SECTION 6: PROJECTS
6.0 Projects
The Gauteng Province identified a number of APEX projects as part of the Gauteng City Region Integrated Infrastructure Master Plan 2030.
These strategic projects are not only meant to address a specific development need or issue, but also provide a catalytic function in the
areas in which they are located. These projects are as follows:
Lesotho Highlands Phase 2, ensuring long-term water security for the region;
The Sedibeng, Zuurbekom and Lanseria regional sanitation schemes;
Strengthening the development potential of the Aerotropolis around the OR Tambo Airport and further afield through the development
of new freight and logistics hubs in the region;
Gautrain Phase 2 entailing a new rail link from Soweto to Mamelodi;
Full roll-out and integration of Bus Rapid Transit (BRT) systems;
Strategic Road Network, entailing the completion of an outer freight ring to support the decentralisation of freight hubs and the
unlocking of the development potential of the Aerotropolis;
The PRASA upgrading of 19 stations, commissioning of a new urban fleet and the construction of new railway lines;
Modernising access to government service through the roll-out of a Gauteng e- government programme;
The construction of the three district hospitals of Soshanguve, Kyalami and Lillian Ngoyi;
Full conversion of all schools to smart schools;
The support of township enterprises through the construction and upgrading of infrastructure;
Restructuring the City of Johannesburg through the development of high-density transport corridors and the improvement of the Rea
Vaya BRT;
Redeveloping the western centre of the City of Tshwane in the form of the West Capital;
Developing a new economic node, the Syferfontein/N12 Corridor in the West Rand; and
Revitalising the economy of the Sedibeng District Municipality through the development a sustainable node along the Vaal River.

6.3 DRDLR Projects
The DRDLR has numerous projects in Sedibeng district. (See Map 90). These projects include – but are not limited to - PLAS, REID, RID, Land Reform, AVMP (The Animal and Veld Management Programme) , Agri-Parks and 1 Hectare 1 Household.
Agri-Parks
An Agri-Park is defined as a networked innovation system of agro-production, processing, logistics, marketing, training and extension services located at district level. As a network it enables a market-driven combination and integration of various agricultural activities and rural transformation services. The AP comprises of three basic units:
The Farmer Production Support Unit (FPSU) – this a rural outreach unit connected with the Agri-hub. The FPSU does primary collection, storage, processing for the local market, and extension services including mechanisation;
Agri-Hub Unit (AH) – this is a production, equipment hire, processing, packaging, logistics and training unit;
The Rural Urban Market Centre Unit (RUMC) – the RUMC has three main purposes; o Linking and contracting rural, urban and international markets through contracts; o Acts as a holding-facility, releasing produce to urban markets based on seasonal trends; o Provides market intelligence and information feedback, to the AH and FPSU,using latest Information and communication
technologies.
Agriparks therefore are catalytic sites for agrarian reform. Responding to the National Development Plan’s (NDP) call for rural economic
transformation, as well as Outcome 7 its
emphasis on promoting food security through agrarian reform; Agriparks will act as gricultural industrial hubs. These hubs will be linked to
existing rural villages and towns, providing key institutional, financial and spatial mechanisms for harnessing agro-related value chain belts and
functional regions. Already, the government has set aside over R2billion for kick-starting the Agriparks programme across the country. The
objectives of Agri-Parks are as follows:

o Promote growth of the smallholder sector by contributing to the 300 000 new smallscale producers, as well as to the 145 000 new jobs
in agro-processing by the year 2020 (as set out in the NGP);
o Promote the skills of and support to small-holder farmers through the provision of capacity building, mentorship, farm infrastructure,
extension services, production inputs and mechanization inputs;
o Enable producer ownership of the majority of Agri-Parks equity (70%), with the state and commercial interests holding minority shares
(30%);
o Bring under-utilized land (especially in Communal Areas Land and land reform farms) into full production over the next three years, and
expand irrigated agriculture; and
o Contribute to achievement of the NDP’s objective of fostering an inclusive rural
o economy and target of 1 million jobs created in agriculture sector through creating
o higher demand for raw agricultural produce, primary and ancillary inputs, as well as
o generating increased downstream economic activities in the sector.
In Sedibeng, the Agri-Hub will be supported by the FPSUs located in various parts of the district. Within these Agriparks the following activities
will take place:
o Knowledge Transfer & Innovation – this will include development and training of farmers as well as people involved in agri-business,
food and forestry sectors as well as agro-tourism. There will also be vertical and horizontal learning between emerging and established
agri-business entrepreneurs. Agriparks will act as hubs for harnessing competitiveness, resource efficiency, and environmental
consciousness of agricultural research centres and firms.
o Advisory Services – Agriparks will be centres of excellence where experts disseminate information related to markets, investments,
funding and other agriculture-oriented modalities.
o Cooperation – there will be incubation of small-scale farmers as well as cooperatives within the district. This will allow for small-scale
agribusiness operators to forge a critical mass that would enable them to compete in both local and global markets.

o Investment in Physical Assets – the introduction of Agriparks in Sedibeng and the Wesr Rand Districts will be accompanied by massive
investments in physical infrastructure i.e. road, pack-houses, and other related supporting amenities. Tied to that is the provision of
basic services such as water and electricity.
o Agri-Business Development – Agriparks will act as critical hubs for the identification and harnessing of agricultural belts as well as
agricultural value-chains. The spin-offs from agri-business development will transform rural towns and villages into vibrant economies.
AVMP
The Animal and Veld Management Programme is a programme that the DRDLR introduced to further the rural economy transformation agenda
in collaboration with other sister departments and rural communities. The programme is aimed at providing relief for farmers in the rural areas
who are operating under challenging circumstances made worse by spatial congestion and environmental degradation due to overgrazing.
The AVMP has three projects, which are definite game-changers, in terms of fighting poverty, soil degradation, unemployment and spatial
congestion and they are;
a) Soil rehabilitation;
b) re-greening the environment; and,
c) spatial decongestion.
More specifically, the AVMP Integrated Implementation Plan focuses on enhancing the efficient and sustainable use of agricultural land
through its rehabilitation, infrastructure development and effective administration. It also seeks to change the structure of farming altogether
by increasing the size of very small agricultural landholdings and at the same time reducing very large ones. Finally, it seeks to
change the inherited settlement patterns by revitalising the communal areas, relocating black farmers and communities to
rural small towns and commercial farming areas. In the West Rand District, 3 AVMP sites were identified (See Map 90).

REID (Rural Enterprise and Industrial Development)
These projects are aimed at facilitating poverty reduction, social organisation, youth development and the development of cooperatives,
rural enterprises and industries. They are usually located where land has been acquired and leased to beneficiaries in order to facilitate the
above for the beneficiaries.
RID (Rural Infrastructure and Development):
These projects are aimed at facilitating rural infrastructure-development strategies for socio-economic growth. Their purpose are to
develop economic and ICT infrastructure development services, facilitate social infrastructure, public amenities and facilitate
development services, facilitate access to additional funding to implement infrastructure project services, develop and adapt
innovative and appropriate technologies within rural areas, integrate, coordinate and implement policies and disaster
management frameworks with special emphasis on mitigation of disasters in rural areas and provide social organisation and youth
development towards economic upliftment. These are usually clustered with the PLAS land that was acquired and where Land
Reform Beneficiaries are located.
PLAS (Pro Active Land Acquisition Strategy):
PLAS is a strategy that was developed by the Department of Rural Development and Land Reform with the purpose of acquiring land for the
beneficiaries of the department. Beneficiaries are leasing farms from the department and sign lease agreements.
One Hectare One Household
The purpose of this policy / programme is to provide the beneficiaries with one hectare of land for each household for them to use the land
optimally for food production.
