The future of the town’s traditional main street, Royal Poinciana Way, may be determined this season. The Town Council is slated to take a final vote on new zoning rules for the areaon Nov. 13. Opponents say the proposal would lead to overdevelopment. Backers say the new rules would preserve the street’s buildings and characteristics.

After years of study anddebate, thefuture of Royal Poinciana Way — thetown’s traditional main street and itsnorthern gateway — may finally bedecided this season.
New development guidelines pro-posed for Royal Poinciana Way aremoving forward and could soon be-come law.
On Nov. 13, the Town Council isscheduled to hold the last of threevotes on a new zoning tool, known asthe PUD-5, that would be applied toa five-acre block on the north side ofRoyal Poinciana Way, between Brad-ley Place and County Road.
If approved, the plan would not re-place existing zoning rules butwouldoffer a voluntary alternative withmore flexible guidelines for parkingand residential density. In exchange,owners would have to agree to con-cessions that include preserving
buildings or facades that contributeto the character of the street, put-ting parking underground or behindproperties, and providing vias oropen space for the public.
Opponents of the zoning planhave vowed to do whatever they canto block it, including filing an ad-ministrative challenge before thestate, and launching a petition driveto get a referendum on the ballot tooverturn it. SusanMarkin, a leader ofthe Neighborhood Alliance of Palm
Beach and a former councilwoman,has said the plan will open the doorto bad development and over-devel-opment on Royal PoincianaWay.
“We would do whatever we needto do to keep this from happening,”said Markin, the lone dissenter onthe Royal Poinciana Way Committeethat approved the plan.
Another opponent of the change isWilliam Cooley, former landmarkscommissioner, who argues thatamending the comprehensive planto allow for more residential densitywould set a dangerous precedent andthreaten the protections that makePalm Beach a special place to live.
Proponents include the PalmBeach Civic Association and thePreservation Foundation of PalmBeach, who have said it offers an in-telligent and thoughtful guide for fu-ture development on the block.
“The Foundation supports the his-toric preservation PUD-5 as a way tocombat what the great architecture
critic Ada Louise Huxtable called the‘defective sterility’ of our current C-TSzoning, which would see us have astrip mall of maxed out three-storybuildings on our historicmain street,”said Alexander Ives, executive direc-tor of the Preservation Foundation.
This represents a way to see thisblock redeveloped in an intelli-gent way, which preserves what weall like,” said Councilman MichaelPucillo.
The debate over the future of Roy-al Poinciana Way has been going onsince 2006, when the Testa familyasked for zoning changes it said wereneeded to redevelop its property ina way that would be economical-ly viable. The property at 221 RoyalPoinciana Way includes the historicrestaurant, small shops and a vacantservice station.
