SECOND TRAINING PROGRAMME ON INTEGRATED COASTAL ZONE MANGEMENT FOR STATE GOVERNMENT OFFICIALS UNDER INTEGRATED COASTAL ZONE MANAGEMENT PROJECT (WEST BENGAL) Sponsored by THE WORLD BANK AT MARINE AQUARIUM AND REGIONAL CENTRE ZOOLOGICAL SURVEY OF INDIA, FORESHORE ROAD, DIGHA 721428 WEST BENGAL (11 th December to 17 th December, 2012) The Ministry of Environment and Forests, Government of India has obtained a credit from the International Development Association of the World Bank for implementation of the Integrated Coastal Zone Management Project in India. The Government of West Bengal has obtained the credit implement the relevant part of the Project in West Bengal within a period of five years. In West Bengal the project is implemented through ten different Project Execution Agencies (PEAs) and Zoological Survey of India (ZSI) being one such PEA has been entrusted with the part of the project towards modernization of the existing marine aquarium, setting up of a marine museum, an orientation hall and an interpretation centre. ZSI is also entrusted to arrange trainings on ICZM for the community people (the primary stake holders) and for the state government officials associated with the coastal activities, at the Marine Aquarium and Regional Centre of ZSI at Digha. The purpose of the programme is to augment awareness on the conservation and sustainable use of marine biodiversity as well as the significance of coastal zone management in West Bengal for sustainable livelihood, food security and bio-happiness. The first training in this regard was already conducted during 24 th February, 2012 to 1 st March, 2012 at Marine Aquarium and Regional Centre, Digha for the State Government Officials of West Bengal. The Second training programme for the state government Officials is aimed to impart a first hand knowledge to the managers and the would be managers on the various issues related to the conservation of coastal and marine biotic and abiotic resources available in general and the significance of coastal zone management in the West Bengal in particular, such as, livelihood practices of the coastal people, over-exploitation of the resources , the nature and the categories of the stake holders both primary and secondary on these natural resources, hazards and threats both natural and anthropogenic on these resources and their resultant depletion, impact of all such on the marine / coastal ecosystems and the biotic resources in particular and other related issues. However the principle objective of this training is to communicate and discuss on the probable management procedures on remedial measures for sustainable utilization of the available resources and their conservation without further degradation. Training on-field has also been included in this training programme to gain glimpses of the state of affairs on the coastal areas in and around Digha. This programme is meant for developing and following a pro-nature, pro-poor, pro-women and pro-sustainable on-farm and non-farm livelihoods with the objectives of implementation of appropriate eco-technologies and knowledge empowerment methodologies targeted towards the primary stake holders who are dependent on coastal bio-resources. This is actually a capacity building course with an absolute objective of providing training to the future trainers. INAUGURAL PROGRAMME: In pursuance with this, the second training programme on ICZM for State Government Officials was organised at Marine Aquarium & Regional Centre, Zoological Survey of India, Digha during 11 th December to 17 th December, 2012. The inauguration of training took place in the morning of 11 th December, 2012 at the auditorium of this Centre. The inaugural programme was presided over by Dr. K. Venkataraman, Director, Zoological Survey of India. Dr (Mrs.) Nandita Chatterjee, IAS, Additional Secretary, MoEF, New Delhi, adorned the chair of Chief Guest and Sri Arijit Banerjee, IFS, Director, SPMU was present as the Guest of Honour. The inauguration of the training took place in the Auditorium of the MARC, Digha. The programme started with the invocation of songs sung by the local school children. Dr. K. Venkataraman, Director ZSI delivered the welcome address. The programme was inaugurated by the lightening of the lamp by all the dignitaries present. Shri Arijit Banerjee through his speech introduced the participants with the ICZM Project and its progress in West Bengal. She stressed on the necessity of participation of all the related state government departments in bringing this project a success. The two different informative handouts especially prepared for this occasion, on threatened fauna & Poisonous fishes etc. were also released by Dr. (Mrs.) Nandita Chatterjee during the programme. The inaugural programme was concluded with the vote of thanks by Dr. Anil Mohapatra, Officer-in-Charge, MARC, ZSI, Digha.

TECHNICAL SESSIONS: The participants of this training were nominated from the following departments of the government of West Bengal : Fisheries Department, Forest Department, West Bengal State Biodiversity Board, Coastal Police stations, Digha Sankarpur development Authority, Tourism Dept. etc. Four days of the seven days training program were exclusively spent for technical presentations on various objectives of Integrated Coastal Zone Management. Two days for field training was also there. There were 15 deliberations during the technical sessions which included topics viz. marine biodiversity, marine bio-resources, ICZM, CRZ, Aquaculture, Fisheries, marine mammals, mangroves, global warming and sea level rise, community economy, Coastal aquaculture rules and regulations etc. There were around 20 resource persons who were eminent scientists & academicians in their respective field. The resource persons who contributed their expertise in the technical sessions were Dr. K. FIELD TRAINING: The participants were provided on field training in different coastal areas of West Bengal like Mandarmani, Tajpur, Shankarpur, Talsari, Udaipur etc. Dr. Ch. Satyanarayana, Dr. B. Tripathi and Dr. S.S. Mishra described and exposed the participants to different physical conditions of the coasts and their problems. Different coastal biotic forms were also demonstrated to them. The participants also gathered a first hand knowledge on mangrove plantation process. They also experienced the recession and accretion phenomenon on these coasts.

INTERACTION SESSION: The morning of the last day, the 17th December, 2012, saw the interaction session on the feedback received from the participants on each technical training session. Several comments and suggestions were put forward by some participants while some others mentioned of their on duty difficulties in implementing CRZ norms. Dr. K. Venkatraman, Director, Zoological Survey of India personally interacted with the participants. Several points were noted down for future actions.

VALEDICTORY SESSION: The valedictory function of the training programme training took place in the second half of 17th December, 2012 in the auditorium of MARC, ZSI, Digha. The programme was presided over by Dr. K. Venkatraman, Director, Zoological Survey of India, Dr. Animesh Bal, Addl. Director, Zoological Survey of India was also present of the occasion. A CD covering all the technical presentations during the training was released by The Director Zoological Survey of India during the programme which was followed by distribution of participation certificates to the participants. The valedictory address was delivered by Dr. K. Venkatraman, Director, Zoological Survey of India. The valedictory programme was concluded with vote of thanks presented by Dr. Anil Mohapatra, Officer-in Charge, MARC, ZSI, Digha.

Other activities undertaken during the second training programme for the state government officials:
