Place a dot of adhesive on top of each dowel rod, and push stars onto rods.

Paint a layer of foam coating on cones and

stars.

Paint blue stripes on cones.

Paint five stars red and five stars white.

Insert dowel rod into top of each cone as shown, leaving 2 ½" showing at top.

Cut 12" lengths of ribbon— we used three for each cone.

Tie ribbons to dowel rods as

shown.
