2. JOB PURPOSE
To provide day to day management of the eHealth Testing Team ensuring that resources are appropriately planned and delivered to meet user requirements and national and local standards. The post-holder will act as the technical expert / lead specialist for the testing team, using this knowledge to deliver detailed testing plans, as well as act as an escalation point for potential problems identified acting on own authority.

5. ROLE OF DEPARTMENT
The Directorate is responsible for Strategic Planning, Performance Reporting and Information.
Strategic Planning: The Directorate develops strategic healthcare plans to meet the needs of all the people of Lothian and beyond. This includes meeting specific targets, co-ordinating the modernisation of the NHS in Lothian and the provision of services which promote equitable access for all members of the community. This involves working in partnership with other NHS Boards, Local Authorities, Government, and the third sector.
The Child Health Commissioner leads on the planning and commissioning of services for children and young people. This includes champion partnership working with local authority and other key local partners, and involving children and young people in service planning and provision.
Performance Reporting The Directorate has an explicit lead for performance management through reports to the Board, JMT and other committees. As well as this the Directorate also leads on the annual accountability review, mid-year review and the development and monitoring of the Local Delivery Plan.
Information Lothian Information Services analyse and interpret data from a variety of sources, ranging from information requests to dedicated resources for long-term projects. The main aim of LIS is to ensure that colleagues and partners have access to the information they need to deliver effective strategies and practice.

The eHealth Department supplies a wide range of services supporting health records, infrastructure development and support, system administration, information security, data protection, eHealth training, IT procurement, programmes and projects within NHS Lothian. More generally the Department is responsible for supporting the development and ensuring the implementation of eHealth strategy to support the achievement of NHS Lothian’s objectives.
The services seek to establish the demand for and facilitate the introduction of effective Information Management and Technology (IM&T) which enhances and supports clinical and business service delivery within NHS Lothian.
This work is governed through the strategic plan for eHealth/IM&T services in NHS Lothian and through the Care Reference and Information Management Groups ensures that all local and national IM&T programmes are clearly focused at meeting healthcare need
6. KEY RESULT AREAS
Principle 1. Day to day management of the Applications Testing Team including annual appraisals, completion of
TURAS for staff, constructing personal development plans commensurate with current grades and responsibilities. (Recruitment/Selection, Performance Management and PDPR/Appraisal)
2. Responsible for ensuring that regular skills assessment is undertaken and requisite training is provided throughout the Testing Team.
3. Review system application release notes, acting as the specialist knowledge on the application to identify the testing requirement for the team. This analysis will include the number of patches that need to be tested, and estimate the amount of time required for testing, and allocating work packages for the team to progress with testing.
4. Produce detailed testing plans, showing who will be required to test which module, including timescales. Measure progress against these project plans for reporting up to senior management. Ensure robust procedures are in place for each service to capture support calls placed and outcome.
5. Advise Clinical Applications Systems Manager of testing and application issues, investigating complex application issues and identify and suggest methods for resolving the problem.
6. Regularly provide complex reports and statistical evidence of team performance and delivery to senior management.
7. Representing NHS Lothian in conversations with applications suppliers with regards to testing, and explaining detailed technical issues in a manner that is clear for suppliers to understand and resolve.
8. Create and maintain policies, procedures, IT support tools, reports and other documentation as necessary to carry out the role and to ensure information is available for testing staff.
9. Ensure that the Testing team adhered to policies and procedures and undertake regular auditing of services to demonstrate good practice and to confirm that standards are being achieved
10. Manage execution of project work packages as designated by eHealth Senior Managers to timescales and budgets, working closely with other teams where necessary
11. Assist with the implementation of National or Local IT-related projects as required, testing large scale expensive systems (e.g TrakCare Patient Management System) which impact services across NHS Lothian (e.. Trakcare patching, release management and testing)
12. To represent the eHealth Clinical Applications Systems Manager on occasions at meetings, as well as be the point of contact for any application testing matters
7a. EQUIPMENT AND MACHINERY
Desktop computers, laptops, printers, network peripherals and various Operating Systems are both used for the job of application testing.
Telephones and normal office equipment.
8. ASSIGNMENT AND REVIEW OF WORK
Workload is largely self assigned and determined by release notes from suppliers which then need to be interpreted to identify which parts of the application have changed, and then determine which features require testing.
The post-holders work is mainly self directed towards the achievement of agreed objectives under the broad guidance of the eHealth Clinical Applications Systems Manager through regular informal discussions and weekly meetings. The post holder’s work is appraised by the Clinical Applications Systems Manager.
The post holder will have autonomy to take decisions, within their remit of department policies and procedures, seeking guidance when required. The post holder’s work is guided by local & national testing policy but will need to establish the way in which testing requirements should be interpreted and implemented.

Microsoft Outlook – writing, reading and managing email communications to and from colleagues, staff, customers and external bodies.
Microsoft Office – day-to-day usage for production of documents, presentations and general project administration.
Microsoft Project – development and monitoring of project plans (simple and complex)
Microsoft Visio – writing and maintaining process diagrams, organisational charts, system diagrams and other diagrams for use in project reports and training material
Manipulation of data from a number of systems such as Altiris, assyst and any others associated with service provision.

The post holder will come into contact with new applications and will have to develop knowledge on each of these for the lifetime of the project.
9. DECISIONS AND JUDGEMENTS
The post holder workload is primarily generated by software release notes which then need to be closely checked, and then a clear plan produced for the workload and items for each of the team to test the required new features. The post holder will be responsible for this analysis and for then determining the work load of each team member to test the software packages.
The postholder acts as the lead testing specialist within the testing team and has the authority to manage workload priorities, issues and risks and, where appropriate, escalate these to the eHealth Customer Support Systems Manager.

Planning and organising a number of support activities and ensuring that designated projects are completed and implemented within defined timescales and budgets, to meet defined service user requirements.
Receiving complex information from colleagues and external sources regarding all aspects of the service, system operation, configuration and technical details to support specific test plans.
Interpreting system testing requirements, considering a range of options and proposing plans and timescales to eHealth management for approval for testing system functionality that impact users across NHS Lothian
Analysing complex technical information and ensuring that it is presented in an appropriate manner to allow decisions to be made effectively.

Education and Training: Degree level qualification or equivalent in an Information Technology discipline
Experience and evidence of additional specialised professional technical qualification or equivalent to postgraduate diploma level or equivalent. Including: PRINCE2 project management methodology.
