taken by the Gulf Coast Sighthound Club forconduct at its December 29, 2019 event. OFFICIAL STANDARD OF THE CHOW CHOWGeneral Appearance: Characteristics - Anancient breed of northern Chinese origin, thisall-purpose dog of China was used for hunting,herding, pulling and protection of the home.While primarily a companion today, his work-ing origin must always be remembered whenassessing true Chow type. A powerful, sturdy,squarely built, upstanding dog of Arctic type,medium in size with strong muscular develop-ment and heavy bone. The body is compact,short coupled, broad and deep, the tail sethigh and carried closely to the back, the wholesupported by four straight, strong, sound legs.Viewed from the side, the hind legs have littleapparent angulation and the hock joint andmetatarsals are directly beneath the hip joint.It is this structure which produces the charac-teristic shorter, stilted gait unique to the breed.The large head with broad, flat skull and short,broad and deep muzzle is proudly carried andaccentuated by a ruff. Elegance and substancemust be combined into a well balanced whole,never so massive as to outweigh his ability to beactive, alert and agile. Clothed in a smooth oran offstanding rough double coat, the Chow isa masterpiece of beauty, dignity and natural-

ness. Essential to true Chow type are hisunique blue-black tongue, scowling expressionand stilted gait.

Size, Proportions, Substance: Size - The aver-age height of adult specimens is 17 to 20inches at the withers but in every case consider-ation of overall proportions and type shouldtake precedence over size. Proportions - Squarein profile and close coupled. Distance fromforechest to point of buttocks equals height atthe highest points of the withers. Serious Fault- Profile other than square. Distance from tipof elbow to ground is half the height at thewithers. Floor of chest level with tips of elbows.Width viewed from the front and rear is thesame and must be broad. It is these propor-tions that are essential to true Chow type. Injudging puppies, no allowance should be madefor their failure to conform to these propor-tions. Substance - Medium in size with strongmuscular development and heavy bone.Equally objectionable are snipy, fine bonedspecimens and overdone, ponderous, cloddyspecimens. In comparing specimens of differ-ent sex, due allowance must be made in favorof the bitches who may not have as much heador substance as do the males. There is animpression of femininity in bitches as com-pared to an impression of masculinity in dogs.

Head: Proudly carried, large in proportion tothe size of the dog but never so exaggerated asto make the dog seem top-heavy or to result in

a low carriage. Expression essentially scowling,dignified, lordly, discerning, sober and snob-bish, one of independence. The scowl isachieved by a marked brow with a padded but-ton of skin just above the inner, upper cornerof each eye; by sufficient play of skin to formfrowning brows and a distinct furrow betweenthe eyes beginning at the base of the muzzleand extending up the forehead; by the correcteye shape and placement and by the correctear shape, carriage and placement. Excessiveloose skin is not desirable. Wrinkles on themuzzle do not contribute to expression andare not required. Eyes dark brown, deep setand placed wide apart and obliquely, of moder-ate size, almond in shape. The correct place-ment and shape should create an Orientalappearance. The eye rims black with lids whichneither turn in nor droop and the pupils ofthe eyes clearly visible. Serious FaultsEntropion or ectropion, or pupils wholly orpartially obscured by loose skin. Ears small,moderately thick, triangular in shape with aslight rounding at the tip, carried stiffly erectbut with a slight forward tilt. Placed wide apartwith the inner corner on top of the skull. Anear which flops as the dog moves is very unde-sirable. Disqualifying Fault - Drop ear or ears. Adrop ear is one which breaks at any point fromits base to its tip or which is not carried stifflyerect but lies parallel to the top of the skull.Skull - The top skull is broad and flat from sideto side and front to back. Coat and loose skin

cannot substitute for the correct bone struc-ture. Viewed in profile, the toplines of themuzzle and skull are approximately parallel,joined by a moderate stop. The padding of thebrows may make the stop appear steeper thanit is. The muzzle is short in comparison to thelength of the top skull but never less than one-third of the head length. The muzzle is broadand well filled out under the eyes, its width anddepth are equal and both dimensions shouldappear to be the same from its base to its tip.This square appearance is achieved by correctbone structure plus padding of the muzzle andfull cushioned lips. The muzzle should neverbe so padded or cushioned as to make itappear other than square in shape. The upperlips completely cover the lower lips when themouth is closed but should not be pendulous.Nose - Reds, Blacks and Cinnamons must havea solid black nose. Blue chows may have a solidblue or slate nose. Cream chows may have arange of nose color, from dark black/brownsolid pigment, fading to pinkish pigment, withor without darker nose rim pigment at theouter edge, as puppies or adults; all of whichare equally correct. Mouth and Tongue -Edges of the lips black, tissues of the mouthmostly black, gums preferably black. A solidblack mouth is ideal. The top surface andedges of the tongue a solid blue-black, thedarker the better. Disqualifying Fault - The topsurface or edges of the tongue red or pink orwith one or more spots of red or pink. Teeth

strong and even with a scissors bite.

Neck, Topline, Body: Neck strong, full, wellmuscled, nicely arched and of sufficient lengthto carry the head proudly above the toplinewhen standing at attention. Topline straight,strong and level from the withers to the root ofthe tail. Body short, compact, close coupled,strongly muscled, broad, deep and well letdown in the flank. The body, back, couplingand croup must all be short to give therequired square build. Chest broad, deep andmuscular, never narrow or slab-sided. The ribsclose together and well sprung, not barrel. Thespring of the front ribs is somewhat narrowedat their lower ends to permit the shoulder andupper arm to fit smoothly against the chestwall. The floor of the chest is broad and deepextending down to the tips of the elbows. Thepoint of sternum slightly in front of the shoul-der points. Serious Faults - Labored or abdomi-nal breathing (not to include normal panting),narrow or slab-sided chest. Loin well muscled,strong, short, broad and deep. Croup shortand broad with powerful rump and thigh mus-cles giving a level croup. Tail set high and car-ried closely to the back at all times, followingthe line of the spine at the start.

Forequarters: Shoulders strong, well muscled,the tips of the shoulder blades moderatelyclose together; the spine of the shoulder formsan angle approximately 55 degrees with the

horizontal and forms an angle with the upperarm approximately 110 degrees. Length ofupper arm never less than length of shoulderblade. Elbow joints set well back alongside thechest wall, elbows turning neither in nor out.Forelegs perfectly straight from elbow to footwith heavy bone which must be in proportionto the rest of the dog. Viewed from the front,the forelegs are parallel and widely spacedcommensurate with the broad chest. Pasternsshort and upright. Wrists shall not knuckleover. The dewclaws may be removed. Feetround, compact, catlike, standing well uponthe thick toe pads.

Hindquarters: The rear assembly broad, pow-erful, and well muscled in the hips and thighs,heavy in bone with rear and front boneapproximately equal. Viewed from the rear, thelegs are straight, parallel and widely spacedcommensurate with the broad pelvis. StifleJoint shows little angulation, is well knit andstable, points straight forward and the bones ofthe joint should be clean and sharp. HockJoint well let down and appears almost straight.The hock joint must be strong, well knit andfirm, never bowing or breaking forward or toeither side. The hock joint and metatarsals liein a straight line below the hip joint. SeriousFaults Unsound stifle or hock joints.Metatarsals short and perpendicular to theground. The dewclaws may be removed. Feetsame as front.

Coat: There are two types of coat; rough andsmooth. Both are double coated. Rough - Inthe rough coat, the outer coat is abundant,dense, straight and offstanding, rather coarsein texture; the undercoat soft, thick and wooly.Puppy coat soft, thick and wooly overall. Thecoat forms a profuse ruff around the head andneck, framing the head. The coat and ruff gen-erally longer in dogs than in bitches. Tail wellfeathered. The coat length varies markedly ondifferent Chows and thickness, texture andcondition should be given greater emphasisthan length. Obvious trimming or shaping isundesirable. Trimming of the whiskers, feetand metatarsals optional. Smooth - Thesmooth coated Chow is judged by the samestandard as the rough coated Chow except thatreferences to the quantity and distribution ofthe outer coat are not applicable to the smoothcoated Chow, which has a hard, dense, smoothouter coat with a definite undercoat. Thereshould be no obvious ruff or feathering on thelegs or tail.

Color: Clear colored, solid or solid with lightershadings in the ruff, tail and featherings.There are five colors in the Chow: red (lightgolden to deep mahogany), black, blue, cinna-mon (light fawn to deep cinnamon) andcream. Acceptable colors to be judged on anequal basis.

Gait: Proper movement is the crucial test ofproper conformation and soundness. It must

be sound, straight moving, agile, brief, quick,and powerful, never lumbering. The rear gaitshorter and stilted because of the straighterrear assembly. It is from the side that theunique stilted action is most easily assessed.The rear leg moves up and forward from thehip in a straight, stilted pendulum-like linewith a slight bounce in the rump, the legsextend neither far forward nor far backward.The hind foot has a strong thrust which trans-fers power to the body in an almost straightline due to the minimal rear leg angulation. Totransmit this power efficiently to the frontassembly, the coupling must be short and thereshould be no roll through the midsection.Viewed from the rear, the line of bone fromhip joint to pad remains straight as the dogmoves. As the speed increases the hind legsincline slightly inward. The stifle joints mustpoint in the line of travel, not outward result-ing in a bowlegged appearance nor hitchingin under the dog. Viewed from the front, theline of bone from shoulder joint to padremains straight as the dog moves. As thespeed increases, the forelegs do not move inexact parallel planes, rather, incline slightlyinward. The front legs must not swing out insemicircles nor mince or show any evidence ofhackney action. The front and rear assembliesmust be in dynamic equilibrium. Somewhatlacking in speed, the Chow has excellentendurance because the sound, straight rearleg provides direct, usable power efficiently.

Temperament: Keen intelligence, an inde-pendent spirit and innate dignity give theChow an aura of aloofness. It is a Chow’snature to be reserved and discerning withstrangers. Displays of aggression or timidity areunacceptable. Because of its deep set eyes theChow has limited peripheral vision and is bestapproached from the front.

Summary: Faults shall be penalized in propor-tion to their deviation from the standard. Injudging the Chow, the overall picture is of pri-mary consideration. Exaggeration of any char-acteristic at the expense of balance or sound-ness shall be severely penalized.Type should include general appearance, tem-perament, the harmony of all parts, and sound-ness especially as seen when the dog is inmotion. There should be proper emphasis onmovement which is the final test of the Chow'sconformation, balance and soundness.

Disqualifications:Drop ear or ears. A drop ear is one which breaks atany point from its base to its tip or which is not car-ried stiffly erect but lies parallel to the top of theskull. The top surface or edges of the tongue red or pink orwith one or more spots of red or pink.

The Board convened via Video Conference onMonday, May 11, 2020 at 11:00 a.m.

Mr. Sprung was present in the NY Office. Allother Directors participated in the meeting bytelephone or video conference. The ExecutiveSecretary also participated by video confer-ence.

The April 23, 2020 Special Board meetingminutes, copies of which had been providedto all Directors, were reviewed.

Upon a motion by Dr. Battaglia, seconded byMr. Sweetwood, the April 23, 2020 Boardmeeting minutes were unanimously approved.

PRESIDENTS REPORTCOVID-19 UpdateMr. Sprung reported that while postpone-ments, rescheduling and cancellations of AKCevents are growing, AKC continues to assistclubs. The total annual number of postponedor cancelled events is 8,589 almost 38% of allAKC events for 2020. We are sharing withSuperintendents these statistics and the Staffcreated documents on best practices for clubsplanning to hold events going forward. As pre-viously reported by Mr. Sprung, Performanceevents are continuing throughout the pan-demic on a lesser scale; on the weekend ofMay 9-10, a Retriever Hunting Test in Tulsa,OK had approximately 450 entries and aRetriever Field Trial in Georgia had 110entries. Virtual Rally submissions areapproaching 500.

With the increases in virtual AKC Trick Dogtitles, we made personnel available from threeother departments and trained them to addthe titles to the dogs' records in CMS, therebyworking collaboratively to prevent a backlogwhile providing ongoing services for cus-tomers.

April litter registrations are 13% more thanplanned and individual dog registrations areup 21%. This is the highest April total since2009, a much needed but anticipated tempo-rary boost.

INTERNATIONAL CONFERENCEThe Board reviewed a brief update and rec-ommendation regarding the AmericanKennel Club’s plan to host an InternationalConference of Kennel Clubs in 2021.

In early 2019, AKC Board Chairman WilliamFeeney suggested staff explore the prospect ofAKC’s hosting an International Conference.Mr. Feeney had identified three major topicsas agenda items:

• The state of the purebred dog worldwideand how to further promote it, includinghealth.

• Government regulation of breeding andowning dogs, and strategies to influencelegislation.

• The state of the sport(s) of purebreddogs and recommendations to enhanceparticipation.

The Staff recommended that due to the cur-rent World conditions caused by the globalpandemic COVID-19, the AKC should indefi-

nitely postpone AKC’s plan to host anInternational Conference of Kennel Clubs,considerations include the fact that no kennelclub is in a position to confirm if they wouldbe able to attend due to international travelbans or quarantines; and the uncertain finan-cial conditions of kennel clubs around theworld.

Following a motion by Mr. Hamblin, secondedby Mr. Carota, the Board VOTED (unani-mously) to consider the matter at this meet-ing, waiving the normal notice procedures.

Following a motion by Mr. Sweetwood, sec-onded by Mr. Carota, the Board VOTED(unanimously) to indefinitely postpone AKC’shosting an International Conference ofKennel Clubs.

AKC/ AKC CHF Memorandum of UnderstandingRenewalThe AKC and AKC Canine HealthFoundation’s five-year Memorandum ofUnderstanding (MOU) between the twoorganizations expires June 1, 2020. The Boardreviewed the proposed MOU which containedminor housecleaning edits from the 2015 ver-sion.

The Siberian Husky and Ibizan Houndcourses were updated in Quarter 1.

The following courses have been developedand are under review. They are scheduled forlaunch in quarter 2: Pekingese, BerneseMountain Dog and Cavalier King CharlesSpaniel.

The Whippet and English Cocker Spanielcourses are currently under development andwill launch in quarter 3.

The following breeds are ready for develop-ment and all assets have been approved by theParent Club: Greyhound, Alaskan Malamute,Nova Scotia Duck Tolling Retriever,Affenpinscher, Silky Terrier, ItalianGreyhound, Borzoi, and Chihuahua.

Breeder EducationThe Pedigree course was completelyredesigned and relaunched, featuring themost up to date information, as well as state ofthe art interactivities.

The Genetics and Breeding Systems coursesare currently under development and willlaunch in quarter 2.

Special ProjectsThe Conformation for Beginners courselaunched in Quarter 1. 2,977 learners are cur-rently enrolled in the course.

Canine College is currently collaborating withvarious departments on three special projects:Safe Handling, Disease and Sanitation, andRaising a Confident Puppy.

Public EducationIn January 2020, AKC Public Educationhosted the AKC Patch Program at AKC Meetthe Breeds in New York City. More than 1,100children and their families participated in theprogram over two days.

In January 2020, AKC Public Educationhosted the AKC Art Contest for the AKC Meetthe Breeds in New York City. More than 800schools were contacted in the Tri-State area.Over 100 pieces of art were displayed at theMTB event, with nearly 1,000 students andtheir family members attending to see theirart displayed in person. All finalists and win-ners received a ribbon, recognizing theirachievement.

Received over 90 new Canine Ambassadorsubmissions

Launched AKC Kids’ News: A quarterly newslet-ter with fun, educational content for parentsand teachers. Teachers are encouraged to sub-scribe for free to receive the online resource.

In response to the COVID-19 crisis, AKCPublic Education introduced several new ini-tiatives for the public, including activities for

children and weekly tips to be used by teach-ers and parents and a daily schedule to keeppeople and their dogs busy during quarantine.

In Quarter 1, more than 800 dog owners sub-mitted their dogs to the AKC PupPalsProgram. In addition, 30 child nominees weresubmitted to be matched with a PupPal.

In response to the COVID-19 crisis, the AKCPupPals Program was expanded to includeboth children and adults. In less than 30 days,576 people were nominated for an AKCPupPal. This expansion was featured inPeople, Better Homes and Gardens, and bydog trainer Cesar Millan, among others. Theprogram expansion was also shared with morethan 30 hospitals in the hard-hit cities of NewYork City, Seattle, Detroit, Miami, NewOrleans and Chicago. Many hospitals indi-cated that they would be sharing this programat their hospital, including Elmhurst Hospitalin Queens. Those nominated for an AKCPupPal are struggling with a variety of issuesincluding feeling isolated during quarantine,fighting COVID-19 in the ICU, or battling thevirus on the frontlines as a medical profes-sional.

AKC Education Webinar Series In collaboration with Judging Operations, theAKC Education Webinar Series was expandedto feature daily educational webinars forjudges. Judging Operations and the Education

department collaborated with Parent Clubs toallow them to host their Judges EducationSeminars via webinar.

Since launching on March 30, 2020, thesewebinars have been attended more than 4,000times. The following breeds have been fea-tured: Welsh Springer Spaniel, BelgianLaekenois, Ibizan Hound, Puli, AiredaleTerrier, Sloughi, Affenpinscher, LagottoRomagnolo, Rottweiler, Finnish Spitz, WelshTerrier, German Pinscher, Manchester Terrier,Lowchen, Canaan Dog, Barbet, PharaohHound, Pekingese, and Xoloitzcuintli.

Government Relations Update First Quarter 2020The Board reviewed an update for the firstquarter of 2020 and a status update on cur-rent GR department activity, major projects,significant activities and legislative successes.

The AKC GR team is currently monitoringmore than 2,000 legislative bills that couldimpact responsible dog ownership, the healthand wellbeing of dogs, the rights of dog own-ers, and/or the interests of the AmericanKennel Club. (GR was tracking approximately2,500 bills prior to the early adjournment ofsome states.)

To date, AKC GR has published 110 legislativealerts online and via geo-targeted emails toimpacted constituents and social media. Thisnumber represents nearly a 100% increase

over the 60 alerts published in the sameperiod of 2019. The significant increase inoutreach is due to increased legislative activitycaused by the pandemic as well as front-load-ing of legislative activity in the first quarterthat commonly takes place in election years.

AKC GR is also monitoring approximately 667active proposed regulation changes at thestate and federal level, with some 592 activelypending.

The COVID-19 pandemic has had a signifi-cant impact on legislative action and AKC GRlegislative activity. Statewide executive ordersrequiring social distancing, closure of non-essential businesses and activities that cannotoperate under social distancing orders wereexecuted during the last weeks of the firstquarter and remain largely in place.

GR continues its engagement in legislative andregulatory proposals impacting dog owner-ship, the wellbeing of dogs, protecting dogsports, and the AKC in general. In addition,AKC GR is monitoring, analyzing and respond-ing to continually changing state executiveorders in all 50 states, legislation and reliefpackages such as federal CARES relief, busi-ness closure requirements, and other govern-ment actions related to the COVID-19 pan-demic that specifically impact the wellbeing ofthe AKC, AKC clubs and dog owners.

COVID-19 Impacts: Since mid-March, the GRteam has been active in public policy areasrelated to the COVID-19 pandemic andresponse. In the first quarter, this includednumerous letters and other outreach to stategovernors, administrators and lawmakersacross the country to ensure that pet food andcrucial supplies, along with care/kennelingfacilities be deemed essential to ensure thehealth and safety of pets, their owners, andessential workers needing alternate pet careoptions during the pandemic. AKC GR con-ducted outreach to key constituencies to urgetheir engagement on this issue as well.

GR established a COVID-19 resources page onthe AKC Legislative Action Center (akcgr.org)that includes daily updates on the status ofstate legislatures, and rules impacting access topet supplies and services. It also includes infor-mation and tips on what club members anddog owners can do from home to continuebeing effective advocates and potentiallyaccess federal relief as small businesses or pri-vate not-for-profit organizations.

Service Dog Pass/American Service DogAccess Coalition: AKC GR worked with col-leagues at the American Service Dog AccessCoalition to continue to develop all aspects ofa new authoritative, voluntary and verifiablecredential for service dogs that have met spe-cific standards.

Allow Special Event Obedience & Rally TrialsThe Board reviewed a recommendation toallow clubs licensed for obedience and/orrally to hold two Special Event ObedienceTrials and two Special Event Rally Trials peryear. A Special Event Trial is defined as onewhere the club proposes a unique mix of AKCclasses and/or a unique eligibility criterion.The purpose of a Special Event Trial is to keepthe sports fresh and fun. A club may notchange the other Regulations pertaining tothe class requirements or exercises. A clubholding a Special Event Trial 1) may notchange the other Regulations pertaining to atitling class, 2) the event must be open to allbreeds including Canine Partners, and 3) theclasses held at a Special Event Trials will counttoward titles, except for non-regular classes, 4)a Special Event Trial must be approved by theCompanion Events Department.

Following a motion by Dr. Battaglia, secondedby Mr. Sweetwood, the Board VOTED (unani-mously) to amend Chapter 1 of theObedience Regulations and Chapter 1 of theAKC Rally Regulations to allow clubs licensedfor obedience and/or rally to hold two SpecialEvent Obedience Trials and two Special EventRally Trials per year.These Regulation changes are effectiveNovember 1, 2020.

Pointing Breed Hunting Tests – Providing forSpecial EventsThe Board reviewed a recommendation toallow clubs licensed to hold Pointing BreedHunting Tests the ability to apply for SpecialEvent hunting tests that are unique in order tocelebrate special occasions. A Special Eventtest is where the host club proposes a uniquemix of classes or unique eligibility require-ments. The AKC Performance EventsDepartment may grant permission to modifythe regulations provided it is consistent withthe purpose of the Special Event. Permissionto hold a Special Event hunting test is grantedon a one-time basis. The Special Event shallcount as one of the club’s annual events.

Following a motion by Dr. Garvin, secondedby Mr. Sweetwood, the Board VOTED (unani-mously) to amend the Regulations for AKCHunting Tests for Pointing Breeds, Chapter 1Section 3A – General Regulations - Test Levelsto be Offered, by adding a new paragraph #3.

New paragraph #3.Special Events. Clubs may apply for “SpecialEvent” hunting tests in order to celebrate/honor special occasions or for unique pur-poses. A Special Event test is where the hostclub proposes a unique mix of regular AKCclasses or a unique eligibility requirement. TheAKC Performance Events Department maygrant permission to modify the hunting testregulations provided it is consistent with thepurpose of the Special Event. Examples - alicensed club or regional association of clubsmay want to offer a Regional Master HunterInvitational test limited to dogs that haveearned the MH title. Special Event may beused as a fund-raising activity for a causeunique to the area. Special events are licensedevents which are recorded and count towardtitles. The application for a special event test can bedone online using the fillable PDF form calledthe Pointing Breed Hunt Test Special EventApplication. This application must be submit-ted to the Performance Events Departmentwith sufficient lead time for it to be properlyreviewed. Permission to hold a Special Eventhunting test is granted on a one-time basis.Clubs need to request permission for everyspecial event. The Special Event shall count asone of the club’s annual events.

This addition to the Pointing Breed HuntingTest Regulations will become effective on July

1, 2020.

Brittanys - Eliminate the Requirement for aMajor Win at a Brittany TrialThe Board reviewed a request from theAmerican Brittany Club (ABC). The ABC isrequesting that AKC eliminate the require-ment that a Brittany must win a major brokedog stake at a trial held by a Brittany Club inorder to earn the Field Champion or AmateurField Championship title.

Currently the AKC Pointing Breed Field TrialRules require that in order for a Brittany toearn a Field Champion or Amateur FieldChampion title, it must win a three point orgreater broke dog stake at a trial held by aBrittany club. This requirement first appearedin the AKC Pointing Breed Field Trial Rules in1973. This requirement is unique to Brittanys;no other Parent Club has requested thisrestriction for their breed.

Eliminating this requirement will encourageBrittany owners to attend trials held by otherbreed clubs and it eliminates an incentive forBrittany clubs to close their trials to Brittanysonly.

Following a motion by Ms. McAteer, secondedby Mr. Sweetwood, the Board VOTED (unani-mously) to consider the matter at this meet-ing, waiving the normal notice procedures.

This will becomeeffective August 1, 2020.

Entry Limitation for Two AB Shows in OneDay Policy The current policy regarding Two Shows inOne Day was implemented in January 2019.At the January 2020 Board meeting, it wasrequested that the staff examine the 500-entryper show limitation considering clubs actual2019 experience.

Based on the actual experience of clubs thatheld two shows in one day in 2019, the recom-mendation is to modify the limit on the num-ber of entries to 600 entries per show. The two

shows in one day policy is meant to assist clubsholding small shows.

Following a motion by Dr. Battaglia, secondedby Dr. Davies, the Board VOTED (In favor:Biddle, Battaglia, Carota, Davies, Garvin,Hamblin, Knight, McAteer, Powers, Smyth,Sweetwood, Wallin; Opposed: Tatro) to modifythe limit on the number of entries to 600entries per show.

This change is effective immediately and willbe effective through July 1, 2022. The Boardwill review the policy prior to the July 1, 2022date to assess its impact and determine if fur-ther refinement is warranted.

The other provisions to this policy will remainunchanged. These are:

• All-breed shows must offer group andbest in show competition. Group showsmust offer group competition.

• The use of multiple group rings at all-breed shows is encouraged.

• No concurrent or evening specialties maybe held in conjunction with the shows.

• Junior Showmanship competition is al-lowed.

• Obedience, Rally, and Agility competi-tions are allowed, and encouraged, butmust have their own ring(s) for competi-tion. Obedience/Rally/Agility entries donot count against the 600 limit.

• Ownership of the corresponding date

must be agreed upon in writing and sub-mitted to AKC prior to event approval iftwo clubs are holding the same type ofevents on the same date and site.

• No more than one special attraction withgroup competition may be offered be-tween the two all-breed shows.

• Judges are limited to 100 entries perevent not to exceed 175 entries per dayaccording to the Rules Applying to DogShows Chapter 7, Section 13.

• The club must provide a minimum of onering for every 100 conformation entries.

Isolated Small Clubs – Allow Four Shows in Two orThree DaysThe Board reviewed a recommendation toallow clubs that qualify for three shows (iso-lated clubs) that also qualify to hold two showsin one day (small shows) the option of hold-ing four shows over a maximum of three days.

Following a motion by Mrs. Wallin, secondedby Ms. McAteer, the Board VOTED (unani-mously) to amend the Limited Number of EventsPolicy to permit Clubs approved to hold more thantwo All-breed or Limited-breed events may hold fourshows in three days provided their shows qualify forthe two in one day option.

This change is effective immediately and willbe effective through July 1, 2022. The Boardwill review the policy prior to the July 1, 2022date to assess its impact and determine if fur-

ther refinement is warranted.

Reinstatement for Dogs Disqualified for Attack bya Judge The requirements associated for the potentialreinstatement of a dog disqualified from com-peting due to aggression are approved by theBoard and outlined in the DISQUALIFICA-TION AND REINSTATEMENT booklet.

The Board reviewed a recommendation tomodify the procedures associated with the rein-statement of a dog disqualified for aggressionto include an appeal option in situations wherethe judge has denied a dog the opportunity toapply for reinstatement.

Following a motion by Mr. Smyth, seconded byDr. Battaglia, the Board VOTED (In favor:Biddle, Battaglia, Carota, Garvin, Hamblin,McAteer, Powers, Smyth, Sweetwood, Tatro,Wallin; Abstained: Dr. Knight and Dr. Davies)to modify the procedures associated with rein-statement of a dog disqualified for aggressionto include an appeal option in situations wherethe judge has denied a dog the opportunity toapply for reinstatement.

Owners of dogs disqualified for attack by ajudge may appeal the disqualifying judge’sdecision to deny the opportunity for reinstate-ment a minimum of one year after the date ofthe incident. Appeals should include docu-mentation of significant post-incident stability

training, post-incident CGC and/or participa-tion in other non-AKC venues without inci-dent. The disqualifying judge will be asked toprovide a detailed explanation of why the dogshould be denied the opportunity to pursuereinstatement. The special committee willreview all information and determine if theappeal should be granted to allow the rein-statement request to progress to hands-onexamination.

The Board also approved the proposed con-struct of the AKC Disqualification ReviewCommittee as follows:

The AKC Disqualification Review Committeewill review any requests for reinstatement thatreach the appeal option. The committee isdefined as a committee of five members to becomprised of: three AKC ConformationJudges appointed by the Board Chair and twoAKC Staff members with extensive sport expe-rience appointed by the CEO; all members ofthe committee to be approved by the AKCBoard of Directors.

Westminster Kennel Club Request for Three DayEventThe Board reviewed a recommendation toallow the Westminster Kennel Club to indefi-nitely hold their annual show over three daysprovided they remain at the same location, onthe same corresponding dates as defined bythe AKC corresponding date table, and struc-

tured in a similar manner as it was in 2020.

In July 2019, the AKC Board approved arequest from the Westminster Kennel Club(WKC) to hold their 2020 show over threedays (Sunday – Tuesday) at Pier 94. This was aone-time approval in order to assess how thenew format worked. The event was limited to2,500 entries and structured to not conflictwith local Specialty shows.

The consensus was that this format workedvery well.

Following a motion by Mr. Hamblin, secondedby Dr. Battaglia, the Board VOTED (unani-mously) to consider the matter at this meet-ing, waiving the normal notice procedures.

Following a motion by Mr. Powers, secondedby Dr. Battaglia, the Board VOTED (unani-mously) to allow Westminster Kennel Club toindefinitely hold their annual show over threedays provided they remain at the same loca-tion, on the same corresponding dates asdefined by the AKC corresponding date table,and structured so as to not conflict with localSpecialty/Group shows.

Best Practices DocumentsAKC Sports & Events, in conjunction withother departments, has developed aSuggested Best Practices document for eachAKC sport. The Board reviewed and approved

Staff’s “COVID-19 Suggested Best Practices”document which was created forConformation Clubs.

There will be 19 different documents in total,based on AKC event type. They will be distrib-uted via email to the clubs holding all AKCsports. The documents will be posted on thesport specific pages of the AKC website. A linkto the sport specific documents will also beshown on the COVID-19 Updates website onthe AKC home page. These Best Practices are being provided forclubs as they plan their future events. Mandatory Ramp Examination – KeeshondThe Board reviewed a request from theKeeshond Club of America to add theKeeshond to the list of breeds expected to bejudged on the ramp through all levels of con-formation competition.

The recommendations contained both per-manent modifications to the Board approvedJudging Approval Process as well as suggestedmeasures to be taken temporarily until dogshows return and are being held at a fre-quency approaching pre-COVID-19 impact. Following a motion by Mr. Powers, secondedby Dr. Davies, the Board VOTED (unani-mously) to consider the matter at this meet-ing, waiving the normal notice procedures.

The content and communicationsdepartments responded swiftly to the emerg-ing story by creating Covid19 specific articles(e.g. https://www.akc.org/expert-advice/news/can-dogs-get-coronavirus/) anddedicated pages for updates and event cancel-lations.

Q1 Breeder listings in Marketplace were above2019. The percent of breeders opting into list-ing their litter on MP (a.k.a. opt-in) is alsoabove last year.

Q1 was a strong month for AKC Shop withopen rates climbing to record levels. Majorsocial channels each posted follower growthand significant engagement growth in Q1driven in part by Covid-content. In April AKClaunched an exciting new commerce contentplatform named retrievist.akc.org.

Group Clubs – Expediting the Sanctioning ProcessThe Board VOTED to approve severalchanges to the current Board policy regardingmembership requirements and the sanction-ing process for Group clubs. These changes

are meant to reduce the administrative bur-den of forming a Group club and to shortenthe time required for a club to becomelicensed to hold a show.

The specific changes are: 1. Reduce member-ship requirements to 20 households / 12local. (Currently 30 households / 25 local) 2.Reduce breed representation to 25% of thebreeds in the group (Currently 50%) 3.Reduce the sanctioning process to bedependent upon the amount of membershipexperience (25%) in the club to hold only 1Plan B and 1 Plan A match at least 6 monthsapart before submitting a license presentation(Currently two B-matches and two A-matchesare required). These changes are effective immediately.

Derbies must show reasonable obedience totheir handlers’ commands. Each dog is to bejudged on its actual performance as indicatingits future promise as a high-class bird dog forGun Dog or All-Age stakes. Preference shouldnot be given to one potential over another.Application is more important than range in aDerby. At least 20 minutes and not more than45 minutes shall be allowed for each heat. Thelength of a derby stake shall be stated in theevent premium list.

Grand Champion Points – Rules Applying to DogShows – Chapter 16, Section 2The Board VOTED to approve the proposal tomodify Chapter 16 Section 6 of The RulesApplying to Dog Shows regarding GrandChampion Points.

At independently held specialties, for breedsdivided into varieties, the highest number ofGrand Champion points awarded in any vari-ety at that specialty, will be awarded to the Bestof Breed in the inter-variety competition andthe highest number of Grand Championpoints awarded in its sex in any variety at thatspecialty to the entry awarded Best ofOpposite Sex to Best of Breed in the inter-vari-ety competition.

Proposed wording: At independently held spe-cialty shows for breeds divided into recognizedvarieties, if a dog designated Best of Variety isalso awarded Best of Breed in inter-varietycompetition, it shall receive GrandChampionship points figured at the highestpoint rating of any variety entered at that spe-

cialty show. If a dog designated Best of Varietyor Best of Opposite Sex in its variety is alsoawarded Best of Opposite Sex to Best of Breedin inter-variety competition, it shall receiveGrand Championship points figured at thehighest point rating of its sex in any varietyentered at that specialty show. Such pointsshall not be in addition to, but inclusive of,any Grand Championship points previouslyawarded the dog in its variety competition.

NEW BUSINESSVideo Conference Meeting for DelegatesDr. Davies asked the Staff to present technol-ogy solutions that could allow AKC to hold avirtual meeting sometime in June to updateDelegates on the state of our sports and busi-ness. The national response to the ongoingCOVID pandemic has rendered it impossibleto hold physical meetings for the foreseeablefuture. The AKC Board has expressed interestin leveraging virtual meeting technology toprovide methods for Delegates to remainengaged while regular in-person Delegatesmeetings are cancelled. Staff will also contactthe Delegate Committees and offer them the
