INTRODUCTION In general crime levels in comparison to last month significantly increased, in total there were 401

incidents in May as compared to 335 incidents in April. Riots/demonstrations was the prevalent incident

in the rest of the country while theft in Nairobi. Carjacking had a considerable spike in Nairobi as compared

to last month. The suspects used tactics such as The Trap Method as their attack plan. (This is where

carjackers use surveillance to follow the victim home. When the victim pulls into his or her driveway

waiting for the gate to open, the attacker pulls up behind and block the victim's car.) We hereby urge you

to call ahead to have the gate opened if driving into a gated community, plan your route well and use GPS

if need be, fit a tracking device to your vehicle and never confront the assailant remember your life is far

more valuable than the vehicle.

Also during the month while acting on intelligence reports police thwarted a large scale terror attack on

Kenyan soil by arresting two ISIS agents in Wote Hospital, Makueni County. The two were planning a

biological attack using anthrax. Two other ISIS agents were arrested in Kangemi while plotting attacks in

Nairobi and Mombasa and explosives recovered from them. The suspects had targeted innocent Kenyans

using public transportation. We hereby urge you to exercise extra vigilance especially during this Holy

Month of Ramadhan and to report any suspicious person or activity to the police for action using the free

toll number 999, 911 and 122.

For your own information we have put below a list of incidents that have been noted on our end this past

month, with a matching analysis intended to show the current trends.

HIGHLIGHTS OF THE MONTH:

On Thursday 5th May 2016, in Runda. A suspected intruder was arrested by our Mobile Response

Team after he was found tampering with CCTV wires from the rooftop of a residence in the area.

He was handed over the police.

On Saturday 21st May 2016, along Old Airport Road. A robbery attempt at a production plant was

foiled by our Mobile Response Team in conjunction with the Police. Four armed thugs had

attempted to gain access into the building with the help of a private guard who had colluded with

the thugs. Our team managed to arrest one of the thugs, who was armed with a pistol, but the

rest managed to escape.

On Saturday 28th May 2016, along Lunga Lunga Road, Industrial Area. Three employees of an

industrial company in the area were apprehended by our guards after they were found with stolen

items. They were handed over to Industrial Police Station.

45 Al Shabaab Terrorists Spotted Entering Kenya

At least 45 al Shabaab militiamen are said to have crossed into the country on Sunday 29th May. According

to a leaked intelligence report, the militants entered the country through the border village of Sugrow.

The report adds that the heavily-armed fighters, believed to be members of al Shabaab terror group, have

divided themselves into three groups.

"One group of 13 was sighted headed towards Gerille, another towards Konton and another towards

Gumarey areas of Wajir East," the information seen by the Star reads in part. "All officers to be extra alert

and take this information seriously."

The Star learned that security organs, including KDF, have been put on high alert. The al Shabaab terror

group often takes advantage of the long unmanned, porous Kenya-Somalia border to stage attacks in

nearby villages.

Wajir county AP county commander Mohamed Sheikh confirmed being privy to the information. "It is true

the gangs have been spotted crossing into Kenya. They are estimated to be around 50," he said

On Friday May 27th, another group attacked an ambulance ferrying a pregnant woman to hospital,

shattering its windscreen with bullets. Sheikh said the group had set a barricade near Lafey in Mandera

where they replenish their food and supply "without fear". He accused the military based in camps along

the border of doing little to address the situation….…………………….. The Star, Monday 30th May, 2016.

Survey: Kenya Police Involved In Quarter of All Crimes

More than a quarter of crimes reported to the police in 2015 involved police officers themselves,

government statistics released last week show — revealing the illicit link between crime and law

enforcement officers in Kenya. The Economic Survey 2016 says uniformed officers were involved in 24,647

or 34 per cent of the total 72,490 cases of crimes reported to the police last year.

The official data, which was released last Tuesday, also shows that criminal activity continued to grow

countrywide despite the billions of shillings invested in the purchase of equipment and recruitment of

additional officers to reduce the ratio of security personnel to the population.

The volume of reported crimes hit a new high of 72,490 compared to 69,376 in 2014. Traffic offences,

which accounted for 14,498 or 20 per cent of the total reported cases, increased by the widest margin,

highlighting the continued mess in road transport.

Police officers were mostly involved in drug trafficking, criminal damage and economic crimes even as

they fell less vulnerable to corruption by sex which reduced to 118 in 2015 compared to 146 in 2014.

The report shows that police officers were also involved in soliciting for bribes, accepting bribe, accepting

free gifts, handling stolen property and demanding by false pretence. The law-enforcement agents were

also accused of stealing from people and other criminal offences.

And in what gives the clearest footprint of criminal activity across the country, the report shows that

Kiambu County with 4,768 reported cases had the highest intensity of crimes followed by Nakuru (4,384),

Nairobi (4,383), Meru (4,215) and Mombasa (3,194) ……………………. Nairobi News, Monday 9th May 2016.

Two Arrested as Police Foil Planned Terror Attacks in Nairobi and Mombasa

Police have arrested two Kenyans linked to ISIS terror group and foiled what they termed as a planned

terrorist attack in Nairobi and Mombasa. Kiguzo Mwangolo Mgutu and Abubakar Jillo Mohamed are said

to have been radicalised at Kangemi Mosque and were recruited by Mohamed Abdi Ali who has links with

the Syrian group. Ali had been arrested three weeks ago in an operation in Makindu.

This is the second such arrest to be made in less than a month. When Ali and his accomplice were arrested,

police said they planned to launch a chemical attack in the country. Inspector General of Police Joseph

Boinnet said the two were arrested in a police operation in Kangemi following a tipoff by Ali who is in

custody. “Following Mohamed Abdi Ali’s arrest, members of his network have been planning retaliatory

attacks using home-made explosives.

The arrest of the two has foiled terror attacks with explosives and other weapons that were planned for

Nairobi and Mombasa,” Boinnet said in a statement. He said they recovered various materials that were

to be used to manufacture an IED at Mgutu’s residence in Kangemi. Materials seized during their arrest

include nails, ball bearings, batteries, electrical wire, fertilizer, cell phones and other suspected explosive

substances which have been taken for forensic analysis.

According to the police, the two suspects were authors of an online document that declared their

allegiance to ISIS leader Abu Bakr al-Baghdadi. “From our initial investigations, it has been established

that Kiguzo Mwangolo Mgutu and Abubakar Jillo Mohamed are amongst authors of the document that

has been circulating online purporting the establishment of Jahba East Africa in which they declared their

allegiance to the ISIS leader Abu Bakr al-Baghdadi.” Boinnet said the suspects had planned to escape from

the country to Syria and Libya after carrying out the attacks in which they intended to target innocent

Kenyans using public transportation.

He said the youths were making these plans without their parent’s knowledge. The public has been urged

to be extra vigilant, particularly while using public transport which is the main target for the terrorists.

Boinnet said police surveillance had been heightened following attempts by al Shabaab to infiltrate Kenya

through Lacta belt in Somalia. “We have over the last two months arrested eight Tanzanians who

confessed to have been on their way to join the al Shabaab terror network.” ISIS in Somalia, which is close

to Kenya is an off-shoot of the al Qaeda linked al Shabaab.

Fighters from al Shabaab decamped the group led by Sheikh Muumin to create a small pro-ISIS group in

Somalia. The defections have created greater enmity between the two factions. According to reports, a

cell of the ISIS in Somalia has grown in size by a factor of five in the space of just nine months. The group

had just 20-30 members when it was founded in October 2015, but has now grown to between 100-150

Meru County Has Highest Number of Murders

Meru is Kenya’s murder capital, a new government survey has shown. The county had 351 murder cases

last year, the highest across the country, followed by Nyeri with 207 and Nairobi with 118.

The Kenya Economic Survey 2016 also showed crimes committed in 2015 and Meru was again recorded

as having the highest number reported to police.

Crime incidents were 2,244 more than in 2014.

Other counties that showed an increase in crime are Kitui (851), Machakos (723) and Bungoma (702). On

the other hand, Nairobi, Kirinyaga and Elgeyo-Marakwet, in that order, had reduced crime levels.

The survey also showed a huge number of murder suspects are not convicted, suggesting the offenders

often walk free. “The number of registered murder cases stood at 1,423 and Meru had the highest murder

convictions followed by Nairobi and Eldoret,” says the report.

In general, 72,490 crimes were reported to the police in 2015 compared to 69,376 in 2014. Looking at all

categories of crime, the highest number of incidents – 4,768 — was reported in Kiambu County. This was

followed by Nakuru (4,384), Nairobi (4,383), Meru (4,215) and Mombasa (3,194).

At the same time, 31,695 people were booked by police on suspicion of committing crimes, an 8.3 per

cent increase over 2014.

The survey also showed that 80 per cent of offenders are male.

In 2015, counties that reported a high number of female offenders were Nyeri, Meru and Kirinyaga at 34.8

per cent, 31 per cent and 30.4 per cent, respectively. Counties with low numbers of female offenders

were Isiolo, Mandera, Garissa and Turkana.

The survey says: “During the review period, the police continued to implement the modernisation

programme. This involved procurement of police armoured vehicles and operation of the Incidents

Command Centre in Nairobi and its environs, and in Mombasa.

“Consequently, additional police officers were recruited during this period,” it says.

On corruption, the survey says the Ethics and Anti-Corruption Commission traced stolen public assets

worth Sh3.9 billion in 2014/2015 compared to Sh7.2 billion in 2013/14.

“The value of recovered public assets was Sh140.3 million in 2014/15 compared to Sh2.1 billion in

2013/14. The value of loss averted was Sh1.6 billion in 2014/15 compared to Sh5.6 billion in 2013/14,” it

also says.

At the same time, the prison population declined to 221,974 in 2015, or by 10.6 per cent. “This is partly

attributed to continued implementation of policies to decongest them,” it says….………………Daily Nation,

Crime Prevention Tips

Theft can occur anywhere. Always watch your property and be observant of persons around you.

Lock your vehicle, don’t leave valuables inside and in plain sight.

Avoid walking alone especially during late hours.

Report suspicious situations, persons or objects to the relevant authority.

Don’t assist strangers call police if someone needs help.

Choose the right alarm when buying burglar alarm, take time to consider all the vital factors.

Create a neighbourhood crime watch.

If someone follows you and is persistent or becomes obscene, write down the number plate and

report it to the appropriate police agency.

Let someone know where you are, will be working and when you anticipate returning home.

Make sure your family and friends know the work number where you can be reached.

Always activate any auto alarms or anti-theft devices.
