PROPOSED AMENDMENT TO THE RULESAPPLYING TO DOG SHOWSCHAPTER 3, Section 13 – Dog Show

Classification The AKC Board has endorsed the following

amendment to CHAPTER 3, Section 13, ofthe Rules Applying to Dog Shows, based on aproposal by the Delegate Dog Show RulesCommittee and amended by Staff. This will bevoted on at the December 14, 2018 DelegatesMeeting. CHAPTER 3SECTION 13: A Club that provides Winners

Classes shall also provide Competition for Bestof Breed or for Best of Variety in those breedsfor which varieties are provided in this chap-ter. The awards in this competition shall beBest of Breed or Best of Variety of Breed.

The following categories of dogs may beentered in this competition:

Dogs that are Champions of Record.Dogs which according to their owners’

records have completed the requirements fora championship but whose championships areunconfirmed. The showing of dogs whosechampionships are unconfirmed is limited toa period of 90 days from the date of showwhere a dog completed the requirements for a

championship according to the owners’records.

Grand Championship points may also beawarded to Best of Breed or Best of Variety ofBreed, Best of Opposite Sex to Best of Breedor Best of Variety of Breed, Select Dog andSelect Bitch.

In addition, the Winners Dog and WinnersBitch together with any undefeated dogs thathave competed at the show only in additionalnon-regular classes shall compete for Best ofBreed or Best of Variety of Breed.

Winners Dog, Winners Bitch, and non-regu-lar class winners that are not conformationChampions, are not eligible for GrandChampionship points.

If the Winners Dog or Winners Bitch isawarded Best of Breed or Best of Variety ofBreed, it shall be automatically awarded Bestof Winners; otherwise, the Winners Dog andWinners Bitch shall be judged together forBest of Winners following the judging of Bestof Breed or Best of Variety of Breed. If theWinners Dog or Winners Bitch was defeated ina non-regular class, it must compete for Bestof Winners, but may not be considered forBest of Breed or Best of Opposite Sex. Thedog awarded the Best of Winners shall becredited with the number of points calculatedfor Winners Dog or Winners Bitch, whicheveris greater. In the event that Winners isawarded in only one sex, or only one Winnersis present in the ring at the time of awards,there shall be no Best of Winners award.

After Best of Breed or Best of Variety ofBreed and Best of Winners have beenawarded, the judge shall select Best ofOpposite Sex to Best of Breed or Best ofVariety of Breed.

Eligible for this award are:Dogs of opposite sex to Best of Breed or Best

of Variety of Breed that have been entered forBest of Breed competition. The dog awardedWinners of the opposite sex to the Best ofBreed or Best of Variety of Breed.

Any undefeated dogs of the opposite sex toBest of Breed or Best of Variety of Breed whichhave competed at the show only in additionalnon-regular classes.

A dog that has been defeated in any regularclass or non-regular class for single dog entriesin its breed or variety at the show is ineligibleto compete for Best of Breed or Variety.

A dog that has been defeated by a dog of itsown sex in any regular or non-regular class forsingle dog entries in its breed or variety at theshow is ineligible to compete for Best ofOpposite Sex to Best of Breed or Variety.

After Best of Opposite Sex to Best of Breedor Best of Variety of Breed has been awarded,the judge may choose Select Dog and SelectBitch.

amendment to CHAPTER 5, Section 2, of theRules Applying to Dog Shows, based on a pro-posal by the Delegate Dog Show RulesCommittee. This will be voted on at theDecember 14, 2018 Delegates Meeting.CHAPTER 5SECTION 2: Each ribbon or rosette, except

those used at sanctioned matches, shall be atleast 2 inches wide, and approximately 8inches long; and bear on its face a facsimile ofthe seal of The American Kennel Club, thename of the prize, and the name of the show-giving club with numerals of year, date ofshow, and name of city or town where show isgiven. Except ribbons or rosettes used for reg-ular and non-regular class placements are notrequired to bear the date of the show andlocation of the show on the face, at the optionof the club.

PROPOSED AMENDMENT TO THE RULESAPPLYING TO DOG SHOWSCHAPTER 7, Section 1 – JudgesThe AKC Board has endorsed the following

amendment to CHAPTER 7, Section 1, of theRules Applying to Dog Shows, based on a pro-posal by the Delegate Dog Show RulesCommittee and Staff. This will be voted on atthe December 14, 2018 Delegates Meeting.CHAPTER 7SECTION 1: Any reputable person who is in

good standing with The American KennelClub may apply for approval to judge any AKCrecognized breed or breeds of purebred dogs,

which in his or her opinion he or she is quali-fied by training and experience to pass upon,with the following exceptions:

Persons connected with any publication inthe capacity of solicitor for kennel advertise-ments, persons connected with dog food, dogremedy or kennel supply companies in thecapacity of solicitor or salesman, persons whobuy, sell and in any way trade in or traffic indogs as a means of livelihood in whole or inpart, professional show superintendents andtheir employees, and persons who show dogsfor others will not be approved if still engagedin such activities.

No Judge may accept an assignment nor offi-ciate at any event where a member of his orher household is involved to the extent thatthere might exist an actual conflict of interestor the reasonable appearance of a conflict ofinterest.Eligibility is expanded upon in the Occupational

Eligibility Addendum and in the Rules, Policies andGuidelines for Conformation Dog Show Judges.

PROPOSED AMENDMENT TO THE RULESAPPLYING TO DOG SHOWSCHAPTER 9, Section 2 – Superintendents

and Show SecretariesThe AKC Board has endorsed the following

amendment to CHAPTER 9, Section 2, of theRules Applying to Dog Shows, based on a pro-posal by the Delegate Dog Show RulesCommittee. This will be voted on at theDecember 14, 2018 Delegates Meeting.

CHAPTER 9SECTION 2: Any qualified person may make

application to The American Kennel Club forapproval to act as Show Secretary of a dogshow.

There is no limit on the number of SpecialtyShows for which an individual may beapproved Show Secretary. An individual willbe approved as Show Secretary for the show orshows of only one group or one all-breed clubin a calendar year. An individual must hold alicense from The American Kennel Club asSuperintendent in order to be approved asSuperintendent for more than one group orone all-breed club in a calendar year.

PROPOSED AMENDMENT TO THE RULESAPPLYING TO DOG SHOWSCHAPTER 9, Section 4 – Superintendents

and Show SecretariesThe AKC Board has endorsed the following

amendment to CHAPTER 9, Section 4, of theRules Applying to Dog Shows, based on a pro-posal by the Delegate Dog Show RulesCommittee. This will be voted on at theDecember 14, 2018 Delegates Meeting.CHAPTER 9SECTION 4: As part of their duties, the

Superintendent or Show Secretary shall haveon hand at every show the various officialAmerican Kennel Club forms relating to thatevent.

PROPOSED AMENDMENT TO THE RULESAPPLYING TO DOG SHOWSCHAPTER 9, Section 12 – Superintendents

and Show SecretariesThe AKC Board has endorsed the following

amendment to CHAPTER 9, Section 12, ofthe Rules Applying to Dog Shows, based on aproposal by the Delegate Dog Show RulesCommittee. This will be voted on at theDecember 14, 2018 Delegates Meeting.CHAPTER 9SECTION 12: Any reputable person or

superintending organization in good standingwith The American Kennel Club may apply fora license to act as Superintendent of a dogshow. This application must be made on aform which will be supplied by The AmericanKennel Club upon request. When the applica-tion is received, the Board of Directors shalldetermine whether the applicant is reasonablyqualified by training and experience to act asSuperintendent of a dog show and whether alicense shall be issued to said applicant.

The fee for being granted a yearly license tobe a Superintendent and the fee for renewalof said license each year shall be determinedby the Board of Directors of The AmericanKennel Club. The fee for being granted alicense to superintend one show and/or onefield trial only shall be determined in likemanner.

No yearly license will be issued to any personor superintending organization until havingsuperintended at least three dog shows.

No annual superintendent shall be granted alicense to be a judge.

A Superintendent, an individual licensed tosuperintend events as an employee of theSuperintendent, any other employee of theSuperintendent, any individual with an owner-ship interest in a superintending organization,or any person residing in the same householdas any of the foregoing, shall not exhibit or actas agent or handler at any show held thirtydays before or after a show which theSuperintendent has been approved to serviceby The American Kennel Club.

For the purpose of this section, the employ-ees of a Superintendent would include onlythose individuals who represent theSuperintendent or superintending organiza-tion at dog shows.

Dogs owned wholly or in part by aSuperintendent, an individual licensed tosuperintend events as an employee of theSuperintendent, any other employee of thesuperintendent, any individual with an owner-ship interest in a superintending organization,or any person residing in the same householdas any of the foregoing, shall be ineligible tobe entered at any show held thirty days beforeor after a show which the Superintendent hasbeen approved to manage by The AmericanKennel Club.

Any person acting in the capacity ofSuperintendent (or Show Secretary wherethere is no Superintendent) must abide by theeligibility requirements described in Chapter

11, Section 12 of these Rules.

Foreign dogs not individually registered withThe American Kennel Club when first exhib-ited in a licensed or member dog show shallnot be eligible to be exhibited in any licensedor member dog show that is held more than30 days after the date of the first licensed ormember dog show in which it was exhibited,unless the dog’s individual AKC registrationnumber is shown on the entry form, or unlessthe owner has received from The AmericanKennel Club an extension notice in writingauthorizing further entries of the dog for a

specified time with its individual foreign regis-tration number. No such extension will begranted unless the owner can clearly demon-strate, in a letter addressed to the ShowRecords Department of The American KennelClub requesting such extension, that the delayin registration is due to circumstances forwhich he is not responsible.

Such extension notice will be void upon reg-istration of the dog or upon expiration of theperiod for which the extension has beengranted if that occurs earlier, but upon appli-cation further extensions may be granted.

Additionally, any unregistered dog with anacceptable foreign registration must be eligi-ble for the individual class in which it isentered as outlined in Chapter 3 of the RulesApplying to Dog Shows.

A dogwill not be considered to have been changedby artificial means because of removal of dew-claws or docking of tail if it is of a breed in

which such removal or docking is a regularlyapproved practice which is not contrary to thestandard. Neutered dogs and spayed bitcheswould be allowed to compete in VeteransClasses only at independent specialties and/orthose all-breed shows which do not offer anycompetitive classes beyond Best of Breed.

When a judge finds any of these conditionsin any dog he is judging, he shall disqualify thedog marking his book “Disqualified” and stat-ing the reason. He shall not obtain the opin-ion of the show veterinarian.

When a dog has been disqualified at a showas being blind, deaf, castrated, spayed orchanged in appearance by artificial meansexcept as specified in the standard for itsbreed, any awards taken by such dog at thatshow shall be canceled by The AmericanKennel Club and the dog may not again com-pete unless and until, following application bythe owner to The American Kennel Club, thatowner has received official notification fromThe American Kennel Club that the dog’sshow eligibility has been reinstated.

When a dog has been disqualified under thestandard for its breed, or when a male hasbeen disqualified as not having two normaltesticles normally located in the scrotum onthree separate occasions, by three differentjudges, such dog may not again be shown.When a dog has been so disqualified at a show,any awards taken by the dog at that show shallbe canceled by The American Kennel Club.

finds that a dog is ineligible to compete underthis section, the dog should be excused, butnot disqualified. A dog may only be disquali-fied in a sweepstakes or futurity under the pro-visions of Chapter 11, Section 8-A.

A dog is considered changed in appearanceby artificial means if it has been subjected toany type of procedure, substance or drugs thathave the effect of obscuring, disguising oreliminating any congenital or hereditaryabnormality or any undesirable characteristic,or that does anything to improve a dog’s natu-ral appearance, temperament, bite or gait.

Even procedures, substances and drugswhich are absolutely necessary to the healthand comfort of a dog shall disqualify that dogfrom competition if the former has the inci-dental effect of changing or even improvingthe dog’s appearance, temperament, bite orgait.

There may be cases in which a veterinarianhas prescribed some drug as being necessaryfor the health of a dog. In such cases, the vet-erinarian’s advice should be followed, but thedog should be withheld from competition indog shows until all possible effects of the drughave worn off. This will be voted on at theDecember 14, 2018 Delegates Meeting.CHAPTER 11SECTION 8-A (DQ Changes):A dog that in the opinion of the judge men-

aces or threatens or exhibits any sign that itmay not be safely approached by the judge orexamined by the judge in the normal mannershall be excused from ring. When the judgeexcuses the dog, he/she shall mark the dog“Excused,” stating the reason in the judge’sbook. A dog so excused shall not be countedas having competed. A dog recorded as“Excused for threatening or menacing” by ajudge on three occasions will be administra-tively disqualified by The American KennelClub.

A dog that in the opinion of the judgeattacks any person or dog in the ring shall bedisqualified. When the judge disqualifies thedog, he/she shall mark the dog “Disqualified,”stating the reason in the judge’s book.

When a dog has been disqualified under thisSection, any awards at that show shall be can-celed by The American Kennel Club, and thedog may not again complete unless and until,following application by the owner to TheAmerican Kennel Club, the owner hasreceived official notification from TheAmerican Kennel Club that the dog’s show eli-

Any dog, that inthe opinion of the Event Committee attacks aperson or dog at an AKC event resulting in aninjury and is believed by that EventCommittee to present a hazard to persons orother dogs, shall be disqualified by the EventCommittee pursuant to the section, a reportshall be filed with the Executive Secretary ofThe American Kennel Club. The disqualifieddog may not again compete at any AKC eventnor be on the grounds of an AKC event unlessand until, following application for reinstate-ment by the owner to The American KennelClub, the owner receives official notificationin writing from the AKC that the dog’s eligibil-ity has been reinstated.

A dog that is disqualified for attacking musthave, at the time of the infraction, a perma-nent identification if the dog is ever to be eli-gible for a reinstatement. Permanent identifi-cation includes, but is not limited to,microchip; tattoo; or some distinguishing,unalterable unique body feature.

A photo of the dog must be taken in thering.

If the dog cannot be permanently identifiedfor any reason, including but not limited to,the fact the dog is not microchipped nor tat-tooed; has no distinguishing, unalterableunique body feature; an appropriate scanneris unavailable; the dog is unapproachable; etc.the judge shall mark his/her book: “DQ’d forattacking; cannot be identified.” If theexhibitor states that the dog is microchipped,

and there is no functioning scanner on theshow grounds, the owner must supply docu-mentation proving that the microchip waspresent in the dog at the time of the infractionin order to be eligible for reinstatement. Themicrochip number, the name of the provider,the date of insertion, and the dog's registra-tion number must be sent to the ExecutiveSecretary of the AKC within 5 days of theevent.

The Dog Show RulesCommittee is requesting this go forward to theDelegates for a vote as per the AKC Bylaws.This will be voted on at the December 14,2018 Delegates Meeting.CHAPTER 11SECTION 8-A (Reinstatement):The existing section does not change as this is just

an addition to the section.Reinstatement will be conducted by a com-

mittee of three qualified individuals at anappropriate date and location. No reinstate-ment procedure will take place on thegrounds of, or in any building, hotel, or venue

The AKC Board has endorsed the followingamendment to CHAPTER 14, Section 5, ofthe Rules Applying to Dog Shows, based on aproposal by the Delegate Dog Show RulesCommittee. This will be voted on at theDecember 14, 2018 Delegates Meeting.CHAPTER 14SECTION 5:Event Committees shall be responsible for

providing suitable equipment for determiningeligibility with respect to height and weight atevery show. Event Committees may delegatethis responsibility to the superintendents orshow secretary. All-breed shows shall berequired to have one set of complete wickets(2 sets for shows with entries of 1,000 or more)

and one digital scale with appropriate plat-form and calibrated weight. Specialty andGroup shows shall have one set of wicketsappropriate for those breeds and one accuratedigital scale with appropriate platform and cal-ibrated weight, if applicable.

Winners Dog and Winners Bitch, for eachbreed or variety listed in Chapter 3, Section 1,at licensed or member dog shows approved byThe American Kennel Club, provided the cer-tification of the Secretary as described inChapter 6, Section 1, has been printed in thepremium list for the show.

Championship points will be recordedaccording to the number of eligible dogs com-peting in the regular classes of each sex ineach breed or variety, and according to theSchedule of Points established by the Board ofDirectors.

If the dog designated Winners Dog orWinners Bitch is also awarded Best of Breed orVariety, the dogs of both sexes that have beenentered for Best of Breed or Variety competi-tion and that have been defeated in such com-petition, shall be counted in addition to thedogs that competed in the regular classes forits sex in calculating championship points.

If the dog designated Winners Dog orWinners Bitch is also awarded Best ofOpposite Sex to Best of Breed or Variety, thedogs of its own sex that have been entered forBest of Breed or Variety competition and thathave been defeated in competition for Best ofOpposite Sex shall be counted in addition tothe dogs that competed in the regular classesfor its sex in calculating championship points.

The dog awarded the Best of Winners shallbe credited with the number of points calcu-lated for Winners Dog or Winners Bitch,whichever is greater. If no points are creditedto the dog awarded Best of Winners, the regu-lar class dogs of both sexes shall be counted incalculating championship points. A maximumof one championship point can be awardedwhen combining sexes for the Best of Winnerspoint calculation.

Each AKC Breed Parent Specialty Club shallhave one designated Parent Club NationalSpecialty show per year. All others shall betermed a Parent Club Specialty show.

Unless the Parent Club, in its Application tothe AKC to hold its National Specialty, choosesto exclude the following award: At the

National Specialty the dog designated ReserveWinners Dog and the bitch designatedReserve Winners Bitch will be awarded athree-point major, provided that the numberof dogs competing in the regular classes of theReserve Winner’s sex totals at least twice thenumber required for a five point major, in theregion in which the event is held.

No major for Reserve Winners shall be givenbased upon an award of Best of Winners. Incounting the number of eligible dogs in com-petition, a dog that is disqualified, or that isdismissed, excused or ordered from the ringby the judge, or from which all awards arewithheld, shall not be included.

The Chair called on Alan Fausel, Director ofAKC Cultural Resources to provide an updateon the museum.

Mr. Fausel: Thank you. First thing is noticeour logo. Here is our brand new logo for theAKC Museum of the Dog. In just over threemonths we will be opening, two floors downbelow the AKC headquarters on 101 Park.Next slide. Sadly, we will be leaving St. Louisand the fields out there and moving into NewYork, it is sort of green acres in reverse, youknow, Times Square, all that, to Manhattan.Many of you have seen this presentation

before. We will have the facade with the scrimand the silhouette of the running dogs goingpast that in the opening. It will be veryspectacular. Another iteration of our dog, hisname is Artie, in keeping with an art museum,and we will see him later. One of theimportant things about this move is that weare going to be uniting two fabulouscollections, the AKC Museum of the Dogcollection and many of you know or may nothave known about the AKC collection whichwill be on the fifth floor. They will all behoused under one roof and we will be able tomix and match and put together exhibitions.Our first exhibition will in fact be highlightsfrom both collections, that, in addition tobeing together, we will also have the resourcesof the archives and the talent of all the peoplein the AKC on the fifth floor to make this trulyan extraordinary experience. These are two ofthe famous paintings, The Noble on the Scentand then Words of Comfort by John FergusonWeir. It is stunning and important paintings byEuropean and American masters coming ourway. This is what it will look like, a verymodern setting. This is the first floor, whichhas 22-foot-high ceilings. It has rotating panelswhere you could sort of change them aroundinto how you want to set up your exhibition.One of the fabulous features is this vitrine, aswe know in the collecting of bronzes andceramics it is very important to the art and wewill have a 20-foot-high glass vitrine which issurrounded by circular staircases as it goes

around it. Again, we have the second floor,there will be slightly lower ceilings. We willhave more intimate displays up there andsome art storage as well. And the second floor,it is actually the third floor, but we will havethe archives. The archives will have -- it isgenerally for the layman, we will put that sortof books there, but it will be sort of a gatewayto the archives two floors above. Now, one ofthe things about this is we are basically goingfrom a Model T to a spaceship. The amount ofinteractivity, electronic activity, we have isgoing to be tremendous. One of the first onesis find your match. It is not going to be justlike a regular find your match where you put itin and say what kind of breed, what kind oftemperament you have, no, this is going to befinding who you match with. When you go upto the screen, it will take a photograph of you,it will be much like a modern-day photobooth, and you put your face up there and wewill find your match. This woman matches theBull Terrier. Then if you like your match youcan then go e-mail that to your friends andfamily or you can pick up a photograph of thatin the shop. Also, it can direct you to where wehave Bull Terriers in the museum. One of thebest things and the heart of this is the meetthe breeds table. This is going to be aninteractive table, much like a large bumperpool table where you can touchscreen thetable where you will have breeds walkingacross. They will be moving across much likethe ones going across the banner in the front,

they will be going across, and you find yourbreed, and you can see that you grab themand drag them down to your doghouse. Thereyou have some things about the attributes andthe history and then even the gallery, thingsthat we have of that breed in the collection.You will be able to learn everything you canabout each breed. You are accessing basicallythe AKC website and bringing it down intothis touchscreen display. Then as Gina smileshere, our AKC Live, which kicked off inFebruary, or AKC TV, we will be broadcastingAKC Live in this corner down here rightagainst the glass, just like Good MorningAmerica or The Today Show, we will haveinterviews there and have a lot of activities. Ireally want it to be used every day. People justlove that kind of activity. Upstairs we go todogs on the job. This is a training facility in asense. What we have are displays here talkingabout service dogs and sniffer dogs and otherdogs that we have, but also in the center youwill be able to train a dog. Here we have thechat panels on the side talking about differenttype of canine coworkers we have andemphasizing their jobs. But in the center willbe about a five-foot screen where you willencounter Molly, and Molly will be a Lab, andshe will be someone you can train. What youcan do is grab a treat and this will recognizeyour hand signals and your voice commands,and the dog will do what she is asked to do.She will be what we call an avatar and willactually be animated to do the right things if

you get it right. When you get it right, you dida great job and a certificate. One of the thingsfor all of you especially is the story of thebreeder. This is an interactive piece near thearchives and that will have a touchscreen aswell where you can flip through differentaspects of the breeders, their lives, the stories,the love of breeding, past winners, etc.,breeder of the year. Outside the archives aswell, this is where the archives is, we will have adisplay of the AKC story, the AKC history onone side and the AKC today on the other side.Then along the archives we will have thecommunity wall. These will be a group ofscreens that will be active where people comein, children, groups like that will come in andwe will do their artwork and they can bedisplayed on the wall in basically large iPadkind of format, little TV screens. Then themost incredible thing is the app. This is anapp that is going to be stunning. This will be aregular app where you have all your detailsabout your hours, when we are open, whatshow is on, what programs we have, but then itgoes in the tour and then the kids tour, so thescavenger hunt here. It has other informationabout the different things. But this activityhere is what we are working on. It is going tobe really quite head-turning. What it will allowyou to do is go to each painting and it will tellyou, you take your camera and you take aphotograph, and it will tell you which breedthey are, it will tell you a story about the breedin text form. bring up breeds and can bring you into theAKC website. It can bring you into videos andother content we want to put in there. Butmost fun is going to be for the kids. Here wesee Artie again and Artie is going to beanother one of these avatars. He is going to bea dog who wanders around and he is going totake you on a little tour. He will take you to apainting such as The Highland Todd byAnstell and ask you how many dogs are in hereand if you say 12, he will go wrong, incorrect,try again. 14, yes, you pass on to the next one.And there will be about ten of these. It is sortof a scavenger hunt. And you will be able tofollow Artie much like a Pokemon Go. I don'tknow if you guys know that. You can see thisavatar going through and he will follow youthrough or lead you through the exhibition.Here we have him taking you to Millie, thepresidential dog. And Artie will be walking,flipping, jumping, nodding his head, wagginghis tail, so basically waving to the visitors. Also,it will be quite fun for an interactive. Justquickly to let you know outside of that we arealso going to be concentrating on the artwork,not just the displays, and because we have thisgreat collection, you know, Reunited, my firstone is going to be about six months, I'm goingto have it up for a long time, we had highlightsof the AKC Museum of the Dog Collection.The fabulous Landseer from St. Louis, Wardfrom St. Louis. Then the next set, specialty willbe women artists. We have a lot of themrepresented. It is great to show how important

they were. We have of course I Hear a Voice byMaud Earl, Marguerite Kirmse and all heretchings. Then another show will be Photos:Please Do Not Bend. If you notice anyone, Ialways say if you see a letter that says photos,please do not bend, this person is over 70years old. But this will be about vernacularphotography, not fashion photography, notfine art photography, but just what people did.There is a collection out there which is acollection of just everyday photos of everydaydogs over history. It gives you a lovely idea ofhow people interacted with their dogs. Finally,we are often during Fashion Week, hopefullythis year or next we will have -- not this year,but we will have a fashion show here with thegreat Bee Godsall and just showing you arecent fashion shoot with the Harlequin GreatDane. Hopefully I can borrow this piece fromthe Met. But thank you for listening. Good morning everyone. Thank you verymuch for joining us here this morning andbest of luck to all the Delegates running onthe Standing Committees. Before I embark onour financial report through August 31st,please know our thoughts and prayers are withall those that have been affected by HurricaneFlorence. May all reach a full and saferecovery very soon. Let's begin by examiningour year-to-date summary of revenues andexpenses. Total revenue of $50 million hasbeen offset by total expenses of $46.8 million,which reflects operating income of $3.2million, which is below our comparativeoperating income of $4.9 million at the sametime last year. Let's take a detailed look atsome specifics and considerations. In ourcomparison of year-to-date revenue, we are upby $2.5 million, or 5.4 percent. Whatorganizational areas have been most successfulthrough eight months? Let's examine furtheralong our revenue drivers. Our coreregistration volume reflects very positiveperformance. Year to date we have registeredapproximately 170,000 litters, which is a 6percent increase from last year as well as401,000 dogs, which represents a 4 percentprior-year increase. These top two-line itemshave afforded us nearly $1.4 million inadditional year-over-year revenue.

Congratulations to all areas of staff that havecontributed to these encouragingaccomplishments. Next let's focus on ourother business areas that have year-to-daterevenue success. Revenue in our royalties andsponsors, including royalties received to AKCfrom our affiliates, have risen by $975,000, orapproximately 28 percent. Our Canine GoodCitizen and Trick Dog programs, income hassoared by $446,000, or 41 percent, in eightmonths comparison to the prior year. OurMarketplace as well as our Ecommerceplatform has reflected reasonably significantdollar increases during this year. Marketplaceis up by $337,000 and Ecommerce by$311,000. We are planning to continue tomodify our efforts in both programs in orderto maximize their financial worth. Our CaninePartners Program has also outperformed itsprevious-year comparison by 29 percent, orapproximately $163,000. On the cost side ofthe equation, next we will observe our year-to-date expenses. Management plans to continueto monitor costs closely throughout thebalance of this fiscal year and methods to keepdaily operations in line in the most financiallysound and efficient manner. Total expensesthrough August 31st have increased by 10percent, or $4.2 million from the August 31,2017 level. The first area to provide anexplanation relates to our payroll and benefits.Our payroll and benefits costs are up just over$1 million, or 4.5 percent. The influencingfactor to this increase lies within our overall

current full-time head count of 343, which is4.2 percent greater than 329 from August of2017. There are other year-to-date expensesthat have risen from previous levels. Our year-to-date contributions supporting the AKCCanine Health Foundation, includingtheriogenology research, have increased by$694,000. Our consulting costs year-over-yearare markedly higher at just over $1 million.AKC.TV development along with our NewYork office relocation have most impacted thisline item. Our marketing services costs haveincreased by 30 percent over 2017. Thisspecifically is an area that we fully expect toclosely monitor and control as the balance ofthe year progresses. Predominantly as afunction of increased registrations, ourpostage and supplies costs have increased by acombined $556,000, or 21 percent over thecomparative eight months of 2017. Again, Ireiterate, management plans to continue tomonitor not only these highlighted items, butall costs very closely throughout the balance ofthe fiscal year. In addition to our results fromoperations, next we provide some details onthe tremendous success of our marketableinvestment portfolio through the first eightmonths of our fiscal year. Our investmentshave realized a 4 percent unrealized gain thisyear. These gains value to a $3.9 millionincrease in our investment balances. Ourrelative benchmark for our portfolio duringthe comparative period was 3.5 percent, so weare currently outperforming the expectations

set by nearly 50 basis points. The consolidatedbalance sheet of the AKC at August 31 reflects$183.7 million in total assets. Our cash andinvestments total more than 80 percent ofthese assets. This is the core financial strengthof the AKC. Our total liabilities recorded are$84.8 million. Almost 75 percent of ourliabilities lie within long-term pension andpost-retirement obligations. Our net assets of$98.8 million have increased by 14 percentsince August of last year. We are doing well inour core programs and we expect to improvecost controls through the end of the yearwhile the financial markets continue tomaintain their phenomenal strength. All ofthese factors are combining to providesustained positive financial performance. The amendmentwas approved by the Delegate Dog Show RulesCommittee and unanimously disapproved bythe Board at the February 2018 Boardmeeting. The Dog Show Rules Committee isdemanding that this amendment go forwardto the Delegates for a vote as per the AKCBylaws.

There was a vote. A two-thirds affirmativemajority was not met and the amendment wasnot adopted.

The Chair recognized Carmen Battaglia,Delegate for the German Shepherd Dog Clubof America, who spoke as follows:

Mr. Battaglia: Mr. President, CarmenBattaglia, German Shepherd Dog Club ofAmerica. I would like to make an observationabout what is on the screen and what I thinkpeople voted for. On the screen is anunderlined sentence at the bottom which iswhat I think drew everyone's attention. But ifyou go to the second sentence up there, thatreads "No entry shall be charged, and all thegroup winners must compete." I think thatslipped by most of the people in the room,

because these are two different concepts andI'm not sure which one they voted for. I’m justmaking this observation that while this didn'tpass, I think people missed the secondsentence, which is probably the moreimportant of the two.

The next vote was on Chapter 5, Section 9,of the Rules Applying to Dog Shows - Ribbons,Prizes and Trophies, which would allow a clubto offer a three-time win trophy for ReserveBest in Show. This amendment was proposedby the Delegate Dog Show Rules Committeeand is approved by the AKC Board ofDirectors.

There was a vote with two-thirds in theaffirmative and the amendment is adopted.

The final vote was on Chapter 11, NewSection 16, of the Rules Applying to DogShows - Dog Show Entries, Conditions of DogsAffecting Eligibility, to address the use ofinappropriate collars and leads at dog shows.The amendment was approved by theDelegate Dog Show Rules Committee andunanimously disapproved by the AKC Board atthe February 2018 Board meeting. The DogShow Rules Committee is demanding that thisamendment go forward to the Delegates for avote as per the AKC Bylaws.

I have never useda gentle leader but I have a very large breed ofdog and I notice many times especially when Igo to Crufts, that my little old lady friendscome into the show with four and five IrishWolfhounds on gentle leaders, and I askedmany of them why they use them, if they aresuccessful, and they say they have very smallgardens and it allows them to walk severaldogs at one time and I don't see why weshould possibly object to this and also why weshould include them with less humanemethods of control like prong collars andelectronic collars. I would like to amend thisto omit the head collar/lead and gentleleaders from this proposal. Is that possible?

Mr. Sprung: I will tell you in a minute. Isthere a second?

Ms. DiNardo: The wording would now be"while on the show grounds dogs must beunder the control of their owner/handlerutilizing a traditional neck collar/lead. Theymay be off lead when participating in anobedience rally or agility ring, warm-up ring,exercise area or other off-lead activitiesapproved by the AKC. Special training devicesthat are used to control and train dogs,

including, but not limited to, collars withprongs, electronic collars used withtransmitters, muzzle and head collar/lead maynot be used on dogs while on the showgrounds" -- sorry, delete from "muzzle" until"gentle leaders"; "may not be used on dogswhile in the show grounds."

I wouldhighly encourage you to vote against theamendment to this proposal.

You know, it says it very clearly, dogs must beunder the control of their owner/handler. Youknow, so dogs who are not under control oftheir owner/handlers need to leave regardlessof what kind of collar or anything they arewearing.

When Isee the word "muzzle," that is not involvedwith the -- I mean, that is a different tool. Amuzzle to me is something you put on a dogthat is -- that may want to bite. That is adifferent ball game altogether. I think if wejust stick with the head collar/lead and gentleleaders, gentle leaders, there are a number ofleaders that are designed to be like the gentleleader. The gentle leader happens to be theone in quotes, a very well-established toolamong the obedience rally community andtrainers throughout this country and abroad.The muzzle part bothers me. That's the onlyword that I would say we take out.

This is a Board policy, it alwayshas been a Board policy for over 30 years. It isbeing lifted almost exactly IN the same

The Dog ShowRules Committee has been methodically goingthrough the dog show rule book and movingitalicized to non-italicized or making it a hardrule. The Staff and the Board does not thinkthat is appropriate in this case.

Ms. Skoglund: Nance Skoglund, GordonSetter Club of America. As I said earlier, myclub brought this to the Dog Show RulesCommittee. We had a professional handler atour 2016 national specialty fashion a halter, amuzzle halter, gentle leader, whatever youwant to call it, collar, out of her leash, andthat's how she showed the dog to keep hishead up. Most of us didn't notice it, black dog,black leash, but of course someone did. Theyfiled charges not against the professionalhandler, because she was not a member of ourclub, but against the two owners of that dog

for allowing her to use that leash/collarconfiguration. We had to have a hearing.Somebody plunked down their money. We hadto have a hearing. When we went to look forthis rule, let me tell you where it is. It is onAKC.org under Rules, Regulations andPolicies, the Board Policy Manual, Dog ShowPolicies, it's the third to the last entry underTraining Collars from the July 2001 Boardmeeting. It is also in a second place. It is in theShow Trial Manual, which is geared towardssecretaries and superintendents. That manualis 192 pages long. This rule is located on page164 of Chapter 13, Appendix C. I'm in favor ofit being an italicized note in dog show rules,but I think it needs to be where people canfind it so they know what the expectation is.Thank you.

To me the big thing that we're allaround it but we are not addressing it andmaking a rule here is for the person whobrings, that is new to the sport, comes withtheir family dog for one of their first dogshows and they bring Fido in on a harness. I'mnot seeing harnesses included or excludedhere. I'm seeing that there could be room forthat family to be approached to say you haveto leave the show grounds, you've got your dog

As a licensed lurecoursing test and trial judge, I want to bringawareness to the Delegate body that muzzlesare used in the sport of lure coursing for dogsfor protection from the line. So essentially, weare having multiple events now in conjunctionwith shows for our cat, fast cat and ourcoursing events as well as our tests, and thatwould be essentially not acceptable. So now weare causing a safety issue for our dogs. Ibelieve that given this discussion, given theback and forth, that I would suggest that thisrequires further discussion beyond today.Thank you.

Mr. Prager: Julian Prager, Central FloridaKennel Club. I cannot vote for this the way it iscurrently written or amended. I certainlysupport what Doug said. Rules ought to betight, they ought to be concise and they ought

to state what is necessary to be stated. Theyought to refer in italics to policies, so peopleknow where to look for them for the entireprescription. But, you know, other than sayingdogs that are entered in shows while on theshow grounds must be under control of theirowner and handler and they may be off leadwhen approved by the AKC, I don't know thata rule needs to say more than that.

Unidentified Delegate: I have a question onthis one. I assume the photo in the ring is foridentification purposes of the dog that is thesubject of the matter. My question is, I don'tthink anybody would be able to verify a pictureon our Black Russian Terriers. Ms. Goldberg: Sue Goldberg, Lewiston-Auburn Kennel Club. Our Dog Show RulesCommittee's amend the proposal to Chapter11, Section 8-A, coming up for a vote inDecember, is one of the more important votesto come before the Delegate body. Several ofmy fellow Dog Show Rules Committee haveasked me as Chair of the DQ ReinstatementSubcommittee to clarify some misconceptionsabout this proposed amendment in advance ofthat vote. Removing from an event thereinstatement procedure of a dog who hasbeen disqualified for attacking is a protectionwe owe our clubs, our exhibitors, spectators,our dogs, venues and the AKC itself. We

Delegates are charged with advancing,preserving and protecting the interests of ourrespective clubs. We will be dividing the voteinto two parts. One will be removing thereinstatement procedure from a show and theother will be the means to attempt to identifythe dog to ensure that the same dog thatattacked is presented for reinstatement. Thelatter has caused a great deal ofmisinterpretation which prompts the followingexplanation. Firstly, nowhere in this proposalis there a suggestion that the dog that has justbeen -- that the judge that has just beenattacked needs to approach the dog again inorder to facilitate identification. Let commonsense prevail. While we recognize that nothingis foolproof, this proposal offers a number ofalternatives. Regarding the microchip,assuming a functioning scanner is available,the handler has the option to run the scannerand hand it to the judge to maintain the chainof custody, or, five days later, to providedocumentation. Regarding the tattoo,nowhere does it say that the judge is expectedto turn the dog over to examine its belly for atattoo. The handler has the option to show thetattoo, if it exists, to the judge. Thedistinguishing, unalterable, unique bodyfeature, nowhere does this proposal suggestthat the judge should be searching the dog'shead for a cut ear or its mouth for a brokentooth. If such a feature exists, the handler canpoint it out. More likely, a unique body featurecould be, for example, to your point, a docked

versus an undocked tail on a Black RussianTerrier, a color pattern such as a Brindleversus a Harlequin Great Dane, size such as amini versus a standard Dachshund, a prickeared versus a drop-eared Skye Terrier, a 9inch versus a 19-inch American Eskimo. Werecognize that none of these are totallyfoolproof, but making an attempt isimportant. For this reason, a photo of the dogtaken while the dog is in the ring is an attemptto positively identify the dog in the event areinstatement is to take place. Most everyonecarries a cell phone. Nowhere does theproposal require a professional photographer,nor that the dog be stacked in show pose, justa photo to help identify the dog for the futureto attempt to ensure that the dog presentedfor reinstatement is the dog who actuallycommitted the infraction. Bear in mind thatthe individuals reinstating the dog were likelynot in attendance when the attack occurredand the judge who disqualified the dog is notin attendance at the reinstatement. On theDQ for attacking form, it requires that it befilled out and handed to the exhibitor in thering. And it goes on to quote what is already inthe rules, that said dog may not again competeat any event, nor be on the grounds of an AKCevent, unless and until the dog's eventeligibility has been reinstated. Therefore, thereinstatement procedures currently in placeare in violation of AKC's own existing rules. Asfor the comment to the right of the proposedchange regarding the breach of the disclosure

of information policy, this was never broughtto our committee for discussion, and, moreimportantly, is not applicable, since thisinformation is already in the public domain asthe owner's name and contact information arelisted in the catalog of the show in which thedog was disqualified. Over the more than fiveyears this proposal has been in the making,our committee has considered everysuggestion from fellow Delegates, show chairs,judges, stewards, and members of the fancy.There is no benefit, no advantage to a club, toallow reinstatement to take place at its event,only the risk of harm and the risk of legalliability, as we heard here today. Making everyattempt to ensure that the dog presented forreinstatement is the actual dog in question iscritical to protecting the integrity of thereinstatement as well as protecting frompotential harm judges under whom this dogmay be entered in the future. When you bringthis important amendment back to your clubs,please have a copy of the rules book with youwhich you may request at the AKC booth inthe lobby. Read Chapter 11, Section 8-A andSection 11 at your meeting and pleaseconsider this proposal without embellishmentsexactly as it is written. Ms. Campbell: Katie Campbell, Basenji Clubof America. Two quick points on this with theDQ. First of all, if it is going to become -- wehave to think about the logistics in advance. Ifwe are going to require microchipping on adog that is shown, we are going to have tobasically microchip -- have breeders berequired to microchip all their puppies beforethey are sent out with registration certificatesand the AKC then should, I believe, when theysend out the registration form to tell the newowner if you have any aspirations of showingyour dog it must be microchipped. Secondly, Ifind it quite amazing that as the breeder ofdogs that has been -- more than one dog thathas been disqualified I have had owners thathave been there first time entered and thejudge has made an error and disqualified thedog, that we have lost really wonderfulpotential new people in the sport because of abad day that the dog had or the judge reallynot liking the breed. And I have also had asuccessful dog reinstated that then went on tobecome Select Dog at the National Specialtyand a two-time local Best in Specialty showwinner who had previously been disqualifiedthat was reinstated. I'm a Delegate. No one hascome to me about it. When I have gone to thatmeeting I can't get called on. I think that itcould be a little bit more open, more inclusive.I realize that fear is driving a lot here, but wehave to look at logic as well.

Ms. Stansell: Cindy Stansell, Finnish SpitzClub of America. I learned something new.I'm on the subcommittee and I'm on the RulesCommittee and I just learned something newright now that we are going to bifurcate thisissue, unknown to me. There were othersolutions that were offered and were notconsidered. This was not a unanimousdecision by the Rules Committee. I in factgreatly opposed this particular proposal and Iwish you would look more to see the expense,the unnecessary, and even how dangerous itwill be to the judge. I encourage you all toconsider carefully not passing this proposal.

Mr. Prager: Julian Prager, Central FloridaKennel Club. I actually spoke to the Chair ofthe subcommittee and to the Chair of thecommittee about my concerns about this. Mysense was that they were certainly willing tolisten, that they were not willing to accept anyof my concerns, and that's my own personalfeeling about this. I appreciate that thecommittee addressed this issue because it did

reveal some things that needed to beaddressed and the Board in some changes ofpolicy has addressed some of the originalconcerns that were present when thecommittee first brought the rule forward. Myclub has a show at a venue you may be familiarwith, which is the Orange County ConventionCenter. This rule would prohibit any part ofthe Orange County Convention Center, eventhe separate wing of the Orange CountyConvention Center, being used for areinstatement event, and the way it is written,it would prohibit it being used by anyone atany time during the entire year because in theAKC policies show grounds are defined as theplace where a show is held. That exists 365 or366 days a year. I don't think my club shouldbe prohibited, if it wants to have areinstatement event, from choosing a locationat which it can have a reinstatement event, andI'm not saying they would want to. But I don'tthink it should be a restriction placed on us.The other issue, and I have a number ofissues, but the other issue I will briefly talkabout here is that the rule, and this issomething Doug alluded to, really should dealwith what we have to pay attention to, and theprocess of doing a reinstatement and howmany reinstaters you have is not somethingthat I believe ought to be in a rule. Because ifwe develop evidence that it is safe to have tworeinstaters or we develop a process that showsthat it's not safe to have three reinstaters andwe need more, we have to have the flexibility

to make those changes quickly without havingto go through a rule change. Rule changes,even when they are done quickly, take time,and we are talking about an issue here which,as everyone understands, is critical. One finalpoint. There are a couple of things that I thinkare in the current rule or that are not in eitherthe proposal or the current rule that ought tobe in the rule. Nowhere in the current ruledoes it say that a dog that is disqualified mustbe either removed from the show grounds orsecurely confined immediately. It says it maynot be again on the grounds of a show orentered in a show. If we are really concernedabout security of people on the show grounds,why don't we include that in this? Thank you.

Like so many of our problems inthe sport, the primary culprit for low entries isthe number of shows that we have approvedbeginning with clusters, back to backs, twoshows in one day, and the proliferation ofspecialty and group shows in certaingeographical areas. By refusing to address thiscomplex issue requiring complex and perhapspainful decisions, we have instead offered achange that will cause more problems in amisguided attempt to solve the larger one.When a new initiative is deemed a success, it isalways gauged by quantity, not quality.Diminishing the requirements for achampionship may increase championship

titles, but will they be quality titles? It mayincrease entries perhaps, but will it increasethe quality of our dogs that we see at ourshows? It may provide more service entry fees,but will it give lasting meaning to an earnedtitle? It is often overlooked that there is adefinite relationship between the quality ofour shows and registrations. Where is theincentive to breed a litter of quality dogs if wecan't compete fairly for meaningful rewards?More and more breeders simply don't see thepoint of the work, the expense, and the worryof producing beautiful purebred dogs intoday's atmosphere. I know there are manygood breeders out there with better dogs thanwe are used to seeing and we can get themback by emphasizing quality in our awards andour competition. I know that it is nowpossible, I have been showing dogs for a longtime, but I know it is possible for a dog tofinish by going best of winners alone. Around1997 when I was a new Delegate a committeeof experienced and well-known Delegates saton a committee charged with, among otherthings, enhancing the meaning of an AKCchampionship. One recommendation was theelimination of best of winners. Unfortunately,it was defeated and the quality of ourchampions and of our dogs has declined eversince. Creating lower-level champions will nothelp rare breeds develop in the future but willput them on a path to mediocrity or worse.Creating cheaper champions will diminish allthe ones that I have proudly garnered over the

last nearly 50 years. If we sacrifice thelegitimacy of our championship titles in amisguided search for more entries, anyentries, we set out on an even faster track toobscurity. Thank you.

The Chair recognized Pat Laurans, Delegatefor the German Wirehaired Pointer Club ofAmerica, who spoke as follows:

Ms. Laurans: Pat Laurans, GermanWirehaired Pointer Club of America. There isone part of this statement that I feel isprejudicial and that part is where it says"usually two competitors total." This has beenportrayed by many or understood by manythat for all instances, it will be one dog, onebitch, which is not the case. There are somebreeds that have greater entries that requiremore than one dog and one bitch, as theirtotal of two. So I think I would like to see thatcomment in parenthesis, which says "usuallytwo competitors total," eliminated. Thank you.

The Chair recognized Marcy Zingler,Delegate for the Sun Maid Kennel Club ofFresno, who spoke as follows:

Ms. Zingler: Marcy Zingler, Sun Maid KennelClub of Fresno. In the '70s there is precedentfor this. There were combined sexes in low-entry breeds. In those days such as flack coats,such as Clumbers, and it wasn't just for onepoint. If you had four Clumbers, whoever won

that class or won winners, got a major. Icannot for the life of me see how this wouldcheapen a championship. You could get 50single points, you are no closer to yourchampionship than if you didn't. Also, best ofwinners, I do agree with Gretchen on the bestof winners point, best of winners has faroutlived the reason it was created. It wascreated when only the best of winners went infor best of breed. That aside, if people decidethat they would like to cross over and awardmore points to the one who didn't originallyget them, that cheapens the championship.But if you have the desire to get more peopleinterested in the sport, and being a sustainedinterest in the sport, they aren't going to wantto make a dozen entries without even thechance of getting a point. We are in favor.

Unidentified Delegate: And most low-entrybreeds, and even breeds that are not totallylow entry, two bitches would be one point ortwo dogs, class dogs, would be one point. Sobasically, all we are really saying is that if wehave two dogs, maybe one is a bitch and one isa dog, and they are of the quality that a judgewould consider, that the winner would beworthy of one point, that they can do that.Now, it all comes down to the quality of thejudging. I mean, judges do not have to crossover for best of winners if they do not feel thatthe dog that has been crossed over isdeserving of those points, whether it is onepoint, two points, a major. A judge can

withhold first place from a class. A judge hasthe right to do a lot of things. And we need torealize that it is in their hands and in the ring.Being from a breed where we often don't evenhave two of these dogs in the state, we need toencourage anybody new that wants to get oneof our low-entry breed dogs a chance possiblyto pick up a point here or there, and justbecause the two dogs aren't the same sex, theystill could get a point. I totally agree with theprevious speaker. I do not think it will cheapenthe championship. I know that there are manytimes when there are one and one entered,and the people pay the entry fee but theynever show up at the show or make anyattempt to go to the show, or if they arehandled by a handler they are left in the vanbecause there's no point available. Thank you.

Mr. Fujiwara: Eduardo Toshio Fugiwara, FortLauderdale Dog Club. I want to offer aperspective on someone being in the fancy forless than six years, so it is very opposite frommost of your experience. But in the last sixyears we have four puppies that we bred.Three girls and a boy won their majors in aspecialty because we have Irish Terriers or inMontgomery Week. But for the first wholeyear of my experience, because we were inFlorida, we have no competition except forone dog against some of our girls. One yearwithout a single point until we made it tonationals. If I was not someone that really wasinvolved in the past through my parents andreally had a passion for the dogs, you think Iwould have stayed for one year without asingle point? That's it. The Chair called on the Executive Secretaryto read the proposed amendment to Chapter14, Sections 12, 12A, 13, 13A and 11A of theField Trial Rules and Standard Procedure forPointing Breeds.

Ms. DiNardo: This amendment addresseschanges to Chapter 14, Sections 12, 12A, 13,13A and 11A of the Field Trial Rules andStandard Procedure for Pointing Breeds.Section 12 collar clarifies that the handlers inthe current Open Gun Dog Championship areentitled to ride horses. Section 12A clarifiesthat the handlers in the Amateur Gun DogChampionship are entitled to ride horses.Section 13 adds a new Open Walking Gun DogChampionship stake. Section 13A adds a newAmateur Walking Gun Dog Championship.Section 11A clarifies that the current AmateurChampionship is an All-Age stake. Theproposal was approved by the AKC Board ofDirectors based on a recommendation fromthe American Brittany Club. The amendmentwill be published in two issues of the AKCGazette and you will be asked to vote on it atthe December 2018 meeting. The full text ison the worksheet previously e-mailed.

The Chair called on Tom Sharp, President &CEO of AKC Reunite to provide an update onthe AKC Pet Disaster Relief Program.

Mr. Sharp: Good afternoon. I'm excited tobe here today for the five-year anniversary ofAKC Pet Disaster Relief. AKC Reunite, AKC,and AKC clubs have so much to be proud of.But, first, this happened. As Hurricane

Florence was approaching the east coast, AKCand AKC Reunite got prepared. For us in AKCReunite that meant the tremendous pressureof balancing the safety and welfare of ourteam members with the needs of maintainingour 24/7 call center for lost and found pets.We also reached out to trailer recipients in thestorm's path and sent out an e-mail blast to petowners about storm preparedness. We werelucky in Raleigh this time that the stormweakened and turned away from us. We hadpower outages and localized flooding andtrees down and cleanup to do, but thedevastation from this deadly storm in NorthCarolina is really horrific. The good news isthat the state had plenty of warning for thestorm and was well prepared. Peopleevacuated the coast in large numbers andmany of the evacuation shelters were petfriendly. Also, animal control shelters took inanimals from evacuating families, and in facttwo AKC Pet Disaster Relief trailers that havebeen donated in North Carolina were usedwell during the storm. These pictures are fromBayboro, North Carolina where they used thePamilico County trailer for an emergencyshelter. Remember, we are not firstresponders. The whole point of this programis to get the needed materials into the handsof the first responders before the disasterstrikes, and that's exactly how it worked thistime and has worked in many other timessince the program's inception. So, let's go backand review and celebrate five years of this

wonderful program. In June of 2013 a groupof concerned and passionate Delegates met inRaleigh, North Carolina to discuss thefeasibility of a national pet disaster reliefprogram. Leveraging the disaster responseexpertise of the State of North Carolina'sEmergency Management Services Division, adecision was made to make this program areality. Less than 90 days later the AKC PetDisaster Relief Program launched because ofthe compassion, dedication, outreach andgenerosity of the AKC Pet Disaster Relief TaskForce and AKC Reunite Board. Today we areoverwhelmed with pride and excitement toshare the outcome of your tremendous goodworks and we celebrate the five-yearanniversary of AKC Pet Disaster Relief. Clubshave raised $1,059,000 for this lifesavingprogram. Pet-loving individuals andorganizations have donated an additional$246,000. These donations combined with$450,000 pledged by the AKC Reunite Boardmake our giving to this program in excess of$1,755,000. It is really amazing; thesedonations have resulted in 68 trailers given to28 states across the country with more on theway. In addition to the two trailers that wereused for Hurricane Florence, trailers havebeen deployed for other emergencies acrossthe nation, from Hurricanes Harvey, Irma andMatthew, tornadoes in Indiana, wildfires inArizona and Oregon and Washington, andalso in California. This program has generatedlots of local media attention. Every time a

trailer is donated, press releases are sent tolocal media and usually there is a trailerpresentation event. These become great localinterest, positive news stories that reflect wellon the AKC, our clubs, and the fancy. Many ofthe deployments shown before have been inthe media as well. Here is just a sampling ofthe TV, newspaper and web news outlets thathave covered this program. How about that?How about the fact that we as a dog-lovingcommunity have helped provide so muchlifesaving hope for so many in only five years'time? It is really tremendous. We built thisprogram and it is still growing. Yes, wecontinue to donate and deliver these trailers.We have another ten trailers in the works rightnow, and in fact this is already out of datebecause one was delivered last night toCamden, New Jersey, so we thought that onewas still on the way for next week and they gotit delivered early. So, the program is here tostay. AKC Pet Disaster Relief has the attentionand momentum and track record to be aprogram that I cannot wait to celebrate withyou in another five years at the ten-yearanniversary. But before I wrap up, in additionto everything that we have done to make AKCPet Disaster Relief a nationally-recognizedprogram, I would be remiss without expressingmy sincerest thanks and appreciation for thegenerous donations led by you and your clubsin response to the devastation fromHurricanes Harvey, Irma, Jose, Maria, Nate,and now Florence, and the wildfires that

ravaged the west over the last year. Theresponse to those disasters totaled anadditional, now, this is above the money wesaw earlier, an additional $700,000 indonations that has been used to help withemergency pet sheltering, emergency supplies,including pet microchips and veterinarymedical supplies. AKC Reunite is prudent withthese funds, ensuring they are going towardsthe causes pledged. We responsibly donatedover $400,000 to deserving organizations withthe specific mission of aiding pets during themany disasters last year, those hurricanes andthe wildfires and mudslides that ravaged thewest. The remaining funds are being put touse right now in the wake of HurricaneFlorence where a week after the storm has leftpeople and their pets are still being airlifted tosafety and need emergency sheltering. All ofthis gives me the highest honor ofcongratulating you for all that you have doneand thanking you for all that you have done inmaking this program a reality. A special thanksto Pat Laurans and Alan Kalter for theirleadership with this program and to DallasHarsa for all of her contributions, and also toDennis and Ron for their continuing supportfrom the AKC. The Chair called on Gail LaBerge of theOrlando Obedience Club who spoke aboutAKC's PAC initiatives.

Ms. LaBerge: No offense to you all, but Ihate to have my back to the majority of you. Iwill make this brief. Within the next few daysyou, your president, and your secretary of yourclubs will receive a letter from us explaining,as usual, why we need your money, because weare always begging. During this election cyclewe have used almost all the funds that we haveand used them we hope successfully. So, tomake this a little more interesting, we aregoing to have a challenge. At the Decembermeeting of the Delegate body we will bepresenting acknowledgments and some awardsto the top five clubs whose members give themost to the PAC between now and then or forthis year. In addition, we will recognize the topfive clubs who have the total number ofmembers who give, regardless of the amount.You’ve got two chances there, and we're alldog people and we all go out for competition,so do encourage your members to give. It issomething that keeps us safe when we can putin officials who understand our issues oncanine legislation. We do appreciate that very,very much. We have been asked about oursuccesses and some information several times.I am pleased to announce that we will have ashort video for you at the Delegates meetingshowing you where your PAC money has beensuccessful and what we have done with it.

The Chair informed the Delegates that theDecember Delegates meeting will be held inOrlando, Florida at the Rosen Center Hotelon Friday, December 14. A block of rooms hasbeen reserved for Delegates. Delegates shoulduse the code that was sent to them whenmaking reservations at the hotel. Theinformation is also available on the DelegatesPortal.

The following Delegates spoke during NewBusiness:

Nancy Perrell, Superstition Kennel Clubthanked the doctor, nurse and other membersof the Delegate body who were concerned forher during/after a medical incident at the lastmeeting. She provided her club’s results froma raffle with donated dog-related items at theirshows. This year the raffle made about $2,000.Of that, $1,000 is being donated to themaintenance and restocking of the disasterrelief trailer in Phoenix that was purchased byarea clubs. The remaining $1,000 will go tothe AKC Humane Fund for the women'sshelters.

Betty Winthers, Olympic Kennel Club sharedan experience from a summer dog show whereher club prepared for possible adverse PETArelated issues by communicating in advancewith participants, adding 24/7 security andkeeping dogs safe in open areas. She wantedclubs to be aware and urged them to usesimilar precautions.

An unidentified Delegate notified theDelegate body of the recent passing of a long-time Delegate, Herb Rosen of the TibetanSpaniel Club of America. He remarked thatMr. Rosen had raised Miniature Pinschers,Lhasa Apsos, Tibetan Spaniels, and he and hiswife Betty were very instrumental inGreyhound rescue.

Sylvia Thomas, Kennel Club of Riverside,and editor of Perspectives thanked theDelegates for continuing to support andcontributions to the Perspectives publicationand offered hard copies to the group ifdesired. She informed the Delegates that thedeadline for the next issue was October 22,2018 and the issue coordinator for theDecember issue was Joyce Engle. Sylviaencouraged anyone that has an idea about anarticle or if they need assistance writing anarticle, to please reach out to her or any of thePerspectives Committee members.

Richella Veatch, Tennessee Valley KennelClub reported a concern from her club to theDelegate body. She advised of performance

events leading to AKC titles and certificationsthat are put on by individuals and clubs notaffiliated with AKC. She indicated that some ofthese events may include barn hunt, CDCevaluations, trick dog tests, and they may beput on by anyone with an evaluator permitand done at any place. The licensed clubs arerequired to apply to hold a show or trial andinclude multiple requirements, while theother individuals or clubs are not regulated.When the Tennessee Valley Kennel Club hasshows or trials, they include these events andtests, but many exhibitors have alreadyfinished their requirements at local non-AKCevents and of course this hits a club right intheir pocketbook. It is understood that AKCreceives funds and fees for registrations,canine partners applications, and from sales offorms, supplies and requests for certificates.That's a good thing for AKC, but what aboutour local clubs? The Tennessee Valley KennelClub proposes that any title or certificateawarded by AKC be earned at an AKC-affiliated event. Thank you.

Gloria Marshall, Bayshore Companion DogClub gave kudos to the AKC staff that createdthe AKC Fit Dog program and the incentivelogo car magnet.
