General Appearance – The Dogue deBordeaux is one of the most ancient Frenchbreeds. The Dogue de Bordeaux is a concavelined breed. He is a typical brachycephalicmolossoid type. He is a very powerful dog,with a very muscular body yet retaining aharmonious general outline. Built rather closeto the ground, the distance from the deepestpoint of the chest to the ground is slightly lessthan the depth of the chest. A massive headwith proper proportions and features is animportant characteristic of the breed. Hisserious expression, stocky and athletic buildand self-assurance make him very imposing.Bitches have identical characteristics, but lessprominent.

Size, Proportion, Substance: The length of thebody, measured from the point of theshoulder to the point of the buttock, is greater

than the height at the withers, in theproportion of 11/10. The depth of the chest ismore than half the height at the withers. Size -Dogs: 23½ to 27 inches at the withers. Bitches:23 to 26 inches at the withers. Weight - Dogs atleast 110 pounds. Bitches at least 99 pounds.

Head: The head is large, angular, broad, andrather short. It is trapezium shaped whenviewed from above and in front. Eyes - Ovaland set wide apart. The space between theeyes is equal to about twice the length of theeye (eye opening). Frank expression. The hawshould not be visible. Color - hazel to darkbrown for a dog with a black mask, lightercolor tolerated but not sought after in dogswith either a brown mask or without a mask.Fault-Protruding eyes. Ears - The ear is smallin proportion to the skull and of a slightlydarker color than the coat. The front of theears’ base is slightly raised. They should fallback, but not hang limply. The front edge ofthe ear is close to the cheek when the dog isattentive. The tip is slightly rounded andshould not reach beyond the eye. Set ratherhigh, at the level of the upper line of the skull,thus emphasizing the skull width even more.Skull - Back Skull in the male: The perimeterof the skull measured at the point of itsgreatest width corresponds roughly to theheight at the withers. In bitches it may beslightly less. Its volume and shape are theresult of the spacing of the lower jaw bones,and the very well-developed temporal area,

upper-orbital area, and zygomatic arches. Thecheeks are prominent due to the very strongdevelopment of the muscles. The skull isslightly rounded from one side to the other.The frontal groove is deep. The forehead,characterized by well- developed eyebrows,dominates the face but does not overhang it.However, the skull is still wider than high. Thehead is furrowed with symmetrical wrinkles oneach side of the median groove. These deepropes of wrinkle are mobile depending onwhether the dog is attentive or not. Thewrinkle which runs from the inner corner ofthe eye to the corner of the mouth is typical. Ifpresent, the wrinkle running from the outercorner of the eye to either corner of themouth or dewlap should be discreet. Stop -The stop is very pronounced, almost forminga right angle with the muzzle (95 to 100degrees). Fault - Extreme characteristics suchas a very short muzzle, flat skull, a swollen foldbehind the nose that protrudes over it and aprominent fold that extends across the headwithout a break or definition between theeyes. Muzzle - Powerful, broad, thick, andrather short. Should not be fleshy below theeyes. When viewed in profile, the foreface isvery slightly concave with moderately obviousfolds. Its width decreases only slightly from theroot of the muzzle to the tip. When viewedfrom above it has the general shape of asquare. When viewed from the side, the toplines of the skull and muzzle form an anglethat converges at, or near the end of the

muzzle. When the head is held horizontally,the end of the muzzle, which is truncated,thick and broad at the base, is in front of avertical tangent to the front of the nose (Thenose is slightly set back from the front of themuzzle.). Its perimeter is almost two thirds ofthat of the head. Its length varies between onethird and one quarter of the total length ofthe head, measured from the nose to theoccipital crest. The ideal length of the muzzleis between these two extremes. Nose - Broad,with well opened nostrils. Self- coloredaccording to the color of the mask. Slightlyupturned permissible. Upper lip - Thick,moderately pendulous yet retractile. Whenviewed in profile it shows a rounded lower lineand covers the lower jaw on the sides. Whenviewed from the front, the edge of the upperlip is in contact with the lower lip, and dropson either side thus forming an inverse, wide V.Jaws - Very powerful, and broad. Undershot sothat there is no contact between the upperand lower incisors. The lower jaw curvesupwards. The chin is very pronounced andshould neither overlap the upper lipexaggeratedly nor be covered by it.Disqualification - Mouth not undershot; wryjaw. Bite -Undershot. Fault - Incisors constantlyvisible when the mouth is closed or very smallincisors unevenly set. Severe Fault - Canines ortongue constantly visible when the mouth isclosed. Teeth - Strong, particularly thecanines. Lower, canines set wide apart andslightly curved. Incisors well aligned especially

in the lower jaw where they form a straightline. Fault - Disproportioned head (too smallor exaggeratedly voluminous). Severe Fault -Long narrow head with insufficientlypronounced stop, with a muzzle measuringmore than a third of the total length of thehead (lack of type in head).

Neck, Topline, Body: Neck - Very strong andmuscular, almost cylindrical. The skin issupple, ample and loose. The averagecircumference almost equals that of the head.There is a noticeable, slightly convex, furrowat the junction of the head and neck. Thewell-defined dewlap starts at the level of thethroat forming folds down to the chest,without hanging exaggeratedly. The neck isvery broad at its base, merging smoothly withthe shoulders. Moderately sloping down to the root of thetail. Tail - Very thick at the base. The tippreferably reaches the hock but not below.Carried low, it is neither broken nor kinkedbut supple. Hanging when the dog is at rest;generally carried level with the back or slightlyabove the level of the back when the dog is inaction, without curving over the back or beingcurled. Fault - Fused vertebrae but not kinked.Disqualification - An atrophied tail or a tailthat is knotted and laterally deviated ortwisted.

Forequarters: Strong bone structure, legs verymuscular. Shoulders - Powerful, prominentmuscles. Slant of shoulder - blade is medium(about 45 degrees to the horizontal), with theangle of the scapular-humeral articulationbeing a little more than 90 degrees. UpperArms - Very muscular. Elbows - In line with thebody. Should be neither too close to the chestnor turned out. Forearms - When viewed fromthe front, straight or inclining slightly inwards,especially in dogs with a very broad chest.When viewed in profile, vertical. Pasterns -Powerful. Slightly sloping when viewed inprofile. When viewed from the front, maybend slightly outwards, thus compensating forthe slight inclination of the forearm inwards.Feet - Strong. Toes should be tight, nailscurved and strong, and pads are welldeveloped and supple; the Dogue is well up onhis toes despite his weight.

Hindquarters: Powerful legs with strong bonestructure; well angulated. When viewed frombehind, the hindquarters are parallel andvertical thus giving an impression of power.The hindquarters are not quite as broad as theforequarters. Upper Thigh - Well developedand thick with visible muscles. Stifle – In aparallel plane to the median plane or veryslightly out. Second Thigh - Relatively short,well- muscled. Hock Joint - Short and sinewy,with the angle of the hock joint moderatelyopen. Hock - Strong, no dewclaws. Hind feet -Slightly longer than the front feet, toes shouldbe tight.

Coat: Fine, short and soft to the touch. Skin -Thick and sufficiently loose fitting withoutexcessive wrinkles.

Color: Coat - Self-colored, in all shades offawn, from a dark red fawn to a light fawn. Arich coat color is considered desirable.Individual patches of white on the forechest, asecondary patch of white on the throat isallowed but not preferred, white on the toes(not above the carpus or tarsus) and backs ofpasterns is acceptable. Disqualification- Whitein any location other than what is listed aboveor any coat color other than shades of fawn.Black Mask - The mask is often only slightlyspread out and should not invade the cranialregion. There may be slight black shading onthe skull, ears, neck and back. Pigmentation ofthe nose will be black. Brown Mask -

Pigmentation of the nose, edge of lips and eyerims will also be brown. There may be non-invasive brown shading. No Mask - The coat isfawn: the skin appears red (also formerlycalled "red mask"). The nose is then reddish.

Gait: The gait is free and supple, for amolossoid. In open walking the movement isfree, supple, close to the ground. Good drivefrom the hindquarters, good extension of theforelegs, especially at the trot, which is thepreferred gait. As the trot quickens, the headtends to drop, the topline inclines towards thefront, and the front feet get closer to themedian plane while striding out with a longreaching movement. Vertical movement whilein a short gallop is rather important. He iscapable of great speed over short distances bybolting along close to the ground.

Temperament: Dogue de Bordeaux is giftedfor guarding, which he assumes with vigilanceand great courage but without aggressiveness.He is a very good companion, being attachedto and affectionate toward his master. He iscalm and balanced with a high stimulusthreshold. The male normally has a dominantcharacter.

The foregoing is a description of the idealDogue de Bordeaux. Any deviation should bepenalized in direct proportion to the extent ofthat deviation. Extreme deviation in any partshould be penalized to the extent that the dog

is effectively eliminated from competition.

Disqualifications: Mouth not undershot; wry jaw. An atrophied tail or a tail that is knotted andlaterally deviated or twisted. White in any other location other than what islisted above or any coat color other thanshades of fawn.

The October 2019 Board minutes, copies ofwhich had been provided to all Directors, werereviewed. Upon a motion by Mr. Carota, seconded byMr. Sweetwood, the October 2019 minuteswere approved unanimously.

PRESIDENTS REPORTBoard Action ItemsMr. Sprung reviewed Action Items and re-ported on Staff initiatives. International Conference

The Board reviewed a brief update regardingthe AKC’s plans to host an International Con-ference of Kennel Clubs which will addressmultiple topics relevant to purebred dogsand events worldwide. This concept was ap-proved by the Board of Directors at the July2019 Meeting.

Legal Status ReportThe Board reviewed a status report on pend-ing litigation and other Legal activities forthe month of October 2019.

FINANCEJoseph Baffuto, CFO, presented AKC’s unau-dited financial results for the nine monthsended September 2019. Total year to daterevenues of $58.2 million were 2.9% belowbudget, but 3.9% greater than the 2018 com-parative period. Year-to-date Dog Registra-tions’ volume of more than 453,000 is 3%below budget and 2% greater than the previ-ous year. Total Litters processed to-date werenearly 194,000 and represented a 2% declinefrom budget, but a 3% increase from the2018 level. Total operating expenses of $54million were $4.0 million or 7% underbudget as well as remaining 2.4% below lastyear’s nine-month actual. Operating incomefor the year to date through September 30,2019 was $4.1 million which was favorablecompared to both 2019 budgeted operatingincome of $1.8 million as well as the 2018mark of $626,000. Dogue de Bordeaux Proposed Breed StandardRevisionThe Board reviewed the proposed revisionsto the Dogue de Bordeaux standard as sub-mitted by the Dogue de Bordeaux Society ofAmerica (DDBS). The current standard wasapproved October 9, 2007.

Following a motion by Mr. Sweetwood, sec-onded by Dr. Davies, the Board VOTED(unanimously) to have the proposed revi-sions published in the Secretary’s Page of theAKC Gazette for comment.

2022 and 2023 Delegate MeetingsFor planning purposes, meeting dates shouldbe set as far in advance as possible. Per theAKC Bylaws, the December Delegate meetingdate must be set two years in advance. TheBoard reviewed the dates proposed for the2022 and 2023 Board meetings and Delegatesmeetings. This will be discussed further at theJanuary 2020 Board meeting.

Canine Legislation Position Statement on Proper

Care and Humane Treatment of DogsThe Board reviewed proposed amendments tothe AKC’s Canine Legislation Position State-ment on Proper Care and Humane Treatmentof Dogs. In recent years, AKC Government Re-lations has tracked an increasing number oflegislative proposals that allow an individual tobreak into a vehicle if they believe an unac-companied animal inside is in distress. AKC ap-preciates the good intentions of these “GoodSamaritan” measures but is troubled that manyare written so broadly that they remove all lia-bility for breaking into a vehicle and removinga dog, without first requiring certain safe-guards to protect the dog and its owner andtheir property – particularly if the dog was notin distress.

This will be discussed further at the JanuaryBoard meeting.

Canine Legislation Position Statement onRehoming of Research DogsThe Board recommendations for a new ca-nine legislation position statement regardinglegislative efforts to direct the rehoming ofdogs used in research.Staff are concerned about the introductionof a new class of legislative proposals at thefederal and state levels that mandate that fa-cilities that conduct animal research offer an-imal research subjects to external “rescue”organizations for adoption –without regardto the health of the animal, the appropriate-

New Breed for Foundation Stock Service® - Amer-ican BulldogThe Board was advised that the AKC staffFoundation Stock Service (FSS) Committeerecently approved a petition for the Ameri-can Bulldog to be accepted into the FSS pro-gram.

The American Bulldog is a descendant of theOld English Bulldog. It is believed they ar-rived in the USA in the early 17th century.Farmers and Ranchers used them as all-around working dog for many tasks such asguardians, stock dogs and catch dogs. Theywere particularly used in the Southern States,due to their ability to bring down and catchferal pigs.

There are approximately 1000 dogs in theUnited States that are eligible for recordingwith FSS.The breed is recognized by the National Ken-nel Club, American Bulldog Association andthe United Kennel Club.

New Breed for Foundation Stock Service® - Wet-terhounThe Board was advised that the AKC staff

Foundation Stock Service (FSS) Committeerecently approved a petition for the Wetter-houn to be accepted into the FSS program.

The Wetterhoun was developed more than 400years ago in the Dutch province of Fryslanfrom breeds which are now extinct. They wereoriginally bred to kill the otters that stole fishfrom the Dutch fisherman.

There are approximately 15 dogs in theUnited States that are eligible for recordingwith FSS.The breed is recognized by FCI countries,designation is Group 8 – Retrievers-FlushingWater Dogs, Section 3 Water Dogs, with work-ing trial. The breed is also recognized by theUnited Kennel Club.

AKC Communications Q3 ReportThe Board reviewed the AKC Communica-tions department media coverage totals andactivities highlights for the third quarter of2019.

in the third quarter of 2019 grew by 100%from the third quarter of 2018, increasingfrom 3 to 6 completed courses.

• Across the breeds launched in the thirdquarter, 100% report in the course evalu-ations that they would recommend thecourse to others.

• More than 1,200 assets were collected inthe third quarter. These assets will beused for courses through 2020.

• We continue to distribute the AKC CanineCollege User Experience Survey to ParentClubs that have a course launched onAKC Canine College. Six clubs respondedto our survey in the third quarter. Ofthose clubs, 100% are “satisfied” or “verysatisfied” with the course and with theirexperience working with AKC CanineCollege. Participants noted high levels ofsatisfaction with staff’s effort to incorpo-rate the club’s feedback into the course,listen to and respect the club’s breed ex-pertise, and with the level of communica-tion they received from Canine College.

• In the third quarter, Canine College iscurrently collaborating with various de-partments on nine special projects, in-cluding courses on Conformation forBeginners, Safe Handling, Disease andSanitation, and Raising a ConfidentPuppy.

• An informational webinar was conductedwith seven Parent Clubs in the third quar-ter. During these webinars, the Parent

Clubs learn about the Canine Collegeprocess and are invited to ask questions.

AKC Public Education• 17 clubs completed the AKC Patch Pro-gram in the third quarter, introducingmore than 200 children to the world ofdog sports.

• 40 Canine Ambassadors were added toour registry, bringing the total number to240. Canine

Ambassadors now serve their communitiesin 40 states and the District of Columbia.

• In the third quarter, AKC Public Educa-tion launched lesson plans for ELL (Eng-lish Language Learners) as part ofEducator Resources. These lesson plans,appropriate for both children and adults,aim to improve the learner’s acquisitionof the English language, while educatingthem about purebred dogs. There arecurrently 12 lessons plans available, rang-ing from beginner to advanced. New con-tent is created and added monthly.

• The AKC PupPals Program launched dur-ing the third quarter. This program is de-signed to help a child in need of upliftingby sending them a handwritten letterfrom a canine friend. Parents submit theirchild to the program using an onlineform. The parent shares informationabout their child’s interests and prefer-ences, which Public Education uses to tai-lor the note to that child. The children

who have requested PupPals are strug-gling with illnesses, the death of a parentor sibling, deployed parents, bullying andnumerous other difficulties.

PupPal letters are created using thehelp of dog owners who submit aphoto of and information abouttheir dog. Public Education utilizesthis photo and information to createa personalized card for each child.Since its launch in August, therehave been over 570 dog submissionsand over 150 child nominations. Theprogram has been featured on 7 dif-ferent parenting blogs. This program has been very well-re-ceived by both club members andthe general public.23% of dog owners who have submit-ted their dog for AKC PupPals statedthat this program was their first expe-rience with American Kennel Club,providing an excellent opportunityto introduce dog owners to the worldof AKC.

AKC Government Relations Q3 ReportThe Board reviewed a memo which providedan update on the Government Relations de-partment’s activity, major projects, significantlegislative issues and accomplishmentsfor the third quarter of 2019.

Legislative/Regulatory Tracking: As of Octo-

ber 16, 2019, Congress and legislatures in sixstates, the District of Columbia, and PuertoRico are in session. Forty-four states have ad-journed for the year. The AKC GR team is cur-rently monitoring more than 2,250 legislativebills that could impact responsible dog owner-ship, the health and wellbeing of dogs, therights of dog owners, and/or the interests ofthe American Kennel Club. In the third quar-ter, AKC GR published 33 legislative alerts on-line and via geo-targeted emails to impactedconstituents and social media. The GR teamprovided written or in-person testimony orcomments, recommendations, or alternativesfor the majority of these measures as well.

AKC GR is also monitoring approximately 939active proposed regulation changes at the stateand federal level, with some 450 actively pend-ing.

Canines at the Capitol/California: AKC GRconducted, in September, the first- ever Cali-fornia Canines at the Capitol event. Thehighly successful event, aimed at CA state legis-lators and staff, featured educational informa-tion about AKC, key legislative policypositions, and the opportunity to meet dogsfrom each of the seven groups. The event wascovered by local media and created new good-will at the capitol, as well as new opportunitiesto discuss canine legislation issues importantto dog owners at the state legislature.

National and Regional Legislator Confer-ences: GR staff participated in and preparedpolicy exhibits for several major professionalconferences for legislators, including the Na-tional Conference of State Legislators (NCSL),American Legislative Exchange Council(ALEC), and the National Association ofCounties (NACo) conferences. Extensive con-tacts with decision makers were made. In anumber of cases, invitations to advise legisla-tors on future and existing legislation and pos-itive changes to pending legislation were adirect result of outreach made at the confer-ences.

Pet Night on Capitol Hill: AKC GR staff partic-ipated in Pet Night on Capitol Hill in Wash-ington DC, in conjunction with pet industrygroups, to raise awareness of pet and pet in-dustry issues.University of Mississippi Vet School Outreach:Staff participated in a vet school event provid-inginformation on the AKC on behalf of AKC VetSchool Outreach, and on policy issues such asthe increasing risk of disease transmission as-sociated with imported and transported “res-cue” dogs.

Educational Webinar: In August, GR staff pro-vided a webinar, via the Education Dept., onthe basics of canine legislation. Additional we-binars are being planned to for 2020.

Regional Stakeholder Development: GR staffhave been working with a number of clubs andlegislative liaison leaders in CA, NH, RI, MA,OK and elsewhere to create and mentor infor-mal regional advocacy groups.

Op Eds/Media Articles Published: Stamford(CT) Advocate: Don’t Rubber Stamp Mis-guided Pet Policy, Sept. 12, 2019. This op-edwas published to educate policymakers andthe public about AKC’s concerns regarding aproposed ban on the sale of purpose-bred petsat retail outlets in the state. Among the keypoints made is that such sales are currentlysubject to consumer protection laws (puppylemon laws) which the ban would abolish. TheStamford City Council has taken no further ac-tion.

Detection Dog Task Force: As DDTC Commit-tee members, GR participated in and pre-sented at the 2-day AKC Detection Dogconference in Durham, NC in August. GR hasalso begun an organizational transition inwhich GR will staff the DDTF and its programsin the future. Additionally, GR continued workwith legislative contacts to advocate for the re-lease of a Department of Defense Report dueto the U.S. Congress which provides informa-tion and comparisons on (among otherthings) the number of explosive detectiondogs: imported into the US, from overseas, thereal cost of DOD overseas buying trips and thedogs imported, the success rate of training by

Service Dog Pass/ASDAC Initiative: AKC GRworked with colleagues at the American Serv-ice Dog Access Coalition to continue to de-velop all aspects of a new authoritative,voluntary and verifiable credential for servicedogs that have met specific standards. AKCpresented at the Association of Service DogProviders for Military Veterans and obtainedupdated buy-in on the program from the asso-ciation’s members, who will help beta test thenew program. Expanded evaluator require-ments were also developed.

Law School Outreach: The third annual AKCLaw School Companion Animal Writing Con-test (2019 –2020) launched and is currentlyunderway. Students at ABA-accredited lawschools are invited to submit articles on achoice of topics related to animal rights andother key issues impacting pet ownership. Thecontest is designed to raise awareness of non-animal-rights aspects of animal law, and tobroaden conversation among future leaders inthis area.

COMPANION AND PERFORMANCEDoug Ljungren, Executive Vice President,Sports & Events, Caroline Murphy, Director,Performance Events, and Lisa Russell, Man-ager, Scent Work participated in this portionof the meeting via video conference.

Scent Work Regional and National ChampionshipsThe Board reviewed a recommendation forAKC to offer Scent Work Regional Champi-onship events and a National Championship.The winner of the National will be awardedthe prefix title Scent Work National Cham-pion (SWNC).

Dogs that place in the Master level at the Re-gionals will automatically qualify for the Na-tional event. Regional Championships willstart in 2020 with the first National Champi-onship to be held during the first half of 2021.Initially there will be five regions. Clubs inter-ested in hosting a Regional will be welcomedto apply. One club per region will be selectedto host the event based on proven ability tohost a quality trial, and with considerationgiven to scheduling and venue selection.

The format for Regionals will differ from typi-cal Scent Work trials in that winners will be se-lected per difficulty level (novice, advanced,excellent, master) in the Odor Search Divisionacross all search elements (container, interior,exterior, buried). This format was tested at atrial in California in late October. RegionalChampionships are not titling events, howeverwinning dogs will be recognized as the ScentWork Novice Regional Champion, AdvancedRegional Champion, Excellent RegionalChampion and Master Regional Champion fortheir respective region. Winners will also bedetermined from the Handler Discrimination

Division; the dogs with the best overall per-formance in their difficulty level will be hon-ored as HD Regional Champions.

Qualifying scores earned at the Regionals willcount towards standard AKC titles. Master Re-gional Champions as well as dogs who placed2nd thru 4th at each Regional will automati-cally qualify for the following year’s NationalChampionship.

The eligibility for Regionals will be deter-mined based on a dog’s level of accomplish-ment in AKC trials. The format for theNational as well as for Regionals with be heldas two trials (one on Saturday and one on Sun-day) plus a Championship Round comprisedof the winner from each class. The Scent WorkNational Champion will receive the prefix titledesignation, Scent Work National Champion(SWNC). One dog per year will earn theSWNC title.

Following a motion by Dr. Garvin, secondedby Mr. Carota, the Board VOTED (unani-mously) to amend the Regulations for ScentWork to offer a Scent Work National Champi-onship starting in 2021 preceded by Regionalsstarting in 2020. (New Sections 10 & 11 below)

Regulations for Scent Work

Section 10. Regional Championship EventsScent Work Regional Championships will take

place across different regions of the country asdetermined by the AKC Scent Work Depart-ment, hosted by local clubs as selected by theDepartment.

Dogs may be entered in any standard ScentWork class for which they are eligible. Dogsmay not enter a class lower than the highestlevel for which they have earned a title withina particular element. Dogs that previouslyhave won a Regional Championship may notenter another Regional Championship at thesame difficulty level during same calendaryear.

The format for Regionals will differ from typi-cal Scent Work trial. One dog per level(Novice,Advanced, Excellent, Master) will be awardedfirst place based on its performance in a multi-element search. Details of the championshipsearch will be determined on a yearly basis bythe AKC Scent Work Department.

Regional Championships are not titlingevents; however, the winning dogs will be rec-ognized with awards as the Scent Work NoviceRegional Champion, Scent Work AdvancedRegionalChampion, Scent Work Excellent RegionalChampion and Scent Work Master RegionalChampion for their respective region. Re-gional Champions will also be determinedfrom the Handler Discrimination Division,

Section 11. National ChampionshipA Scent Work National Championship shall beheld annually at a time and location to bedetermined by the AKC Scent Work Depart-ment. The Scent Work National Champi-onship shallconsist of a championship class comprised of avaried combination of element challenges, allofwhich may be modified as determined by theAKC.

The overall winner of the Scent Work NationalChampionship shall be entitled to be desig-nated“Scent Work National Champion of 20__”(SWNC). This title is a prefix title.

To be eligible to compete, dogs must meet theminimum qualifications as determined by the

AKC during a qualifying period set each year.Dogs placing at a preceding year’s RegionalChampionship will automatically be qualifiedto enter.

Fast CAT – Ribbons & Clarification ofCourse/EquipmentThe Board reviewed a recommendation foreight changes to the Regulations for Fast CAT.Two are new requirements – (1) host clubsmust award ribbons to each dog that com-pletes the 100-yard dash, and (2) clubs hold-ing a Fast CAT event in conjunction withanother event are required to fence thecourse, including the run-out area. The othersix changes are clarifications to existing Regu-lations pertaining to the course and equip-ment. All these changes are intended to bringgreater consistency between events and ad-dress issues that have arisen in the field.

#1 – Clubs must award a ribbon to dogs thatsuccessfully complete the course. Currently itis an option.#2 – Start box – must be marked on theground.#3 – Start box – provide enough space behindthe start box for the dog’s body.#4 – Timing – a person cannot time a dogwhich they or a member of their immediate

Currently this is sug-gested but not required. In addition, clubs areadvised to provide sufficient distance betweenevents to minimize interference and disruption.

Wickets and Scales - Rules Applying to Dog ShowsChapter 14, Section 5 Following a motion by Dr. Garvin, secondedby Dr. Davies the Board VOTED (unani-

mously) to approve a recommendation by theDelegate Dog Show Rules Committee (DSRC)to modify Chapter 14 Section 5 of Rules Apply-ing to Dog Shows, which addresses the respon-sibility of Event Committees to provide fordetermining eligibility with respect to heightand weight (wickets and scales). Adoption and implementation of the proposalrequires the formation of the defined guide-lines for scales and what is considered a plat-form of sufficient size to be included in theAKC Show Manual and disseminated to super-intendents. This will be read at the December Delegatesmeeting and voted upon at the March Dele-gates meeting.

Measuring, Weighing and Color DeterminationWhen Factors of Disqualification in Breed Stan-dards or Eligibility Under the Conditions of A Classor Division of a Class Cancellation of Awards

Chapter 14, Section 5.Event Committees shall be responsible for pro-viding suitable equipment meeting all AKC re-quirements for determining eligibility withrespect to height and weight at every show.Event Committees may delegate this responsi-bility to Superintendents/Show Secretaries.All-breed shows shall be required to have atleast one complete set of wickets (two sets forshows with entries of 1,000 or more) and atleast one digital scale with a platform of suffi-cient size to safely accommodate all weighable

Following a motion by Ms. Cruz, seconded byMr. Powers the Board VOTED (unanimously)NOT to approve the rule change proposal andto return it to the DSRC with its commentsand suggestions.

West Highland White Terrier Club of America“Quality Westie” Program-Recognition of CCATitleIn 2015, the West Highland White Terrier

Club of America (WHWTCA) established anon-competitive event to evaluate conforma-tion, known as Quality Westie (QW). In theQW event, dogs are judged against the breedstandard rather than against each other, andowners receive both verbal and written feed-back regarding the traits of their dog. TheQuality Westie evaluation is based closely onthe Golden Retriever Club of America’s CCAprogram, which the AKC has recognized sinceOctober 2018.

The WHWTCA has requested that the AKCrecognize the Quality Westie program byawarding the suffix Certificate of Conforma-tion Assessment (CCA) title to any dog thatpasses the QW evaluation. The owner mustapply for the title and pay a $25 applicationfee.

This will be discussed further at the Januarymeeting. Impact of the 1+1 InitiativeThe Board reviewed an update on the 1+1 Ini-tiative which became effective January 1, 2019With nine months of results recorded sincethe 1+1 Initiative became effective, the follow-ing has been the impact this change has hadon all-breed shows:

There has been an increase in number ofinstances of 1+1 entries. This hasamounted to an average of 4.2 additionalentries per AB show.For dogs that have entered and find

NOHS Levels of AchievementIn September, the All-BreedDelegates Commit-tee discussed and supported the idea of NOHSLevels of Achievement in order to provide ex-hibitors with tangible goals and encourage con-tinued participation.

This idea is consistent with what the Sports &Events staff has been considering. Staff sharedtheir general ideas for the structure of the newprogram with the Board. This information willbe presented to the All-Breed Delegates Com-mittee at their December meeting.

JUDGING OPERATIONSDoug Ljungren, Executive Vice President,Sports & Events, and Tim Thomas, Vice Presi-dent of Dog Show Judges participated in thisportion of the meeting via video conference.

AKC PrivilegesAt their October 2019 meeting, the Board ofDirectors requested staff provide informationregarding the background of AKC Charter &Bylaws and Board policy changes to divide AKCprivileges into Event privileges and Registrationprivileges and how changes could be made tothose. The Board also reviewed the policy andBylaws provisions that allow for the AKC Boardto approve and suspend judging privileges. TheBoard also requested information on the com-position of the designated committees that re-view disciplinary matters. The AKC’s Bylawswere revised effective January 1, 2001 to allowfor the suspension of “any or all” privileges ofthe AKC. (See Article XV, Section 3).

The staff presented basic options for theBoard to consider if the Board wants to pro-vide for suspension of all privileges once ajudge has been suspended from judging privi-leges and has been disciplined for a non-judg-ing offense.

Some individuals are con-

cerned about home security. The Beagle Advi-sory Committee was the first to recommendthat this requirement be clarified to only in-clude the city and state for the judges andevent chair. The Delegates Field Trial / Hunt-ing Test Committee discussed this idea at theirSeptember meeting and is recommending thesame clarification be made to the Rules gov-erning all types of field trials.

Refinements to Agility Equipment and CourseDesignThe Board VOTED to approve changes to theAgility Regulations pertaining to agility equip-ment and course design. They are brought for-ward as the result of feedback from Agilityjudges and/or the Agility Advisory Committee.Specifically, the changes address the walljump, tunnels, weave poles, the obstacle con-tent of the FAST class and requirements toparticipate in the International SweepstakesClass.

These recommendations will become effectiveJanuary 1, 2020 except recommendation #3(weave poles), which will be effective July 1,2020 in order to give clubs an opportunity topurchase new equipment. 1. Wall Jump – Addresses the need to clarify

equipment design and the correct judging ofthis obstacle.

Regulations for Agility Trials and Agility CourseTest (ACT)

Obstacle Specification and Performance Require-ments Chapter 3, Section 3. Obstacles15. Wall Jump – The Wall Jump consists of twopillars, a Bottom Base (Triangle), four widthsof boards, and “tops”. The Pillars (also calledTowers) measure 12 inches Square +/- 2inches and are 48 inches tall +/- 2 inches. TheBottom Base is 10 inches high, 10 inches wideat the bottom, and taper to 4 inches wide atthe top. The boards are 4 inches wide and fivefeet in length +/- 2 inches. Board heights are 2inches, 4 inches, 6 inches, and 8 inches inheight. The Tops are 2 inches in height attheir center and 4 inches wide and up to 15inches long and must be of contrasting color.Four tops are placed on top of the top boardor the bottom base and should be flush withthe sides of the pillars and sit together withoutbeing so tight they cannot be displaced, buthave no gaps exceeding ¼ inch. The tops mustbe able to slide off easily. The top of the topsmust measure within +/- ¼ inch to the jumpheight of the dog. The corresponding boardheight table below indicates whether the bot-tom base is used, and the numbers of boardsthat are used per jump height. Tops are alwaysplaced on the very top in all cases.

Thecourse will include a “Send Bonus” or dis-tance element that will award a bonus oftwenty (20) points if completed successfullyand is identified as the “Send Bonus.” Fiveto seven of the fourteen to sixteen point val-ued obstacles must be single bar jumps (typi-cally winged) valued at one point each.Winged jumps are assumed to have a valueof one point unless otherwise denoted bythe judge. Nine (9) additional obstacles onthe course will be assigned unique valuesfrom 2 through 10 by the judge.Additional obstacles (typically non-wingedjumps) may be placed on the course, butwith no assigned value. There is a maximumof 80 possible FAST class points awarded atall levels, which is the sum of the fourteen tosixteen point valued obstacles (60 points),(a maximum of 6 points may be accumu-lated utilizing the five to seven 1-point val-ued jumps); plus a Send Bonus value of 20points. Teams must successfully completethe Send Bonus to achieve a qualifying

score, as well as a minimum number of re-quired points defined at each class level. Toearn points, all obstacles must be completedin accordance with the obstacle perform-ance requirements identified in these Regu-lations.

PurposeThe International Sweepstakes Class (ISC) isa non-regular class providing a dog and han-dler an opportunity to demonstrate their ad-vanced training and handling skills on variousinternational style Standard and Jumpers WithWeaves courses. The rules for this class aregenerally based on Fédération Cynologique in-

ternational (FCI) rules.The variety in International Agility course de-signs is very diverse, so handlers should beprepared to meet the “Challenge of the Day”when competing in the ISC class. The totalchallenge level may be easier, more difficult,or simply different from what is currently al-lowed in the Excellent or Master classes.Course designs will vary widely thus testing dif-ferent skills on different days.

Section 2. Eligibility of Dogs. This class is open only to dogs that are eligibleto compete in AKC Agility Trials.

Section 3. Eligibility to Hold the ISC Class.Upon approval from the American KennelClub, the ISC classes are allowed to be held inconjunction with an AKC approved agilitytrial. (The ISC classes may be held in conjunc-tion with approved Excellent/Master onlyagility trials.)

In adhering to best practices and policies,AKC’s external audit team, KPMG, presentedto the Board a draft of 2018 IRS Form 990prior to its filing due date of November 15.The presenting team included Kim Johnson,Partner, McCain Highfill, Manager, and EvanSeekamp, Senior Associate. Mr. Highfill led the overview presentation byhighlighting specific sections and scheduleswithin the document applicable to AKC’s op-erations. There were no concerns on behalf ofthe Board, and KPMG will proceed with hav-ing final documents prepared in order tomeet the November 15th timeline.

EXECUTIVE SESSIONThere was an EXECUTIVE SESSION to dis-cuss sensitive business matters. There wasnothing reported out of this session.

NEW BUSINESSAKC Chairman’s Ad Hoc Committee Regard-ing Canine Genetic TestingMs. McAteer gave a status update on the WhitePaper being developed by the AKC Chair-man’s Ad Hoc Committee Regarding CanineGenetic Testing. The paper will focus on thescientific and educational needs of the breed-ing community as well as well as any recom-mendations regarding the future use ofgenetic testing by AKC and its breeders.

2020 Year of the BreederMr. Tatro presented an idea for AKC to desig-

nate 2020 as the “Year of the Breeder”. In sup-port of that, he suggested that AKC couldoffer to the winner of any Best Bred by Ex-hibitor in Show Competition, held at an all-breed conformation event, a free litterregistration certificate. It was the sense of theBoard that this was something to pursue fur-ther and Staff will explore the idea.

Bred by Exhibitor Puppy ClassMs. Cruz made a recommendation to amendthe Rules Applying to Dog Shows to create anoptional Puppy Bred-by-Exhibitor Class. Thiswould allow those who wish to earn the Bred-by-Exhibitor medallion but want to competewith their puppy in an age-related class the op-portunity to compete in a puppy class and stillearn the honor. The Board members who arethe liaisons to the Dog Show Rules Committeewill bring this idea forward at the DecemberCommittee meeting.

Judging Competitions for Juniors and AdultsMr. Carota shared a paper entitled “JudgingCompetitions for Juniors and Adults”. Themain idea of the work is that AKC could offera new program to acquaint people of all ageswith the mental and physical aspects of judg-ing, and the process of reading and under-standing a breed standard, using analyticalthinking and then applying that to sortingthrough a class of dogs. Staff will review theproposal.

Sharing AKC’s Vital Programs and Messageswith Key Constituents Mr. Hamblin brought up the idea that theAKC Board should consider ways to refine im-portant messaging from the Board to key con-stituents with the goal that the Board becomebetter at communicating about AKC’s impor-tant programs and services.
