Title 40 Code of Federal Regulations (CFR) Part 1500.1(b) states, “NEPA procedures must insure that environmental information is available to public officials and citizens before decisions are made and before actions are taken.”

8. Public Involvement and Agency Coordination 1

8.1 Public Involvement 2

Throughout the NEPA process, the public has had and will continue to have opportunities to 3

comment on the proposed redevelopment of the St. Elizabeths East Campus. Scoping was 4

conducted for 31 days during the period from September 15, 2009, until October 16, 2009. The 5

scoping process identifies and determines the scope of environmental issues to be addressed in 6

an EIS and is a specific regulatory requirement associated with implementation of NEPA. 7

Scoping allows the public to define priorities and express stakeholder and local community 8

concerns through oral and written comments. During the scoping process, a public meeting was 9

held in which the public was able to submit oral and written comments and speak with 10

representatives of GSA and other agencies regarding the Proposed Action. On October 8, 2009, 11

a public scoping meeting was held at Matthews 12

Memorial Baptist Church on MLK Avenue. Notices 13

for the meeting were published in the Federal Register 14

and in the local newspapers, The Washington Post, The 15

Washington Times, and The Washington Informer. GSA 16

also distributed door hangers to the local community 17

advertising the scoping meeting. 18

In addition, GSA presented materials about the project to District of Columbia Ward 8 19

constituents at a Sustainable Transportation for the Future of Ward 8 open house hosted by 20

DDOT on December 10, 2009 and a Ward 8 Transportation Study community meeting on 21

December 4, 2010. GSA has continued to meet with the public, stakeholder groups, and 22

government agencies throughout the development of the St. Elizabeths Master Plan 23

Amendment. 24

Key issues identified during scoping and meetings with the public and agencies include (in no 25

specific order): 26

Preservation of the historic St. Elizabeths East Campus 27

Safety and security of area residents and employees on St. Elizabeths East Campus 28

Economic effects on area businesses 29

Impacts on permanent employment in the area 30

Impacts on traffic, access, and mass transit 31

Impacts on utilities and community services (such as fire, rescue, and police) 1

Impacts on forested areas, threatened and endangered species, and parklands 2

Impacts on the availability of healthcare services. 3

Once published, comments on this Draft EIS will be accepted during a 45-day comment period. 4

A public hearing on the Draft EIS also will be held. All substantive comments received during 5

the comment period will be considered in the Final EIS. 6

8.2 Agency Coordination 7

GSA coordinated with local agencies that might be affected by the redevelopment of St. 8

Elizabeths East Campus. These organizations included Joint Base Anacostia-Bolling, NPS, 9

DDOT, FHWA, NCPC, CFA, DCOP, DMPED, WASA, District of Columbia Department of 10

Mental Health, UCC, the District of Columbia Department of Public Works, and WMATA. 11

8.3 Section 106 Consultation 12

Section 106 of the NHPA requires Federal agencies to afford the ACHP, SHPO, and other 13

consulting parties a reasonable opportunity to comment on the Proposed Action. These include 14

8.4 Consulting Party Meetings 1

Section 106 of the NHPA requires Federal agencies to afford the ACHP, SHPO, and other 2

Consulting Parties a reasonable opportunity to comment. If evaluation of an undertaking’s 3

impact results in a finding of adverse effect on the historic property, the proponent Federal 4

agency would continue consultations to address those effects. 5

Throughout the project planning for the St. Elizabeths East Campus, GSA has been seeking 6

input from Consulting Parties regarding the impacts on the historic resources and ways to avoid 7

and minimize adverse impacts. GSA has been meeting with the Consulting Parties associated 8

with St. Elizabeths since September 2005. As those meetings have progressed, GSA has been 9

further refining its development plans for the site, including the tenant program. 10

Table 8-1 provides a summary of consulting meetings held to date since late 2009. Complete 11

minutes and presentation materials for these meetings are available at 12

www.stelizabethsdevelopment.com. 13
