Dear respectable stakeholders,

partners and friends,

It’s my pleasure to present this report,

which highlights SEAMEO CELLL’s activi-

ties in Fiscal Year 2014/2015.

This year marks two milestones in the

history of SEAMEO CELLL: for the first time

since its official establishment in 2013, the Centre hosted an international

seminar on Kominkans and Lessons to be Learned for Community Learn-

ing Centres with the participation of more than 70 representatives from

Europe, Japan, Lao PDR, Cambodia and Vietnam (November 2014), and,

after two long years in expectation of a workable office, the Centre build-

ing was finally renovated (completed January 2015), making it possible to

utilise our resources for operations.

Grounded in its vision and missions, SEAMEO CELLL has tried its

very best to promote cooperation in the science and practice of lifelong

learning and to serve as a focal point for information exchange and

good practices dissemination: we addressed the needs of identifying the

learning citizen’s characteristics at a series of national workshops on

Building a Learning Society in Vietnam, advocated the development of a

common LLL agenda in the context of ASEAN integration at the ASEM

Lifelong Learning Forum in Bali, participated in a regional project on

Transforming Education and Training System to Create Lifelong Learning

Societies in Asia and Pacific, and sent a Regional Project Proposal to

UNESCO Institute of Lifelong Learning (UiL) for technical support and

funding.

Realising that internal capacity enhancement is a matter of strategic

importance for the Centre’s development, especially in the field of research

and training, the Centre has put a top priority on staff capacity building:

with support from our valuable partners, the UiL and DVV International, in

this Fiscal Year 2014/2015, two Centre key staff were sent to Hamburg and

New Delhi for Participatory Action Research training and Youth Skills pro-

motion respectively. In-house training sessions were also effectively organised

to train our core staff as well as external staff in Moodle Learning Manage-

ment System and graphic designs (Adobe Photoshop and Illustrator) so that

they could smoothly operate future programmes serving the Centre’s purposes.

For this year 2015, SEAMEO CELLL is going to hold its very first

Governing Board Meeting. As stipulated in the Centre’s Enabling Instrument

(Articles VII and VIII), the Governing Board is the decision-making body

which determines the directions of the Centre as well as the authoritative

body which shall approve the nomination of the Centre Director, the Centre’s

organisational structure, and this very report among other important

matters. All the Centre interim management and staff are looking forward

to this next milestone with a strong belief that a bright new chapter in the

history of the Centre will be marked after this event.

ORGANISATION PROFILE

SEAMEO Regional Centre for Lifelong Learning (SEAMEO

CELLL) was officially established following the signing

ceremony of Memorandum of Agreement between

SEAMEO and the Government of Vietnam on

20/3/2013 at SEAMEC 47 in Ha Noi. The Centre

aims to cater for the regional needs in promoting

lifelong learning and provide opportunities

for cooperation in the field of lifelong learning

among SEAMEO Member Countries and

Associate Member Countries, help strengthen the

relationship and increase mutual understanding

between educational researchers, practitioners, and

policy makers of the region, in a spirit of mutual respect

and partnership.

VISIONA leading centre in promoting

cooperation in the science and practice of lifelong learning in Southeast Asia and a

focal point for linkage between Southeast Asian, Asian and European countries in lifelong learn-

ing activities.

To provide relevant programs and strategic alliances to educational managers, practitioners and

policymakerstowardsimprovinglifelonglearningpractice in Southeast Asia through research anddevelopment,capacitybuildingand

information exchange.

MISSION

a. Maintaining close cooperation with ministries/de-partments in charge of lifelong learning policies, particular-ly with the ministries of education and ministries of labour in SEAMEO Members Countries;

DESIGNATED RESPONSIBILITIES

b. Promoting the concept and good practices of lifelong learning in SEAMEO Member Countries in order to widen participation in education and training in employ-ment and civic life, and to combat exclusion and inequality in educational opportunities;

c. Conducting joint research and comparative studies on lifelong learning, as well as research for policy making at national and regional level;

d. Disseminating knowledge by publishing books, international academic journals and operating a website in English;

e. Organising appropriate events serving the purpose of the Centre, including high profile conferences, seminars and workshops, flexible and tailor-made training courses, lifelong learning festivals and promotion of good practices;

f. Facilitating, where necessary, policy learning between governments of SEAMEO Member Countries;

g. Supplying, where necessary, expert consultancy, advice and support services on request;

h. Maintaining close cooperation in the field of life-long learning with relevant regional and international organisations; and

i. Undertaking other activities as may be deemed necessary to realise the purpose of the Centre.

KRA 1: PROGRAMME EXCELLENCE

WORKSHOP ON KOMINKANOn 24-25 November 2014, SEAMEO

CELLL organised the international workshop “Kominkan – the Successful

Japanese Model of CLCs and Lessons to be Learned”, aiming at enhancing

operational capacity of non-formal education institutions through the study

of the effective model of community learning centres in Japan (Kominkan).

The workshop also served to initiate future establishment of cooperation

networks of regional organisations in the common field of lifelong learning

and to strengthen existing ones.Workshop participants (group 3)

Speakers at the workshop included experts in lifelong learning from the University of Tsukuba, Japan; DVV International; Arteveldehogeschool, Belgium; Intel Vietnam; Lao PDR MOES; VN MOET. Attending the workshop were more than 70 managers of CLCs, Vietnam Association for Learning Promotion from 20 provinces of Vietnam. A myriad of knowledge and experience was imparted to the participants, who will apply it to their organisations appropriately.

CEC NEEDS ANALYSIS MEETING

On 15-16 March 2015, SEAMEO CELLL held a meeting between the high officials from DVV International, leaders of the Continuing Education Department, VN MOET, and the management of SEAMEO CELLL to exchange information about (1) VHS – volkshochschule – a German model of adult education centres, and (2) Vietnam CECs, and principally (3) the challenges that Vietnamese CECs are faced with as a preparation step for the intended capacity building workshop in late 2015.

The meeting was followed by a visit of DVV International delegates and SEAMEO CELLL staff to the CEC of District 12, HCMC. During the visit, the management of the centre and DVV International delegates exchanged information concerning the management and operation of the centre and its technical assistance to the CLCs in the District.

ABSTRACTS OF KOMINKAN WORKSHOP PAPERS

As a follow-up of the Kominkan workshop in November 2014, SEAMEO CELLL produced a collection of abstracts of the papers presented at, and submitted to the workshop. The abstracts are in two languages, English and Vietnamese. To do this, SEAMEO CELLL first wrote the abstracts in the language of the original papers before translating them into the other language. A total of 300 copies of this book were printed and distributed to authors and CLCs around Vietnam. The collection includes links to full papers on SEAMEO CELLL website (www.seameocelll.org)

BOOKLET ON ADULT EDUCATION

Being a centre for lifelong learning, SEAMEO CELLL shoulders the responsibility of disseminating knowledge of lifelong learning to communities, both domestic and international. In that role, it has worked in the past ten months alongside with other duties to produce a booklet on adult education, briefing on the six CONFINTEA’s (from the French Conférence Internationale sur l’Education des Adultes) and presenting a glossary

of key terms related to this particular field of education. The booklet is laid out so that ease of reference is maximized, using tabs in an innovative way. Upon opened, the book will display all the tabs, each carrying the theme of one CONFINTEA, thus showing the development of adult education in relation with lifelong learning through the 60 years’ history of CONFINTEAs.

PROPOSAL ON ASEAN LLL AGENDA

In April 2015, SEAMEO CELLL made the proposal “Developing a Post-2015 ASEAN Lifelong Learning Agenda” to UIL. The proposal stemmed from the necessity of a common agenda for lifelong learning in ASEAN member countries, given the disparities in living standards, ageing populations and lack of human resources, and the year of ASEAN integration (2015), when the driving force is “One Vision, One Identity, One Community,” the realisation of which entails knowledge enhancement and skill improvement to increase work mobility in the region. The objectives of the proposed project are:1. Establish a research-informed knowledge bank of lifelong learning conditions in SEA;2. Create the first regional agenda on lifelong learning;3. Foster future regional endeavours in lifelong learning and continuing/non-formal education; and4. Stimulate regional integration, especially in education.

The proposal is awaiting feedback from UIL.

KRA 2: MANAGEMENT EFFICIENCYGOAL:Improve management and develop professional capability, especially in research

IN-HOUSE TRAININGStarting in March 2015, SEAMEO CELLL conducted a series of training workshops for SEAMEO CELLL permanent and external staff. The workshops aimed to provide participants with skills for work efficiency gain.Workshop 1: Designing and managing online courses on the Moodle PlatformThe participants, 35 in total, learned:• Techniques to set up a LMS on Moodle platform• Techniques to create and manage online courses for CEC staff• Techniques to create and manage online courses for language teachers.

Workshop 2: Adobe Photoshop for officers and teachersThe participants, 35 in total, learned to enhance quality of presentations and web graphics using Photoshop.

Workshop 3: Adobe Illustrator for officers and teachersThe participants, 25 in total, learned to design graphics that can be used in presentations, leaflets, and website, using Illustrator.

UNESCO WORKSHOP ON PARTICIPATORY AND COLLABORATIVE ACTION RESEARCHOn 24-26 March 2015, SEAMEO CELLL attended the international workshop on ‘Participatory and collaborative action research to empower youth and adult literacy learners in multilingual and multicultural contexts’ organised by UNESCO Institute for Lifelong Learning (UIL) and Abuja UNESCO Multi-Sectoral Regional Office. Participants were from various Asian, African, and European countries.The workshop offered participants an international platform for exchanging experience of integrating participatory and collaborative action research (PAR) into initial and continuing training of adult educators for youth and adult literacy in multilingual and multicultural contexts and provided opportunities to develop jointly a draft policy brief on creating an enabling environment for PAR for youth and adult literacy in multilingual and multicultural contexts.

PRIA AND DVV INTERNATIONAL WORKSHOP ON PROMOTION OF YOUTH SKILLS AND OR-GANISATIONAL DEVELOPMENTOn 20-25 April 2015, SEAMEO CELLL attended the international workshop on ‘Promoting skills for youth and strengthening partner organisations’ co-organised by Society for Participatory Research in Asia (PRIA) and DVV International. 28 participants came from different countries in Asia and Middle East regions. The workshop offered participants opportunities to exchange experience of youth skills promotion. The participants agreed that the organisations, though in different countries and regions, shared similar challenges during their undertaking. The outcome of the discussions helped the participants draft their national, regional, and interregional projects on promoting skills for the young and strengthening partner organisations.

COMMUNICATION

Internal communication is maintained at high efficien-cy via four major channels: • WIKI – a web service that supports collabora-

tive text, and graphic inputs, enabling real time communication among staff members; the cen-tre WIKI is also where documents are kept and retrieved conveniently for reference;

• Email system, where information is shared or channeled to the target recipient(s);

• Centre dropbox, where documents and data are stored and shared among all the Centre members; once a file is copied to the Centre dropbox, it will automatically be copied to all staff computers;

• Weekly meetings, where past week work is reviewed, and plans, both weekly and quarterly, are made, discussed and evaluated. Minutes of the meetings are put in the Centre Wiki for refer-ence during the following weeks.

External communication is done through four chan-nels:• The Centre websites (seameocelll.org and

vn.seameocelll.org) where information on SEAMEO and SEAMEO CELLL themselves and their activities is posted. The websites each has a contact page that facilitates inquiry input from readers. SEAMEO CELLL’s websites also feature a growing resource on lifelong learning;

• Email system;• Fax and phone lines;• Meetings.

The different channels of communication have ensured prompt and timely exchange of information both internally and externally.

STAFF

At present, the Centre has a 9-person staff comprised of an Interim Director, a Deputy Director, 3 Department Managers, 1 Programme Officer, 1 Researcher, an Accountant, and a Cleaner. As professional work is on the increase and has started to accumulate, more staff members are needed but new recruitment proves difficult due to the tight salary plans. Worse still, the Chief Accountant stopped working for SEAMEO CELLL in August 2014. Ever since, the Deptuty Director has had to involve herself in book keeping to help the accountant. And the researcher is going abroad for his PhD programme this coming September. Despite all financial problems, SEAMEO CELLL has managed to gather an efficient external staff of 15 qualified dynamic teachers who have supported SEAMEO CELLL greatly in administrative and logistic work for conferences and seminars. The external staff will facilitate English classes which are projected to begin late this year.

ACTION PLAN BUILDING

In December each year, the Centre hold a day-long meeting to examine the proposed departmental action plans for the next year. One month before that, each of the 4 departments (for the time being, the Director temporarily is in charge of the ICT Department) will begin looking ahead to the following year and their plans are shared among the departments for suggestions on improvement. After the final meeting, when the plans have been revised and agreed on, the Director will approve them and the departments will act accordingly.

FIRST GBM PREPARATIONSEAMEO CELLL planned to organise its first Governing Board Meeting in 2014, but renovation work of the Centre building, and the lack of information on state budget allocation for the following three years delayed the meeting. Despite obstacles, the Centre has seriously been preparing for this important meeting since early 2014, and required documents for the meeting are being finalised (as of July 2015) so they can be sent out to the Governing Board Members one month before the meeting date, which is scheduled for 14-15 September 2015. Announcement of this event was made at the 2015 CDM by the Centre Director and the Centre has been informed by SEAMES that all the 11 Governing Board Members were officially nominated and appointed by the President of SEAMEO Council. Information as well as online registration for this Governing Board Meeting is now available on the Centre website.

KRA 3: SOLID RESOURCE BASE

FACILITIES

After two years, the much-awaited decision on building renovation was finally granted and a modest budget was allocated for the project in mid-2014. SEAMEO CELLL immediately went through the paper work and embarked on the project. Within six months, the work was completed and SEAMEO CELLL now has a proper work place, though much is still desired.The Centre building is conveniently located in the very centre of Ho Chi Minh City, which is the biggest commercial and financial centre of the country. The total land area is 704 m2 (16m x 44m) in which the building area is 1152m2 (8m x 36m x 4 floors).

GOAL:Maintain and upgrade facilities and equipment to successfully carry out the Centre’s mission and purposes

Renovation work included:• Repainting the whole building• Wiring the whole building• Fitting the water system in the building• Converting rooms to function rooms• Rebuilding and equipping two toilets and

building two new ones• Tiling the stairs, landing, first-floor offices

and second-floor classrooms• Replacing the hallway door • Renovating the lighting system at the two

main gates on Le Thanh Ton and Hai Ba Trung street.

The centre building now has • Internet fiber connection;• Wi-Fi coverage throughout; • 10 classrooms, of which 7 are unfurnished; • 1 meeting room with a capacity of 30 pax; • 1 conference room with a capacity of 60

pax; • 3 fully-equipped offices; • 1 resource room with nearly 1,000 books

and journals.The Centre plans to properly equip all rooms for their functions but is still awaiting the annual budget allocation.

KRA 4: CENTRE VISIBILITYGOAL:Strengthen networking with lifelong learning organisations worldwide to increase the visibility of SEAMEO CELLL and SEAMEO, as well as to promote collaboration in lifelong learning

ACTIVITIES

In October and December 2014, SEAMEO CELLL participated in a series of in-country and international workshops spanning the three major regions of Vietnam. The workshops named Building a Learning Society: From Vision to Action were held by the Central Committee for Propaganda and Education, Vietnam Ministry of Education and Training, Vietnam Association for Learning Promotion, and UNESCO Institute for Lifelong Learning in collaboration. The workshops were intended to:• Identify desired characterisitcs of learning citizens• Identify desired characterisitcs of Vietnamese learning society• Draft action plans at city and provincial levels for building a learning society for the period

2012-2020.The Centre Director gave a presentation at each workshop, elaborating on “ASEAN 2015 and its impacts on Building a Learning Society and Identifying Learning Citizen Characteristics in Vietnam”.

Workshop on Building a Learning Society: From Vision to Action

On 10-12 March 2015, SEAMEO CELLL partook in the ASEM forum on Lifelong Learning “Renewing the Agenda for Life-long Learning” in Bali, Indonesia. At the meeting, Director Le Huy Lam delivered a presentation on “ASEAN INTEGRATION and the need for a comprehensive LLL agenda.” He analysed the situation in the region and emphasised that lifelong learning and building a learning society should be at the centre in the ASEAN socio-cultural commu-nity blueprint and called for a comprehen-sive lifelong learning agenda for the region.

In February 2015, SEAMEO CELLL served as an in-formation hub of communication between UNESCO and VN MOET on the progress of National Qualifications Frame-work building. SEAMEO CELLL also assisted with the process by translating (1) the report into Vietnamese for examination of the contents by Vietnamese authorities and (2) feedback from Vietnamese authorities back into English. The UNESCO report will include information on Vietnam in the next issue when this informa-tion has been fully updated by the relevant Vietnamese bodies.

SEAMEO CELLL Director facilitates Intel Teach Getting Started Course in Myanmar

Following meeting agreements between Intel Education and SEAMEO CELLL in April and December 2013, the Director of SEAMEO CELLL was invited to facilitate a Master Teacher training course for the Intel Teach Getting Started, organised by Intel Education and Ministry of Education of Myanmar. The course was conducted at Yankin Education College, Yangon, Myanmar, from 4 to 6 August 2014. 40 ICT and subject matter teachers from 5 regions in Myanmar attended the course and were given certificates, enabling them to cascade training to participant teachers in their local schools once authorized by the Myanmar Ministry of Education.The themes of the Getting Started Course include:• Promoting and developing a 21st century learning environment• Fostering critical thinking and collaboration in the classroom• Facilitating student-centered classrooms that encourage student self-direction and higher-order

thinking• Acquiring and applying basic technology skills to create teacher productivity tools• Using technology effectively to create products relevant to subject and grade levels.

On the occasion of SEAMEO College Module 3 workshop organised by SEAMEO RETRAC in July 2014, Dr Rujaya Abhakorn, SEAMEO SPAFA Cen-tre Director kindly paid a visit to SEAMEO CELLL. Amid the construction site, Dr Rujaya congratu-lated SEAMEO CELLL on the renovation work and shared valuable lessons on Centre management and operations.

On 1 October 2014, SEAMEO CELLL, for a third time since the Centre establishment, received Dr. Fernandez, BIOTROP Deputy Director, who came and advised the Centre on two key planning issues SEAMEO CELLL was working on:• aligning SEAMEO CELLL operations to

• preparing for the workshop “Kominkan – the Successful Model of CLCs and Lessons to be Learned.”

On this occasion, the Centre Resource Room Ribbon Cutting Ceremony was held to mark this significant visit of the President of SEAMEO Council. The Resource Room was finished a month earlier with books, journals kindly donated by DVV International, Vietnam MOET, and English learning books by SEAMEO CELLL staff.

SEAMEO Council President, His Excellency Prof. Dr. Pham Vu Luan, Vietnam Minister of Education and Training cum SEAMEO Council President, visited SEAMEO CELLL on 13 February 2015. During the visit, he shared with SEAMEO CELLL orientations towards fulfillment of the Centre’s designated functions.

KRA 5: FINANCIAL VIABILITYGOAL: To manage activity expenses within the limited budget

In 2014, SEAMEO CELLL faced a lot of difficulties as the operating funds from the state budget was completely discontinued. The Centre had to contain all 2014 operating costs within what was left over from 2013. Not until March 2015 was SEAMEO CELLL allocated 69,767 USD for the whole year 2015 (from 1st January 2015 to 31st December 2015).Concerning the capital funds, in FY2014/2015, SEAMEO CELLL was funded 93,023 USD for premises renovation from the state budget, which increased the total budget for premises renovation to 186,046 USD. This amount hardly sufficed. In FY 2013/2014 and FY 2014/2015 the center disbursed 9,068 USD and 140,317 USD, respectively out of 186,046 USD. As the renovation finished at the end of 2014, according to Vietnam accounting procedures, the remaining 36,661 USD was transferred to FY 2015/2016. In FY 2014/2015, at the request of the Centre, the MOET allocated 13,953 USD for SEAMEO CELLL’s organisation of its first GBM. However, as the premises renovation was not completed until the year end, the meeting was delayed. This budget was tranferred to FY 2015/2016 for our coming 1st GBM in September 2015.
