Over three hundred Rover Scouts from seven countries gathered in Berakas, Brunei Darussalam from the 12th to the 17th of Decem-ber 2018 for the 1st ASEAN Rover Moot. Participating countries in-cluded host country Brunei Darus-salam, Indonesia, Malaysia, the Philippines, Singapore, Thailand and Vietnam.
The Moot was officially launched by the Sultan of Brunei, Sultan Hassanal Bolkiah. Sultan Bolkiah is also the patron of Persekutuan Pengakap Negara Brunei Darus-salam, while his son, Crown Prince
Hanji Al-Muhtadee Billah is the Chief Scout.
The Rover Moot is an event for the senior branches and other young adult members of the different Na-tional Scout Organizations of the World Organization of the Scout Movement. It provides an oppor-tunity for young adults in Scouting to meet together, with the objec-tive of improving their internation-al understanding as citizens of the world. During the moot, several specialised activities, community services and community develop-ment projects are conducted and

organised. The Rover Scouts pro-vide the much need manpower for these activities and projects.
Environmental-related activities were prioritised, with Rover Scouts planting 400 trees in Kampong Sungai Mau in Jalang Liang. Participants were divided into four groups, and each group was assigned to one a tribe in Tembu-rong District, Tutong District, Belait District and in Brnei- Muara District.

son of the APR Young Adult Members Group said that the moot was definitely a refreshing experience. “It was interesting to understand and experience Bru-nei’s culture, dances and music; it’s definitely an eye opener.”
“What’s more interesting about the whole thing is that I felt like we are allowed to choose which sub-camp to participate in. It seemed to be more customised, that we all have a choice where to go and which activity to attend. It’s definitely fulfilling,” he added further.

It has been another great year for Scouting in the Asia-Pacific Region. This holiday season, we are looking back with appreciation all of your invaluable contributions, and look forward to moving into the New Year together.
We successfully conducted the 26th Asia-Pacific Regional Scout Conference and finally concluded the 2015-2018 triennium with great strides and accomplishments. We have closed one phase of our work, and we are ready open new doors as we face the next year with great anticipation.
We face new challenges and we are well-prepared to collaborate with colleagues and volunteers to fully implement the WOSM Services.
We are prepared to work with a new batch of the Asia-Pacific Regional Scout Committee and its Sub-Committees–our partners in concluding our APR Vision 2020, and in contributing towards the realisation of WOSM Vision 2023.
We are prepared to grow, expand, and continue to do our share in making Scouting the leading youth movement in the world starting from this region – the great Asia-Pacific Region!

Indonesian President Joko Widodo leads the inauguration of Gerakan Pramuka’s new commissionersJAKARTA, Indonesia – President Joko Widodo of the Republic of Indonesia and Chief Scout of Gerakan Pramuka led the inauguration of its new set of commissioners at the Presidential Place Complex in Jakarta on Thursday, December 27. The Chief Scout signed a Presidential Decree confirming the appointment of Gerakan Pramuka’s commissioners for the term 2018-2023.
Gerakan Pramuka will be led by its new Chairper-son and Chief Commissioner, Police Commissioner General (Retired) Drs. H. Budi Waseso. He will be assistant by 11 vice chairpersons who will also serve as head of each designated commission in the National Scout Organization. Each commission is composed of nine members who work together to achieve the NSO’s overall strategic objectives. The vice chairpersons include the following: Jana T. Anggadiredja (Planning and Development), Supriyadi (Youth Programme), Suyatno (Adult in

and innovative Scouts, entrepreneurship, community development, and playing an active role in the global community.
Waseso was selected as the new Chief Commissioner of Gerakan Pramuka during its National Congress in Kendari, South East Sulawesi in September 2018. He replaced the former Chief Commissioner, Dr. Adhyaksa Dault, SH who served from 2013 to 2018.

Scouts to build 2,000 solar lights at the Australian Scout Jamboree
Scouts Australia is partnering with fellow not-for-profit SolarBuddy.org, to deliver an environmental and socially responsible activity for 2,000 Scouts and Leaders at the 25th Australian Scout Jambo-ree taking place at Tailem Bend in South Australia on 4-14 January 2019.
Providing the SolarBuddy activity for Scouts, girls and boys aged 11 to 15 years, directly supports the World Scout Environment Pro-gramme, a component of the Better World Framework, covering environment, peace and development.
With this project, Scouts Australia aims to contribute to the Unit-ed Nations’ Sustainable Devel-opment Goals, in particular, the goals relating to good health and well-being (Goal 3), quality educa-tion (Goal 4), affordable and clean energy (Goal 7), and partnerships (Goal 17).
The completed solar lights will be distributed to Scouts and children
in developing countries, living in communities with less or no access to electricity. All solar lights will be distrusted by Scouts to oth-er Scouts from different National Scout Organizations in the Asia-Pacific Region.
The project management team led by Leaders and Scouts from Scouts Australia (ACT Branch) will deliver a renewable energy STEM (Science, Technology, Engineering and Math-ematics) education programme to at least 2,000 Australian Scouts and their Leaders who will attending the 25th Australian Scout Jamboree.
The activity will be running with-in the Jamboree Trade Zone, with a 1.5 hours session running four times per day for over 8.5 days during the Jamboree.
The project will be spearheaded by Scout volunteers and Solar-Buddy.org staff. They will be working together to deliver the educational aspects of the activi-ty and to supervise the technical build of the units.
To enable the viability of the project, solar kits were purchased from funds sourced thru fundrais-ing efforts. Key donours include On Track Expeditions, a Telstra Kids Grant, an anonymous Scouts ACT donor, ACT Rover Scouts and Service One Alliance Bank.
A $400 donation was also made by a 17-year-old Venturer Scout from Victoria with a passion for the environment, who raised funds by collecting and recycling old car batteries.
Youth members are taking an ac-tive role in developing the session programme materials, developing their project management and leadership skills. An ACT Rover Scout (age 23) is taking the lead in developing and delivering the programme, and two Venturers (ages 16 and 17) assisting with running the activities.
One of the Venturer Scouts is Ellery Farran who lives in remote northern Victoria and is a Venturer with the NSW Lone Scouts Group.
Scouts Australia aims to contribute to the the United Nations’ Sustainable Development Goals, in particular, the goals relating to good health and well-being, quality education, affordable and clean energy, and partnerships.

JOTA-JOTI kicks off during the 26th Asia-Pacific Regional Scout Conference
Coinciding with the last day of the 26th Asia-Pacific Regional Scout Conference in Manila, the 61st Jamboree-on-the-Air (JOTA) and 22nd Jambo-ree-on-the-Internet (JOTI) officially opened on 20 October, Saturday. The event was done in partner-ship with the Philippine Amateur Radio Association, Inc. (PARA).
Shortly referred to as JOTA-JOTI, it is the largest Scouting event in the world with over 1.8 million Scouts participating across more than 150 countries. It is an event that connects Scouts all over the world with each other using airwaves and the internet.
“Sixty years ago, we decided to switch on the ra-dio to start a Jamboree without borders, where we pitch no tents or hike no mountains, or sing no song enough to rouse the sleepy camp. Yet, through this Jamboree, we forged brotherhood and put Scouting into higher level,” said BSP Secretary General Roge-lio S. Villa, Jr. in his message to the Scouts sent via ham radio via BSP’s official station, DX1BSP.
The event in Manila was attended by World Scout Committee Chairman Craig Turpie, WOSM Secretary General Ahmad Alhendawi, Philippine Telecommuni-cations Commissioner Gamaliel A. Cordoba and some ranking officials of the Boy Scouts of the Philippines and the Philippine Amateur Radio Association.
In a separate message, Craig Turpie reiterated the importance of allowing young people to participate in JOTA-JOTI to communicate with fellow Scouts around
the world to build a commu-nity of leaders and create a sense of be-longing to the global move-ment.
“JOTA-JOTI is a fun and exciting annu-al experience for all young people in Scouting using
the widest range of modern technology’s communica-tion channels to educate, promote cultural awareness, develop tolerance, as well as enhance sharing, collab-oration and teamwork, along with building a sense of belonging to the worldwide Scout Movement. It is a “travel-free” Jamboree that takes place wherever you are in the world,” he stressed.
BSP Vice President for Luzon and Philippine JOTA National Coordinator Sofronio C. Ona Jr. expressed elation as this year’s Jamboree became both mem-orable and historic with the presence of high-profile personalities and for making it a part of the Confer-ence.

Top ten Outstanding Boy Scouts of the Philippines namedThe Boy Scouts of the Philippines announced on 17 October, Wednesday, the winners of the 29th Search for the Ten Outstanding Boy Scouts of the Philippines (TOBS) in a special ceremony held at the Philippine International Convention Centre.
The awardees are the following: Adriell Philip Luna, San Pablo City Council; Niño Jan Paul Dosdos, Zam-boanga del Sur – Pagadian City Council; Alizza Eunes Mendoza, Eastern Pangasinan Council; Almario Caña-da II, Rizal Council; Daphnee Gen Jaralve, Cebu City; Sean Marie Prythyll Patnubay, Aklan Council; Michael Benjamin C. Morco, Manila Council; Russell Rex King, Cebu Council; Vance Raphael Praire, Iloilo (Confesor) Council and Allen Dave Capa, Cotabato Council.
The winners received a trophy, the TOBS medallion, plaque of recognition, PhP 25,000.00 (USD 500.00) cash prize and a two-year college scholarship.
This TOBS awarding was star-studded. Gracing the prestigious event were Craig Turpie, World Scout Com-mittee Chairman; Ahmad Alhendawi, WOSM Secretary General; Paul Parkinson, APR Scout Committee Chair-man; J. Rizal C. Pangilinan, APR Regional Director, and the delegations the from various National Scout Organ-isations who attended the 26th APR Scout Conference. They were joined by ranking officials of BSP’s National
Executive Board and the BSP National Office headed by BSP National President Atty. Wendel E. Avisado and Sec-retary General Rogelio S. Villa, Jr. respectively.
Apart of the grand recognition of naming the winners, a separate award was conferred by the Ten Outstanding Boy Scouts of the Philippines Association (TOBSPA), the alumni association of previous winners of the prestigious award since 1989. The TOBSPA Award for Community Service: Gawad TOBSPA aims to highlight the principle that community service characterises the life and val-ue of a Scout. The award to be given to an Outstanding Scout for his exemplary performance in community ser-vice shall provide a living model to all other Scouts.
This year’s honouree for the TOBSPA Award for Commu-nity Service is named after David T. Bueno, in recognition of his exemplary service as a Scout and commitment to his profession and to the cause of helping other people.
Receiving a medallion, plaque of recognition and PhP 10,000.00 (USD 200.00) cash, Scout Russell Rex King of Cebu Council was named as the winner of the TOBSPA Award for Community Service, Gawad David T. Bueno for his project entitled, “Neckerchief Not Handcuffs; Future Leaders not Troublemakers.”

The Asia-Pacific Region of the World Organization of the Scout Movement is pleased to share with its member National Scout Organizations, the call of applications for the 2019 Asia Philanthropy Awards.
The Asia Philanthropy Awards, or shortly referred to as APA, is an award system in Asia to find hidden heroes who work hard to enhance philanthropy with no discrimination against religion, philosophy, field, and size of organisation. The ultimate goal of APA is to make this world a better place to live by helping individuals or organisations to achieve their philan-thropic visions.
The selection of the awardees will be based on the following judging criteria: Performance (Contribution and Innovativeness), Process (Accountability and Expandability) and Passion (Sustainability).
Call for Nominations for the 2019 Asia Philanthropy Awards
All National Scout Organizations in the Asia-Pacific Region are enjoined to sub-mit their nominations, most especially in the categories pertaining to the “Youth Philan-thropist of the Year” and the “NPO/NGO of the Year.”

13th Asia-Pacific Regional Scout Moot
We are pleased to share with you the invitation from Scouts Australia for the upcoming 13th Asia-Pacific Regional Scout Moot / 21st Australian Rover Moot scheduled from 30 December 2019 to 10 January 2020 at Canberra, Australia.
The Rover Moot will include a wide and varied programme showcasing the theme “Creating Better Rovers”. The programme will include five days of an expedition phase, as well as seven dats of the partic-ipant’s choice of onsite and offsite activities. Activi-ties will provide a chance to experience local attrac-tion and traditions, as well as core Scouting skills.
