When is pricing predatory?The Elevating Work PlatformAssociation of Australia has recentlyamended its constitution to include a

clause covering 'Interference with existing rental contracts'. Thewritten code of practice actually makes such an action 'a breachsubject to disciplinary action which could include suspension'.

For some reason the crane and aerial lift rental markets are a push-over when it comes to enforcing a significant deviation froman agreed contract period, often due to poor paperwork. All toooften a customer obtains a highly competitive price to rent a numberof machines on a long term basis but just three weeks into a sixmonth project calls to off-hire the equipment - because a competitor's salesman has offered cheaper rates. The rental company either feels obliged to match the price or collect themachines as the duration is not specified in the rental contract.

Such activity is both inefficient - potentially disrupting a project for a few pounds - and dangerous, with operators having to get used todifferent equipment mid project while doubling up the loading andunloading of equipment.

If the offending rental company is a large national player and theoffended company a local or regional player, there might also be acase of predatory pricing to answer against the larger business, anaspect of competition law that tends to take a back seat to price fixing.

This subject is no easy matter, but the EWPA has at least laid downa marker. Its new clause states: 'Whilst competition between members is encouraged in accordance with the law, this Code isbreached where any member intentionally and wrongfully induces acustomer to breach an existing contract with another supplier. Suchaction may also lead to civil liability where a contract is actuallybreached as a result, and the original supplier suffers damage'.

It is clear that rates are under pressure, given a slower market, however if rental companies take a calm and rational approach,keeping a sensible balance between rates and utilisation/contractterm, while maintaining discipline over rate policies, the companyand the industry as a whole will benefit. Once again this is wherethe top five or 10 rental companies can set a good example - something that, at least anecdotally, they are not doing at themoment. The CPA and IPAF might also look to follow the EWPA'slead in helping improve the industry's professionalism in this area.

These are the first pictures ofKobelco's all-new 400 tonnecrawler crane that will debut atIntermat next week. The unit hasbeen purchased by Scottish-basedWeldex and has been assembledin Paris ready for the show.

The new model is part of Kobelco'songoing programme to redesign,upgrade and improve all of its cranemodels from 300 tonnes up to 800tonnes.

The SL4500 has a maximum loadmoment of 4,700 tonne/metres and amaximum boom and jib configurationof 84 metres main boom with 54metres luffing jib, or 78 metresmain boom with 66 metres luffingjib, resulting in a total 144 metrestotal boom/jib length.

10 years of Cranes & Access In May we will be celebrating 10 years of Cranes & Access, May/June 1999 was the first issue of the magazine, which added access equipment tothe popular crane magazine - Cranes UK. Holland Lift has confirmed that Haulotte will distribute itsheavy duty scissor lifts in France, Italy and the formerYugoslav states. Stefano Di Santo Haulotte's area generalmanager for Southern Europe said: “The agreement wehave reached is an extension of an existing relationshipand allows us to complete our scissor lift range, especially in the big scissor sector.”

Menno Koel, sales director of Holland Lift, added: “Thechoice of Haulotte as our dealer is part of our plan toextend our market coverage and stay as close as we can to our customers, profiting from the history and position of Haulotte in those specific markets.”

Haulotte will exhibit at least one Holland Lift on its stand at Intermat. This deal follows the licensing agreement for certain Holland Lift products announced at Intermat 2006. Holland liftbought those rights back and this latest move is probably better suited to both companies.

Truck mount HinowaItalian spider lift and tracked undercarriage manufacturer Hinowa will unveil a new truck mounted lift at Intermat. The new model which hasbeen a closely kept secret will be the Orchid lift21:11with 21metresworkingheightand up to 11metres ofoutreach.

CMC/SUPElefant enter UKItalian truck and spider lift manufacturers CMC and SUP Elefant haveappointed Baker Access as their distributor in the UK. Both companiesare based near Bari in south east Italy, have ownership links and alsowork together with Barin, the underbridge inspection platform specialist.

Baker Access is a new company owned by Nigel Baker, which has takenover the assets of spider lift sales and rental company Max Access thatwent into administration earlier this year. Baker Access is currently basedin temporary premises in Oxford. Baker had put Max Access into a voluntary arrangement, was paying down debts and restructuring the business when three of its customers 'went under' leaving the companywith bad debts that it could not sustain.

Key products for the UK are likely to include the S15/S19 - 15 and 19 metreSUP spider lifts and 20 metre CMC TB200 articulated truck mount on aCabstar 3.5 tonne chassis. The S15 includes a dual riser, telescopic boomand articulating jib and 200kg unrestricted platform capacity, while the S19offers almost 12 metres of outreach. Baker Access is looking to launch inthe UK with a last minute stand at SED and at Vertikal Days on June24th/25th.

German tower crane manufacturer Wolffkran, recently unveiled itsWolff 1250B luffing jib tower crane with up to 60 tonne lift capacityand 80 metre jib.

Wolffkran says that it is reacting to the growing demand for extra large'XXL' luffing cranes for the erection of power stations and structural engineering projects. The first of the new heavy-weights will go to work on a site in Germany later this year.

The new 1,500 tonne/metre crane can handle its 60 tonne maximum capacity at a radius of 25 metres making it a true heavyweight. The counter-jib has a relatively compact length of just 9.8 metres, permitting itsuse in many locations with restricted space. Wolff has also developed anddesign protected 're-reeving assistance' which reduces re-reeving timewhen changing from two to three rope operation for heavier loads. Althoughthe new crane is equipped with an enhanced 132 kW hoisting gear, andcan handle 20 tonnes on single line, (40 tonnes on two falls and 60 tonneson three) an extra four-fall operation for 80 tonnes is also possible.

When used on singleline work, hook speedsare 190 metres aminute the fastest fora crane of this size. Itis also stepless - nogear changing.

With a standard rope storage capacity ofalmost 1,000 metres,the crane can bedeployed for buildingheights of up to 800metres in single falloperation, 400 metresin two fall and even260 metres in three falloperation for loads upto 60 tonnes. Despiteits size, it can beerected completelywithin two dayshelped by the fact thatmain componentsweigh no more than 15 tonnes. Wolffkranaims to build between 10-15 cranes per year to keep pace with demand.

Terex Fantuzzi deal back onTerex has announced that it is resuscitating its plan to acquire the Fantuzziport equipment business.The company says that it has reached a non-binding agreement to acquire the business for €175 million - €40 millionless than the original deal it struck last August, which was terminated inJanuary. Term sheets have been agreed with Fantuzzi's bank creditors forlong-term financing which will provide almost all the funds needed to complete the deal. As all approvals have already been obtained the two parties are looking to complete by the end of April.

Two new Tadano mobilesTadano Faun has released details of its latest cranes, the 130 tonneATF130G-5 All Terrain and 70 tonne HK70 five axle truck crane on acommercial carrier. The ATF130G-5 slots into its expanding All Terrainrange between the popular 110 tonne ATF 110G-5 and 160 tonne 160G-5.

Available with either a 10x6x10 or 10x8x10 drive/steer configuration, theall-wheel steering system avoids the need to raise the central axle duringcrab steer. The crane is equipped with a six section, 60 metre main boomwith single cylinder telescope system, providing a full extension time of lessthan seven minutes. A 10 to 18 metre swingaway extension - which can beextended to 32 metres - is available with mechanical or hydraulic offset.

The 130G is also available with a 3.8 metre, 40 tonne, heavy-duty stubbyextension with 20 or 40 degrees of offset, which is ideal for handling bulkyloads. In its Taxi version which meets 12 tonne axle loads, the 10x8ATF130G-5 can carry six tonnes of counterweight (full counterweight is 42 tonnes), the 10/18 metre extension, 63 tonne hook block and 10 tonneswivel hook. In the UK the crane should be able to travel with up to twothirds of its full counterweight under STGO rules.

The HK 70, the only five axle 70 tonne truck crane made in Germany, hasbeen developed following a request from and in strong cooperation withDutch crane company, Mammoet. It features the same 44 metre main boomand 61 metre tip height - as the ATF 65G-4 All Terrain with which it sharesa superstructure.

The crane weighs a total of 52 tonnes, complete with its maximum counterweight of 15 tonnes the nine to 16 metre extension, a 32 tonnehook block plus 10 tonne swivel hook, leaving up to two tonnes for additional lifting tackle etc.

Liebherr tracks outnew LTR 11200Liebherr has unveiled the prototype of its new 1,200 tonne LTR 11200telescopic crawler crane, emerging from the newly constructed large-crane assembly shop at its Ehingen plant.

Liebherr developed the 4.8 metrewide, narrow-tracked crawler cranefollowing a request from wind powerplant manufacturer Enercon. The 100metre telescopic boom and super-structure have been taken from theLTM 11200-9.1 All Terrain cranelaunched at Bauma 2007.

During lifting operations the LTR11200 is supported on a 13 metre by13 metre star-shape outrigger base.The boom system has Y-suspensionas well as the fixed and luffing latticefly jibs similar to those on the LTM11200.

Liebherr president Willi Liebherremphasized the importance of windpower as the main operational areafor the new LTR 11200 in his speechat the unveiling.

Atlas moves to Terex cranesTerex has moved its Atlas loader crane business into its Terex Cranesdivision which also includes Terex Demag, Bendini, PPM, Comedil andTerex Cranes Waverly. Terex Atlas, acquired by Terex in late 2001, isbased in Delmenhorst, North Germany and until now has been part ofthe group's construction division.

Jim Robbins, general manager of operations said: “With the transition toour cranes segment, weare well positioned forour experts to worktogether to respond tocustomer and marketneeds. Terex Cranes istruly a one stop shop fora wide range of liftingequipment and this is abenefit to all customers.”

The new Nifty SD120TWe now have photographs of Niftylift'snew 12 metre working height SD 120Tlightweight self propelled boom lift,unveiled at the ARA last month.Developed with the arboriculture sector inmind it combines the superstructure andworking envelope of the popular HR12with a new low-weight SD chassis whichfeatures four wheel drive, 45 percentgradeability, high flotation tyres and outriggers.

The SD120 has an outreach of 6.1 metresand weighs just 1,850kg, which shouldmake it popular for applications thatrequire a soft footprint and the ability to level up on uneven or rough ground. The lift is also available with almost any power combination,including battery, Diesel,Bi-Energy, Tri-energy orpropane/petrol.

CPA/HSE to launch newBest Practice guidance atVertikal Days…The UK's Construction Plant-hire Association (CPA) and Health &Safety Executive will launch two major new Best Practice Guides atVertikal Days 2009, one for cranes and one for hoists. As part of thelaunch the CPA will run two important seminars on the first day of theshow at Haydock Park - Wednesday 24th June.

The morning seminar will launch a major revision to the CPA's BestPractice Guide for Crane Hire and Contract Lifting. The document has beenrevised in conjunction with the HSE and sets out the steps to be taken bycrane owners to ensure that those hiring mobile cranes are fully aware oftheir duties and responsibilities.

The open seminar will include presentations from both the HSE and theCPA's Crane Interest Group, and will include details of a series of trainingsessions for hire desk staff on the application of the Best Practice guidance. These will be held at various locations around the UK in the second half of this year.

In the afternoon Gordon Gedling, chairman of the CPA's Construction HoistInterest Group (CHIG), will launch a Best Practice Guide on Work at Heighton Construction Hoists. This has been produced in conjunction with theHSE and provides practical guidance on meeting the requirements of theWork at Height Regulations when installing, using, maintaining examiningand dismantling construction hoists.

…And IPAF to host rental meetingsIPAF has also confirmed that it will be holding its Hirers committee openmeeting at Vertikal Days on Wednesday 24thJune with a special'Hire +' meeting in theafternoon.

Tanfield up 18%takes major write downsTanfield - the owner of UpRight and Snorkel - has reported fullyear revenues up 18 percent to £146 million largely due to thefull year contribution of Snorkel. Pre tax profits before the writeoffs fell 87 percent to £1.7 million. The write downs, whichinclude writing off almost all of the Snorkel goodwill, and takinginventory and debtor write downs, resulted in a final pre-tax lossof £88.8 million.

Tanfield chairman Roy Stanley said: “The balance sheet after theimpairments remains strong with net assets of £85.8 million andexcess of current assets over current liabilities of £61.5 million. Cash at 31 December 2008 was £11.1 million and this position isbeing maintained.”

“This has been a challenging year for the Group. However, we are a business that is lean, nimble and focused, with a highly experienced management team, which reacted promptly and decisively to the adverse market conditions. Tanfield is well placed to trade through the downturn and to move rapidly when its end markets improve.”

A record turnout for the IPAF summit held in Dublin was followed in theevening by the presentation of the International Access Awards.

Delegates listened to a variety of high powered speakers including Peter Power,Ireland's minister for overseas development, who opened the summit saying hewas proud that an Irishman had been appointed as president of the internationalfederation and apologised that the prime minister had not been able to attend dueto the emergency budget preparations. The day also included presentations fromIPAF president John Ball, Kevin O'Shea, the chief executive of United Rentals,the world's largest rental company Michael Kneeland and Pat Cox, ex presidentof the European Parliament.

UK tower crane company found guilty

IPAF Summit & Awards

After years of waiting UK-based tower crane rental companyW D Bennetts has been found guilty of health & safety breaches following the death of two men in a tower craneaccident at Durrington High School in Worthing, West Sussexdating back to February 2005.

Bennetts was charged alongside Eurolift (Tower Cranes Ltd) an affiliate, which pleaded guilty to two health and safety breaches at the beginning of the trial. Both companies were found guilty ofbreaching the Health and Safety at Work Act 1974 for failing toensure, the health, safety and welfare of its employees and other workers on the site. Both companies will be sentenced on a date yet to be set.

Gang steals two truck mounts

Milton Keynes-based aerial lift rental company Elavation has taken delivery of 20 new Skyjack electric scissor lifts, the first batch of units that it plans to add to its fleet this year. The platforms are mostly small battery electric models, which along with specialist boom lifts form the bulk of the company's fleet.

Elavation is the Access Link member for the Home Counties and says that business circulated through the Link has been a major benefit in the slower market.

Dispatchers Sandra Lakeman and Daniel Gonzalez said: “This particularbatch of machines was ordered for a specific long term contract. The client demanded light, compact machines for lift access and wantedthe added security of quick release control boxes. The Skyjacks fitted thecriteria perfectly.”

Elavation was founded by Mani Gonzalez and Barry Brady almost fiveyears ago and has built up a rental and training business with a fleet ofmore than 250 units operating from a single location.

A well organised gang broke into the premises of Loxam UK'sPontefract/Leeds branch on the night pf April 6th after cutting thephone lines.

The stolen units were a 2007, 34 metre Bronto S34MDT, GB registrationFJ57 NHV - serial number 5543-469 mounted on an Iveco chassis and a22 metre GSR/Skyking 198PX mounted on a Nissan Cabstar chassis -GB registration number FM07 FBE, serial number AP1038.

Rogue trader shut downIrons Design & Build, the Northampton-based contracting company that disappeared in February with at least one rented aerial lift - an UpRightAB62 articulated boom lift belonging to Nationwide Platforms - serial number 1346, has been 'wound up'. The company - owned by Jamie Ironsof 100 Leybourne Drive, Bestwood, Nottingham, NG5 5GP - had a trail ofdebts and fraudulent activity to its name and was finally placed into liquidation earlier this month. As far as the know the lift is still missing.

Aerial lift equipment supplier CTE UK has completed the relocation ofits operations to larger premises at Enderby near Leicester. The new headquarters provide more space for storage, display and preparation of the company's range of vehicle mounted and tracked accessplatforms. Larger workshop and office areas will also allow the company toexpand its customer support facilities. The new location is close to the M1,M6 and A14. “Our business is continuing to grow and these new headquarters facilities will enable us to provide a better service to all of ourcustomers,” said CTE UK sales manager Jonathan Wiseman

Telehandler and access manufacturer Manitou has issued an updated financial bulletin which also says that Gehl has breached its loancovenants, resulting in its banking syndicate demanding repayment ofits loans at the end of March.

As a result Manitou says that Gehl may file for protection under Chapter 11of the bankruptcy code, if a suitable renegotiation of its loan covenant wasnot completed.

However Manitou is pursuing discussions with its banking partners in boththe United States and Europe with the aim of securing the Gehl financingwhile continuing to contain the risk in the United States.

Manitou group revenues rose 1.4 percent to €1.28 billion, €20 million ofwhich came from Gehl. After a strong start to the year with sales at thenine month stage still up 6.6 percent, however the fourth quarter saw asteep downturn which brought revenues down close to last years level.

Profit before exceptionals was down 15.7 percent to €128 million, (down12 percent to €133 million without Gehl). Net after tax profits before takinga €52 million goodwill write off at Gehl were down 35 percent to €56 million (down 28 percent without Gehl).

Liebherr has issued the first photos of its new MK88 which replaces the MK80. The newmodel has a maximum capacity of eight tonnes, a maximum radius of 45 metres and standard hook height of 30 metres which can be extended to 59 metres at maximum 45degrees jib elevation. Jib tip capacity is more than 2,000kg.

UK-based loader crane maker, Penny Hydraulics and Italian tracked undercarriagemanufacturer Hinowa have teamed up to produce a small tracked crane.

The new HS400/V12 Mini crane combines Hinowa's HS400 dumper chassis withPenny Hydraulics' V12 crane. The battery powered unit has a three section, 2.9 metre telescopic boom with maximum lift capacity of 630kg. The crane uses two front outriggers set at 45 degrees, allowing 90 degrees of slew.Liftcapacity at maximum radius is 240kg and all crane functions are hydraulic.Overall stowed dimensions are 790mm wide by 1,57 metres long and 1.84 metres high. The crane can also be quickly and easily demounted, allowing the HS400 to operate asa compact rough terrain lift truck or with other attachments. The operator will normallyoperate the crane from the controls on an umbilical cord, although there is a platformfor the operator to stand on during travel.

Goodwill write downOshkosh is anticipating taking a $1.2 to $1.5 billion non-cashgoodwill write-down/impairment in its second quarter for several of its business units, although JLG will represent by farthe largest portion of the write down. It also expects the impairment charges to be largely non-deductible for tax purposes.

The company is working with a third-party valuation firm toassess the fair values of the company's reporting units andplans to complete the impairment analysis prior to the releaseof its second fiscal quarter results. Oshkosh paid $3.2 billion forJLG in late 2006.

Wacker Neuson up 17%Light equipment and telehandler manufacturer Wacker Neusonhas reported 2008 revenues up 17.3 percent to €870 million,but pre-tax profits slipped 28.8 percent to €62.1 million. The company says that it is optimistic about the future and that itis in good shape financially to pull through the current downturn, ready to exploit what it believes will be a strongupturn in late 2009 or early 2010.

Dr Georg Sick, Wacker's chief executive, said: “Although business in 2008 initially developed in line with predictions,the second half of the year was characterised by a significantdownturn. We subsequently revised our forecast back in July2008, and, thanks to our strict cost management strategy,were able to exceed this target.”

New Boom TruckOmaha, Nebraska-based boomtruck and aerial lift manufacturer,Elliott Equipment, has launched a new 50 ton boom truck. The50105 has a 105ft (32 m) full powered main boom and standard32ft (9.7m) to 49ft 14.8m) twopiece jib and load moment indicator.“This 50 ton model demonstratesElliott's commitment to developingthe best performing line of materialhandling solutions in the industry,”said Elliott president Jim Glazer.“Now more than ever, Elliott is working to develop innovative solutions to help our customers bemore productive than ever before.”

Dublin-based international access and lifting company Easi UpLifts is settingup a new truck mounted aerial lift rental fleet in the UK. The operation will bebased at its new London location. Harry McArdle the major shareholder andchairman told Vertikal.Net that it wants to build on its long experience in thetruck mounted market in Ireland and is looking for a hands on person to leadthis part of the business. The company currently runs a fleet of 88 vehiclemounted lifts ranging from small van mounts up to a 70 metre Bronto S70MDT.

Manitowoc sells icebusiness and issuesprofit warning

Manitowoc has stated that its first quarter earnings may be 50 percent below estimates and confirms that it has sold the Enodisice business to Warburg Pincus Private Equity for $160 million.

The company says that global demand for the company's cranes continues to decline further than previously anticipated due to the continuing global recession and no longer believes that it will be able toachieve its previous guidance for sales, earnings per share or cash flow.

Chief executive Glen Tellock said: “We have reached an agreement to fulfil our obligation to sell the Enodis ice business and can now focusentirely on operating our two strategic lines of business: cranes and commercial food service equipment. Manitowoc has been through downturns before. Although the pathway out of this downturn will bechallenging, I am confident that Manitowoc will emerge as the leader inits industries, stronger than it was before."

although it is increasingly dominatedby French suppliers. This mightseem odd especially when youunderstand that the dominance hasnothing to do with the fact thatEurope's largest aerial lift manufacturer - Haulotte - is French.The dominant player in this market isJLG, which acquired the Toucanproduct and its Tonneins productionfacility from Grove/Manitowoc in2004. Grove had acquired the sameassets from Delta a few years earlier, before being acquired byManitowoc in 2002.

No, the real reason that France dominates the mast boom market is down to one company and inessence one man, Daniel Duclos. As a young design engineer he hadthe brief to produce an improved and less expensive version of a concept pioneered by NorthAmerican specialist manufacturerLift-A-Loft. Having designed theproduct and built the prototypesomething happened between theclient - Alexis Biramian of ABM andDuclos, the facts of which remain

hazy. The outcome though was thatDuclos took over the prototype andstarted to market it under the Deltabanner, using a toucan as part of hismarketing campaign. Perhaps itslong beak looked like the mastbooms jib?

Boomingmasts

It has been some time since we took an in depth lookat the products we call mast booms. Looking back to our first feature in 2004, it is clear that little haschanged, apart from a few refinements there havebeen no significant breakthroughs or new entrants.

What is clear is that the sectoritself is often confused in peoplesminds, focusing more on themethod of elevation than whatthe product does. To us a mastboom is an aerial lift that uses amast to obtain its vertical height,but then features a jib or boom ontop of that in order to provide avariable outreach. Ideally themast or superstructure shouldalso be capable of slewing, atleast through 180 degrees, preferably more.

A fixed mast lift - along the lines ofan UpRight TM12, JLG1230ES orGenie Runabout - is not a mastboom. We have always groupedthose handy tools into the scissorlift category. True, it does not have ascissor lift mechanism, but then nordoes a self propelled sigma lift. Butthe fact is that they perform in anidentical manner. So having identified the sector, lets move on.

Some 18 years or so since the DeltaToucan took the concept into themodern age and started to make itpopular, the product remains something of a niche item. Whyremains something of a mystery.

When the product is readily availableand users are aware of what it cando, the market grows substantially.For many applications, both industrialand construction finishing trades, itis the lift of choice, but only whenusers realise its benefits and can get hold of it easily.

So why has the mast boom lift nottaken the overall market by storm?One reason might be that it is morecostly than a scissor but not as versatile as a small boom lift. Whilethis might not deter an end-user forwhich it may be the perfect platform,it tends to put off your averagerental company which evaluates therental rate versus its height. Add tothis the fact that its outreach is limited so it has a specific set ofcustomers/applications and that themajority of users in Western Europeand North America prefer to rent

their equipmentthan buy it. So if the rental companies don'tstock it and it isnot on the lips ofrental salesmen, it will not be adopted, plain and simple.

In spite of this more and more usersare discovering the concept, albeitgradually, and most manufacturershave remained in the market,

completely redesigning them underthe skin and reducing the overallweight to 2,250kg and 2,600kgrespectively. At the same time itclipped a few centimetres off theheight and extended battery lifebetween recharging through animproved electrical system. Giventhat manufacturers - other than JLG- claim that it is hard to make adecent margin on their mast booms,one assumes that Manitou also tookthe opportunity while redesigning toreduce the build cost? If they did itcertainly doesn't show in the product itself, which appears to beevery bit as good, if not better thanthe models they replace.

JLG ToucanThen in September at the APEX show,JLG unveiled its latest 10 metreoffering the Toucan 10E which is justnow beginning to ship. The Toucanrange has always been differentfrom the offerings built by other producers in that it uses a forklift railtype mast assembly, while the others all use telescopic box typemasts. The argument is that the boxoffers more rigidity, as well asavoiding the stacking effect of a forklift mast design. However the Toucanmasts have been honed and finetuned by both Delta and Grove tothe point where it has become astrong feature that the company

The new products took off wellenough selling to end users but forreasons we have already discussed,not with rental companies. Sellingaerial lifts on a one by one basis toend users who might have a twoyear budget procedure is somethingof a slog. So when the French economy slowed a little in the mid1990's Duclos decided to start renting as well as selling them. He figured that having failed to persuade any rental company totake the product seriously he woulddisregard concerns about competingwith them and show them how itwas done. Sure enough the rentaloperation was a success and theexpanding fleet (which eventuallymorphed into Access Industrie)spread the word, eventually forcingother rental companies to invest in them, which in turn, further boosted awareness.

As a result the French market takesthe product very seriously and mastbooms are widely used. Other locally based manufacturers, including Manitou, Haulotte andABM all introduced similar products.

ABM - owned by Biramian, Duclos'original client - was acquired byHaulotte and the product linesmerged.

In spite of this success it has notbeen emulated anywhere else. IanJames, now with APS the Omme,Hinowa and UpRight distributor,began to build a dedicated mastboom rental fleet in the UK under theDelta Rentals Name, (albeit in amore conservative manner toDuclos), after Grove appointed himas its UK distributor. However then JLG took over the Toucan distribution and James made hismove to APS. As a result of thatmove the UK and for that matterIreland, no longer has a rental company that really champions thistype of machine. Haulotte says thatit is having increasing success withits Star 10 mast boom (See theJames gang - page 22) to institutionaland retail clients, largely on a salesbasis. As the owner of UK Platformsit has more potential than anyone to'champion' the concept in a majorway as Duclos did in France, but isnot showing any inclination to do so. Many other rental companies do

have one or two or even severalunits in their fleets but none haveenough to make it painful if they arenot rented out. Until they do the concept is likely to remain a smallspecialist niche outside of France.

So what's new?There are four principle manufacturersof mast booms plus a handful ofniche producers including Ducloshimself as an investor in ATN whichbuilds units mounted on wheels andrubber tracks. The past 12 monthshave seen two new models enterthe market, the first came last summer from Manitou which completely revamped the two models in the VJR Evolution series.

Manitou EvolutionThe eight metre working height 80VJR and 10 metre 100 VJR mastbooms both offer up to three metresof outreach.

However the new offerings look sosimilar to the ones they replace thatyou could be forgiven for thinkingthat they have simply been'refreshed'. However you would bevery wrong. Although the Manitouproducts performed well, had a strongreputation and were beautifullymade and finished, many prospectivebuyers said they were too heavy. So Manitou literally started again,

mast boomsc&auses to sell against the boxes, alsopointing out that inspection andmaintenance of the telescope mechanism is much simpler with anopen mast than with a closed box.

One of the major changes is itsdirect electric AC drive fitted withtwo brushless AC motors, the firsttime that JLG has used this technology. Its other direct driveproducts use DC motors. Other benefits include a faster 5.5 kphdrive speed and more rapid batteryrecharging.

The onboard diagnostics 'advanceddesign electronics' (ADE) controlsystem is said to give smoothermachine control, while the standard LCD display gives addedtroubleshooting capabilities. JLG'sengineering team has also simplifiedthe hydraulic system with potentialleak points reduced by 75 percent -now only six hydraulic hoses runthroughout the entire machine.

The proportional drive and lift controlshave also been improved as havethe platform, jib and outreach. TheToucan 10E is rated for two people(200 kg) for both indoors and outdoor usage.

Loading onto trucks or trailers hasbeen made easier thanks to theincreased, 25 percent,gradeability and 105mmof ground clearance. But while the overallmachine weight has beenreduced to under 3,000kg,it is still a tad heavier thansome competitors.

Haulotte StarsHaulotte gave its mast booms agood going over some years back inorder to make them easier to buildand today the Star 10 is probablythe second best seller after the JLGToucan. While there are fivemachines in the Star range - 6, 8,10, 11 and 12 - the smallest Star 6does not have a jib and falls intoanother category. The Star 10 hasalmost identical specifications to theToucan 10E - strange that. Howeverthe Toucan is slightly quicker acrossthe ground and has 100 mm moreworking height but is 230kg heavier.The Star 10 has a best in class overall length of just 2.66 metres.

UpRightUpRight entered the market in thelate 1990's with a three model lineup, the MB20N, MB20 and MB26.The MB20N was the first and onlyfull size mast boom that kept itsoverall width down to single doorway proportions - 810mm - afeature that has always been indemand with small slab scissor lifts.The lifts also featured active potholeprotection in order to provide greaterground clearance in the fully stowedtravel position. In spite of this theMB20N never really sold that well,

with most buyers going for the 10 metre workingheight MB26 with its moretraditional 990mm overallwidth. The company virtually stopped makingthe MB in 2004 due to thepoor margins it generated,but the range has beenbrought back under

Tanfield ownership and has done relatively well. The company hasseen sales steadily improve sinceand recently landed a deal for seven units with one of Austria's

leading crane and aerial liftrental company Felbermayer.

LehmannAn early entrant in this market was Hanover-basedLehmann. The company introduced a very sophisticatedproduct in the mid 1990's thatit built in low volume for theGerman car plants. Dubbedthe Emu for obvious reasons,the product was one of thefirst aerial lifts to feature fullelectric motor-controlledhydraulics. The problem wasthe combination of a high

specification and low production volumes made them considerablymore expensive than the Delta/

Toucan product. In spite of this thecompany has persisted with mastbooms and today offers a modelwith a long telescopic jib for additional outreach. Four modelswith working heights between eightand 12 metres are available in theUK from Wakefield-based NorthernAccess. Its largest model - the Emu ST-K 1205 - is able to fitthrough standard doorway, has a 12 metre working height and and an amazing 5.15 metres of outreach.Correspondingly it weights 4.8 tonnes.

ATN All the ATN platforms are built inTonneins, France, only a short walkfrom the JLG Toucan plant. Thecompany says that it has opted for arugged all hydraulic design, capableof withstanding the knocks of therental business. It has also reducedthe amount of electronics used, saying that its battery powered 810,880R and 1000R Piaf units are easier and less expensive to fixshould they go wrong. ATN makes both tracked andwheeled machines - the R signifying wheels - with workingheights from 8.1 to 10.04 metres.The Tracked models are it says aniche within a niche, and best suitedfor applications where low groundbearing pressrures are required.

The Alley Cat Niftylift was also a brief player inthis market with a first class productin terms of specification and overalldesign. The aptly named Alley Catwas an excellent machine to usewith a number if interesting features, however battery life waspoor and it was produced at a timewhen Nifty was still pioneering its

electric controls. Its other productsused full pressure hydraulic controls,so there were some very unNifty-like reliability issues. Add to this thefact that the company, like manyothers, found it difficult to turn aprofit on them and it is not hard tosee why it let the product fade fromits line having built very few.

With the work the company has nowdone on the controls of its largerbooms and the fact that it currentlyhas the benefit of the exchange rateit would do worse than dust off thedesign and take a fresh look at themarket? Interestingly last year itwon a long battle with Caterpillar,winning the right to continue to usethe Alley Cat name if it so wishes.However the battle was probablymore one of principle than a precursor to a relaunch.

French scaffold manufacturerComabi has also produced productsat the lower end of the market, buthas never really managed to getthem off the ground.

So what of Lift A Loft the originalproducer for this type of machine?The company's mast booms werefairly rustic and had a legendary reputation for unreliability. This is notuntypical of new concept products,the first All Terrain cranes for examplewere horrendously unreliable.However the Lift A Lofts were alsovery expensive and the companywas not the easiest to deal with atthe time. No matter what might besaid about Lift-A-Loft, it did and stilldoes produce some highly originalaerial lifts, some of which appear todefy gravity, the company is notpresently active in Europe but doeshave a full and impressive range.

The future in rentalThe modern mast booms areextremely reliable and firstclass products, much appreciated by those who know how to use them as well as those rental companiesthat have made a business out of them - largely in France.

Perhaps given the tough economic times we find ourselves in, where rental companies are looking for niche markets where betterrates and conditions exist, themast boom might become amore mainstream rental tooloutside of its home market?

It is difficult for a newly appointedmanaging director to have aninstant effect on a company, rapidlychanging the way it operates orfixing a perceived problem. Yetwithin a year or so of taking overHaulotte UK, James had not onlychanged the attitude within thecompany but had customers andusers seeing the positivechanges first hand.

In his time at Haulotte UK, thecompany has forged a goodreputation for service and partsbackup, something that waspreviously holding back its productswith some of the major rentalcompanies. Today with newproducts and a service-friendlyattitude, it is in a strong position.

Perhaps the fact that James wasnot an industry insider helped?He has a solid and varied CV havingperformed a variety of senior roles,spending a good amount of time ineach. He was born in Stratfordupon Avon and started his careerwith Redditch-based air compressor

company Hydrovane where hespent six years, working onmarketing and design development.The next five years as marketingmanager with Unipart (part of theAustin Rover Group) developingnew products and a distributionnetwork in the UK. It was duringhis time product marketing anddeveloping dealerships that he movedto Oxford, where he lives today.

Paint and bodyshopsWhile at Unipart, he becameinvolved in the launch of a rangeof automotive paint products, aproduct that facilitated a move toDutch-based multi-national AkzoNobel, the world's largest paintcoatings company. As a marketingmanager based in Didcot, Oxfordshire,he was involved with selling itsproducts into bodyshops anddeveloping dealer/distributionnetworks. Successfully risingthrough the ranks, the opportunitythen arose to run the French subsidiarywhich he did for the next five years,moving to and living in Paris.

“The business inFrance was selling tomajor car companiessuch as Peugeot,Citroen and Renaultand focussed onafter-sales service aswell as advisingcustomers. A threeyear stint running theCanadian part of thegroup then followed,living in Canada(where his fluentFrench came in veryhandy). He thenreturned to the UK asmanaging director. Inall James was withAkzo for 16 years andalthough he had donea variety of jobs indifferent countries, hecould not see himself'in paint' for the restof his career and

wanted to gain more experience ina different market.

“Although totally different products,there are a lot of similaritiesbetween Akzo Nobel and Haulotte,”says James. When he first joinedHaulotte UK he initially reported toPierrick Lourdain, who had spentthe previous three years stabilisingthe business following a disastrousperiod for the UK company's reputation,which has taken years to repair. Itwas during Lourdain's tenure thatUK Platforms was brought into the fold.

A step up James now reports directly to chiefoperating officer Alexander Saubotafter his role was expandedto include regional managerof Northern Europe whichcovers theBeneluxcountries, Germany,Poland, Russia andScandinavia as wellas the Haulottefactories in Arges, Romania andReims, France which produceelectric and diesel scissors andvertical mast machines.

“This additional appointment meanta very heavy workload and I wastravelling a large proportion of thetime, but I have now appointedexcellent local general managers inRussia, Poland and France whichhelp me enormously,” he says.

Covering a large area of NorthernEurope gives James a good viewon how the current economic

situation has impacted differentlyin various countries. Comparingtwo regions Germany and the UK,there are major differences.

He says sales in Germany are currently doing OK - although welldown from its peak. The UK, has beenworse than this, with significantsales to the major rental companiesscarce. Consolidation in the UKrental market, including Lavendon'stakeover of the Platform Companyand subsequent order cancellationshas hit many equipment suppliershard, including Haulotte.

“This is the problem of having afew, large companies in the market,”says James. “I would prefer a muchwider customer base such as in Germanywhich remains a highly fragmentedmarket and has been less severe.”

One bright spot is the increasingdemand for sophisticated electricmachines - such as the Star 10mast boom - particularly in shoppingcentres, supermarkets and withfacility management companieswhere increased health and safetyawareness is making an impact.

Reduced sales“When I first joined Haulotte, therewere orders in the 200-500 unitrange. Now we are looking at 5-10machine deals which means thatwe have to realign our salesmen tocurrent figures. There has been apoor start to this year, a combinationof the way the Christmas holidaysfell and then the snow. But we haveseen an improvement in Marchwith some money released asbudgets are being spent beforethe April year end.”

“This lack of significant newequipment sales means fleets areageing, so machines need moremaintenance and repair which allhelps our service and parts business.This is also helped by the numbersof second hand machines being movedaround Europe. However, our 'raisond'etre' is to sell machines so whilethese other areas help, it is not asolution to the current downturn.”

He says that he has also seen amove towards larger equipmentbeing used in infrastructure projectssuch as power stations. Europe isnow looking for 31-42 metre usedmachines and it is difficult satisfyingthe demand.

So are there signs of a recovery?“It is too early to say,” he says.“There may be a few accesscasualties yet, but I hope not, itwould not be good for the industry.”

Sales and service operationsSince James came aboard Haulottehas invested heavily in its sales and service operations, and this has included following the sameblueprint right across Europe -even in Russia and Poland - whichaccording to James, now offer

the same standard of support ascan be found in the UK or elsewhere.

“This has been a good move forHaulotte, particularly in the currentclimate, even in difficult times, weare geared up and still able tosupport the customer. In today'smarket I think we have achievedwhat I set out to do but you cannotremain stationary and have tocontinue to develop.”

In the UK there are now 25 staffwith mobile engineers around thecountry - so machines are sorted on site with very few taken back to head office. All new machinesreceive a full PDI at the head office in Telford.

UK PlatformsJames' other main interest is thehire company UK Platforms where,he says, utilisation is currently running at just over 50 percent -which he thinks is not untypical.“There is an excess of machines inthe market which means getting areturn on capital is difficult andbudgets are tight for everyone.”

“Many of our 2000/2001 machineshave been sold to Eastern Europe asdemand there has been quite high,but wherever the machines end up,customers still expect full support.”

range to end users and smallerrental companies, while Haulottesells the products to larger rentalcompanies as well as providing theparts and service in the same wayas it does for Haulotte machines.

“The Bil-Jax machines are verygood and complement the Haulotterange,” says James, “It is goodcompetition for Niftylift which wecurrently have in the rental fleet.The recently introduced alloy toweron the other hand, will be dealtwith totally separately -we are not scaffolding people.”

TelehandlersHaulotte's other main equipmentline is its telehandlers whichaccording to James are performing

well but 'selling in hundreds ratherthan thousands'. He adds that thecurrent slow-down gives Haulottetime to establish the brand, whileexpanding the range. Expect to seemore new telehandler products overthe next couple of years.

Personal downtimeSo in between running the twobusinesses in the UK and lookingafter most of Northern Europe,what does James do to relax?

“My main passion is golf - I have ahandicap of five. I also like watchingsport and I am a keen skier -as are my three children -so it is a fantastic family holiday.

I am not a gadget person and wouldrather talk directly to people on thephone than email - hence I do havea huge mobile phone bill. I am not ahuge music lover but the latestband I am listening to is The Killers.I still love living in Oxford andvisiting the pubs and restaurantsand its convenient for Heathrow airport.

Intermatstop pressThere is no question that now more than everIntermat is the major European international equipment show of 2009. Despite a number of high profile companies not attending, it will still be a huge show with plenty of new crane, access and telehandler products to see. Numerous manufacturers delayed confirming their stands untilas late as possible, or held back details of theirexhibits until the last minute. This meant that theymissed out on our Intermat feature last month. So here is the late entrant round-up.

The company's popular E290PX willbe shown on a 12 tonne IvecoEurocargo 120 chassis. The companyclaims the machine is the only 29metre, 250kg capacity, dual riserarticulated lift with inboard stabilisers, using four vertical jacks.

Also on the stand is the E140TJV -shown for the first time at APEX -which is now available on a FordTransit van or chassis cab.

Mantis Cranes Late entrant Mantis Cranes Irelandwill be launching its new Mantis36.10 which will replace the 35.10that has been available for sometime.The new crane is in fact similar indesign to the Mantis 32.10 to thepoint where the two units haveinterchangeable ballast units.

The trolley motor on the 36.10 hasbeen relocated to the bottom of the

telehandler company MEC will be exhibiting with itsEuropean distributor PSE andhas shipped over its two latestproducts, the 54ft platformheight 5490RT its largest scissor to date which also

features a 7.3 metre'Ultra Deck' and its take on the UpRightSpeed Level.

The Speed Level isbased on UpRight'sSL26 and SL30 SpeedLevels the patent forwhich has now expired,with some additional

improvements and features,including a battery electric versionwith four wheel drive. The unit onthe stand will be a 30ft electricmodel, a version never offered byUpRight. It also has a little more

tower making maintenance such asadjusting the trolley brake mucheasier. All the jib elements on thecrane unfold/fold completely thuserecting and dismantling the cranerequires little physical involvementand enables it to be operated withvarious jib configurations of 36, 32,28 and 14 metres.

All the functions of the crane arefrequency/inverter controlled whichgives very smooth operation as wellas reducing the size of the generator.The radio remote control unit displayslift information including weight onthe hook, trolley distance, hookheight and wind speed.

SennebogenSennebogen is exhibiting with itsFrench dealer Sygmat and will belaunching its new 690 HD crawlercrane. The company says that the90 tonne capacity unit eschewscomplicated engineering and electronics and is aimed at demanding applications such ascivil engineering, mining, demolitionor materials handling.

A powerful 291 kW or 447 kWengine coupled to a modern four circuit hydraulic system with optionalextra packages allows for customconfigurations and almost anyattachment. 16, 20 or 25 tonnecapacity winches are available and feature mechanical winch synchronisation. Additional wincheson the upper carriage and in thelower boom section provide customisation possibilities. Linespeed is 115 m/min claimed to bethe fastest on the market.

Other machines on the stand includethe 40 tonne capacity, 30 metreboom 643 telescopic crane and the830 R-HDD demolition unit.

TrakliftCheck out the new name in thetracked spider platform sector -Traklift - a new brand emanatingfrom Teupen Hungarian not to beconfused with German-basedTeupen. The independently ownedHungarian-based manufacturer doesproduce a number of Teupen modelsunder licence, but is now developing its own products andrenaming its Teupen Leo basedmodels to the TRA12, TRA15,TRA18. The company says that itwill be showing an all new 21 metretracked spider lift - the TRA 21- inits new blue livery. Advanced information on the product is limitedso well worth stopping in to seewhat it is all about.

TVHThe Belgian based replacementparts supplier is pushing its aeriallift parts service and is also nowstocking a range of stabiliser matsmade from recycled synthetic materials for cranes and accessplatforms.

Scanclimber Finnish-based hoist and mast climbing platform manufacturerScanclimber will be showing off thenew SC4700 mastclimber whichuses the same 1.5 metre long,48cm wide mast section as theSC1432 and SC2032 hoists. Thenew platform has been introducedso that customers with these hoistscan easily and cost-effectively addmast climbing platforms to theirproduct offerings.

The new SC4700 has a maximumheight of up to 150 metres and adeck length up to 10.8 metres.Maximum capacity is 1,800kgalthough this decreases at heightsof more than 35.5 metres to1,100kg.

Also on the stand - and using thesame mast section - will be theSC1432 hoist which has variousimprovements including an upgraded frequency inverter.

Theterm, which simply combinestelecommunications and informatics(IT) has been so misused that it nolonger serves its purpose. The hardware is ofcourse just a small part of this 'product'. But if the system delivers half of what Manitowocexpects, it could transform crane managementand usage. Cranes&Access spoke to two of the team responsible for the product.

Manitowoc is set to changethat with the launch of its CraneStar crane management system whichwill become standard equipment on all of its products that feature CAN-bus electrical systems.The basic CraneStar device -the Terminal Control Unit -will the same for all modelsand simply interfaces with

the crane's on-board systems, particularly the LoadMoment Indicator. It is a dual modedevice beaming its informationback by GPRS/GSM with an automatic default, in the absence ofa signal, to a satellite connection.

The system essentially answersthe questions, where is my craneand how is it performing?

To do this it links into a node onthe cranes CAN-bus system andcan track and trace any function forwhich there is a sensor, such asfuel levels, crane set-up informationincluding tilt sensor, boom extension configuration, windspeed, engine hours and conditionor any diagnostic fault codes. The device can be set to collect a specific range of information,although Manitowoc expects mostcustomers will use the standardfactory settings. It is then set to

crane starc&atransmit the data at a preset period, such as every hour and/or if desired, when a threshold isexceeded. The information isrelayed to a server in a data centrewhere it is collected, sorted andstored ready to be accessed by thecrane's owner.

In order to access the informationall the crane owner needs is a regular computer with a webbrowser and connection. Onaccessing the web access point the owner registers and then uses a password to open his particularinformation. Owners can zoneaccess to the information by department or person, so for example a depot might only be able to access the cranes based at their location. As part of the registration the crane owner agrees to provide limited access to Manitowoc, so that staff at itsCraneCare call centres can help the owner's service engineers withtrouble shooting.

We asked Scott Blair, Manitowoc'sdirector of global telematics whatwas so special about CraneStarcompared to other products on themarket, including independent nonOEM systems.

“Crane Star is the first system tobe fully integrated into the craneand its Load Moment Indicator anddesigned specifically for the equipment and the application,” hesaid. “It is also the first truly globalsystem being delivered with a global SIM card, a crane can movebetween countries without theneed to change passwords or cardsor to register with local mobilecommunications suppliers. It is also designed to be 'future proof'.”

Project manager, John Bittner,director of marketing for CraneCareAmericas, adds: “The hardware,essentially the highly compactTerminal Control Unit, is industrialstrength with a tough aluminiumhousing - no plastic in sight - built tomilitary specifications and globally

certified. It is water resistant toIP67 and will even operate underwater for up to 48 hours.”

The benefits?In addition to the usual tracking andgeo fencing applications owners canmonitor fuel consumption, serviceintervals, load chart utilisation. Forexample contractors can monitorthe percentage of the load chart orboom length used for specific repetitive applications, possiblyleading to replacement with a smaller or more appropriate crane?The crane's information and diagnostics system can also allowoffice-based experts help field-based engineers solve difficult problems.

And what about being able to disable a crane or restrict its operation? Bittner and Blair wereemphatic on this, saying that thesubject had been discussed atlength and the decision made not tofit such a feature, referring to thefact that in the highly unlikely event

that a hacker ever managed to penetrate the data centre thethought that they might be able toshut down Manitowoc cranes all overthe world was just too unthinkable.

And the cost?Manitowoc is making the systemavailable without charge during thefirst three years of the cranes life andwill make it available for a monthlycharge thereafter. As to what that costmight be, the company says that giventhe first such contracts will not besigned until 2012 it is premature tosay, as communication charges, thebulk of the cost, are changing all thetime. It did say though that thecharge will be fair and competitive.

The system will also be available forretrofit on all cranes equipped withCAN-bus, this includes a large number of Grove GMK All Terrains aswell as Potain tower cranes and asome Manitowoc crawler cranes. If you are attending Intermat nextweek, stop by the Manitowoc Cranestand for a demonstration.

manners - and put them into aneven more compact package closeto that of a Rough Terrain crane.Surely the recipe for a sure-fire winner?

Well yes and no. The AT has always

been more expensive to buy, morecomplicated to repair and morecostly to run than a regular truckcrane and the City crane tends tobe more expensive again.

At the smallest end of the market,the rental rates hardly justify thepurchase price or running costs of atwo axle 20 or 30 tonne All Terraincrane. However, the three axle 40to 50 tonne sector, includingGrove's new 45 tonne CityGCK3045, may well have the rightcombination of price, size andrunning costs. (See more detailson the GCK3045 on page 36)

Until recently, Terex Demag was theonly company amongst the threemajors with City cranes, but hastrimmed its line-up by dropping itsfour axle models and focusing onthe 30 tonne two axle AC30 Cityand the 40 tonne three axle AC40

The ultra compact two axle Citycrane almost vanished from theEuropean market after Japanesemanufacturers stopped exportingthem to Europe for regulatoryreasons. While further up the sizerange Terex Demag, the only majormanufacturer offering a range ofCity cranes, has two models, a 30tonne two axle and 40 tonne threeaxle unit, while Liebherr producesthe three axle 55 tonne LTC1055-3.1compact crane with hydrostaticdrive. However, this month sees asignificant new product launch inthe sector, with the first ever Citycrane from Grove.

So does Grove sense a niche sectorthat is set to grow and exploit orhas the City crane had its day?Cranes & Access investigates aswell as rounding up the latest AllTerrain cranes on the market.

The whole concept of the City cranemakes sense. Take all the benefitsof the All Terrain crane - compactdimensions, manoeuvrability, allwheel drive and steer, an ability topick and carry and good road

City. Liebherr has always maintainedthat it did not need (or see theadvantages of the 'City crane' concept)saying that its best selling crane -the 55 tonne LTM1055-3.1 whichhas sold more than 1,000 unitssince its launch in 2001 - “is compact,extremely manoeuvrable and hasthe flexibility to satisfy the vastarray of requirements in theEuropean market.”

For Grove its GCK3045 is a jointventure into new territory. Designedand built in co-operation with Kobelco,which pioneered the small city typecranes, with the original two axle,

City comeback?While sales of larger capacity All Terrain cranes usedon infrastructure projects have remained reasonablybuoyant, sales of the smallest ATs have started to feelthe force of the current downturn. However, some ofthe decline is due to the growth in alternative liftingmachinery such as spider and mini cranes, trailer andaluminium truck cranes, large knuckle boom loadercranes, larger telescopic handlers and even the returnof the traditional truck mounted crane.

Terex Demag now has atwo City crane line up,the AC30 and AC40 City

seven tonner in the late 80s. Itdeveloped the concept, along withKato and Tadano, up to about 25tonnes on two axles, but has neverbuilt a three axle model before.

A tough design challengeThe reason why many manufacturersshy away from this type of crane isthat it is much more difficult to designand manufacture than it at first appears.

High quality steels and closetolerances are required to make thesix or eight section booms performas well as the longer four and fivesection booms fitted to regular ATsand it is not easy keeping theweight down. Add to this the smalladditional selling price premium andit is easy to see why it may not beworth the development investment.

Grove has cleverly collaborated withKobelco to benefit from its wellproven experience and expertise inbuilding compact City cranes for theJapanese market. In an article in aCity crane feature in Cranes&Accesstwo years ago we surmised that ajoint venture with a big namebacker might capitalise on the latentdemand for the small City crane,particularly in the UK. Althoughmany were hoping that this cranewould be in the 20-30 tonne capacityrange, it will be interesting to see if the 45 tonne Grove can carve outa decent market share for itself as well as expanding the overallmarket.

Two new LiebherrsLiebherr has two new cranes - the100 tonne LTM 1000-4.1 which waslaunched at the end of last year andthe soon to be launched 350 tonne,LTM 1350-6.1.

LTM 1100The LTM 1100-4.2 is the successorof the LTM 1100-4.1, which datesback to 2003. Its 60 metre boomlength is eight metres longer thanthe old model of which Liebherr hassold 350 units. It also has 30 percentbetter lift capacities particularly atfull boom extension. Liebherr saysits 10.2 tonne lift at 60 metres isthe best in its class and thereforeclaims that it takes the crown asthe strongest four axle AT craneon the market.

The crane's six section boom usesthe Telematik rapid-cycle telescopesystem. Two seven metre longlattice sections offer an elevatedpivot point for the 10.8 to 19 metrelong swing-away extension, givinga 91 metre hook height with up to58 metres radius. The swing-awaycan also be mechanically offset atangles of 0, 20 and 40 degrees andis available with a hydraulic luffingoption. For two-hook operation a 2.9metre long assembly jib and boomnose are also available.

With a 10.6 metre long, 2.75 metrewide chassis the LTM1100 iscompact. The turning or ratherclearance radius, measured over thecarrier cab is just 8.3 metres, whilethe tail-swing of the 28.2 tonnemaximum counterweight is justover four metres, with an outriggerspread is seven metres tail swingbeyond the cranes footprint ismodest. Where site conditionsdictate, a reduced outrigger widthof five metres is possible.

Liebherr makes much of the airactivated disk brakes that it is fittingto all new All Terrain cranes,

claiming benefits of greater brakingpower, longer service life and fast,simple replacement of the brakepads, which are equipped with wearindicators. The company also claimsthat its active rear axle steering,with its five different steeringprograms reduces tyre wear.

The 350 kW (476 hp) dieselpowers a 12 speed ZF-AS-Tronictransmission with two-stage transfergearbox providing minimum creepspeeds for final manoeuvring.The separate superstructure enginefeatures electric load sensing controlproviding four simultaneousfunctions without cross interference.Liebherr's new crane control systemLiccon2, includes a number ofadditional functions, with a morepowerful computer, colour displayand brighter, clearer in-cab monitor.Touch screen displays are alsoincorporated for easy selectionof some functions.

Bluetooth remoteThe new crane also incorporatesLiebherr's increasingly popular BTTBluetooth terminal, for setting upthe crane. The remote controller cannow operate the hydraulic erectiondevice for assembling theswing-away jib as well as the boomelevation and hoist for hooking andunhooking the hook block from thefront bumper.

The company currently offers twoCity cranes with capacities of 20and 40 tonnes respectively.

Its two axle ATC 20, which hasbeen around for several years,is a very compact machine whichoffers 20 tonnes lift capacity and34 metres lift height. The companyexpanded the range with theintroduction of the two axle ATC40 which was seen for the firsttime at Bauma 2007. The unithas a seven section, 35 metreboom is powered by a 220kW

Historically, Italy has always hadan affinity with small, compactcranes however today, there areonly a few manufacturers leftproducing road going mobile cranes.One manufacturer that has beenworking hard on the small citycrane concept is Locatelli.Unfortunately the company has onlyhad limited success on the exportmarket with this product. In the UKcustomers have remained wary of amanufacturer that has had challengesmaintaining a permanent presencein the market.

Most of the major All Terrain crane manufacturers -Liebherr, Manitowoc and Tadano - have announced newmodels recently, with capacities from 100 to 350 tonnes.

Latest All Terrainround-up

The compact Locatelli ATC20 has been around for several years butoffers 20 tonnes capacity and 34 metres lift height.

The LTM 1100 4.2 has a 60 metre boomeight metres longer than the model it replaces.

Mercedes engine giving a 70kmper hour road speed.

A solid section bi-fold swingawayjib extends the tip height to amaximum of 50 metres all ofwhich can be carried on boardwithin standard 12 tonne axleweights. The crane measuresjust over eight metres long to theboom tip and is 2.54 metres wide.Outriggers have multiple extensionpositions with a 6.2 metre squaremaximum outrigger footprint.A key feature of both Locatellimodels is the fact that they offera set of forks and/or a fullyintegrated work platform optionfor additional versatility.

The MGIAnother Italian crane manufacturerproducing City cranes is new company MGI. Some will rememberthe Mister Gru City crane that firstappeared at SAIE in 2005. However,this company has acquired byFiorenzo Flisi, one of the founders of Oil&Steel, who quit and sold hisshares in the business.

The Mister Gru name has gone, ashave the smaller models (originally20 tonnes and then 25 tonnes) aswell as the Ecopower conceptwhich combined diesel and batteryelectric power. The new MGIMG35HS City crane, a 35 tonnecapacity unit, is a more conventionaland possibly more practical, dieselpowered crane that retains its sixsection 25.9 metre main boom plusa four metre telescopic luffingswingaway, which offsets up toaround 80 degrees and can handleup to 3.5 tonnes. The crane is alsoavailable with an EN280 fully integrated work platform and radioremote controls.

The Mister Gru name has gone -replaced by MGI and this35 tonne MG 35 HS.

Lifting capacitieshave also been enhanced and whenfitted with the company's latestY-boom suspension system (alsofitted on the LTM 1400-7.1) boastssome of the best lifting capacitiesof any six-axle crane. Liebherrclaims that this allows the newmodel to perform work that up untilnow has been the domain of sevenor eight-axle models.

A 78 metre luffing fly jib providesa maximum hook height of 132metres, 16 metres more than the1300. The LTM 1350 can alsoself-erect the Y-suspension. The

suspension frames are located onbrackets on the sides of thetelescopic boom, and then pinned tothe heel of the boom's base section.The operator uses the BTT Bluetoothremote to control the set up.

The counterweight frame withluffing jib winch already installedand the base-plate with counterweightblocks in position can travel as acomplete package with an all upweight of 60 tonnes. Maximumcounterweight is 140 tonnes.

The six axle chassis has an eightcylinder 450 kW (612 hp) engine and12-speed ZF TC-Tronic transmission,coupled to a torque converter foron site manoeuvring. The four rearaxles have active steering, dependenton road speed, during crab steering,all six axles are steered, eliminating

the need to central axle lifting.

The crane superstructure cab is anew design and does not have to berotated rearwards during road travel.

As with the LTM1100, the 350 tonnerincludes the new Liccon2 computer/crane control system, and the BTTBluetooth controller.

The new 110 tonne Grove GMK5110-1replaces the GMK5110, and has a50.6 metre main boom, 18 metreswing away extension and two,eight metre extension inserts forfurther reach. This results in a maximumtip height of 87 metres with up to46 metres maximum radius.

All crane operations - including bothsuperstructure and carrier functions- are controlled via Manitowoc'sECOS system in tandem with theEKS 5 Light load monitoring system.The EKS constantly monitors thecrane's lifting operations providing awarning alert for faults or errors andcan transmit data to any Manitowoc

Crane Care centre worldwide,allowing fast and accurate diagnosis.

Neil Hollingshead, Manitowoc'sproduct manager for All Terraincranes said: “The crane replacesthe highly successful GMK5100,but builds on that crane's heritage.It has an improved load chart whenrigged with maximum counterweight,but also offers good options fortravelling within the 12 tonnes axlelimits, but customers can bereassured that it maintains all theperformance benefits that made theGMK5100 one of the industry'smost successful cranes ever.”

Grove has been busy catching up with the Liebherr andTerex Demag by introducing new models with longerbooms, better lifting capacities and a host of new featuresfrom the new Mercedes designed commercial carrier cabto the two speed transfer case on the transmission forgood on-site creep speeds.

Grove GMK5110-1

Tadano Faun has been makingconsiderable inroads into variousEuropean markets doing particularlywell in the UK through its distributor,South Yorkshire-based CranesUK.

The latest addition to its wellregarded All Terrain range is theATF130G-5, a 130 tonne capacity,

five axle crane that slots betweenthe 110 tonne ATF110G-5 and the160 tonne AFT160G-5. It is hopedto be seen in public for the first time at the Vertikal Days show atHaydock Park in June. For moreinformation on the ATF130G-5 seethe ‘two new Tadano mobiles’ newsstory on page 7.

Chinese crane manufacturers arealso stepping up their effortsadding AT cranes in addition totheir growing truck and crawlercrane ranges.

XCMG, by far and away, China'slargest crane producer has launchedits top of the range, eight axle 500tonner. Its previous largest modelwas the seven axle 300 tonne QAY 300.

Number two manufacturer, Zoomlion,has recently unveiled the six axle,

220 tonner QAY 220, its second AllTerrain crane after the 160 tonner.

Small, reliable City cranes arenotoriously difficult to build andGrove has sensibly opted for ajoint venture scenario withJapanese manufacturer Kobleco.Japanese manufacturers - andindeed Kobelco with its RK70M in1989 - perfected this type ofcrane and therefore have a goodreputation and experience indesigning and building practical,reliable small City cranes. We willhave to wait and see whether ornot the new crane delivers interms of performance, price andreliability. But if it succeeds, it islikely to prove to be a winner andthe joint venture will prove to bea coup for Manitowoc.

Manitowoc already has OEM agreements with Kobelco to marketits small crawler cranes in Europeand North America under theManitowoc badge. Kobelco on theother hand, has agreements withGrove to market its GMK 5130 andGMK 6300 All Terrain cranes in Japan.

Terex Demag with its 30 and 40tonne City cranes has virtually hadthe European City crane market toitself over the past few years.Liebherr's hydrostatic drive, 55tonne LTC1055-3.1 is an impressiveperformer, but is seen as more suited to industrial-type lifting applications or crane rental workover shorter distances.

For Manitowoc, the launch couldhelp widen its AT customer base asbuyers look for something different,in order to tap congested urban andspecialist industrial applications.

The crane is a compact three-axle,single cab unit with classic city'Nose down' design. Its 45 tonne rating is at 2.5 metres, while its 34metre main boom - is best in class.The crane has an optional 6.3 to10.2 metre 'twist' jib which attaches

working conditions and less operatorfatigue,” says Neil HollingsheadManitowoc's product manager forAll-Terrain and Rough-Terrain cranesPower comes from a six cylinder330 kW diesel and maximum travelspeed is 80 kph. The hoist has 160metres of 16mm diameter rope and a single line pull of 44.4 kN. The GCK3045 travels with its fullcomplement of counterweight fittedwithin 12 tonnes per axle.

The front two axles are powersteered with electronic rear wheelsteer, the crane also offers a smartfunction where the third axle detectsthe first axle's steering angle andadjusts according to the speed oftravel in order to minimise tyrewear. For off-road manoeuvring it offers standard crab and co-ordinated steering modes.

Having been a victim ofthe Dr Beechings rail closures, thestation has been closed since 1967so a whole new generation will nowbenefit from improved rail links. The lift itself was a great success,with everything going to plan andschedule, with the pedestrian bridge in place by six am so therewas no disruption to the East CoastMain line.”

A feature of the new crane thatappealed to AB2000 was its abilityto carry up to 27 tonnes of counter-weight on board, making it almostas easy to move as its 80 tonner,while sporting a 10 metre longer

main boom at 60 metres. The unitalso has a 17 metre bi-foldswing-away extension.

AB2000 managing director AdamBruce said: “This new addition willcompliment our existing fleet,

“BHP already owns several GroveAT cranes, but the company needsmore lift capacity for themaintenance work on the mainiron ore crusher,” said WATM salesmanager Stephen Lazenby. “Untilrecently, it was renting in largecapacity cranes from Perth morethan 1,200 km away. Therefore itmade perfect financial sense topurchase a crane the companycan keep at the mine.”

Australia mining giant, BHP Billiton Iron Ore, has purchasedGrove's largest All Terrain crane - a 450 tonne GMK7450 -to carry out maintenance work on its large processingequipment. Delivered by WATM, the Manitowoc dealerfor Western Australia, the crane was immediately putto work dismantling the primary iron ore crusher at itsmain facility, the Mt Whaleback Mine located inNewman, Western Australia.

“The crew that was operating theGMK7450 were very pleased withhow well it performed,” saidLazenby. “It completely exceededexpectations, both in terms of liftcapacity and overall operation.”

The GMK7450 has a 450 tonnemaximum capacity and a 60 metremain boom featuring Grove'sTwin-Lock pinning system. With jibextensions, reach can extend to130 metres. The seven-axle carrier

includes a fully automatic Allisontransmission and Grove's Megatrakindependent suspension systemfor improved performance bothon and off road.

Based in the Pilbara region, BHPBilliton Iron Ore is one of theworld's largest suppliers of iron orewith an integrated system of sevenmines, more than 1,000 km of railtrack and two port facilities tosupport its operations.

The processor - an Allis Chalmers primary crusher - had been inservice since 1969 but needed two of the central components - the 68tonne 'spider' and the 62 tonne mantle - lifting out, a process that will be repeated every four months.The first job was completedsuccessfully and the crane was then moved to other remote BHP sites to perform routine bi-monthly maintenance on other mining equipment.

Both LTM1500s were using 105tonne of ballast at an eight metreradius, lifting the vessel verticallyaway from the temporary trestles.A Demag AC350 with 122 tonneballast acted as the tailing crane.

The first unit was transported verticallyto the dock on the transport andturned using ship cranes. The secondunit was lifted by a 1000 tonneLiebherr and tailed with a 500 tonnecrane. However this was delayedby seven days due to high windsbecause of the significant heightabove the unit of the spreaderbeams and lifting equipment.

Mammoet UK redesigned andsimplified the lift doing away withany special lifting tackle and keepingthe height of the jibs to a minimum.Not only did the job go as plannedbut the sun also came out!

Mammoet currently owns and operatesabout seventy mobile telescopic cranes,ranging from 10 tonne to 500 tonnesand has depots located in Newcastle,Teesside, Scunthorpe and Leeds. Thecompany is a wholly owned subsidiaryof Dutch company Mammoet B.V.created through the acquisition ofMammoet by Van Seumeren BV. Bothcompanies had UK based subsidiarieswhich were merged together in 2000.

The contract to lift and turn through90 degrees, two 226 tonne, 20metre high, 6.5 metre diameterwaste heat recovery units involvedtwo 500 tonne capacity LiebherrLTM1500-8.1 working in tandemand a 350 tonne Demag AC350acting as a tailing crane.

The unit on a site in Hull, then hadto be transported to the King GeorgeDock in Hull before sending it toKakinada Andrha Pradesh, India.Once operational there it will beused for gas processing on the landfillgas site of the Krishna Godavri gasfield in the Bay of Bengal on theEast coast of India. The waste unitrecovers heat from the gas turbine'sexhaust system and then uses thesteam produced to turn a steamturbine, producing electricity.

One of the two Liebherr cranes usedhad to be delivered to Mammoetearlier than scheduled - just twodays before the start of the job.

On the face of it the worst affected areas of the show are those in which wehave an interest, with virtually no access equipment and only a few craneexhibits. In spite of this it is the only UK construction equipment show andaccording to the organisers the online visitor registration is holding up well.

Who will be there?

Bobcat will havemodels from its revamped andupgraded product range on displaywhich now includes a full line up offixed frame models up to 17 metres.Meanwhile Faresin may bring alongits first 360 degree model and thatis about it. The tracks are retracted for compact transport but the cranealso offers load charts withtracks fully retracted - halfextended and fully extended.Also on display will be the 25tonne Logicrane 25.25 from CraneBusiness and two Hitachi minicranes, the 4.8 tonne ZX75USTand the eight tonne ZX180.

Maintenance of the rentalequipment can also be managedand tracked by the system, whilea staff development module cantrack the qualifications held byoperators or other staff and alertwhen these qualifications needrenewal. Among new features being demonstrated on the SED is a new PDA-based module formobile service engineers.

The Ministry of Justice is concernedthat the courts are being clogged up with debt disputes and consequently wants to encourageparties in a dispute to try andresolve the problem without resorting to legal action. Sanctionshave been introduced whichpenalise non-compliance with thenew Pre-Action Protocol, for example, costs can be awardedagainst the claimant, a claim forinterest can be struck-out and general delays occur.

In the case of a disputed debt, therules state that a 'letter beforeclaim' should now be sent to thedebtor and that a 'reasonable'amount of time should be allowedfor the debtor to respond. TheMinistry of Justice acknowledgesthat the word 'reasonable' dependsvery much upon the individual's circumstances, however, a suggestion of 14 days is made for a straightforward claim. The 'letterbefore claim' should include:

• The claimant's full name andaddress.

• The basis on which the claim ismade ie why the defendant isliable.

• A clear summary of the facts onwhich the claim is based.

• What the claimant wants fromthe defendant.

• A list of the essential documentson which the claimant intends torely.

• The date by which the claimantconsiders it reasonable for a fullresponse to be provided by thedefendant.

• A request for copies of any relevant documents not in theclaimant's possession and whichthe claimant wishes to see.

• The form of alternative disputeresolution that the claimant considers the most suitable (if any) and to invite the defendant to agree to this.

• A statement along the lines of“we would refer you to thePractice Direction supplementingPart 7 of the Civil ProcedureRules regarding Pre-Action protocol, and draw your attentionto paragraph 4 of the directionsconcerning the court's powers to impose sanctions for the failure to comply with thePractice Direction”.

Those businesses pursuing an 'individual' should, in their 'letter ofclaim', let the debtor know wherethey can obtain impartial free debtadvice, for example from:

Keep the spirit of the protocol in mind when dealing with disputedaccounts. Judges want assurances that you tried your best to resolvethe dispute before resorting to legal action. They expect you toexchange information with debtors in a timely manner and to keep the lines of communication open.

Document the action that you have taken to try and resolve the dispute,including dates that you do things and the names of people you speakto as you may be required to demonstrate that you have complied withthe protocol. Also document the instances when the debtor did notcomply with the protocol.

It is said that the best inventions aresimple and that they are born out ofnecessity. The Pop-Up push aroundscissor lift certainly ticks both ofthose boxes, taking the complexityout of low level access. And ifimitation is the sincerest form offlattery, then Youngman, Eazzi Liftsand several other low level accessmanufacturers are impressed.

But how did it all startand who came up withthe initial idea?

“It was 2004 when the three currentPop-Up directors were at theNorthern Scaffold Group (NSG),”says Gallacher. “We were selling the

Eiger alloy towers but realised thata better low level solution wasneeded because of the Work atHeight regulations. After lookingaround at the competition, welaunched our own podium platformbut it was not able to achieve ourobjective of getting to the correctworking level, easily and quickly.We realised that a powered electricplatform might be the solution, butafter looking at and dismissing amast-type AWP, the idea of a babyscissor lift came to mind. Thedesign just happened, because ithad to be light enough to manoeuvre,narrow enough to go through anormal width doorway, be low costto produce and easy to use. Andhave a working height of between3.5 and four metres.”

“We wanted a low cost, highperformance product - the 'Hoover'of low level access,” he adds.Nothing difficult there then!

A design was agreed that satisfiedall the requirements but it had to beproduced at the right price. NSGalready had overseas productionexperience after closing its UKaluminium tower production in 2001and outsourcing the manufacturingto the Far East, so China became

the obvious choice for the new lift.

“We had found that customers werenot too bothered where the productcame from so long as it did the joband had the right quality. The namewas something we used to describethe product from the start of thedesign -something that allowedpeople to 'pop up and down'.”

“The first platforms arrived inOctober 2005 and we decided toconcentrate our efforts in the UK, sowe emailed tool hirers to see if theywere interested in the product,”Gallacher explains. “The first unitswere unveiled at a private showingand were an instant hit and platformswere initially hired to facilitiesmanagement companies primarilyfor maintenance work. However themachines are now proving themselvesin construction, installing servicesand fixings at that critical 3.5 metreto four metre ceiling height.Customer feedback also indicatedthe need for an extra heightmachine, hence the Pop Up+which has an extra metre of heightand now accounts for about 20percent of sales.The machine's stabilisers give usersa 'comfort blanket' and it is built forabuse finding a lot of work inshopping areas, offices, groundfloor atrium etc.”

While there will be some sales toend users, Gallacher maintains thePop-Up remains a rental machine,with the hire companies itsshop window.

“The platform is the safety officer'sfriend, with no risk to main contractorsif they are used on site rather thanladders and other forms of low levelaccess. And because of the easeand speed of use, workers canachieve up to 30 percent moreproductivity,” he says.

The Pop-Up was launched in January2006 and initial sales estimates

were 250 in the first year and about500 in the second. In fact it soldmore than 1,000 in the first year andthe company claims that there arenow 5,000 units in use. Gallacherthinks the basic design was rightfirst time, so that only minorimprovements have been needed,becoming obvious through usingthe platform. Buffer wheels on thecorners have been introduced whichreduce damage to walls and doorframes when moving the machine intight spaces and there is also amodified hand rail option allowingthe operator safe access to workabove suspended ceiling tiles.

Awards The platform has also been recognisedwithin the industry. In 2006 it wasawarded the 'HAE Best Product' andin 2008 was the 'HSS BestPerforming Product of the Year'. HSSnow has about 500 units all paintedin its blue and yellow livery.According to Gallacher, utilisationtypically runs at over 75 percentwith one customer achieving99.6 percent!

But what of the influx of machinesinto a market that until recentlyPop-Up had to itself?

“We don't mind competition so longas it is a good standard of product.Obviously if they are 'copying' ourdesign it is flattering, but we arenot complacent and will continueto develop the product.”

As if he hasn't enough to do withPop-Up, Gallacher is also presidentof PASMA - the aluminium accesstower association - although his twoyear tenure is due to end this yearand he will pass on the position toRoger Verallo of Euro Towers.

“My role is more like an ambassador,communicating the PASMA messageto members and promoting theassociation to a wider audience aswell as overseeing the management

of the organisation. The associationis going from strength to strengthand is at a critical stage of itsdevelopment. Its aluminium towertraining has been growing rapidlyfrom 20,000 a few years ago to50,000 last year. However, no-onewas trained in low level access lastyear. This is a huge training issueand an area that needs addressing.As with operating all equipment,common sense is essential, butover-reaching is a major problemthat needs stamping out.”

Currently there is no manufacturingstandard for low level accessproducts. The PASMA technicalcommittee is currently working onintroducing a standard which shouldbe ready later this year or early in 2010.

Gallacher is aiming for allmanufacturers of low levelequipment to produce inherentlysafe equipment, which he says,is not necessarily the case at themoment. Even in some UK-designedand built products, there areinstances where the platform istoo high for its footprint and thereis no consideration for misuse.He believes that safety must bebuilt in to every product.

Gallacher is not short on industryexperience. Having just celebratedhis 50th birthday he has spent 30years in the scaffolding/accessbusiness, oh and selling ice cream.

“My first job was with electricitysupplier Norweb in the customerservices department. I applied to bea salesman, but at 18 and with noexperience was turned down. Togain experience I took over a roundselling Italian ice cream, beforeworking for Deborah Scaffolding as a

trainee manager. When the companywas taken over I moved to CheshireScaffolding as a sales rep for theEasyspan aluminium tower and waspromoted to manager after a year.”

“With more depots being opened Iwas promoted to be area managerbefore working for Ladder Hire andScaffolding in Handsworth, Birmingham,which was owned by TV presenterAdrian Childs' father. This is where Ifirst came across the Eiger Towerproducts - which are still part of thePop-Up range - as well as edgeprotection, roofing and cladding.”

Cheshire Scaffold entered thealuminium tower sales business inabout 1994/5 but wanted to developnationally. Thinking that its namewas too regional, it changed itsname to the Northern Scaffold Group(NSG). There was then a managementbuy-out of NSG in 2003 and threedirectors - Adrian Blomeley (finance)Nigel Woodger (managing) andGallacher (sales) split from NSGand set up Pop Up in 2005.

Now living in Bramwell, Stockport,Gallacher is one of a rare breed - aManchester United supporter wholives in the area and who actuallygoes to watch them at Old Trafford!But why support United?

“I had distant relation - JohnnyAston who played for Unitedbetween 1938 to 1954 and alsoplayed 17 times for England -so had a connection with the club,”says Gallacher. “I was fortunate tohave watched George Best andDennis Law at their peak. I also wentto the European Cup Final last yearin Moscow to see United win 6-5 onpenalties. I am now a huge fan ofChelsea's John Terry (who missed

the critical penalty that would havewon it for Chelsea.)”

With Effer this means a choice ormore than 40 from Light modelswith under two tonne/metres toover 200 tonne/metres. On top ofthis it distributes constructionequipment, has a healthy truckexport business, runs a big bodyshop and has a replacement partsbusiness. Any company that triesto do so much rarely succeeds,so we accepted a long-term invitation to visit and see for ourselves.

A little background. Britcom was established in 1981 by current chairman Ray Urwin asan exporter of used commercial vehicles, initially specialising in theFar East, Cypus and Malta, then theCaribbean and Africa - literallyeverywhere with demand for righthand drive trucks. In 1987 the company moved to larger premiseswith its own workshop and paintshop and promptly expanded into

Outside the UK, the company ownsa Renault truck distributor in Kenyaand has a stake in a Renault truckdistributor in Trinidad. Total revenues are around £30 million.

bodywork or modifications includingsupplying and mounting any cranerequired. As if this was not enoughthe company designs and buildscustom trailers to suit unusual andawkward loads. A good example ofthis is that it has become a majorsupplier of trailers to residential caravan transport companies, abusiness that has become morechallenging as the vans have grown in size and weight.

During our visit itwas modifying a second handenclosed truck into a classic cartransporter for a private client.Another job, repainting a FormulaOne truck, demonstrates the qualityof its blast and paint operation - noroom for orange-peel on such avehicle! The paint shops can copewith vehicles up to 26 metres long,more than enough for the largestmobile cranes and truck mountedlifts. It uses two-pack acrylic andepoxy finishes and has impressivepaint colour matching equipment.

The company has recently mountedsome of the larger Effer cranes,including a 1750 8S for SharronPattison Transport, where the company not only installed thecrane on a DAF XF 8x4 drawbarchassis cab, fitted additional fueltanks, a fifth wheel, and painted itSharron's violet colour scheme butalso designed a removable ballastbody with storage lockers for chainsand rigging as well as the fly jib.When a semi-trailer is attached theballast box is removed and placedon to the neck of the trailer. A two

axle dolly was also built for thetruck to add to its versatility.

In addition to creating a tractor unitout of an 8x4 chassis the companyis frequently called on to extendregular tractor units providing alonger chassis and often equippingthem with a crane. To carry outsuch sophisticated work the company uses Solid Works 3D with FEA, AutoCAD, Star and NG3software and its welders are externally certified to the higheststandards.

Our impressions after visiting? Thecompany certainly appears to be

something unusual - a 'Jack of alltrades' that appears to master themall. It can certainly offer a great 'one stop shop' service to thosecustomers that need such a service,but trying to market so many different activities is clearly a major challenge.

The 29th December 2009 will seethe implementation of the newEU Machinery Directive. Therevision of this Directive meansthat all related European standardshave also had to be revised inorder to conform and this includesEN12999, which covers therequirements for Loader Cranes.As a leading authority on loadercranes, ALLMI has representativesheavily involved with this revision.Bryan Flintham of Terex Atlas and

necessary, a working group of expertsis convened and tasked with draftingthe revision. Once the draft is complete, it is circulated for a periodof time for public comment. At thisstage, anything goes. Comments canrange from simple editorial tweaks tomajor technical changes. Once thisconsultation period ends, all commentsreceived by the national standardsbodies are reviewed and collated toform 'the national view'. The workinggroup is then reconvened to discuss

the comments, which are eitherrejected, accepted, or accepted withamendments. Once the commentsare cleared and consensus amongthe working group is reached, thestandard goes back to CEN for a formal vote. Should it survive theformal vote, it will be added to theOfficial Journal and will be adoptedby the member bodies as a nationalstandard. prEN12999:2008 receivedin excess of 250 comments duringits development”

What's it all about?

Explaining the process of revisingthe standard in line with theDirective Flintham says: “Thechanges are required to harmonisethe standard with the newMachinery Directive. Following aharmonised standard in its entiretyoffers manufacturers a means todemonstrate conformity of theirproduct with the essential healthand safety requirements of theDirective, allowing them to sell theirproduct throughout the EU.Standards are reviewed regularly byCEN through its member bodies(BSI in the UK, DIN in Germany,AFNOR in France and so on) andwhen amendments are found to be

Stabiliser interlocks The amended loader crane standard is still at the draft stage, but at present,one of the most significant changes or additions planned for incorporation inthe new standard is the requirement for stabiliser interlocks. The draft currentlystates that on loader cranes with a rated capacity of 1,000kg or more, or awith maximum net lifting moment of 40,000Nm and above, the stability ofthe vehicle will be incorporated into the safety function(s) of the RatedCapacity Limiter. This specifically means that the deployment of every stabiliser must be monitored by the Rated Capacity Limiter and the ratedcapacity reduced or the crane stopped if the stabiliser is not properlydeployed this relates to the amount of beam extension along with the extension of the jacks. (Timber cranes will be exempt from this requirement).

The introduction of this safety system follows several years of discussion onthe subject. ALLMI technical manager, Alan Johnson, comments: “Ever sincethe stabiliser interlocking issue first arose it has always been the stated wishof ALLMI to work with the UK Health and Safety Executive (HSE) in the correctarena to achieve these changes in a sustainable and reliable way. This hasbeen the case. ALLMI and the HSE have been represented at these CENmeetings, togetherwith representativesof other associationsto get the standardto this stage.”

Good operators have nothing to fearBut what will this new requirement mean for operators in terms of howloader cranes are used? Johnson continues: “It's nearly always the case thatnew safety devices meet with some market resistance both in terms of costand complexity and 'user-friendliness'. In terms of user friendliness, anyoperator using their loader crane correctly, i.e. for its designed purpose andin the accordance with the manufacturer's instructions, should experience little or no difference in theoperation of a crane and certainly no inconvenience.However, those operators whocurrently fail to use the cranestabilisers properly, either deliberately or otherwise, arelikely to experience someissues, they will be obliged toset them up correctly and ofcourse the standard has beendeveloped to this level in orderto protect them.”

Mixed feedback Overall, the feedback received by ALLMI indicates that many, even the majorityof operators will welcome any device that can help improve safety, while thereare others who regard any such device as a burdensome interference and anunnecessary additional cost. Ultimately though, the issue has become part ofthe draft standard and reached this stage of the process as a result of the factthat the incorrect deployment of stabilisers has been a significant cause of accidents which have resulted in serious injury and fatalities.

Failing to address this issue is simply not an option.

Sky Scaffolding (Midlands) Ltd of Budbrooke Road Industrial Estate, Warwick, wasfined £4,000 plus costs of £1,761 in late March, after pleading guilty to breaching theWork at Height Regulations 2005 and Management of Health and Safety at WorkRegulations 1999. The company was charged with not taking suitable and sufficientsteps to prevent people from being struck by falling objects. It was also charged withnot conducting a suitable and sufficient risk assessment.

Sky had started work erecting a small tube andcoupler scaffold on the pavement outside thefront of the Metro pub in Coventry city centre onthe 18th May last year at 07:30am in order toavoid the peak times for pedestrian traffic, butwork was still underway at 9:20 when the incident occurred.

Two qualified scaffolders were working fivemetres above the ground and one had leant ashort steel pole against a guardrail. As he turnedaway, the pole fell onto a passing pedestriancausing a significant gash to her leg, whichrequired hospital treatment. The pavement hadnot been closed to pedestrians.

One of the men, working on the pavement andpassing poles up to his colleagues, had beentasked with asking pedestrians to wait duringmovement of materials or when they were beinghandled overhead, but this was not an easy jobfor one person, as people were passing in bothdirections. He said that he had not seen the

injured lady approaching and had not asked herto stop.

The scaffolders had apparently decided to stopwork, due to heavy pedestrian traffic and theaccident occurred while they were securingmaterials on the scaffolding. The HSE haswarned construction companies and propertydevelopers to ensure they operate safe systemswhen erecting scaffolding and to segregate dangerous overhead activities from the public.

HSE Inspector Carol Southerd said: “The workbeing undertaken that morning on the pavement,placed pedestrians and workers at risk becausethe company had failed to take more-robuststeps to ensure that the system of work waseffective to protect the public from simple humanerror, such as dropped materials or tools duringscaffolding erection.”

Forexample they have been reliant onthe cranes' computers, so I showedthem how to use radius charts sothat they can still control themshould a computer go down.”

involuntary operation

PDS on 9 September

Manufacturer members of IPAF met during the ARA/Rental Show in Atlanta, where it wasdecided to collate information on how manufacturers address risks associated with thesustained involuntary operation of platform controls through their design risk assessments.IPAF is collating this information and will present it in an anonymous way for discussionby interested manufacturers at a later stage.

IPAF is also drafting a report on the benefits and risks of safety devices that have beenproposed by various parties to protect against sustained involuntary operation, such asstand-off bars, shrouds and trip wires. The safety devices report will be studiedalongside the manufacturers' risk assessment.

“The intention is to identify what manufacturers are doing to address this risk and if theproposed safety devices provide benefits or create risks that outweigh the benefitsthey provide,” said IPAF technical officer Gil Male.

IPAF continues to work with both the UK Health & Safety Executive (HSE) and majorcontractor Balfour Beatty to review proposed measures to protect against sustainedinvoluntary operation of controls.

German-based Wilbert started outin the 1930s as a constructioncompany but by the late 1990s itsfocus had shifted to plant hire,and just before the millennium itdecided to concentrate exclusivelyon tower cranes. It had built up alarge fleet based on Wolff cranesand in 2003 went one stage furtherby building its first tower crane toits own design. Now Wilbertproduces a range of top slewingand luffing jib cranes.

Wilbert has now commissioned thefirst scale model of one of its cranesand has chosen the crane whichstarted it all, the WT200. This is aflat top tower crane which wasdesigned specifically to reducetransport costs and it achieves thisin part with the unusual steppeddesign of the jib which allows thesmaller sections to be inserted andtransported within the larger ones.

In fact the whole top section of a60 metre jib version can be carriedon two trucks.

The model has been produced byConrad of Germany, and is in 1:87scale which is the standard size fortower crane models. As it representsa crane with a 60 metre jib, the modelis still large and is 900mm (3ft) from tipto tip. Sadly no instructions are providedto help build the model but it is notdifficult and should take under an hour.

The tower sections are derived fromprevious Wolff models and fit togetherusing pins which produce connectionsstiff enough to keep the mast straight.Plastic ladders and platforms give thetower a realistic feel. The operator'scab is a nice piece of modelling as itis fully metal including some nice thinhandrails which are difficult to producein this scale. The window of the cabeven includes a windscreen wiper.

The counter jib is a heavy piece, whichincludes counterweight blocks modelledto look like concrete slabs. It also hasWilbert's trademark advertising signpanels which are a design feature ofthe crane. The main jib is very wellmade in three separate pieces whichsimply bolt together. However the realachievement is that Conrad has produceda jib which is dead straight and looksgreat. It also includes the complicatedpiece where the cross section of the jibchanges and like the other parts it is fullytriangulated and is an excellent casting.

Among the features of the model, thehook can be raised and lowered byturning the winch drum, and the trolleycan be placed at any position on thejib although this has to be done byhand as the trolley winch is non functional.

Overall this is a very nice model of ararer tower crane. Apart from thelack of instructions the model hasplenty to recommend it. There isenough detail to look convincing, andthe model engineering produces arealistic looking crane. It is availabledirectly from the Wilbert web shop ata price of €100.

IPAF has teamed up with the ARA and IHSGlobal Insight to produce what may be thefirst publicly available in depth survey ofthe rental market for aerial lifts in the USA, we took a look at the report shortly after publication.

While this is a slim report at 33 pages, including 12 pages of introduction and explanation on how the data was collected,the 21 pages that make up the survey arereally all that is required. HIS has used a widevariety of official statistics along with rentalcompany surveys and interviews to produce areport that is insightful and detailed. The survey indicates that the aerial lift rentalmarket more than quadrupled in the 10 yearsbetween 1997 and 2007, before droppingback in 2008 and 2009 to levels marginallyabove those for 2006.

In addition to the specific market numbers andforecasts the report includes several charts onUS construction and economic statistics toprovide background to its commentary.

The report is available to IPAF members at £155 /€175 or $235 - Non members - £235/ €265/$355. The European report will cost the same amount or you can order the two together for £235/€290/$390 for members - £390/€435/$580 to Non members.

This is particularly useful when comparing theeconomic and rental markets. The report valuesthe total aerial lift population at over $11 billionas of mid 2008 and looks at average ages andrenewal rates to gauge future investment levels. Finally the survey looked at aerial liftrental penetration as a percentage of the totalmarket and while determining that it isextremely high, estimates that it will climb during the current slow down as contractorsowning equipment will not replace it preferringto rent during uncertain times.

In summary this is a good concise report withwell thought out commentary and none of thestupid and ill informed conclusions that someless well informed independent surveys areguilty of. What shines through here is that theauthors have taken the time to speak and listento industry experts while interpreting the statistics and their survey results. If you aredue to make a presentation to a financial institution or investors the material in thisreport will be highly useful, both in terms ofpreparation and to reference. We look forwardto seeing the European report when it is published.

Dear Sir,

I am responding to Leigh Sparrow's editorial regarding hire rates.

Leigh is quite right in that nothing changes. I have worked in the

industry for 40 years going through at least three recessions in

that time. Every time the going got tough everybody was to

blame. Manufacturers for selling machines cheaply, the

opposition for cutting rates but it was never them that started it.

For most of my time the problem lay in the total inability to

understand marketing or to sell effectively. The industry has a

history of paying high salaries and issuing cars and expenses

to people who frankly couldn't sell ice cream in the desert.

Differentiation was understood to be in the back axle of a vehicle

and a price list only existed in the cafe. It is no wonder that the

hire industry became a commodity, with rates rising and falling

based upon demand.

In recent years there has been a significant shift, at least amongst

the 'Big boys' and quoted companies in particular. They at least

have been pro-active in developing marketing strategies and

exploiting web based and information technology but whether

they charge enough for the service is another matter.

I am now a business consultant working for a number of builders

and frequently come across so called sales people and frankly

I wouldn't pay them in washers. Too often it is claimed that the

hire industry is extremely competitive. That is often used as

an excuse but it is a fact but so too is every other market and

the companies that survive or thrive are those that offer

value for money and the best service as well as standing by

their principles.

I felt the attached really ought to receive publicity in

your magazine as it is such an appalling example of complete

disregard for health and safety from a country that prides itself on

doing everything correctly!

This publication, as you will see, comes from "Switzerland

Tourism", who obviously have an outlet in London and I would

have thought you could have a lot of fun ridiculing the pompous

Swiss over this hideous example of the mis-use of ladders.

I read with interest the article with regards to the HSE and maincompanies accessing masts and pylons by mechanical meansand not by personnel climbing methods.

Let us look at machines in fields in the winter months, to contend with muck, mud, mire, men, machines, mess and much money and mayhem not to mention mad farmers.

Muddy marvellous - could lead to murder when machines turnover in the mud.

Mr Avey has a point, although one assumes that themen and equipment that are going to be used toclimb the poles and pylons do not make their way tothe location on foot or by donkey? The point that theHSE makes and that we would in general support isthat there are a wide variety of lifts on the marketnow that cause no greater stress to the ground thanthe off-road vehicles that climbing crews use and ifset up correctly will not result in tipping. We wouldbe interested though in hearing from more people in the industry on the practicalities or not of substituting climbing with lifts.Ed

the purchase of used Cranes. The scam could of course just as easily apply to aerial lifts and telehandlers.

In this case the scam was worked with a great deal of finesse all intended to create confidence.

Read and be aware.

Dear Mark,

Some time ago we received an email enquiring about a tower crane for sale on our website, requesting price,technical specification etc. Naturally we made a good offer and waited until he had time to digest it. A few dayslater he came back to us asking what our best price was and we said: “you have it”.

A few days later he then emailed us back asking: “Will you negotiate on the price you have asked me for? If so its a deal.” So I emailed him my very best price for the crane taking into consideration what was then aworsening market by the week. We agreed a final price and he then asked that we send him our bank accountdetails so that he could arrange to transfer the money into our bank account, which we naturally did. I askedhim if he wanted a proforma invoice or anything other form of formal paperwork form us and he said it wasnot necessary at this stage.

We then heard nothing from him for approximately two months and no money ever appeared in our accountthus we just assumed that the enquiry had gone away. Then out of the blue one day we received an email saying: “I was called away on urgent business and did not get finishing the deal with you and i am just back afew days thus I am wondering if the crane is still available for sale? As it was I replied “Yes”.

The purchase was therefore agreed and he said that the funds would be transferred. A few days later he thenemailed to say that his accountant had over paid us by around €150,000 thus could we arrange to send himback the over-payment.

We checked our bank account and sure enough, the money was there, almost €300,000 of it. We printed off a statement from our bank account as we have on-line banking. At this stage we asked the bank to check-out the payment as we were naturally slightly suspicious of it, and within 24 hours they came back confirming that indeed it may well be a fraudulent payment.

It then transpired that the payment was made via an Irish Health Service Executive cheque which had beenpaid into our bank account however after 5-10 days it would have been discovered that the payment was notreal, in the meantime the scammers were hoping that we would have sent him 'back' the overpaid amount. In the meantime when the bank finally discovered that an error had been made in crediting our account with a dodgy cheque there would have been a significant battle with a good chance that we would have been the loosers!

Its a rare banking system where we even have a copy of the online bank statement which we captured whilethe funds were showing as present in our account !

Who knows he may well have only been a few miles down the road from me in an internet cafe, he was sayingthe crane was for Dubai but I reckon he just picked that destination as it has been the crane city over for thepast few years.

Thankfully we had good experiences of export sales over the past few years as well, with units gone to Malta,New York and Nigeria most recently in the last few weeks. You just have to be vigilant when dealing on aInternational Market in order to select the serious enquiries from the time wasters, something that can often be difficult, and with the market slow down now in the UK & Ireland no one wants to miss the opportunity of a export sale.

Ladder Inspection is Imperative

With an estimated 2 million ladders in daily use, the message from the Ladder Association remains unequivocal: if it's right to use a ladder, use

the right ladder and get trained to use it properly. As you know, the Association emphasizes five key points when using ladders and stepladders:

• Select the right equipment based on risk assessment;

• Make sure the work is properly planned and organised;

• Use the right type and classification of ladder;

• Set up the ladder correctly and use it safely;

• Ensure it's properly maintained and in good condition.

Inspection is such a crucial component of ladder safety, it has been chosen as a key theme for 2009 and will feature strongly in the

Association's presentations in the Working at Height Seminar Theatre at the Safety & Health Expo, 12-14 May 2009 at the NEC. Maintaining

ladders in good working order requires pre-use checks by the user, detailed inspections and maintenance.

Pre-Use Checks

The aim of a pre-use check is to quickly establish whether a ladder is safe to use there and then. The user must carry out a pre-use check

prior to setting up the ladder (this may only need to be done once a day for frequently used ladders). It is a visual and functional check

intended to enable the user to identify obvious defects likely to prevent its safe and proper use. This might include, for example, stiles that

are warped, cracked, bent, rotten or of different lengths. Or rungs that are missing, worn, loose or damaged.

Other points to look for include paint or dirt on the ladder which may hide defects, rivets or screws that are missing, and welds that are

cracked or corroded.

Detailed Inspections

Detailed inspections of work equipment, as required by the regulations, are more in-depth than pre-use checks and need to be carried out

by competent persons. The aim is to establish whether the ladder is safe for continued use, or that maintenance and remedial work is

necessary. In-depth visual and functional inspections need to be carried out at set intervals and formally recorded.

To be competent in undertaking an inspection, a person should know what types of defects or deterioration could be present; whether the defect

or problem found is serious enough to prevent further use of the ladder (disposal or repair); or if increased, interim inspections are necessary.

Maintenance

Ladders must be maintained in accordance with the manufacturers' guidelines. The need to keep ladder anti-slip feet clean is of paramount

importance so that the co-efficient of friction is maintained between the foot of the ladder and the ground. The ladder also needs to be kept

clean so that defects are not hidden from view.

Wooden ladders should not be painted as this can hide defects. Wooden ladders, when coated, should be coated with a transparent finish -

for example, varnish, shellac or a clear preservative.

Handling and Storage

Ladders should be stored in accordance with the manufacturers' instructions and advice, and handled with care to avoid damage to either

the equipment or the person handling the equipment. When being transported, they need to be firmly secured and properly supported to

prevent damage. These are just some of the key points:

• Ladders should be stored in covered, ventilated areas, protected from the weather and away from too much dampness, heat or cold;

• Ladders can fall if stored vertically, so take particular care and, if possible, secure the top;

• Never hang a ladder vertically from a rung;

• Don't store a ladder where a child might be tempted to climb it;

• Store ladders on one edge, in racks or hung from a stile with enough supports to prevent sagging;

• Wooden and steel ladders should be stored in the dry and off the ground to prevent rot and corrosion;

• For long-term storage, ladders should be protected from the elements.

The CEL-621 is supplied as a kitin a rugged briefcase, whichincludes an acoustic calibrator,windshield, software and USBdownload cable. Both instrumentand calibrators comewith calibrationcertificates as standard,documentingcompliance with thelatest IEC 61672Sound LevelMeterstandard.

Until now, most products of this type onthe market were limited to a five JouleXenon beacon, which is simply notpowerful enough for outdoor use, especially in bright sunlight.

German-based Tecsis has introduceda new range of load pins, designedto cope with the toughest ofenvironments, making them idealto replace regular pivot pins oncranes, telehandlers or aerial lifts. The company, which isheaded by Arjan Roelse began bywinning the MEC scissor lift distribution rights for Europe,placing substantial orders with the emerging manufacturer and stocking up ataround the same time as deliverytimes from other manufacturerswere becoming extended.

The company then madea similar deal withUpRight shortly after itwas acquired by Tanfieldand production transferred to the UK.Thanks to some majororders it was able tosecure the right to sellthe UpRight scissors and boomsover a large part of Europe. Whilethe duplicity of supply caused tensions, the volume of business itgenerated helped keep the two onboard. The company now also supplies other brands, including JLGand Genie as it becomes somethingof a 'powered access supermarket'.

An experienced teamTo help turn this into a reality thecompany has made a series of highprofile recruitments, all over Europe,with the well known Dirk Konings,previously with rental and salescompany Doornbos, joining inHolland, Andrea Holz from GenieGermany, Verania Costa Rivas from

UpRight in Spain, Michal Erben fromSDM in the Czech Republic andAngelique van der Bijl from HaulotteHolland who joins to head up theoffice and commercial roles, basedat the new Headquarters.

Roelse says that the success of PSE is down to the fact that theyusually have the products in stock,ready for immediate shipment, arevery easy to deal with, focusing onkey people with power to makedecisions, while having theresources to support the productsanywhere they go with rapidreplacement parts shipment andtechnical advice.

The new premises cover 3,600 sqmetres under cover and are alreadystacked out with new aerial lifts instock or awaiting shipment. Theother aspect of the new building ismore space to carry out pre-deliveryinspections, and any in-houserepairs, as well as providing roomfor a larger parts inventory. Thecompany has started to promote itsparts business on an internationalbasis and claims to offer volumeand 'consumable' parts for mostbrands of aerial lift. Roesle says

that the benefit that PSE has overgeneral equipment parts suppliers is the expertise of the company'sstaff, all of whom have experiencewith a wide variety of lifts, havingworked with both dealers and rentalcompanies. The company has alsoemployed a battery specialistGeorge Janssen who has more than10 years experience in the batteryindustry. Trojan is now the company's largest supplier.

Rail connectionAs if all this is not enough PSE has established a rail equipmentbusiness, called Rail Rent, beginning with the sales and leasing of rail mounted aerial liftsand telehandlers, but with the ideato branch out into a wider productrange for the sector later on. The company has recently signed a partnership agreement with BRP,the Rugby, UK-based rail equipmentprovider.

The new building has plenty ofoffice and meeting room space to cope with future growth, including the addition of a trainingcentre, but if it maintains its currentinventory levels it will need morewarehouse space as it adds activities and once deliveriesbecome extended again.

PSE onthe upPlatform Sales Europe, the Dordrecht,Holland-based aerial lift specialist hasreached an agreement with Holland Lift totake on the official distribution of the company's heavy duty scissor lifts in Spain.PSE has also recently moved into a massivenew facility around 100 metres or so from its original location in Maxwellstraat andopposite the Riwal headquarters.
