Background
SanJuanhadbeenunderblockadebyAmericanforcessinceApril1898.Mostofthetime,theblockadeconsistedofasingleauxiliarycruiserwhichpatrolledandpursuedblockaderunnersthatwereattemptingtoreachSanJuan.ByJune,thetaskofblockadingSanJuanwasdelegatedtotheauxiliarycruiserUSSSaintPaul,aformeroceanlinercommandedbyCaptainCharlesSigsbeewhohadformerlycommandedtheUSSMaine.TheSpanishdestroyerTerror,originallypartofAdmiralCervera'ssquadron,hadmechanicaltroubleandleftthemainSpanishfleeteventuallyreachingSanJuan.WithTerrorandseveralothernavalvesselsattheirdisposal,theSpanishdecidedtomakeanattemptatbreakingtheblockade.TerrorandtheoldcruiserIsabelIIsetofffromSanJuantoengageSt.Paulwhileacrowdofjubilantlocalsattheharborcheeredthemon.

AlmostassoonastheSpanishshipsengagedtheAmericanvessel,theyrealizedthatIsabelIIwouldhavetoretire,asshewasmuchslowerthantheAmericanship.Terrorattemptedtocoverthecruiser'sescapewithatorpedoattackbutwasthwartedwhenfirefromSt.Paulputherrudderoutofaction.Theshipthenturned,whichallowedSt.PaultoscoredirecthitsnearTerror'swaterline.ThesehitsdisabledoneofTerror'senginesandcausedhertolist.Terrorthenfledtheengagementandbeachedherselfonanearbybanktokeepfromsinking.

Aftermath
TheSpanishsortiehadfailed.TheAmericanshadinflictedseveralcasualtiesontheSpanish,putTerroroutofactionfortherestofthewar,andmaintainedtheirblockade.ThesmallSpanishsquadronwasnotfinishedhoweverandwouldsortieoncemorelaterinthewar.
