We were missing a lot of our usual attendees. For the first time in my tenure on the Board there were no comments during the open forum no com- plaints, no kudos. We did however take important action in the continuing management of our community. Another month, another noncontrover-

sial meeting. We must be doing something right!

Only a few people showed up. We were missing a lot of our usual attendees. For the first time in my tenure on the Board there were no comments during the open forum – no com-plaints, no kudos.

We did however take important action in the continuing management of our community. We awarded a contract to not only reseal our streets but also repair deteriorated asphalt and concrete areas mostly in the parking stalls. We will also be doing a double coat of seal in the parking stalls as well as replacing the caulking in the joints between gutter sections. This is designed to prevent the deterioration of the as-phalt from water running into the parking spaces from adjacent landscaping and water getting under the asphalt.

The Board wants to thank Paul Gimla for lending his expertise in this area by meeting with each of the bidders, analyzing their bids and advising the Board accordingly. His input and advice in what to ask for, what to question, and what to require, was invaluable.

August 17, 2016

CALL TO ORDER/ROLL CALL

Board Members Present: President, Alan Newman; Vice President, Jim Sevier; CFO, Bob Coates; Board Secretary, Ron Cannizzo; Director-at-Large, Marilyn Stemen.

Lindsay Management Services: Amanda Weatherly; and approximately 5 members in attendance.

MINUTES & FINANCE REPORTS

Minutes- Approved the Minutes of July 13, 2016 as submitted, pending two correc-tions.

Finance reports – The Financials ending July 31, 2016 were approved, pending year-end audit.

COMMITTEE REPORTS

Architectural – The Board reviewed the architectural log, which has been up-dated to include a column that has the roof waiver.

Enhancement – This Saturday will be the potluck event. The enhancement com-mittee is receiving bids for the front mon-ument. The committee would like to pur-chase stand up fans for the clubhouse to cool the room. The Board approved stand up fans to be purchased for the clubhouse.

Finance - The Finance Committee re-ported earlier in the meeting by CFO.

Lakes – Lakes Committee met at the pavilion and did a walk through. There

will be a lot of debris removed from the lakes and put on the side to dry. There may be another crew member brought on to remove the debris. Treebeard will then remove the dried debris.

Landscape – Landscape has had an-other crew member come on, included in the budget. Clean up and trimming has been going much faster. Landscape has greened up considerably. The landscape crew has been catching up on weeding and trimming behind homes on Lantana and Linden. It was noted that this area does get neglected but requires a very specific schedule in the landscape maintenance contract. The Landscape Chair has been holding back from plant-ing color until October. The punch list for August will be low. Treebeard installed Gorilla mulch out on Lowder to hold in water and look better maintained.

Maintenance – The Board has the maintenance needs list for review. There are a lot of volunteers that help with re-pairs. Alan Newman fixed the bathroom faucet that was askew in the south bath-room. Handy Hands needs to come back to review some dry wall repairs in the bathrooms. Jack Chambers, Chambers Electric, will be out to review some bro-ken glass and lights and submit a bid. The Board approved to have street seal-ing done by George Weir to start as soon as possible. The Maintenance crew rec-ommends a power washing be done for $275.00 by Handy Hands at the north pool/spa for the planters. There are only 12 owners that have not picked up the new mailbox keys.

Pools & Spas – There was an incident at the south spa where there were intruders after 11:00pm. Jim Lang asked if they lived in the community and told them the police would be called.

Public Affairs – There was not a meeting this month.

Tennis – There are a lot of people using the tennis courts.

Welcome – On July 21st, the enhance-ment committee met and Fran Newman was elected as the new chair. Kathy Hoff-man (the old chair) gave each new owner a gift - a welcome arrangement. After she resigned, the committee had the idea that each new owner would get a coupon for two people to attend a community event totaling $30.00. The owner/tenant regis-tration form currently being used only has phone numbers, and the welcome com-mittee would like to include emails and info on lease start and end dates for rented units. Short term tenants are not in the community long enough to receive a welcome visit.

UNFINISHED BUSINESS: No action. NEW BUSINESS The Board reviewed and approved a bid to re-pair a sewer line for an exterior line that was damaged by roots. The Board approved the Landscape Committees recommendation to have ten new replacement trees purchased and installed. The Board approved replacing the south pool filter. The Owner/Tenant Registration form has been updated to include a spot to fill out owner email, lease term, and emergency contact information. ANNOUNCEMENTS: None. EXECUTIVE SESSION SUMMARY: Alan Newman provided a brief summary of items discussed in Executive Session. Items discussed were as follows: delinquencies and the roof waiver. THE NEXT MEETING WILL BE HELD AT THE CLUBHOUSE AT 4:00 PM. September 21, 2016.

GENERAL INFORMATION

Dogs are Man’s Best Friend - If you have a dog and need to leave it alone inside or outside your home, the dog may become lonely and may bark. One suggestion is to turn on soft music on the radio, a CD or the TV to keep the dog company until you come home. Both your dog and your neighbors would be happy. Help Report Trespassers – People and vehi-cles in Sea Cliff are presumed to belong here, but there have been trespassers from time-to-time who do not belong. And use of the pools or spas after 10pm is regarded as trespass-ing. We have an agreement with the Carlsbad Police that they will respond within Sea Cliff to deal with unauthorized people and vehicles. If you see such a person or vehicle, call the Po-lice at (760) 931-2197. If you are uncomforta-ble in doing that, call a Board member. Trash Carts Out On Time – Please help keep Sea Cliff tidy by placing your trash carts out no earlier than 6 PM the day before pick-up. Normally that’s on Monday at 6 PM. If there’s a problem in doing that seek help from a neigh-bor or notify a Board member of the reason. And put the carts away before evening of the pick-up day. Dogs and What They Leave Behind – In the past we have had some problems from dog poop left on the grass and sometimes on the sidewalk. And we have reminded residents, who walk their dogs, that it is their responsibil-ity to clean up after them. This can be much more than an annoyance since a dog was di-agnosed with giardia! And they usually get that from contaminated poop. PLEASE carry a plastic bag with you when you walk your dog, and use it when needed for clean-up purposes.

Be a good neighbor by depositing your pet’s trash in your own trash carts. Guarding Against Water Waste – All of us and the HOA have work to do to reduce waste of our City-supplied water. Residents can eas-ily tell if back-yard and side-yard watering is being wasted by noticing if water is flowing from your lateral drains. If so, adjust your irriga-tion program.

The HOA, with lots of help from Tree-beard, measures water use, compares it to wa-ter “needed,” and has actively reduced waste since 2011 by over 60% - saving thousands of dollars in water bills. You can tell because little of the City water is wasted down our street gut-ters and storm drains.

Recently, however, we had a severe break in a main irrigation line and over 370,000 gallons of water was lost into Hidden Lake, where it overflowed and was lost to the ocean. To prevent that in the future, a sensor and shut-off system was installed on the “big three” of our twelve water systems. A sensor elec-tronic device monitors the volume of water used in the nightly sequence of flow for irriga-tion, as it surges into each of the watering valves. The device memorizes the amount for each valve. If thereafter, a surge of water ex-ceeds the established pattern of use by any one valve, the device will shut down the irriga-tion controller. A red light outside the controller lights up for the Treebeard crew to notice. No more watering thereafter until the problem is fixed. New Section on the Website – Email Ad-dresses – There is a new section to the Resi-dents Directory on the website. Now you can access email addresses by searching the “Di-rectory by Email“ section of the residents pass-word-protected area. That directory is sorted by residents’ last names. If you would like your email address added, changed, or deleted,

please contact Jim Lang at [email protected] . Bikes and Scooters in the Interior of the Common Area - Please note that the recent change to the Rules now allows children five and under to ride bikes and scooters in the common (park) areas. However, they must be supervised and the rest of the old rule applies which says, “Riding of skateboards and roller skates is not allowed on the walkways, in the pavilion area or common green property.” The rule change specifically retained a prohibition on skateboards and roller skates since they are more likely to cause safety issues.

Ball playing in open areas will also be allowed but hardballs and batting are specifi-cally prohibited. New Mailboxes and Keys – The new mail-boxes are now in place and 96% of the units have sets of keys to those boxes. After weeks of kiosk and email announcements, and over four sessions when volunteers passed out keys, we are at the point where the 4% that “didn’t get the word” or don’t care, must pick-up their keys at the Management Company. We hope the new mailboxes give another 30-years of trouble-free access to your mail to only you.

Vector Control Anyone? – If you have ques-tions about, or problems with, animals and in-sects that can transmit diseases on your lot, check out the County Vector Control Program website at www.SDVector.com . Disaster Preparedness – From 1992 or so until 2003, we had a group of volunteers who focused on disaster preparedness. Their rec-ords are in a committee binder in the club-house. Recently we have had queries about re-instating such a committee. But since we rely solely on active volunteers, if you are inter-ested in joining or chairing a new committee, please write to or email the Management Com-pany. Cleanout of Roof Gutters and Downspouts – If you have a blocked gutter or downspout, please call the Management Company to get your name on the next list. Lateral Drain Cleanout, Inspections and Re-pairs – Residents are advised to periodically check their area lateral drains to ensure they flow freely and to contact a service provider if they are blocked.

ARCHITECTURAL COMMITTEE

The CC&Rs and Standards require that Architectural Committee approval be obtained prior to beginning any change or improvement to the exterior of a home or any mechanical service systems (HVAC systems, gas, water or electrical pipes or wires, etc.). Also, changes in hardscape, large landscaping, drainage, and irrigation systems shall require the prior ap-proval of the Architectural Committee.

ENHANCEMENT COMMITTEE by Peggy Madlin & Judy Snider

Once again our summer Potluck Dinner

was a big success. The evening cooled off nicely (at least compared to recent weather) and food and fellowship was shared by more than 50 residents. Thanks to everyone who turned out and made it fun. A big thank you to the Enhancement Committee members who worked with me on this event: Judy Snider, Judy Curtis, Linda Mettling, Norma and Brad Wright, Kathy Coniglio, Julie Cole and Gloria Sutton. Our charming posters and table signs were made by Toni Rechsteiner. Thank you everyone!

Our next special event is our annual “Dinner Under The Tuscan Sun.” Mark your calendars for September 10th at 6:00 pm and come enjoy the delicious catered Italian din-ner. The deadline for reservations is Septem-ber 2nd. Watch the kiosks for additional details.

LAKES COMMITTEE

For the August meeting of the Lakes Committee, we did a walk-around to look at lake features and management concerns. Our new members had a chance to discuss the four big water pumps, skimmers, drains, and water-level controls. On the biological side of the

coin, we took a look at water lilies, submersed plants, fish, insects, birds, and turtles that make the lakes so lively. New data on water quality indicate that all three lakes are a little saltier than our tap water due to continual evaporation. At this point, we are still well within the acceptable range for supporting freshwater fish. Our lake management com-pany, North County Ponds, has been focusing on removal of excessive plant growth from Hid-den Lake, which tends to accumulate more plants and debris than the upper lakes.

LANDSCAPE COMMITTEE

While our regular irrigation maintenance is now working well and all is green again, con-sidering we are in our warmest month of the year, crews are busy digging trenches for ex-tending areas of reclaimed water irrigation. You

may have noticed many trenches at the south end of Sea Cliff and more to come. That will al-low us to increase our reclaimed water to more of Sea Cliff and continue our efforts to be very proactive regarding water conservation. This work is being done by outside crews brought in by Treebeard as to not disrupt our regular maintenance for landscape. Please be patient with the "mess" that all of this work creates. We have brought in an additional crew member for all of the months of August and September as we are currently in the fastest growing season for weeds as well as all of our plantings. This will enable our crew to "catch up" especially on maintaining our banks behind homes on both Lantana and Linden which we acknowledge are way overdo for major work. We will have all of this work on the banks com-pleted within the next four weeks. And we will rework the crew’s schedule for future mainte-nance as this area has not been addressed ad-equately in the past. POOLS & SPAS COMMITTEE

“There are no pool servants.” The new signs at the entry gates of both pools say it all.

We are so fortunate to live in Sea Cliff with its many amenities, including two pools. And over the years we’ve been fortunate in having active and responsible board members who make sure these amenities are kept in op-timal condition. And with equally cooperative residents and their guests, we continue to have well-maintained pools that are the envy of other communities.

So as you enjoy using the pools, please remember to observe the posted rules and encourage others to do the same.

If you feel inclined to move a table, chair. or lounge chair, please remember to re-turn it to its original home.

If you raise an umbrella to provide shade, please remember to retract it, espe-cially if you’re a late afternoon sun bather and evening is not far off.

Perhaps you have a small child still in diapers and want him/her to become accus-tomed to the pool’s waters. Just make sure he/she is wearing waterproof protection over the diapers so that no leakage occurs.

And finally: When leaving the pool area, don’t forget to gather all your belongings - clothing, towels, sun lotion, sun glasses, etc.

The pools are for the enjoyment of all residents and their guests. We’re all in this to-gether.

Jim Colclaser, chairman of the SWCHAC, elected (for all us regular at-tendees) to take a bit of a break in August, so there was no meeting/speaker in that month; but he is hopeful that there will be a meeting at the usual location in Sept.

Meanwhile, happy summer days, and may the USA Olympic Whack-a-Mole 4 X 4 Blue Speed Team finally be qualified for com-petition.

The SWCHAC meets on the first Mon-day of every month for exactly one hour start-ing promptly at 8:00 am. The location: the Alta Mira #4 HOA Clubhouse, 6750 Paseo Del Norte next to the tennis courts. Due to Labor Day Holiday, our next meeting is Monday Sep-tember 12, 2016.

They are in the midst of doing exten-sive remodeling, but they hope to get involved after they are settled. Michele enjoys playing bridge and Roger loves to surf and bike. The August meeting was a workshop on Photos, the new photo-editing program used both on the OSX operating system for Apple computers and laptops, and also the iOS oper-ating system used on mobile devices (iPhones, iPads, and iPods). John Hair, a Sea Cliff resi-dent, assisted everyone in doing a variety of projects with their own photos.

The September meeting will be about the “Cloud” and a review of the important things you need to do to be “computer safe.” If you have any questions about these items

SEA CLIFF LENDING LIBRARY

Many residents have been generous with donating books to our lending library and we thank you for that. However, lately we have

been a bit overloaded with very old or dam-aged books, as well as some that are not really meant for reading, like old cook books. Before donating to our library perhaps ask yourself if you would enjoy picking this book up and read-ing it yourself. If the answer is yes, bring it on. Also remember to simply place the books on the counter or in bags on the floor. Do not try to file them on the shelves yourself. This will allow our library volunteers to ensure there is consistency in the filing system.

POOL & SPA SECURITY

Pool & Spa users can expect to be asked about their residency or guest status. Please be considerate of resi-dents and guests. Read and follow the posted rules and return furniture to original location after use.

HOME SECURITY

No one is immune to criminal trespass-

ing. This includes Sea Cliff residents. Although we live in a gated community, there are still ways intruders can enter, such as following people through the gates, or climbing over our short perimeter walls.

By keeping your doors locked when you’re out, you can deter robberies. This in-cludes entry though your side garage door into your home – perhaps by climbing over the atrium wall. It is easy for an agile thief to climb those walls to gain access. (It has occurred more than once.)

If you sleep with a sliding door ajar, make sure that the screen door is locked and, better yet, use a cut-off broomstick in the slid-ing door track to keep the door from opening wide enough to allow entry.

And, last but not least, be alert. If you see someone suspicious, anywhere on Sea Cliff property, call the Carlsbad Police Depart-ment at (760) 931-2197. They will investigate promptly.
