Stuart Leisure Security was formed as consultants and suppliers of professional, high quality stewarding personnel to the leisure industry. We were heavily involved in drawing up the crowd management section for the new purple guide to health, safety & welfare at music & similar events and are currently involved in the new guide for 2012. EVENT ASSESSMENT SIA / STEWARDS / RISKS

General Assessment

Every licensed event that requires professional staff in a security or stewarding role now need to identify which of those staff need to be accredited with the Security Industry association. This is assessed using the following criteria and applying it to each task undertaken:

SIA MANNED GUARDING REQUIREMENTS

• Guarding premises against unauthorised access or occupation, against outbreaks of disorder or

against damage

• Guarding property against destruction or damage, against being stolen or against being otherwise dishonestly taken or obtained

• Guarding one or more individuals against assault or against injuries that might be suffered in consequence of the unlawful conduct of others

Manned Guarding as previously defined carried out on licensed premises, venue or event requires a DOOR SUPERVISION licence.

SIA ACTIVITIES THAT RELATE TO LICENSED EVENTS

• Screening a person’s suitability to enter an event

• Searching of persons or property to prevent unauthorised items entering

• Responding to incidents within crowds which relate to anti-social or disorderly behaviour

• Ejecting individuals from an event

• Protecting identifiable areas to prevent damage

• Guarding property in situ including the setup and break down of an event

• Patrolling the perimeter of an event to prevent unauthorised access being gained

Crowd Safety & Management

The two most important aspects to be considered in crowd management are:

• Audience profile

• Crowd dynamics The way that a crowd behaves and responds is a combination of factors and will depend in a large part on the activities of that crowd, which is influenced in turn by the character of the crowd and of the artists / attraction performing. This means that factors such the following must be addressed:

• The character of the acts i.e. Crowd diving, throwing items into the crowd.

• Audience profile i.e. Male/female split, age of audience, alcohol / drug consumption and likely crowd activities such as body surfers, slamming and stage diving / surfing.

These are the factors that we have taken into consideration and included with other information such as the attendance figures and venue design / capacities enable us to set staffing levels for this particular event.

Pre / Post– Event Build Up / Break Down

Stuart security staff are providing basic security cover during the build up and break down for this event. It is assumed that all contractors operating on this site are both reputable and competent and have submitted health & safety documentation. The nominated event safety officer should make Stuart security staff aware of relevant safety procedures before operating in these areas. Areas of high risk and any hazards should made known to these staff especially in relation to the following:

• Fork lift truck movements

• Cherry pickers and other moving machinery

• Vehicles moving around sites especially when reversing

• Electrical installations and power supplies should be installed by suitably qualified persons

• Hazard areas signed

• Escape routes identified

• Fuel and toxic fuels stored in a safe manner

• Identify the position of fire fighting / safety equipment In relation to public safety during this period, all the above criteria are obviously applicable to members of the public as well as event staff. Stuart security will within the limits of staffing resources enforce the restrictions of movement by the public on the site to:

• Stop the public entering hazardous areas

• To deter any vehicle / pedestrian conflict

• To identify public through routes around / away from high risk areas

• To deter criminal acts of event equipment

Entrance Areas

Risk of crowd pressure at entrance. This can be reduced by:

• Effective use of barriers to ensure that queuing lanes are kept orderly spread over a sensible area for the size of the crowd.

• Keep all other activities i.e. caterers, toilets, merchandisers away from the entry points.

• Stewarding entry points in adequate numbers and ensuring that loud hailers are available.

• Using a filter system for search purposes and to ensure a maximum flow of entry.

Venues / Marquees Risk of overcrowding, heat related illnesses, disorderly behaviour and crowd sways / surges. These can be addressed as follows:

• Access and egress points to be kept clear.

• Entrances stewarded & numbers constantly monitored enabling access to be restricted to stop overcrowding occurring.

• General patrols to constantly monitor crowd behaviour and react accordingly. Front of Stages Risk of crushing at front of stage or barrier due to static or dynamic surges from rear, trampling injuries caused by tripping on uneven ground, heat related illnesses due to weather conditions and size of crowd, various bodily injuries due to disorderly or boisterous behaviour. This can be addressed as follows:

§ Risk assessment of type act and or venue to staff pit area with the correct number of stewards to deal with anticipated problems at front of stage area.

§ Stewards to staff pit areas and front of house and to monitor crowd movement for

distress, crushing, sways / surges and disorderly behaviour and to take action as necessary. This may involve removing people from front of house area if they are vulnerable to injury or their behaviour is likely to cause injuries to others.

§ For acts where crowd surfing is prevalent staff to handle surfers in pairs and remove

from pit area.

Emergency Exits of Venues / Marquees

The following provisions should be in place:

• Exits will be kept clear and unlocked.

• Escape routes will be kept clear.

Bar Areas

Risk of public disorder / boisterous behaviour. This can be addressed as follows:

• Substantial stewarding resources located at this area.

• Persons behaving in above manner to be removed from area.

• Drinks sold in suitable containers only i.e. plastic glasses

• Persons that have had too much to drink to be refused further service.

Identified Pinch Points and Crowd Build up Areas

These are identified in advance and the following procedures are put into place:

• Stewards located in area.

• Safety equipment and barriers used if required.

• Keep left or one way crowd flows enforced where necessary.

General / Sudden Crowd Build-Ups

Even with the best pre-planning of venue lay out and stewarding plans, certain areas may during the course of the event generate crowd build-ups. These are dealt with as follows:

• Initially area is identified by foot patrols, support vehicles or other information

• Location attended by foot patrols or if required support vehicle carrying safety equipment.

• Area cleared or restored to a safe level by use of stewards and loudhailers.

• Additional stewarding to be left at location to further monitor ongoing situation.

OPERATIONAL SECURITY DUTIES

Operational Orders –General Duties

To provide a high profile uniformed security presence to give information & reassurance to both the event staff and general public deterring any criminal acts and paying particular attention to:-

• Access Control – To ensure that that only the correct classes of pedestrians and vehicles gain access to specific area as defined in the relevant operational order.

• Crowd management & safety – To assess & report build ups of crowds especially in marquees and around stage areas.

• The prevention of the build up of combustibles.

• Drug usage - A high profile approach, to deter the use of drugs by firmly discouraging people openly using them and if necessary informing the police for further action. To report the dealing of drugs to the police immediately.

• Illegal sale of alcohol - To search vehicles entering site and refusing them access if large quantities of alcohol are found (facilities to impound will be available). Persons found illegally selling alcohol on site will be stopped from doing so and if they persist will be removed from the site.

• Illegal gaming - People will be stopped from doing so and if necessary removed from the site.

• Fly pitchers - To be stopped from trading and if necessary removed from the site.

• Public disorder - To deal with any outbreaks of public disorder and remove offenders from site within the capabilities of our operational resources.

Entry And On Site Confiscation Policy

Contraband Property’ & Prohibited Articles

Contraband Property

1. Certain property is designated as ‘contraband good & prohibited articles’ by the Festival Licence

holder to:-

a. Comply with certain licence conditions b. Maintain public health and safety c. Prevent the Personal Licence holder being liable to prosecution d. Adhere to wholesalers’ and traders’ agreements

2. The following list of property, ‘contraband’ and ‘prohibited articles’, should not be brought onto the Festival site without previous authority, such property is subject to confiscation by the stewards or appropriately qualified and licensed security:-

Contraband Goods

• Excessive amount of cigarettes [in any amount over personal use for the duration of the festival]

• Excessive amounts of alcohol [in any amount over personal use for the duration of the festival] OR

• No Alcohol [dependant on licence conditions]

• Excessive amounts of soft drinks [in any amount over personal use for the duration of the festival]

• Glass Containers

• Sound Systems [without written approval from the Organiser]

• Unauthorised goods with the events / festivals logo

• Body piercing equipment

• Flares [without written approval from the Organiser]

• Fireworks

• Generators

• Lasers

• Plastic or polystyrene disposable plates, trays, cups, mugs or plastic cutlery

Prohibited Articles

• Illegal drugs

• Weapons or potential weapons

Searching and confiscation

3. Persons entering the Festival site including traders, staff, artistes and members of the public are

all liable to be searched by SIA security staff. 4. In certain circumstances, where there is evidence to suspect possession of contraband goods

by site traders, staff, artistes and members of the public may be requested submit to a search of vehicles and personal property. Refusal to be searched could lead to a person being evicted from site by security following the event / festival eviction procedure.

5. If there is intelligence to suspect that a person may be in possession of ‘prohibited articles’ the

search will be only be conducted by SIA licensed staff. If drugs are located the Festival drugs policy will be followed.

Options

If any of the above items are located on the person, in personal possessions of in a vehicle in possession of the person being searched the following options should be considered:-

• Allow the person to leave the site of their own accord

• Refuse entry

• The person to surrender the specified ‘contraband’ property against a receipt and entering or remaining on the site. The property to be returned post event / festival.

• Confiscation of the property, against receipt and evicting from site. The property to be returned post event / festival.

• Surrendering the specified ‘contraband’ property and signing a disclaimer for destruction. The person to be permitted to enter or remain on site.

In all instances when a person is evicted from site the Festival eviction policy should be followed.

Procedure for dealing with drug seizures from a person by Security Staff

All drug discoveries no matter how minor must be dealt with by the following procedures

1. The drugs should be sealed in a tamper-proof forensic science drug bag, wherever possible in the presence of a corroborating officer/member of security staff as well as the suspect (this should help to avoid any allegations being made against the person seizing the suspected substances).

2. The person seizing should record on the bag the physical appearance of the substance and what they suspect it to be, e.g. “A fifty-pence sized piece of brown resinous substance suspected to be cannabis resin” or “A small re-sealable clear plastic bag containing a small amount of white powder”. In addition, record who they have seized the substance from, sign the bag and invite the suspect to also. The corroborating officer / member security staff should also sign.

3. Complete searching the individual and consider searching those in their company. Often a dealer will carry a small amount of the drug leaving an associate to hold the larger quantity.

4. If not already at the scene, Police officers should be called who will then complete the search record, confirm the identity of the suspect and carry out PNC and intelligence checks before deciding on the way forward.

5. It is accepted that Security staff will have to apply a certain amount of discretion about when to refer an individual to the Police. Factors such as availability of Police, festival goer’s safety, nature and amount of substance along with the suspect’s demeanor will all have to be considered. Any person found with a crystallized substance or suspected of dealing must be referred to the Police on every occasion.

Process for Security staff finding drugs other than on a person

1. If suspected drugs are found other than in the possession of a person the Security staff should carry out the procedure detailed above at 2.1 and 2.2 but in addition they should clearly mark the bag NFA.

2. If these suspected drugs are crystalline in appearance Security will immediately contact the Avon and Somerset Constabulary Drug Strategy SPOC who will then arrange their immediate collection. All other drugs will be held in a sealed bag until an appropriate time in the day when contact will be made with the Drug Strategy SPOC and arrangements made to collect the drugs or for the drugs to be handed in at the next Silver Briefing.

EVICTION POLICY

Any person who fulfils the following criteria will leave himself or herself liable for eviction from the Festival. The decision as to eviction will be at the discretion of the security and stewarding staff under the supervision of the Security Co-ordinator. Persons will be liable for eviction under the following circumstances: Ø Entering or being onsite without a ticket or relevant pass Ø Any persons who are found causing any disruptive or antisocial behaviour Ø Any person who is arrested and charged by the police, following charging the police will escort

the individual to the security compound for the collection of their property prior to being escorted from site.

EVICTION PROCEDURE

All persons removed from site will be taken to TBA location for eviction. Wherever possible, all persons who are to be evicted will be escorted to collect their belongings before their eviction. All evictees evicted will have there wristbands / tickets removed to prevent them from re-entering the festival.

EVICTION FORM

The unit dealing will complete incident forms for all persons evicted from site. A copy of the form will be retained in the OSU and the manager will maintain an index for quick reference.

Operational Orders – Specific Task Duties

This section details specific operational tasks unique to this particular event. These duties are drawn up in agreement with the organiser and in relation to the health and safety requirements of the personnel deployed to carry them out. This company reserves the right to move or withdraw personnel from a particular task if it is felt that their safety is compromised or that they would be more efficiently deployed elsewhere whilst not reducing the effectiveness of the duties from which they were withdrawn. All personnel are issued the relevant operational order sheet for the task they are undertaking which subject to late amendment is identical to the following sheets and the task points that they represent.

Refreshment Breaks

All multiple guard points will break themselves and personnel will be given a 30 minute refreshment break every 4 hours. Stuart Security trains all leisure staff to exacting standards as follows. All staff where required have undergone the Security Industry Associations training and accreditation to carry out the tasks that meet this particular criteria.

UNIFORM AND EQUIPMENT

• All personnel are fully uniformed including yellow Hi-Viz tabards individually numbered & clearly marked with a ‘Security’ logo.

• All supervisors are clearly identified by Purple / Black Hi-Viz tabards individually numbered & marked ‘supervisor’

• All supervisors and key point personnel will be issued with personal radios.

• All night staff will be issued with torches

• Vehicles used will be clearly identified by a roof bar containing a security sign, reflective beacons and audible warning horns for movement in crowds. Safety equipment carried includes loudhailers, fire extinguisher, fence spanner, bolt croppers, dragon light and basic first aid kit.

The operations room is situated in the crew area and will be manned by two senior Stuart security personnel and will oversee all operational tasks and deployments on this event.

In the event of a major incident occurring it is likely that our stewards will be either at the scene or the first to arrive. We use in response to these situations two, coded messages:-

At staff call RED the control room will:-

• Inform all site emergency services of situation and be available for their use. • Establish emergency access route to incident and allocate guards to clear route and

1 EQUAL OPPORTUNITIES POLICY

1.1 Statement of Commitment to Equal Opportunities

2. HARASSMENT AT WORK

2.1 Definition of Harassment For the purpose of this policy, harassment is taken as being any unwanted conduct towards an employee of the Company which affects his or her dignity and causes offence or distress. The harassment may be sexual in nature or related to ethnic origin, personal beliefs and convictions, or even age. Forms of unwanted behaviour could include; 2.1.1 Physical contact. 2.1.2 Jokes, offensive language, gossip, slander, sectarian songs and letters. 2.1.3 Posters, graffiti, obscene gestures, flags, bunting and emblems. 2.1.4 Isolation or non-cooperation and exclusion from social activities. 2.1.5 Coercion for sexual favours and pressure to participate in political or religious groups. 2.1.6 Intrusion by pestering, spying and stalking. 2.2 The Company will not tolerate or condone any form of harassment. Wilfully committing harassment will be dealt with under the Firms disciplinary procedure.

3 PROCEDURE FOR DEALING WITH COMPLAINTS OF DISCRIMINATION OR HARASSMENT

3.1 Complaints of discrimination or harassment should, if possible, be dealt with in accordance with the Companys Grievance Procedure as detailed in the Staff Handbook. However, the complaint can be made directly to the [specify] who will undertake an initial investigation of the complaint. If requested, or if considered appropriate, a female member of staff will undertake the initial investigation. After this, an appropriate course of action will be decided and this will be communicated to the complainant within one week of the initial complaint. 3.2 The Company will always look to resolve any such complaint on an informal basis. However, the complaint can be made formally, and to any Partner, if the complainant so wishes. 3.3 The Company will not retaliate in any way against an employee, potential employee or former employee who, in good faith, makes a complaint or report under the equal opportunities policy or against harassment. Retaliation against any individual for making such a complaint or report will not be tolerated and will itself be the subject of disciplinary action.

THE STUART SECURITY HEALTH AND SAFETY POLICY.

The Stuart Group will abide by the Health and Safety at Work Act 1974 and, so far as is reasonably practicable, will provide a safe and healthy working environment as required by the above Act and other relevant legislation which may be introduced from time to time. The management in situations where The Stuart Group does not have direct control of the premises or site where staff are required to work, every effort will be taken to ensure that the client or his nominated representative is aware of their duty to comply with the requirements of the Act to provide a safe working environment. Under no circumstances should a member of The Stuart Group staff follow any instruction which may constitute a risk to the safety of themselves or others.

Responsibilities.

Overall and final responsibility in all areas of operation, including office safety, is that of Kay Stuart. Her deputy in all such matters is Bill Stuart. The responsibility for The Stuart Group Health and Safety Policy being carried out whilst members of staff are on site rests with the appointed site manager/supervisor or any appointed deputy in their absence. Not withstanding the above, all employees have a responsibility for their personnel safety and a duty of care for the safety of their fellow employees and others who may be affected by their acts or omissions. The employees responsibilities include :-

• The duty to co-operate with management in all aspects of health and safety at work.

• The duty to comply with the safety instructions and directions laid down by management.

• The duty to use, properly, the means and facilities provided for health and safety at work.

Individual Employees.

ALL EMPLOYEES MUST :-

• Comply with the Health and Safety Policy.

• Observe all safety rules.

• Report any safety hazard within their work area, either on client sites or Stuart Leisure offices.

• Comply with all written or verbal instructions given to them to ensure their personal safety and the safety of others.

• Conduct themselves in an orderly manner at all times when on company business.

• Use the safety equipment and any specialist clothing provided.

• Avoid improvisation in any form which may create a risk to themselves or the health and safety of others.

• Immediately report any defects to equipment provided for health and safety to their supervisor.

• Report all accidents to their supervisor whether injury is sustained or not.

• Attend, as requested, any training course or meeting etc., designed to further the interests of health and safety.

• Observe all laid down procedures, either written or verbal, concerning work activities.

• Observe all fire evacuation and safety procedures including the position of fire fighting equipment at both Stuart Leisure offices and client sites.

• Not invite visitors to company premises without the permission of management.

Company, Employee and Safety Responsibilities.

The responsibilities of all employees have been identified to ensure that safe working practices take place in all of the Company’s areas of operation. Management accepts its overall responsibility for providing information, equipment, instruction and training in order to ensure that the employees responsibilities documented are fully understood and complied with. Accidents are usually the result of unsafe acts or unsafe conditions. The responsibilities placed on employees of this Company are formulated to comply with legal requirements as well as to minimise the likelihood of unsafe working practices or unsafe working conditions occurring. In addition to the general responsibilities previously stated, the Health and Safety at Work Act 1974, places legal duties on all employees. These are :-

Section 7 of the Health and Safety at Work Act 1974. 1. To take reasonable care for the health and safety of themselves and of other persons who may be affected by their acts or omissions at work.

2. To co-operate with the management to enable the employer to carry out his legal duties or any requirements as may be imposed.

Section 8 of the Health and Safety at Work Act 1974.

No person shall intentionally or recklessly interfere with or misuse any item provided in the interests of Health, Safety and Welfare.

Joint Consultations.

Within the clearly identified functions of management/supervision there is a responsibility to communicate with employees regularly on safety matters. To ensure effective implementation of the Health and Safety Policy and procedures consultation must take place between the employer and employees. In order to encourage this exchange of information all post event debriefs will include discussions on matters relating to health and safety. In addition to the above, regular meeting will be held between the management and appointed safety representatives.

General Working Practices.

The responsibility for The Stuart Group Health and Safety Policy being carried out whilst working on client sites rests with the Supervisor or their appointed deputy. Whenever a member of staff notices anything which may compromise the health and safety of any employee or other person on site, which they are unable to immediately correct, they should report it to the supervisor or appointed deputy. The supervisor or deputy should then take the necessary action to address the problem or ensure that the client’s representative is informed and that the necessary action is taken. In the event of an evacuation being necessary, the supervisor or appointed deputy will act as evacuation officer. Any evacuation will be carried out strictly in accordance with the evacuation procedure detailed in the Operational Plan for the event concerned. Wherever possible, before arrival at site, and in all cases before accepting site responsibility, the supervisor will check that the requirements of the Health and Safety checklist have been satisfied. In addition the supervisor will familiarise him/herself with site conditions and local hazards. This will include checking for any changes from the agreed site/venue layout, evacuation routes etc.. Any such changes may require an on site risk assessment which must be completed prior to The Stuart Group taking site responsibility.

Office Safety.

The Stuart Group accepts its responsibility to provide a safe and healthy working environment for its office based staff. This responsibility has been delegated to Kay Stuart, and include, but are not limited to:-

• The provision of a safe environment.

• Adequate training in the use of equipment.

• Training on the correct procedure in the event of a fire alarm.

• Ensuring that all electrical equipment complies with current legislation and regular inspections carried out.

• Ensure that equipment provided for use is appropriate to the task.

Accident Reporting Procedure.

In order to comply with the statutory requirements all accidents must be recorded and where necessary notified as required by the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR). Kay Stuart or her nominated deputy will be responsible for investigating all accidents or incidents involving personal injury. Incidents resulting in damage to property, equipment and near misses will be the responsibility the responsible manager. In the event of an accident or incident occurring on a client site the following procedure should be followed :-

• Ensure that a full record of the incident, including details of any injury, is entered into the site accident book.

• Provide a written report and, where possible a copy of the entry made in the client’s accident book, to Kay Stuart.

• The details contained in the written report will then be entered into The Stuart Group accident records, and any necessary investigations begun.

It is in the interest of all employees to ensure that this procedure is followed without fail in all cases. Should the investigation indicate that the incident may have resulted from a failure in existing systems, or a lack of training, then changes to that system shall be made or training as necessary will be arranged.

Auditing.

Regular audits of safety arrangements and adherence to safety procedures will be carried out by the management and nominated safety representative. These audits will seek to ensure that any shortcomings or failures in the existing systems are identified and the necessary actions taken to correct/improve those areas. By this process the management confirm their intention to continually monitor and improve the health and safety performance of The Stuart Group across all areas of operation.

General Risk Assessment.

The Management of Health and Safety at Work Regulations came into force on 1st January 1999. They require all employers and self employed persons to assess the risk to workers and others who may be affected by their undertaking. A risk assessment is a systematic examination of the work activity to be undertaken. It involves identifying the existing hazards and those arising from the event/activity. These hazards may be caused by the work activities or by outside factors such as the layout of the premises/ venue or members of the public etc.. The risks should then be evaluated, taking into account any existing precautions and controls. There are six steps, which need to be taken to assess the risks associated with a contract:-

• Identify the hazards associated with the activities contributing to the contract, where it is carried out and how the activities are to be undertaken.

• Identify those exposed to the hazards.

• Evaluate the risks, taking account of existing precautions (this will indicate the level of residual risk).

• Devise a safe system of work, which reduces the residual risk to as low a level as is reasonably practicable.

• Implement the system of work.

• Monitor, review and revise the system as necessary to maintain its effectiveness. This statement covers identified general risk assessments for the spectrum of duties that The Stuart Group undertakes. However each individual contract will require a unique risk assessment which will form part of the operational orders pertaining to each specific contract. The management will ensure that all necessary information on such matters is conveyed to individual employees at the pre event briefing. It is the responsibility of each employee to satisfy themselves that they fully understand the content of any such briefing and seek clarification of any areas of concern.

Risk Assessment Data Form

HAZARD ACTION Violence. People who deal directly with the public may face aggressive or violent behaviour. They may be sworn at, threatened or even attacked.

Prioritise personal safety, request specialist support units which are available to deal with disorder, be aware of codes for emergency assistance. Enlist

Police assistance (if required) at earliest opportunity.

H.I.V/Hepatitis infection. When dealing with the public it is important you deal with everybody in the same manner as there is always a risk that they may be infected with H.I.V/Hepatitis,

Where there is a risk of body fluid contact, your welfare must always be a priority. To ensure this you must wear protective gloves. They will be available from control rooms and support vehicles. If you need to resuscitate always use a resuscitator, never use

mouths to mouth contact.

Noise. Prolonged or sudden exposure to loud noise levels (such as pyrotechnics) has a high risk of permanent deafness or other auditory problems such as tinitus. The risk to others is minimal, as they tend not to be in the safety areas during the event. The risk to the public is low as long as the safety guidelines are adhered to.

Ear defenders are made available to all personnel that come into close proximity of stages, firework areas

etc. Personnel will be rotated where a long duration of exposure to noise is experienced.

Fire. A large risk at events, due to the large gathering of people. Always make yourself familiar with the location of fire extinguishers around the site.

During patrols make sure there is no great build up of combustibles. Check with people having barbecues that they have been extinguished. Make sure gangways and fire exits are kept clear.

Suspicious Packages/Bomb Threats. During the course of an event you may come across a package that arouses yours or somebody’s suspicion, or we may get a warning of a bomb somewhere on site.

Cease radio and mobile telephone use within 100 metres. Request Supervisor to attend location by word of mouth and secure area emergency services will be

informed straight away.

Crowd Behaviour. Crowd management can present particular problems for security personnel. There are many factors that can affect the mood of a crowd such as the opposing team scoring a goal or the artist not turning up. Other problems will be overcrowding of a particular area.

Monitor the area that is likely to cause you concern. If it appears to build up to quickly prioritises your own safety, call immediately for back up, and never try to work the crowd alone. Always be polite but firm. Use safety equipment i.e. loudhailers, mills barriers to

move crowds and prevent further access.

Cash Transportation. During some events we will be required to do cash runs. It involves picking up moneys collected on gates and taking it to a control room to be counted at various intervals.

Always wear personal protective equipment provided; follow check in procedures with control if vehicles are used only leave vehicles if absolutely necessary.

Driver must never leave vehicle.

Environmental Risks. Such as Heat Exhaustion, Sun Stroke, Dehydration, Cold, Water Hazards. The risk should be nil if common sense and the precautions are in place.

Water is always available on site as are sun blocks and after sun, hats are available from the control room if required. Cold weather clothing is also available

from the control room.

Dealing With Vehicles. Risk of injury due to collision when dealing with vehicles at V.C.P’s. Vehicles towing trailers are identified as particular hazard due to additional width and approach arc of articulated unit.

Vehicle CheckPoints to be clearly identifiable as stop points. Personnel to wear Hi-Vizibility tabbards when manning V.C.P’s. To wait until vehicle has stopped before approaching. V.C.P’s to be lit in poor visibility conditions. Torches to be used during hours of

darkness.

Use of Vehicles. We use vehicles of the 4x4 variety to respond to incidents. It is important to understand when driving a vehicle amongst large crowds of people the risk involved.

Only authorised personnel to drive vehicles. Training given. Vehicles will be equipped with beacons and sirens, which must be used whenever the vehicle

enters the site. N B Sirens not to be used on public highways.

Risk of objects being thrown at vehicles during certain events. Particular risk to driver who needs to maintain control of vehicle.

Protective windscreen shields fitted to vehicle and to be engaged if entering hostile crowds or environment..
