Integrated Food Security Phase Classification (IPC)
Scope and Process Overview of the IPC Analysis
\\\\\\\\\\ \
Outline
1. IPC in practice
(application, use & usefulness)
2. How to support the IPC Analysis
3. IPC Resources and Contacts
\\\\\\\\\\ \
What IPC is...
A set of tools and procedures (protocols) that provides minimum common standards for classifying the nature and severity of acute and chronic food security situations to ultimately inform better decisions on programming and policy.
A process for multiple stakeholders to build technical consensus, and to create common agreement and share information with decision makers.
\\\\\\\\\\ \
What IPC is and where it fits...
The IPC is just one piece of a large puzzle of components in a comprehensive national food security analysis system.
IPC fits within the Analysis – Response Continuum:
Situation

Response PlanningResponse Analysis
\\\\\\\\\\ \
What IPC is now and where it is going..
System of 3 Interlinked and complementing classification and analysis tools for analysing:
1. IPC Acute Food Insecurity
2. IPC Chronic Food Insecurity (roll-out process)
3. IPC Nutrition Security (piloting process)
IPC Food & Nutrition Security Phase Classification System
\\\\\\\\\\ \
What IPC is not…
It is not a methodology to measure food insecurity –IPC brings together different methodologies
It is not a tool for data collection – but it can inform data collection and identify gaps
It is not an information system – it is a complementary ‘add-on’
It is not Response analysis – but it is the starting point for response analysis which should be based on sound situation analysis.

Governance & Technical Dev: IPC Global Partnership
IPC Global Steering Committee Partners:
IPC Analysis is done by Countries – IPC Country Working Groups

To conduct situation analysis, the IPC analytical approach is based on
the following four key aspects:
Informing short and
long-term strategies
Also known as the “big
picture analysis”
This approach is
similar to the Delphi
Decision Making
Process
It shows the
relationships between
food security
elements
Main Characteristics of the IPC Analysis
\\\\\\\\\\ \
IPC-ACUTE Situation Analysis considers:
Severity of situation with regard to lives and livelihoods at two points in time: The situation at the time the analysis is conducted The projected projection to provide an early warning statement
(optional)
Geographical extent - geographical area analysed
Magnitude - estimated number of people
Limiting Factors - underlying, distal, or structural causes of the crisis.
Main Characteristics of the IPC Analysis
\\\\\\\\\\ \
Three stages for IPC Analysis:
Stage 1: Pre-Analysis
Stage 2: During Analysis
Stage 3: Post-Analysis
Main Characteristics of the IPC Analysis
\\\\\\\\\\ \Stage 1: Pre-Analysis Activities
Technical Planning
•Discuss broad parameters of analysis•Constitute/Revive/Revise the IPC Technical Working Group and complete TWG Composition Matrix•Determine strategy for group work
Organiza-tional Planning
•Identify financial support needs and seek funding•Identify venue and arrange other logistics•Send invitations to TWG members
Data Preparation
•Identify and gather relevant data sets•Complete data mapping matrix tool (optional)•Copy data sets for ease of access during analysis•Pre-complete sections of Analysis Worksheets (optional)
Communi-cation
Planning
•Ensure that analysis is done at a strategic time for decision support•Create a communication plan, including the format, medium and audience
\\\\\\\\\\ \
Where do data and information inputs come from?
9/21/2015 IPC Learning Programme 13
The more informationthe greaterthe rigor
\\\\\\\\\\ \Stage 2: During Analysis Activities
Review Workshop Approach & Present key Information
•Review agenda and workshop organization, including groups that will be carrying out analysis, facilitators etc
•Thematic experts present key information (optional)
Complete protocols for the 4 IPC Functions
•Update the TWG Matrix
•Complete the Analysis Worksheets
•Complete the Communication Template
•Complete the TWG Self Assessment Tool
\\\\\\\\\\ \

All over the analysis, transparency and effectiveness of the process are ensured by:
IPC Analysis process clearly lays all steps from data organization to conclusions
Linking all analysis findings to source of information and allowing “raw evidence” to be included
Information Support System (ISS) that mirrors the worksheet and allows:• Access to Analysis Worksheets prior to the workshop for evidence input• Review and validation of evidence and analysis by remote users• Digital repository of “raw evidence” • Creates a historical database of previous analyses per country• Secure platform• Automated Communication Template
\\\\\\\\\\ \Stage 3: Post-Analysis Activities
Consult with decision makers prior to public release
•Hold consultative meeting with key decision makers to review results and make revisions as substantiated byevidence
•If required, conduct a peer review of the analysis (Function 4)
Through active communication, make productswidely available
•Disseminate the IPC Communication Template and any other supporting products•Actively engage decision makers on implications of IPC Analysis for response •Evaluate your communication activities
\\\\\\\\\\ \
IPC in practice
1. Link between complex information and action
2. A common language for classifying acute and chronic food insecurity
3. Comparability over space and time
4. Transparency and accountability
5. Provides the basis for response analysis
6. Builds technical consensus – platform for partnership
7. Clear and accessible communication
RELEVANCE for Decision Making

General Approach to Implementing IPC
How to support the IPC Analysis
\\\\\\\\\\ \
Pre-analysis
Familiarize with the IPC approach, possibly by reviewing the IPC Technical Manual and other info material, and participating in IPC awareness raising events and IPC Level 1 Training Workshop;
Facilitate the IPC process by including the IPC indicators in the emergency needs assessment process where possible
Liaise with the IPC Regional Coordinator or in-country TWG to share data/emergency needs assessment results during the data mapping activity.

How to support the IPC Analysis
What is the role of the IPC Focal Point
\\\\\\\\\\ \
During the analysis:
The IPC focal point takes part in the IPC Analysis Workshop and contribute to increase the understanding of the food insecurity situation.
Post-analysis
Contribute to the dissemination/sharing of the IPC Analysis results
Use the IPC Analysis results to support the delivery of Emergency Programme Objectives
Advocate for the uptake of the IPC Analysis results in the emergency response

Why?
How?
9/21/2015 21
…a Global Partnership including
…a means of classifying acute and chronic food insecurity situations, including nutrition aspects
…Since 2004; current Global Strategic Programme up to 2018
…IPC is currently being implemented in 29 countries.
…to work together towards improving food security analysis and decision-making.

• IPC institutionalized within Government and
implemented by the Government chaired,
Zimbabwe National Vulnerability Committee
(ZIMVAC)
• IPC communication templates now
documented annual outputs as directed in
