Switching Wychavon District Council is encouraging residents to sign up to a new scheme

that has the potential to save money on electricity bills. The scheme, which is of-

fered by the company Ichooser, is a collective energy switching initiative. Anyone

can register their interest but need to sign up by midnight 8th April. Further details

Force-Wide Cadet Programme

If you‟re aged between 16 and 17, have an interest in policing and want to

make a difference in the community where you live, then West Mercia Police

needs you!

The force is looking for teenagers who have just left Year 11 to join its volun-

teer cadet scheme.

West Mercia Police Cadets are looking for recruits from across Herefordshire,

Shropshire, and Worcestershire, in addition to Telford & Wrekin, where the

scheme has been running for a number of years.

As a cadet, you will undertake a variety of activities, including self-defence

training, marching, fitness, team working, role playing and taking part in team

building weekends and Outward Bounds events.

Cadets will also gain an insight into police life, through talks by guest speak-

ers from different departments and agencies and by taking part in local com-

munity policing events

“We are looking to sign up 14 new cadets for each policing area to start in

Bees and a new pesticide Several causes for the fast and alarming decline in

bees might exist, but evidence has emerged that a

dangerous group of pesticides play a key role. And

now, they're being used all over English gardens.

They are called Neonicotinoids

Neonicotinoids are widely used throughout the UK, on farmland and in

gardens as insecticides. Seeds are even pre-treated with the chemicals,

which is completely unnecessary. Pesticides should be a last resort, not used

before pests have even appeared.
