12 Pavement markings

12.1 Scope

The work covered by this section consists of the removal of existing linemarking, the setting out, supply and application of road marking materials, such as paint, thermoplastic pavement markings and raised pavement markers and the maintenance and/or reinstatement of existing pavement marking works where required.

12.1.1 Standards and guidelines

Unless stated otherwise in this specification, the design drawings or elsewhere in the documents, work must comply with the current versions of the following RMSSpecification documents.

RMSR141 Pavement Marking

RMSR142 Raised Pavement Markers

RMS R110 Coloured Surface Coatings for Bus Lanes and Cycleways

12.1.2 Contractor accreditation

All contractors must be accredited through the Painting Contractor Certification Program for the specific category of work which they are required to undertake. A copy of this accreditation must be supplied to Council prior to commencement of any work in accordance with the Schedule of Hold Points – Pavement Marking as contained in section 12.6 of this specification.

12.2 Material quality

A copy of the Manufacturer’s Australian Paint Approval Scheme (APAS) material conformance documentation must be provided to Council in accordance with the Schedule of Hold Points – Pavement Marking as contained in section 12.6 of this specification.

12.2.1 Roadmarking paint

All supplied products shall be approved by the Australian Paint Approval Scheme against the following APAS specifications:

— 0041/3 Cold applied plastic;

— 0041/4 Pavement marking paint thermoplastic; and

— 0041/5 Pavement marking paint water borne.

12.2.2 Glass Beads

All supplied products shall be approved by the Australian Paint Approval Scheme against the following APAS Specifications:

— 0042 Glass beads for roadmarking paint

HR Glass Beads must be used in all cases.

12.3 Application of pavement marking 12.3.1 Permanent Markings

The application of all pavement markings must be as shown in the Council approved design drawings and in accordance with the current version of RMS Specification R141.

Unless otherwise authorised by Council, the type of permanent pavement marking materials to be used for certain line types, road surfaces and road classifications must be in accordance with the following table:

— Pavement marking shall not be carried out during wet weather or, if rain is likely to fall during the process.

12.3.2 Temporary markings

For all works where permanent markings cannot be installed or reinstated immediately, temporary markings are required to maintain vehicle and pedestrian safety. Unless otherwise authorised by Council, the use and type of temporary pavement markings must comply with RMS Specification R141 and be in accordance with the following table:

Pavement marking tapes shall be a strippable type paint polymer tape such as 3M Stamark or similar. Pavement marking tapes must be removed or replaced within 6 months of application, unless otherwise advised by Council’s Representative, so that they are not embedded in the surface and can be readily removed.

Black paint with aggregate can be used to temporarily cover existing linemarking for a maximum period of 4 weeks unless otherwise authorised by Council’s representative. On busy roads with high volumes of traffic, the blackout shall be monitored weekly and replaced as required.

Pavement marking shall not be carried out during wet weather or, if rain is likely to fall during the process

12.4 Removal of pavement marking

Unless otherwise authorised by Council’s Representative, the treatment for the removal of existing pavement marking materials on various road pavement surfaces must be in accordance with the following Table:

Blasting, grinding, scraping or other eradication activity shall not continue after the markings have been removed and any excessive damage to the pavement shall be repaired to the satisfaction of Council’s Representative.

The Contractor shall clean up and remove from the roadway all materials and debris from his operations and leave the roadway clear for use by the public.

12.4.1 Inlayed thermoplastic paint

Surface Imprinting

The imprinted pattern in the asphalt shall be created in accordance with the design drawings. Patterning shall begin only after the asphalt has reached its final compacted density and while there is still sufficient heat in the asphalt to permit imprinting.

Alternatively, imprinting can be carried out at a later stage, on existing asphalt (no older than 3 years), by applying heat to the asphalt surface to make the upper portion of the asphalt surface pliable enough to accept the imprint of the template. For proper imprinting success, the asphalt pavement must be adequately heat soaked (softened) to a depth of at least 6mm, without burning the asphalt. The asphalt surface temperature shall not exceed 163oC. Regular monitoring of the surface treatment during heating is recommended to prevent overheating.

If during the reheating process the surface is overheated and begins to emit black smoke work shall stop immediately. All damaged pavement shall be replaced, prior to stamping continuing.

Patterning shall be achieved using plate compactors and shall be of a consistent depth of 3mm.

Installation and bonding of pre-formed thermoplastic panels

The thermoplastic shall be applied only in dry conditions. The thermoplastic shall be placed on the clean, dry, asphalt, in the imprinted pattern, prior to application of heat.

Once the thermoplastic is in place, heat shall be applied using a reciprocal infrared heater. The asphalt surface temperature shall not exceed 163oC.

If smoke is visible, that is an indication that the asphalt and/or the thermoplastic material is burning. Apply sufficient heat to liquefy the thermoplastic. This is achieved when the joints of the thermoplastic panels flow together.

Bonding of the thermoplastic material to the asphalt surface can be monitored by carefully lifting a corner of the thermoplastic material before it completely cools. If asphalt is attached to the base of the thermoplastic material sufficient heat was applied. If not re-apply heat.

12.5 Installation of raised pavement markers

The installation of all raised pavement markers must be in accordance with the current version of RMS Specification R142.

Spacing of markers must be as shown in Council’s approved design drawings or as specified in the RMS Delineation Guidelines. Where there is a conflict, Council’s design drawings will take precedence.

12.6 Schedule of hold points – pavement marking

1.Process Held: Contractor Accreditation

Hold Point or check point: Check point – PDC

Required Notice/Submission: By arrangement with PDC.

Action: Submission to PDC of the contractor’s accreditation under the Painting Contractor Certification Program (PCCP) for the required work type.

2. Process Held: Acceptance of Completed Works/Payment

Hold Point or check point: Hold point – PDC

Required Notice/Submission: At least three (3) working days notice.

Release of Hold Point: Written certification from the contractor that all works have been installed in accordance with the relevant Design Plans and Council’s Specification and including submission to Council of the Manufacturer’s Material Conformance Documentation in accordance with the Australian Paint Approval Scheme (APAS).
